1958 Agreement 1958 Agreement WP.29 Agreements and Resolutions Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions The 1958 Agreement regulates the functioning of the international system for the recognition of type approvals under UN Regulations. The Agreement specifies how regulations are to be established and how the system operates whereby an approval under a given regulation accorded by one country can be accepted by all other countries applying that regulation. The program to establish an international system for whole vehicles (as opposed to the current focus on individual vehicle components and systems) includes an important restructuring of the 1958 Agreement. 1998 Global Agreement 1998 Global Agreement WP.29 Agreements and Resolutions Agreement concerning the establishing of global technical regulations for wheeled vehicles, equipment, and parts which can be fitted and/or be used on wheeled vehicles The 1998 Global Agreement provides the framework for establishing UN Global Technical Regulations. Under the Agreement, the World Forum maintains a <a href="http://www.unece.org/trans/main/wp29/wp29wgs/wp29gen/wp29glob_candidate.html" target="_blank">Compendium of Candidates</a> listing national and/or regional regulations proposed by Contracting Parties as possible bases for the development of Global Technical Regulations. 1968 Vienna Convention on Road Traffic 1968 Vienna Convention on Road Traffic WP.29 Agreements and Resolutions Convention on Road Traffic The 1968 Vienna Convention (administered by UN Working Party 1 on road traffic safety) covers road traffic safety regulations and as such establishes principles to govern traffic laws. One of the fundamental prinicples of the Convention has been the concept that a driver is always fully in control and responsible for the behavior of a vehicle in traffic. With the advent of automatic systems to direct the behavior of various vehicle systems such as lighting, but increasingly towards collision avoidance, this basic principle is no longer completely in concert with advanced vehicle technologies. 1997 Agreement on Periodical Technical Inspections 1997 Agreement on Periodical Technical Inspections WP.29 Agreements and Resolutions Agreement Concerning the Adoption of Uniform Conditions for Periodical Technical Inspections of Wheeled Vehicles and the Reciprocal Recognition of such Inspections Also known as the Vienna Agreement of 1997, this agreement aims to harmonize the content and frequency of vehicle inspections across Europe. Regulations established under the 1997 Agreement are known as UN Rules. Presently, there are two UN Rules, covering environmental protection (UN Rule No. 1) and roadworthiness (UN Rule No. 2). GTR No. 7 Head Restraints Head Restraints Global Technical Regulations Global Technical Regulation No. 7: Head Restraints This regulation specifies requirements for head restraints to reduce the frequency and severity of injuries caused by rearward displacement of the head (i.e. whiplash from rear-end collisions). A second phase in the development of this rule is underway to address the following: <ol><li>new headrest height requirements; <li>a dynamic test to mitigate both short and long term whiplash injuries; <li>evaluation of dummy use and injury criteria vis-à-vis biofidelity and correspondence with real world accidents.</ol> GRSP is expected to consider an informal proposal, addressing all issues, including a draft Addendum 1 to the M.R.1 at its December 2016 session. Automated Driving Systems Automated Driving Systems WP.29 Regulation Development To one degree or another, automated driving technologies take over functions previously assured entirely by the driver. At one level, driver assistance systems aid the driver in controlling the vehicle. However, technologies have advanced to the point where automated systems propose to replace the driver in controlling various aspects of vehicle behavior. For example, lane-keeping assistance systems propose to intervene in the steering of the vehicle in order to maintain the vehicle within a lane of travel. At the furthest point in the spectrum, autonomous vehicles propose to assume full responsibility for vehicle behavior without any driver intervention. As a result, such technologies undermine the fundamental assumption that the driver is responsible for the vehicle and thus present the regulatory community with a host of unprecedented opportunities and challenges in ensuring road safety. WP.29 has undertaken to address these issues on a global basis in order to seek uniform worldwide responses that will promote the use of these technologies while ensuring their safe introduction into road traffic. RE3: Vehicle Construction RE3 Construction of Vehicles WP.29 Agreements and Resolutions Consolidated Resolution on the Construction of Vehicles RE3 is an overarching document to facilitate harmonization and support the development of specific UN Regulations by providing uniform terms, references, and other guidance for general use. RE3 provides the guiding principles for the various rule categories by subsystem. The Resolution, via Annex 7 (including Amendment 4), provides definitions of vehicle categories, including in some cases, particular classes of vehicles within the categories. Annex 4 includes recommendations on market fuel quality and Annex 5 contains design principles for control systems of Advanced Driver Assistance Systems (ADAS). UN R0 International Whole Vehicle Type Approval International Whole Vehicle Type Approval System (IWVTA) UN(ECE) Regulations UN Regulation No. 0 on uniform provisions concerning the International Whole Vehicle Type Approval UN Regulation No. 0 establishes a system for mutual recognition of whole vehicle type approvals within the framework of the 1958 Agreement. This regulation is unique in that it governs how a manufacturer may obtain a single vehicle-level approval representing compliance across multiple UN Regulations. In other words, UN R0 does not prescribe technical provisions for the evaluation of performance as much as it describes how approvals under UN Regulations may be consolidated into a single approval. WP.29 adopted the initial regulation (international approval superseding some but not all national/regional requirements) during its November 2017 session. A second phase of work is underway to expand the scope of the regulation.
