CLEPA proposes maintaining baseline requirements for UN R10.08 unchanged, testing according to standardized parameters of reference IEC standards. Contracting Parties with diverging local grid configurations should define tailored national requirements or propose harmonized evaluation methods directly within relevant IEC standard committees, as direct application or mathematical conversion of limits for diverging grids lacks standardized metrological foundation in IEC publications.

During IWG-EMC 53rd meeting, Dutch delegation referenced the 2018 Stint accident in proposals to extend UN R10 radiated emissions below 30 MHz and immunity below 20 MHz requirements. Official forensic investigation reports by TNO and Dutch Safety Board ruled out electromagnetic compatibility as a causal factor. The Stint’s drive system was fully immune under UN R10 Annex 6 at 40 V/m. Level-crossing infrastructure fully complied with EN 50121 railway EMC standards. True root causes were mechanical, electrical, and homologation failures including braking deficiencies, electrical throttle flaw, and vehicle instability. OICA recommends rejecting any expansion of UN R10 scope based on this incident.
The agenda includes a roadmap for the 08 series of amendments with proposals from contracting parties and non-governmental organisations, discussion of numerous technical documents covering harmonics, flicker requirements, charging conditions, immunity testing, radiated emissions, and blind spot detection systems. Proposal to improve efficiency of test methods by adding a reference to SAE J1349 or applicable local regulations, in addition to UN R85 and ISO 1585, to para. 6.1.2. and para. 6.1.2.1., and delete the requirement for Current integration measurement from para. 5.2.1. The additions provide consistency throughout the regulation and clarify that test results obtained in accordance with applicable local regulations are considered valid. The deletion removes an inconsistency whereby only Current integration measurement specifies a frequency of 20 Hz, while other items specify at least 10 Hz, and eliminates inapplicable wording carried over from UN R154.

Japan proposes to add a specific requirement for vehicle speed measurement frequency of 20 Hz in Table A3/1 of Annex 3, consistent with UN R154; revise para. 2.4 to clarify that both constant and transient cycles test methods are permitted; delete redundant text from para. 2.4.1 regarding test cycle requirements; and delete from para. 5.1 the requirement that resolution and method for SOCE availability be determined in agreement with authorities, as these are already specified.
The Task Force on Lamps Under Parked Conditions will hold its 12th session as a hybrid meeting in Tokyo on 11 September 2026. The agenda includes discussion of Terms of Reference to modify the timeline, continuation of questionnaire discussion, and proposal for modification of UN R48 regarding lamp test modes and Energy Indicators for M1 and N1 vehicle categories. The session will also address follow-up and action items, review of existing Regulations and Standards, any other business, and confirmation of the next meeting.
