The delegation member of China, from the University of Tsinghua, presented (GRVA-23-43) research on the Safety Of the Intended Function (SOTIF) index and its role for ADS driving safety evaluation. The presentation highlighted (a) the challenge of establishing credible ADS safety evaluation methods, given the persistence of unknown scenarios even after extensive testing, (b) the concept of the SOTIF index, which measures the completeness of known unsafe scenarios and the credibility of verification for unknown unsafe scenarios, © a proposed stepwise evolution of SOTIF levels (1.0 to 4.0), similar to the historical progression of vehicle emission standards, aiming to gradually reduce risk in ADS operations, (d) a calculation framework for SOTIF scoring, considering factors such as ODD boundary recognition, perception risk response, and disturbance handling. GRVA noted the comparison of the SOTIF index and the emissions level paradigms and noted with interest the idea presented to progress step-by-step the SOTIF levels like the emission levels in the past.
