WP.29/2015/47: Proposal to define the moment of inertia in the luggage-impact test as “0.3 ± 0.05 kgm2 (around all 3 principal axis of inertia of the luggage blocks)”. UN R17 presently lacks such a definition, resulting in variations in trajectory and behavior of the luggage cubes before and after impact. This proposal would also correct a reference to UN R25 to refer to the 04 series of amendments rather than to the 03 series of amendments.

WP.29/2017/122: Proposal to clarify the testing of seats with and without head restraints. This proposal would allow alternatives at the request of the manufacturer by clarifying that under testing of a bench seat with three seating positions and two head restraints, a moment of 3 × 373Nm shall be applied to the back of seats and of 2 × 373Nm to the head restraints:- If the manufacturer wants to comply with the test requirements of paragraph 6.2. (strength of the seat-back), by the test of head restraint performance of paragraph 6.4., they choose to apply 53 daNm to each seat back without head restraint and 89 daN to each head restraint. In this case only one test shall be performed.
- If the manufacturer chooses not to apply 53 daNm, during the test of paragraph 6.4., the seat back strength test of paragraph 6.2. has to be performed in addition to the test of paragraph 6.4.
With 35 of the 47 Contracting Parties applying UN R17 present and voting, AC.1 adopted document WP.29/2017/122 by a vote of 35 in favor, 0 opposed, with 0 abstaining.

WP.29/2018/142: Proposal to require seat belt components such as retractors to remain functional if damaged during the load-retention test according to Annex 9 of UN R17. Such components have occasionally been damaged during testing such that their functionality has been impaired. In order to ensure adequate occupant safety, this proposal would require all safety-belt components to be included in the test installation and require post-test inspection to confirm the continued functionality. The transitional provisions phase in the new requirements during September 2020-September 2022. With 38 of the 48 Contracting Parties applying UN R17 present and voting, AC.1 adopted document WP.29/2018/142 by a vote of 38 in favor, 0 opposed, with 0 abstaining.

19. GRSP note that WP.29 at its November 2023 session had returned ECE/TRANS/WP.29/2023/115 to GRSP for further revision (see ECE/TRANS/WP.29/1175, paragraph 106). The expert from OICA, explained that the proposal of Supplement 1 to the 10 series of amendments had already been incorporated in the 11 series of amendments to UN Regulation No. 17 that had been adopted at the November 2023 session of WP.29. He further explained that this supplement would imply a new provision that would enter into force immediately creating problems to manufacturers. Therefore, he suggested that the proposal be withdrawn. The expert from Germany, author of ECE/TRANS/WP.29/2023/115, insisted that the proposal was still needed. He offered to revise the proposal for further discussion at the May 2024 session of GRSP.
14. The expert from the Kingdom of the Netherlands withdrew ECE/TRANS/WP.29/2023/115. GRSP agreed to defer discussion on ECE/TRANS/WP.29/GRSP/2024/15 at its December 2024 session. GRSP also agreed to send GRSP-75-30 (introduced by GRSP-75-28), tabled by the expert from CLEPA, to the IWG on equitable protection of occupants (EqOP) IWG.

WP.29/2023/115: Proposal to enable approval of all vehicles and seating positions with regard to the strength of seats and their anchorages and with regard to their head restraints (in addition to M1 and N1) under UN R17.
