UN R4 specifies requirements regarding registration plates that are used primarily in Europe. Japan proposes to include additional provisions in order to extend the applicability of the regulation to registration plates of different sizes used in non-European countries. As part of the work on establishing an International Whole Vehicle Type Approval (IWVTA) system, Japan has noted differences between European and Japanese vehicle registration (license) plates. Text prepared by the International Automotive Lighting and Light Signalling Expert Group (GTB) to clarify the definition of “type”, with regard to manufacturer, trade names and marks and to introduce editorial improvements to the requirements for markings.
Although documents GRE/2013/45 and GRE-70-02 were adopted by GRE at its last (70th) session, this proposal consolidates the amendments and offers editorial improvements to the provisions concerning markings in Regulations Nos. 19, 23, 38, 65 and 119. These editorial improvements aim to clarify that the devices, and not only the samples, shall bear the trade name or mark and align the requirements with the other correctly worded regulations to avoid misunderstanding.

This proposal removes the requirement to indicate the rated wattage in the marking of lamps equipped with electronic light source control gear and/or non-replaceable light sources and/or light source module(s). From an electronic point of view, the information of the wattage brings no benefit and is confusing if the same module is used in different systems and at different wattages.

Advances in LED lighting raise the prospects for incorporation of lighting into rear registration plates. In 2004, in response to a proposal for the regulation of such plates under UN R48, GRE determined that illuminated plates were not lamps and therefore were outside the scope of UN R48. The Spanish delegation would like to submit this issue again for the consideration of GRE members in order to have a coordinated and common view on this subject.

Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed UN R0 on whole vehicle type approval requires submission of approval certificates for components and systems. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). This set of proposed amendments introduces provisions for light-source approvals under the device regulations.

Proposal to add a reference to the installation parameters of the licence plate illumination lamps determined during their type approval process. Every type-approved device or pair of devices have their own geometrical position in relation to the rear registration plate which is determined based on the illumination levels, maximum gradient value, angles of visibility and light incidence angle. This proposal would introduce a reference to these parameters in UN R48.
