41. The Secretary of the Global Forum for Road Traffic Safety (WP.1) reported on the outcome of its session in September 2019. WP.1 had extensively discussed the amendments and decided to resume at the next session with the points (i), (j), (r), (t), 34, 35 and 36 in ECE/TRANS/WP.1/2017/1/Rev.1, and take into account Informal document No. 8 (March 2019), ECE/TRANS/WP.1/2019/10 (submitted by Slovakia) and ECE/TRANS/WP.1/2019/11 (submitted by Laser Europe).

42. He suggested that GRE should appoint a resource person who could participate in WP.1 sessions and would reply to technical questions from WP.1 participants. He also briefed GRE on the WP.1 activity on highly and fully automated vehicles. The Chair recalled the GRE and WP.29 discussions on the signalling requirements for automated/autonomous vehicles (see para. 53 below) and sought the opinion of WP.1 on this matter. To this end, the WP.1 Secretary invited an expert from a contracting party to the Convention on Road Traffic (Vienna, 1968) to submit to the next session of WP.1 in March 2020, a short informal document on the pros and cons of different positions. The expert from Germany volunteered to prepare the paper.

Proposal to amend Annex 7 (based on the documents ECE/TRANS/WP.29/GRRF/2015/39 and GRRF-80-16 from Slovakia) and Annex 10. This proposal would:

1. change measurement units for drum speed in Annex 7 from min-1 to km.h-1 to align the requirements with other tyre regulations;
2. correct the wording from “speed category symbol” to “speed symbol” (as defined in para. 2.33);
3. correct the wording from “load capacity index” to “load index” (as defined in para. 2.32);
4. correct a reference to para. 3.2.13. of the Regulation in Annex 7, Appendix 1;
5. correct a boundary value of load index in Annex 7, Appendix 1;
6. delete in paragraph 2.1 in Annex 7, the possibility to use the 2.0 m drum diameter to perform the endurance test.

In Annex 10, the proposal aligns the text with Annex 7 of UN R117, 02 series of amendments, Supplement 5.

39. GRRF resumed consideration of proposed amendments to Annexes 7 and 10 to Regulation No. 109 as well as the proposal originally submitted by the expert from Slovakia, in ECE/TRANS/WP.29/GRRF/2016/40. The expert from ETRTO presented a proposal for amendments to tyre marking requirements in ECE/TRANS/WP.29/GRRF/2016/41.

40. GRRF adopted both proposals and requested the secretariat to submit them as draft Supplement 8 to Regulation No. 109 (Retreaded tyres for commercial vehicles and their trailers) to WP.29 and AC.1 for consideration and vote at their March 2017 sessions.

1. “speed category symbol” to “speed symbol”,
2. “load capacity index” to “load index”,

4. correct the boundary value of the load index in Annex 7, Appendix 1.

44. The expert from the Slovak Republic introduced ECE/TRANS/WP.29/GRRF/2015/39 as amended by GRRF-80-16 proposing clarifications for Regulation No. 109. The expert from ETRTO recalled that the proposed clarifications would also be relevant for Regulations Nos. 30 and 54. GRRF agreed to resume consideration of these clarifications on the basis of a revised proposal that the experts from ETRTO and the Slovak Republic volunteered to prepare for the September 2016 session of GRRF.

Document GRRF/2015/38 proposes to change the measurement units for drum speed from min-1 to km.h-1 in alignment with the requirements with other tyre regulations. This proposal would clarify a footnote reference by replacing “speed categories N or P” with “speed category symbols N or P”.

40. The expert from the Slovak Republic introduced ECE/TRANS/WP.29/GRRF/2015/38 as amended by GRRF-80-15. GRRF agreed that only proposed minor correction to footnote 2 in Annex 7, Appendix 1 would be relevant. At the request of the Chair of GRRF, the expert from ETRTO agreed to introduce it in its revised proposal for amendments to Regulation No. 54 to be reviewed by GRRF at its February 2016 session.

List of editorial changes to be made in the draft Tire GTR (document GRRF/2012/22) in addition to those requested by the experts from the tire industry in informal document GRRF-73-12. The intention of these changes is only to correct and refine the draft GTR wording.

22. The expert from France introduced GRRF-73-03 proposing the technical report on the development of the tyre GTR. GRRF noted a number of comments. The expert from France volunteered to submit a revised proposal for consideration at the next session of GRRF as an official document.

23. The secretary of the tyre GTR informal group reported on the progress made. He presented the text of a draft GTR (ECE/TRANS/WP.29/GRRF/2012/22) which GRRF partially reviewed, taking into account the amendments proposed in GRRF-73-12, GRRF-73-13, GRRF-73-22 and GRRF-73-25. GRRF agreed that the informal group should continue to work on the draft GTR and to hold their next meeting immediately before GRRF on Monday 18 February 2013. From this meeting GRRF anticipate an updated final text for adoption during its 74th session.
