78. The World Forum considered draft amendments under agenda items 4.6.1 to 4.6.7. and recommended their submission to AC.1 for voting, subject to the following corrections of ECE/TRANS/WP.29/2021/8 under agenda item 4.6.6 (WP.29-183-06):
In paragraph 4.4.1., replace “markings” with “approval mark”.
In paragraph 9.1., delete from the proposal (i.e. keep the paragraph in its current form).

The Chair of GRBP presented draft amendment proposals contained in documents ECE/TRANS/WP.29/2021/3, ECE/TRANS/WP.29/2021/10 and Rev.1, ECE/TRANS/WP.29/2021/11 under agenda item 4.6.8 to 4.6.10., to amend UN Regulations Nos. 41, 141 and 142. The World Forum recommended their submission to AC.1 for voting.

16. The expert from ETRTO introduced an amendment proposal with the aim to improve the reproducibility of the test method from standard ISO 23671 (ECE/TRANS/WP.29/GRBP/2020/16). Following concerns of the experts from Germany and Spain about paragraph 4.1.2.1. of Annex 5, part A, the expert from ETRTO proposed a modification to this paragraph (GRBP-72-29). GRBP adopted the proposal, as amended by Annex VIII of the session report, and requested the secretariat to submit it to WP.29 for consideration and vote at their March 2021 sessions as a draft Supplement 13 to the 02 series of amendments to UN Regulation No. 117.

17. The expert from ETRTO proposed further amendments with a view to modifying the word “moulded” in tyre marking methods and replacing the Standard Reference Test Tyre SRTT14 by SRTT16 (ECE/TRANS/WP.29/GRBP/2020/17). GRBP adopted the proposal, subject to deletion of paragraph 9.1., and requested the secretariat to submit it to WP.29 and for consideration and vote at their March 2021 sessions as part of draft Supplement 13 to the 02 series of amendments to UN Regulation No. 117.

18. On behalf of IWG for Wet Grip on Worn Tyres (WGWT), the expert of ETRTO reported on their progress (GRBP-72-06) and introduced amendments to the IWG Terms of Reference (ECE/TRANS/WP.29/GRBP/2020/11). The expert of EC proposed to extend the IWG scope to C2 and C3 tyres (GRBP-72-02). The expert from ETRTO commented on this proposal (GRBP-72-26-Rev.1). Following a discussion, GRBP was not in a position to reach a consensus on the EC proposal and decided to come back to revision of ToR at the next session. Meanwhile, GRBP agreed to request WP.29 to extend the mandate of IWG WGWT until September 2021.

8. The expert of EC informed GRBP about progress of the study on the sound level limits of M- and N-category vehicles (GRBP-72-25). The expert from Japan thanked EC for sharing this information and pointed out that his country was also conducting a similar study.

19. GRBP was informed about the progress of the Task Force on Studded Tyres (TF ST) and of the group of interested experts (GOIE) on snow tyres provisions (GRBP-72-15 and GRBP-72-23, respectively).

29. The Chair presented a revised list of priorities and recurrent items (GRBP-72-12). GRBP noted that the list would be updated and reported to WP.29.

The expert from ETRTO recalled the recent adoption of Amendment No. 2 to UN GTR No. 16 (Tyres) and proposed to elaborate a roadmap for transposing of its provisions into appropriate UN Regulations (GRBP-72-07). GRBP thanked ETRTO for the initiative and agreed to revert to this issue at the next session.

21. The expert from Japan introduced an amendment which addressed unique light trucks available on the Japanese market (ECE/TRANS/WP.29/GRVA/2020/6). The expert of ETRTO proposed a slight modification (GRBP-71-29). GRBP adopted the proposal, as contained in Annex VII, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2020 sessions Supplement 12 to the 02 series of amendments to UN Regulation No. 117.

19. On behalf of the Group Of Interested Experts on snow tyre provisions (GOIE), the expert from Germany reported on their progress (GRBP-71-20). In particular, he proposed establishing a new task force on studded tyres with the objective to draft a new UN Regulation on the approval of studded tyres regarding their snow performance. GRBP endorsed this proposal and noted that the duties of the Chair and Secretary of the task force would be performed by the experts from Finland and ETRTO, respectively.

20. With additional explanations of GOIE (GRBP-71-26), GRBP resumed discussion on the new class of special use tyres intended for use under severe snow conditions (ECE/TRANS/WP.29/GRBP/2019/14). GRBP noted that the proposed new class would provide for better road safety characteristics under severe snow conditions, but with a small increase in the rolling noise. The experts from Germany, Netherlands and Russian Federation supported the proposal. The expert from EC was not in position to agree to the proposal, due to the envisaged higher noise limits which would require modifications of European Union legislation. GRBP decided to revert to this issue at the next session.

22. The expert from France, Chair of the IWG on Wet Grip Performance of Tyres in a Worn State (IWG WGWT), reported on their progress (GRBP-71-23). She pointed out that the IWG WGWT objectives were to present an informal document to the seventy-second session of GRBP in September 2020 and to submit a formal paper to the seventy-third session of GRBP in January 2021.

19. On behalf of the Group Of Interested Experts on snow tyre provisions (GOIE), the expert from Germany reported on their progress (GRBP-71-20). The expert from ETRTO reported that, in 2020-2021, the American Society for Testing and Materials (ASTM) would be phasing out the Standard Reference Test Tyre SRTT14 (ASTM E1136) which was referenced in UN Regulations Nos. 108 and 117 (GRBP-71-06). Therefore, these references would need to be replaced by SRTT16 (ASTM F2493) tyre, and the test procedure should be amended accordingly. The Chair invited ETRTO to submit an official document with draft amendments to UN Regulation No. 117 for consideration at the next session. The expert from BIPAVER volunteered to cooperate with ETRTO with the aim to prepare similar amendments to UN Regulation No. 108.

The expert from OICA reported on the progress of the Task Force on Measurement Uncertainties (TF MU) (GRBP-71-04) and presented a strategy on how to handle measurement uncertainties in UN Regulations (GRBP-71-21). GRBP noted that the suggested approach could first apply to UN Regulations Nos. 51 and 117 and, at a later stage, to other UN Regulations as well.
