74. In the absence of the Secretary of the Working Party on Road Safety (WP.1), the World Forum reiterated its encouragement to WP.1 to conclude, in reasonable time, its deliberation and to follow the WP.29 proposal (ECE/TRANS/WP.1/2012/8).

77. In the absence of the Secretary to WP.1, the secretariat informed the World Forum that documents ECE/TRANS/WP.1/2012/8 and ECE/TRANS/WP.1/2011/4/Rev.1, dealing with the inconsistencies on lighting and light-signalling provisions as well as on the issue of ADAS in relation with the provision of the 1968 Vienna Convention on the driver’s control of the vehicle, were under consideration by WP.1. The GRE Chair expressed the concerns of GRE on the amendments by WP.1, which are still under consideration, on the proposal transmitted by WP.29 in March 2011 (ECE/TRANS/WP.29/2011/47). WP.29 agreed with his suggestion requesting WP.1 to revert to the original proposal of WP.29 and to follow ITC’s advice (see para. 4 above) to accelerate deliberations on the issue of the control of the vehicle by the driver and to increase the cooperation between WP.1 and WP.29. The GRE Chair concluded that the elimination of the inconsistencies could avoid possible technical barriers to trade.
78. The Vice-Chair recommended that WP.29 representatives should coordinate with their national representatives in WP.1 to accelerate progress on this issue.

85. The Secretary of the Working Party on Road Safety (WP.1) informed the World Forum that his group continued considering WP.29 proposals to amend the 1968 Vienna Convention on Road Traffic in view of aligning its provisions with those of the vehicle regulations developed in the framework of the 1958 and 1998 Agreements. Referring to Annex V to the Convention, he added that WP.1 would consider an updated version of ECE/TRANS/WP.1/2011/4/Rev.1 at its September 2013 session. He expected that WP.1 would continue consideration of the requirement specifying that “every driver shall at all
times be able to control his vehicle” as well as the “Advanced Driver Assistance System (ADAS)” definition on the basis of ECE/TRANS/WP.1/2012/8 and the documents submitted by Germany (WP.29-160-31) and by Belgium, France, Italy, Sweden and the United States (WP.29-160-32). The latter contained the result of the discussion of the WP.1 informal expert group. The representative of OICA introduced a proposal (WP.29-160-16) on the subject of the driver’s control, converging in principle with WP.29-160-31. Therefore, the World Forum invited the representatives of Germany and OICA to submit a joint proposal for consideration at the September 2013 session of WP.1.

The definitive calendar of sessions for 2013 is reproduced in Annex II to this report. The secretariat presented WP.29-158-02 containing the list of informal working groups of WP.29 and its GRs. OICA received the document shortly before the WP.29 session and has only been able to get initial reactions based on a superficial reading of the text, but the document did raise a need for further consideration. The document will be voted upon nonetheless, but OICA may submit a future proposal to address its eventual concerns.

The European Commission did not receive document WP.29-158-07 in time to arrange for internal approvals; therefore, the EC cannot vote on this correction. This document deletes a redundant paragraph and a paragraph from the meeting report mistakenly copied into the draft text. These are not critical corrections and so the documents WP.29/2012/73 and its Corrigendum 1 will be voted and the editorial mistakes corrected at the March WP.29 session.
The formal proposal (WP.29/2012/73 and corrigendum) unanimously adopted.
46. Under agenda item 4.7.12, UN Regulation No. 48, document ECE/TRANS/WP.29/2012/73, page 3, paragraph 6.21.4.2.1., delete the sentence in brackets; paragraph 6.21.4.2.2.1., first line, delete “excluding the cab,”. WP.29 requested the secretariat to distribute WP.29-158-07 with an official symbol for detailed consideration (as a corrigendum) at its next session.

Paragraph 15.2.1.1.1, the table (rows for vehicles of category N2 and N3), columns of exterior mirrors of Classes IV, V and VI, insert to read (3 times):
“In addition according to paragraphs 15.2.4.5.6 to 15.2.4.5.11 for vehicles with a mounting height of the Class V mirror of not less than 2.4 m (see paragraph 15.2.4.5.12): the required field of vision (paragraphs 15.2.4.5.6 to 15.2.4.5.9) may be viewed using a combination of direct view and indirect vision devices (of Class IV, V, VI).
Add new paragraphs 21.16 and 21.17, to read:
"21.16. | Notwithstanding paragraph 21.15., type approvals granted to the preceding series of amendments to the Regulation, which are not affected by the 04 04 series of amendments, shall remain valid and Contracting Parties applying this Regulation shall continue to accept them. |
21.17. | Contracting Parties applying this Regulation shall not refuse to grant extensions of type approvals for existing types of vehicles or devices, which are not affected by the 04 series of amendments, granted according to the 03 03 series of amendments to this Regulation." |

“4.2.6. The “Alpine” symbol (“3-peak-mountain with snowflake” conforming to the symbol described in Annex 7, Appendix 1) shall be added if the snow tyre is classified as “snow tyre for use in severe snow conditions”."
Paragraphs 6.1.2 and 6.1.3, the tables, remove the square brackets and keep the figures.
Annex 7, the amendment to Appendix 1, correct to read:
“Minimum 15 mm base and 15 mm height.”

26. The Chair recalled the purpose of ECE/TRANS/WP.29/2012/54 harmonizing the definitions of “snow tyres” and “snow tyres for use in severe snow conditions” in UN Regulations Nos. 30, 54 and 117, for further consideration by GRB. The Chair of GRB presented GRRF-73-05, a proposal generated by GRB during its session in September 2012 which slightly modifies the GRRF proposal. GRB preferred to remove the marking M+S from UN Regulation No. 117. Only “snow tyres for severe condition” with the “Alpine Marking” are entitled to the bonus on limit values set in the Regulation (e.g. for “rolling noise”). GRRF endorsed the proposal by GRB as reproduced in GRRF-73-05-Rev.1 and agreed to submit it to WP.29 and AC.1 for consideration at their November 2012 sessions together with ECE/TRANS/WP.29/2012/54 as Supplement 02 to the 02 series of amendments to UN Regulation No. 117 (see WP.29-158-09).
27. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2012/17 amending UN Regulation No. 117, introducing the possibility to use a test track according to the new ISO standard 10844:2011. The expert from ETRTO preferred to insert transitional provisions into the proposed amendments (GRRF-73-26). GRRF endorsed the amendments proposed by GRB (GRRF-73-17) and confirmed there was no conflict with on-going amendments under consideration at GRRF.
28. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2012/18 correcting the provisions of the temperature compensation in Regulation No. 117. GRRF noted that this proposal had been simultaneously transmitted to GRB who had made recommendations for submission to WP.29 and AC.1 for consideration at their March 2013 sessions as Supplement 03 to the 02 series of amendments to UN Regulation No. 117.
29. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2012/19 amending the testing procedure for snow tyres of the category C3. GRRF noted some comments. GRRF agreed to consider a revised proposal at its next session
30. The expert of France presented a joint proposal of France / EC (GRRF-73-08) on wet grip testing provisions for Tyres of category C2 and C3. The expert from ETRTO introduced GRRF-73-18 and GRRF-73-21 in response to GRRF-73-08 with a proposal for limit values as well as transitional provisions. GRRF agreed to resume discussion on these issues on the basis of revised proposals tabled by ETRTO at its next session.

He indicated that a good exchange of information had taken place and mentioned that the session reports would be available on the website. He presented the agenda
for the third meeting of the group (WP.29-158-13) and encouraged the participants to attend the third meeting scheduled for the current week.
79. The representative of Canada informed WP.29 that a list of contacts of enforcement for a global compliance network had been established and invited the representatives to submit to Environment Canada relevant information, including the e-mail address, to complete the list. The representative of the EU confirmed that the activity of the group was an essential element for the correct functioning of the World Forum activities.

The Chair of WP.29 reported on the presentation (WP.29-157-03) he had given at the sixteenth Asia-Pacific Economic Cooperation (APEC) Auto Dialogue (Kazan, 28-29 May 2012) in which he presented the World Forum as the recognized leader in the development of harmonized requirements on road vehicle safety and environmental protection.
82. The representative of the Russian Federation reported on the presentation (WP.29-158-14) given at the seventeenth APEC Automotive Dialogue (St. Petersburg, 30-31 October 2012) in which he underlined the role played by WP.29 on the harmonization of vehicle regulations.
83. WP.29 noted that APEC Auto Dialogue could be an excellent platform for promoting the activities of WP.29, could encourage the accession of APEC countries to the Agreements administered by the World Forum and offered its cooperation with APEC Auto Dialogue.

86. The representative of the EU introduced WP.29-158-15, containing a proposal for setting up, under GRPE, of an informal working group on Environmental and Propulsion Performance Requirements (EPPR) for L-category vehicles. The World Forum endorsed the proposal to establish the informal working group, with a mandate up to November 2016, under the chairmanship of Mr. P. Asman (Sweden) and with secretariat services provided by IMMA. The World Forum also agreed to confirm this decision with the approval of the mandate document at its next session, following the meeting of the group during the January 2013 session of GRPE.
Environmental and Propulsion Performance Requirements for L-category Vehicles | Session 1 | 18 Jan 2013
- The chairman introduced this item, based on EC’s proposed mandate document as submitted to WP29.
- The European Commission (EC) explained the regulatory situation for EU:
- o The co-decision regulation containing the base requirements is expected to be published in February.
- o For the non-essential elements EC has delegated power. Since 1,5 year EC has been sharing draft text with EU Member States and stakeholders. One of those ‘delegated acts’ is dedicated to environmental requirements.
- o The whole package will become mandatory from Jan 2016.
- o EC would like to simplify the REPPR by referring to UN regulations.
- o In the exercise of taking stock of international and national legislation globally EC have noted some issues that could serve as basis for international harmonization.
- o EC hope to elaborate and lift global requirements to a level to enable CP’s to implement and refer to from their national regulations including EU regulations. This would be to the benefit for industry and citizens of all Contracting Parties (CP).
- The chairman informed that the purpose of today’s meeting was to collect views of CP’s and stakeholders.
- To a question by India, the EC confirmed that Type VI means the low ambient temperature emission test (as described in R83). India noted that at previous ‘IEPPR workshop’ (June 2012), some stakeholders mentioned that types VI should apply to quadricycles. India wanted to know if participants reflected on that. The chairman took note of that, but suggested not to start detailed discussion on this issue now.
- Spain, asked if the EC’s intention was to repeal R40 and R47? EC stated that there would be no repeal as some CPs were still using the regulations.
- India asked what the EC meant by the restricted L category vehicles’ (cfr. point 10 in WP29-158-15). EC offered the example of mopeds with limitation in power and maximum speed, and suggested that the introduction of sub-classes was to restrict the speed or power).
- EC feels it is important to have a common procedure to measure max. power and vehicle speed. The test procedure needs to be adapted as in EU now HEV’s and EV’s have come to the market.
- Japan presented its position (EPPR-01-06e): (Agenda item no#3.3)
- o Japan supported international harmonization but stressed the importance to put priorities on the tasks.
- o Suggestion for first priority on L3 category with combustion engines, as this has the largest market share and greater environmental influences.
- o In Japan, L6 and L7 category vehicles are considered as four-wheeled vehicles, and the emission requirements for these vehicles are the same with those for M1 and N1 vehicles. As such Japan raised concerns to regulate these “four-wheeled vehicles” along with motorcycles and tricycles. Japan takes it necessary to research the situations in each Contracting Party and to consider in detail how the regulations for these categories (L6 and L7) should be.
- o Japan proposed to put lower priority for EV and HEV, and to discuss these based on the outcome from the EVE and WLTP informal groups (under GRPE),
- o in which overall discussions take place on electric range and energy consumption. and it is desirable to take advantage of their results. Currently the overall discussion of electric energy consumption, electric range determination and such are considered in EVE and WLTP and it is desirable to take advantage of their results.
- o Japan proposed to delete “Test type VI” from the proposed mandate document (WP29-158-15) since they see no need for worldwide harmonization for low temperature test.
- o Proposal to unify the reference fuel when developing the regulations because the limit values vary depending on the reference fuels.
- o And it was also proposed to update GTR2 first, and copy the content (of GTR2) afterwards into R40.
- UK acknowledged that quadricycles are not the largest part of the market, and may be lower priority, but UK did not want them to be out.
- The EC explained their biggest concern is at low-end/low displacement vehicles (mopeds and smaller motorcycles). And the EC suggested to consider to open GTR2 to include mopeds. EC stated there is only a virtual boundary between mopeds and motorcycles.
- IMMA preferred also to continue building on what we already exists (GTR2) for L3-vehicles. IMMA called this the next phase of WMTC.
- EC said that looking into L3 only is preventing us to have a holistic view. EC proposed not to focus on one particular subcategory.
- Italy agreed to look at all vehicles and take into account particular specifications of e.g. quadricycles. But Italy stated there is a need to set priorities, and added that motorcycles should be priority.
- The chairman agreed there is a need for a priority list.
- India support Japan’s proposal for no global harmonization regarding the Type VI (low ambient temp.)
- India was unsure if R85 was useable for current L-vehicles for propulsion performance.
- EC said R85 is usable for EV’s and maybe also for HEV, but for HEV, it is not complete. For ICE-vehicles EC saw no appropriate regulation available.
- India suggested that instead of updating R40 and R47, a new regulation should be developed so that this would allow developing countries to apply these current regulations
- The chairman assumed this was in line with the view within EU.
- EC confirmed their preference to first look at the ‘98-agreement, and then at ’58, as there is a solid base by GTR2.
- EC stated though they found some weaknesses and flaws in GTR2 that need to be addressed. And EC saw a need to upgrade GTR2.
EC mentioned that the ’58 agreement is for them also important, and they would like to keep things in parallel.
- India commented that GTR2 is still a recent document and if there are some flaws that should be addressed we should look at GTR2, and try to resolve them rather than starting a new book. India preferred to find expansion rather than start new GTR.
- The chairman concluded that he sees an understanding between EC, Japan and India that GTR2 should be the basis for further work. The group was invited to send addition, written comments to the chairman and the secretary.
Environmental and Propulsion Performance Requirements for L-category Vehicles | Session 2 | 25-26

The group drafted a document based on document WP29-158-15.
The new document should clearly request the mandate to work on GTR2 and new GTRs as well as UN regulations.
As the classification in SR1 (’98 agreement) and RE3 (’58 agreement) is very different, it was agreed to use the term ‘light vehicles’, (e.g. “category 3 vehicles” or “L-category vehicles”), in order to indicate the scope of vehicles that EPRP intends to discuss.
The document was preliminary agreed but it was decided to submit the document as drafted to the whole group for review and comment until 17th May.

51. The Chair of the EFV informal group recalled that a summary report of the WP.29 work on Environmentally Friendly Vehicles between 2003 and 2012 (ECE/TRANS/WP.29/2013/33) was introduced as an informal document (WP.29-158-17) at the last WP.29 session, in November 2013, and that it will be distributed at the March 2013 WP.29 session for consideration and possible adoption. Having clarified that this report was also accompanied by a document describing the process followed by the EFV task force group for its preparation (WP.29-158-16), he briefly reported on the success of the fifth EFV Conference, held in Baltimore (Maryland, USA) on 10-12 September 2012.
52. GRPE congratulated the EFV informal working group and task force group for their work and agreed that the adoption of the summary report by WP.29 shall conclude the EFV activities. EFV will not appear as an agenda item in the future.

69. The representative of the Russian Federation introduced WP.29-158-18 proposing, in cooperation with the representative of CITA, a road map as a way forward to update the UN Rules annexed to the 1997 Agreement. He also introduced another joint proposal (WP.29-158-21) for amendments to UN Rule No. 2 (Roadworthiness) that would reduce differences with the corresponding EU Directives. On the request of the representatives of the Netherlands and Finland, WP.29 agreed to remove the O1 category of vehicles from WP.29-158-18 and WP.29-158-21, thus keeping them in line with the ongoing update of the above-mentioned Directives. Accordingly, it was agreed to resume consideration of the road map (WP.29-158-18) on the basis of a revised document with a less challenging timeline and a focus on vehicles, equipment and parts currently covered by UN Regulations. Finally, WP.29 agreed to refer WP.29-158-21 to its subsidiary bodies (GRE, GRSP, GRRF and GRSG) for detailed consideration at their next sessions.

76. The representative of the United Kingdom presented ECE/TRANS/WP.29/2012/124 and WP.29-158-19 proposing to develop a Mutual Resolution applicable for both the 1958 and 1998 Agreements, in which the drawings and technical specifications of any test device used in UN Regulations and UN GTRs could be incorporated as addenda. WP.29 adopted ECE/TRANS/WP.29/2012/124 as amended by Annex III to this report and requested the secretariat to submit this proposal for consideration and vote to AC.3 (see para. 117 below).

5. The expert from the United Kingdom, Chair of the informal working group on UN GTR No. 7 Phase 2, informed GRSP (GRSP-52-18) about the ongoing activities of the group. He added that the last meeting of the group was held in Geneva on 10-11 December 2012, prior to the GRSP session. He confirmed that the development of injury criteria was of critical importance and that they would be discussed at the next informal group meeting in February 2013. He added that the development of a proposal for a certification procedure of the dummy was in progress and that extensive study funded by the EC identified areas of dummy performance, particularly regarding reproducibility, that required further investigation. The expert from Japan, secretary of the informal working group, complemented the presentation of the expert from the United Kingdom introducing the last status report of the informal working group (GRSP-52-23). He also confirmed the goal of the group to submit a proposal for consideration at the December 2013 session of GRSP.
6. Referring to the discussion held during the November 2012 session of the World Forum for Harmonization of Vehicle Regulations (WP.29) (ECE/TRANS/WP.29/1099, para. 76), GRSP noted that a Mutual Resolution concerning the description and performance of test tools and devices had been adopted (ECE/TRANS/WP.29/2012/124 and WP.29-158-19) and reproduced as ECE/TRANS/WP.29/1101. GRSP, also noted that as part of the proposal of the UN GTR, a specific addenda for the inclusion of the Biofidelic Rear Impact Dummy (BioRID II) in this Resolution would be prepared by the informal working group.

36. The Chair recalled that ECE/TRANS/WP.29/2013/32, dealing with the update of the Rule No. 2, was referred to GRRF and the other subsidiary bodies of WP.29 for detailed consideration. The expert from the Russian Federation introduced ECE/TRANS/WP.29/2013/32 proposing to harmonize Rule No. 2 with the provisions set in the European Union Directive 2010/48/EC and asked for comments. Some experts noted that the corresponding European Union Directive was still under consideration for amendments. GRRF preferred to wait for the completion of this work to avoid a further update of Rule No. 2.

The European Commission received the informal documents WP.29-158-22 and 27 too late to arrange for internal legal approval to enable vote at this session. In any case, France explains that document 22 would benefit from further review, so this document is sent back to GRSP for refinement.
Japan also explains that its proposal to permit acceleration sled testing has been passed by GRSP and so an amendment proposal is pending.
In sum, the new regulation will be voted as it exists in documents WP.29/2012/53 and its corrigendum while the corrigendum in document 22 will pass to the March session. The Japan acceleration sled amendment and a refined version of document 27 will also likely make the March agenda.
Proposal unanimously adopted.

43. The representative of the EU introduced WP.29-158-24 and WP.29-158-25 containing amendments to the draft UN Regulation (ECE/TRANS/WP.29/2012/116). He considered the proposal consistent with the scope of the 1958 Agreement and aligned with the interest of other Contracting Parties, including the Russian Federation. He wished to adopt this proposal after detailed consideration by GRPE at its next session in January 2013. The representative of Japan expressed his opinion that this Regulation was not covered by the scope of the 1958 Agreement. Nevertheless, he informed the World Forum that Japan would not oppose the proposal.
44. The Chair of GRPE suggested considering ECE/TRANS/WP.29/2012/116, including WP.29-158-24 and WP.29-158-25, at the next session of GRPE. The World Forum agreed on this procedure.

65. The Chair of GRPE recalled the proposal, discussed in the November session of WP.29, to amend the draft UN Regulation on recyclability (ECE/TRANS/WP.29/2012/116) as in WP.29-158-25 (amendments) and WP.29-158-24 (consolidation). He explained that WP.29 expressed its wish to adopt this proposal after detailed consideration by GRPE. Following the invitation by the Chair of GRPE, the expert from OICA introduced ECE/TRANS/WP.29/2012/116, as amended by WP.29-158-25 (amendments) and WP.29-158-24 (consolidation).
66. The expert from the EC introduced an additional amendment correcting an inconsistency in WP.29-158-24 (GRPE-65-10, amending WP29-158-24, and GRPE-65-11, containing the consolidation of WP29-158-24 and GRPE-65-10) and expressed his support for the approval of the revised text.
67. The expert from the Russian Federation introduced GRPE-65-21, pointing out a number of outstanding issues and stating that the proposed draft could be improved.
68. Having replied to the comments and observations of the Russian Federation with a presentation of the document GRPE-65-39, and supported by CLEPA, the expert from OICA offered to clarify his comments in bilateral discussions with the Russian Federation to avoid any further delay in the adoption of the latest draft.
69. The expert from France asked for clarifications about the exclusion of noxious heavy metals from the recyclability requirements of the current draft of the UN Regulation on recyclability, recommending their inclusion in updated texts. The expert from OICA clarified that the recyclability regulation does not aim to regulate the use of different materials, but rather to help comply with the application of the restrictions on the use of materials that are included in national requirements.
70. The expert from Japan recalled that Japan does not have the intention to apply the UN Regulation on recyclability because it opted for a different legislative approach than the one in place in the European Union.
71. Having invited interested stakeholder to address the issues that emerged in the discussion, and provided that the Russian Federation, the European Union and other stakeholders agree on a solution to the pending issues, GRPE adopted the proposal contained in GRPE-65-11 and asked the secretariat to submit it as an official document for the June 2013 session of WP.29. GRPE also agreed that this document will be transmitted to GRPE if no agreement amongst the interested parties is reached.

38. The representative of France, chairing the informal group on IWVTA, reported on the good progress made by IWVTA and its subgroups on the revision to the 1958 Agreement and the development of UN Regulation No. 0. He announced the intention of both subgroups to meet again in Japan on 22-24 January 2013 to conclude a first draft of the amendments to the 1958 Agreement for consideration at the March 2013 session of WP.29. The World Forum noted the nomination of IWVTA ambassadors by GRB, GRE, GRSP, GRSG, GRRF and GRPE.
The representative of Japan, chairing the IWVTA subgroup on Regulation No. 0, informed WP.29 about the outcome of the discussions on the flexible scheme and the two proposals presented, differing substantially in the degree of flexibility offered. The representative of OICA added that, while the IWVTA informal group confirmed the need for flexibility in the IWVTA concept, both approaches discussed in the informal group were in line with the contemplated revision of the 1958 Agreement. The representative of OICA preferred to go forward with one of the proposals offering a high flexibility. The IWVTA Chair concluded that both options would need further consideration depending on the need for flexibility of all Contracting Parties and potential new Contracting Parties to the Agreement.
The representative of the EU underlined the need to stick to the time schedule.
39. The representative of Japan introduced WP.29-158-26 proposing amendments to UN Regulations Nos. 4, 34, 46 and 79. Following the discussion, WP.29 agreed that, in general, as a first step, the UN Regulations to be included in IWVTA, should be those not needing any or only minor amendments to reach consensus, while taking into account the importance of
the respective amendments. As a second step, WP.29 agreed to focus on those needing major amendments to reach consensus. The representative of Japan announced that any concrete proposal would need to be justified.

Japan also explains that its proposal to permit acceleration sled testing has been passed by GRSP and so an amendment proposal is pending.
In sum, the new regulation will be voted as it exists in documents WP.29/2012/53 and its corrigendum while the corrigendum in document 22 will pass to the March session. The Japan acceleration sled amendment and a refined version of document 27 will also likely make the March agenda.

100. The representative of Germany, co-Chair of the informal working group on UN GTR No. 9, introduced the third progress report (WP.29-158-28). He confirmed that the schedule of the group was unchanged and that drawings of the test tool were already under examination by the experts for their inclusion in the Mutual Resolution once the draft UN GTR would be adopted. He announced the intention of the group to start the examination of injury criteria at the next meeting scheduled on 5-6 December 2012 in Bergisch Gladbach, Germany. AC.3 requested the secretariat to distribute WP.29-158-28 with an official symbol for consideration at the next session and adopted the second progress report (ECE/TRANS/WP.29/2012/120).

The representative of the United States of America introduced WP.29-158-29 providing information on the state of research conducted in the United States with regard to the so-called “Strikeable Surrogate Vehicle (SS_V)”. She added that this research was justified by the need to assess advanced active safety systems by testing the subject vehicle crashing into a substitute lead vehicle; this helps to eliminate the target as a source of variability in testing at reasonable cost. Comments on the possible cooperation and worldwide harmonization were made. The representative of the United States of America finally invited interested parties to provide further comments or suggestions.
67. The representative of the EU introduced the Action Plan for a competitive and sustainable automotive industry in Europe (WP.29-158-30). He added that this Action Plan was based on four pillars: investing in advanced technologies and financing innovation; improving market conditions; enhancing global competitiveness; and investing in human capital and skills and softening the social impacts of restructuring. He underlined the importance of promoting the internationalization of the car industry, reciprocal effective access to markets, harmonization of vehicle regulations. Accordingly, he proposed to focus on: (i) intensifying further international harmonization of vehicle regulations among others the revision of the UN 1958 Agreement, (ii) the accommodation of the needs of emerging economies, (iii) the mutual recognition of international whole vehicle type approvals (IWVTA) and (iv) the strong participation in the subsidiary bodies of WP.29 to increase the environmental and safety performance of road vehicles (CO2 targets for cars and vans, emissions, electric vehicles, hydrogen vehicles, E-call, safety-belt reminder, etc.).

The experts were informed that WP29 at its 158th session of November 2012 adopted the four documents creating the new regulation on AEBS and its 1st series of amendments. This information can be found in p 26 of the official report ECE/TRANS/WP.29/1099:

The Chair was of the opinion that some clarification of the text adopted at WP29-158, p 3 of document WP29/2011/93/Amend.1, last sentence of the row 2, was necessary because an interpretation could be that the M3 vehicles with hydraulic braking would not have to fulfil the requirements of row 1 before the 2016 date mentioned in row 2. The authors of the text in cells B-H/2 indeed aimed the vehicles mentioned in cell A/2, but omitted to precise whether the vehicles addressed by the footnote 1 (Vehicles of category M3 with hydraulic braking system) would be subject to the same provisions.
OICA was of the opinion that the vehicles in footnote 1 are part of row2. Then the 1st date would be in Nov 2016. But the expert acknowledged that the wording is such that these vehicles could be approved already as from 2013.
CLEPA did not share the interpretation of OICA, and proposed to discuss this at a later stage.
The question of the true date of the Nov 2013 WP29 session was also raised, leading to the question whether the values should be adopted already at the June session of WP29.
The European Commission representative clarified that the intention is that, once the AEBS and LDWS UN Regulations have entered into force and the EU has acceded to them, UN regulations approvals would be accepted as an alternative to the EU approvals, taking into account that the EU legislation provides for a number of exemptions from the AEBS/LDWS carriage requirements. The representative of the European Commission informed that the European Commission Services were about to send a letter to the UN Secretariat to clarify the way how the EU intends to apply the new UN regulations, in response to the request of the WP.29 Secretariat to CPs to provide information on the application of the 01 series of the AEBS regulation (done, see Annex 1 attached).
Conclusion: items to be addressed at a later stage, to be added in the agenda for next meeting.

16. The World Forum noted the revised programme of work and availability of documentation (ECE/TRANS/WP.29/2012/1/Rev.2). WP.29 representatives were requested to revise it and to communicate to the secretariat any amendments deemed necessary. The secretariat presented the draft calendar of sessions for 2013 (WP.29-158-01). The Chair of GRE requested a one day delay of the October 2013 session of GRE. The secretariat indicated that the request has been transmitted to the Conference Services for confirmation. (Note by the secretariat: The change was not possible.) The definitive calendar of sessions for 2013 is reproduced in Annex II to this report. The secretariat presented WP.29-158-02 containing the list of informal working groups of WP.29 and its GRs. The secretary invited the Chairs of the GRs and informal working groups to update the document with respect to the expiration date of the mandate for each informal working group.

could be an interim phase 1. You must not be able to see the R44 approval sticker on the baby shell when used on the base as part of an iSize approved system.
Remarks from Peter BROERTJES about Directive 2003/20/EC of the European Parliament and of the Council of 8 April 2003, amending Council Directive 91/671/EEC on the approximation of the laws of the Members States relating to compulsory use of safety belts in vehicles of less than 3,5 tonnes and the direct reference to regulation 44. According to EC lawyers, the iSize ECRS regulation can be considered as an improvement of regulation 44. This directive is then according to lawyers compatible with the use of iSize product. The EC will, if necessary communicate this in June 2013 if there are barriers from member states with the use of the new iSize regulation.
The iSize regulation will be in force on the July 9th.
Use of iSize fixtures: The CRS must fit into the iSize box for the declared height range stated on the CRS. The check of the gabarit has to be done with the CRS with the largest size of the declared range in at least one seating position. The lateral dynamic test will be performed in this configuration. For frontal impact the test shall be perform in extreme size position adjustment (worst case). The CRS can be outside the iSize box for comfort adjustability, outside the stated range, i.e. width adjustment, headrest adjustment, recline positions.

The expert from OICA presented GRSG-103-26, proposing to introduce the concept of “revision of approvals” into some Regulations under the responsibility of GRSG, especially UN Regulations Nos. 18, 26, 34, 35, 43, 58 and 61. GRSG welcomed the proposal and agreed to give a detailed consideration at its next session in April 2013. The expert from France stated that the provisions proposed for UN Regulations Nos. 26 and 61 could be removed from GRSG-103-26 in the event that the World Forum adopts, at its forthcoming session in November 2012, documents ECE/TRANS/WP.29/2012/86 and ECE/TRANS/WP.29/2012/89. The secretariat was requested to distribute GRSG-103-26 with an official symbol, taking into account the revised general guidelines for UN regulatory procedures (ECE/TRANS/WP.29/1044/Rev.1).

Paragraph 15.2.1.1.1, the table (rows for vehicles of category N2 and N3), columns of exterior mirrors of Classes IV, V and VI, insert to read (3 times):
“In addition according to paragraphs 15.2.4.5.6 to 15.2.4.5.11 for vehicles with a mounting height of the Class V mirror of not less than 2.4 m (see paragraph 15.2.4.5.12): the required field of vision (paragraphs 15.2.4.5.6 to 15.2.4.5.9) may be viewed using a combination of direct view and indirect vision devices (of Class IV, V, VI).
Add new paragraphs 21.16 and 21.17, to read:
"21.16. | Notwithstanding paragraph 21.15., type approvals granted to the preceding series of amendments to the Regulation, which are not affected by the 04 04 series of amendments, shall remain valid and Contracting Parties applying this Regulation shall continue to accept them. |
21.17. | Contracting Parties applying this Regulation shall not refuse to grant extensions of type approvals for existing types of vehicles or devices, which are not affected by the 04 series of amendments, granted according to the 03 03 series of amendments to this Regulation." |

27. The expert from OICA presented GRSG-103-26, proposing to introduce the concept of “revision of approvals” into some Regulations under the responsibility of GRSG, especially UN Regulations Nos. 18, 26, 34, 35, 43, 58 and 61. GRSG welcomed the proposal and agreed to give a detailed consideration at its next session in April 2013. The expert from France stated that the provisions proposed for UN Regulations Nos. 26 and 61 could be removed from GRSG-103-26 in the event that the World Forum adopts, at its forthcoming session in November 2012, documents ECE/TRANS/WP.29/2012/86 and ECE/TRANS/WP.29/2012/89. The secretariat was requested to distribute GRSG-103-26 with an official symbol, taking into account the revised general guidelines for UN regulatory procedures (ECE/TRANS/WP.29/1044/Rev.1).

8. The Chair recalled the purpose of ECE/TRANS/WP.29/GRRF/2012/11 on introducing an electro-hydraulic transmission for electrical brake systems. The expert from Germany reported on the progress made. He added that a revised proposal might be submitted for consideration at the September 2013 session of GRRF. GRRF agreed to resume the discussion at its next session, keeping the document as a reference.
9. The expert from Japan introduced ECE/TRANS/WP.29/GRRF/2013/3, superseding ECE/TRANS/WP.29/GRRF/2011/34 and proposing clarification on the reference to Regulation No. 10 in Regulations Nos. 13 and 13-H. The expert from OICA introduced GRRF-74-13, proposing a similar amendment to Regulations Nos. 13 and 13-H but also amending Regulations Nos. 79 and 89 as well as the new Regulations on Advance Emergency Braking System (AEBS) and Lane Departure Warning System (LDWS). Following the discussion, the expert from the Russian Federation withdrew GRRF-74-33. GRRF agreed to reconsider GRRF-74-13 at its next session on the basis of an official document.
10. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2012/21, proposing to remove the signature of the Type Approval Authority from the test report defined in Annex 12 of Regulation No. 13. GRRF adopted this document and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2013 sessions as part of draft Supplement 10 to the 11 series of amendments to Regulation No. 13 (see para. 5).

115. The representative of the EU stated that the credibility of the 1998 Agreement concerning the implementation of the UN GTRs, was based on two pillars: (i) the capacity of adopting regulations and the implementation of them, and (ii) following the rules of the Agreement. He considered that the monitoring of the implementation of the UN GTRs was not completely satisfactory and, in order to improve the situation, he offered as an example to present at the next session of AC.3 the state of the art of the status of the Agreement in the EU regarding their transposition, including the difficulties encountered during this process. He suggested giving this presentation at every AC.3 session. He requested that all the sessions include the monitoring as an agenda item. He asked for comments from the other Contracting Parties. The representative of the United Kingdom questioned the feasibility, in terms of workload and time, to perform this exercise three times a year. He suggested that AC.3 requests Contracting Parties to produce annual status reports instead. The secretariat informed AC.3 that the current status document of the 1998 Agreement (ECE/TRANS/WP.29/1073/Rev.5) contained all the information on the implementation, which had been reported by the Contracting Parties for each of the UN GTRs. This status document clearly shows that the obligation of annual information given by all Contracting Parties had not been properly fulfilled by some Contracting Parties. The Chair invited the Contracting Parties to check the information available in ECE/TRANS/WP.29/1073/Rev.5 and its Amendment 1. AC.3 delegates were urged to provide updated information to the secretariat. As a further possible solution, the representative of the Russian Federation suggested laying out the situation on the progress of transposition of all UN GTRs into the national legislation as done by his country in one single status report sent through the electronic system.
116. The secretariat invited the Contracting Parties to use, for the transmission of notifications in the framework of the 1998 Agreement, the existing communication system through their Permanent Missions in Geneva, which had been developed following the instructions provided by the Office of Legal Affairs (OLA). AC.3 noted that all the notifications were available on line.

43. The representative of the EU introduced WP.29-158-24 and WP.29-158-25 containing amendments to the draft UN Regulation (ECE/TRANS/WP.29/2012/116). He considered the proposal consistent with the scope of the 1958 Agreement and aligned with the interest of other Contracting Parties, including the Russian Federation. He wished to adopt this proposal after detailed consideration by GRPE at its next session in January 2013. The representative of Japan expressed his opinion that this Regulation was not covered by the scope of the 1958 Agreement. Nevertheless, he informed the World Forum that Japan would not oppose the proposal.
44. The Chair of GRPE suggested considering ECE/TRANS/WP.29/2012/116, including WP.29-158-24 and WP.29-158-25, at the next session of GRPE. The World Forum agreed on this procedure.
Working Party on Pollution and Energy | Session 65 | 15-18

65. The Chair of GRPE recalled the proposal, discussed in the November session of WP.29, to amend the draft UN Regulation on recyclability (ECE/TRANS/WP.29/2012/116) as in WP.29-158-25 (amendments) and WP.29-158-24 (consolidation). He explained that WP.29 expressed its wish to adopt this proposal after detailed consideration by GRPE. Following the invitation by the Chair of GRPE, the expert from OICA introduced ECE/TRANS/WP.29/2012/116, as amended by WP.29-158-25 (amendments) and WP.29-158-24 (consolidation).
66. The expert from the EC introduced an additional amendment correcting an inconsistency in WP.29-158-24 (GRPE-65-10, amending WP29-158-24, and GRPE-65-11, containing the consolidation of WP29-158-24 and GRPE-65-10) and expressed his support for the approval of the revised text.
67. The expert from the Russian Federation introduced GRPE-65-21, pointing out a number of outstanding issues and stating that the proposed draft could be improved.
68. Having replied to the comments and observations of the Russian Federation with a presentation of the document GRPE-65-39, and supported by CLEPA, the expert from OICA offered to clarify his comments in bilateral discussions with the Russian Federation to avoid any further delay in the adoption of the latest draft.
69. The expert from France asked for clarifications about the exclusion of noxious heavy metals from the recyclability requirements of the current draft of the UN Regulation on recyclability, recommending their inclusion in updated texts. The expert from OICA clarified that the recyclability regulation does not aim to regulate the use of different materials, but rather to help comply with the application of the restrictions on the use of materials that are included in national requirements.
70. The expert from Japan recalled that Japan does not have the intention to apply the UN Regulation on recyclability because it opted for a different legislative approach than the one in place in the European Union.
71. Having invited interested stakeholder to address the issues that emerged in the discussion, and provided that the Russian Federation, the European Union and other stakeholders agree on a solution to the pending issues, GRPE adopted the proposal contained in GRPE-65-11 and asked the secretariat to submit it as an official document for the June 2013 session of WP.29. GRPE also agreed that this document will be transmitted to GRPE if no agreement amongst the interested parties is reached.

46. The expert from GTB introduced GRE-68-10, providing GTB’s initial response to the EU / Japanese initiative presented to WP.29 in June 2012 (see WP.29-157-12). The expert from GTB stated that his association was studying the feasibility of simplifying the current forty-one UN Lighting and Light-Signaling Regulations by grouping them. He also added that his association was also studying the feasibility of establishing GTR’s for Lighting and Signaling Devices and their Installation introducing performance based requirements but noted the difficulties in doing so. He concluded that specific light source regulations might remain largely unchanged because of the need for specific technical provisions. GRE agreed to resume consideration at its next session, noting that GTB volunteered to play an active role in the discussion that would take place on this subject at the November 2013 session of WP.29.

37. The representative of GTB introduced ECE/TRANS/WP.29/2012/119 reflecting the new approach for to the UN Regulations on lighting and light-signalling. Taking advantage of the introduction of the Horizontal Reference Document (HRD) under discussion in GRE and the Database for the Exchange of Type Approvals (DETA) being developed by the DETA informal working group, GTB was studying the possibility of reducing the workload of GRE and WP.29. By consolidating several UN Regulations, GRE may be able to focus its work on only 11 UN Regulations instead of 41 to date. WP.29 endorsed the principles proposed by GTB. Following the discussion, WP.29 mandated GRE to move forward and focus on performance-oriented requirements. WP.29 asked GRE to develop a road map, taking into consideration the resources of GRE.

100. The representative of Germany, co-Chair of the informal working group on UN GTR No. 9, introduced the third progress report (WP.29-158-28). He confirmed that the schedule of the group was unchanged and that drawings of the test tool were already under examination by the experts for their inclusion in the Mutual Resolution once the draft UN GTR would be adopted. He announced the intention of the group to start the examination of injury criteria at the next meeting scheduled on 5-6 December 2012 in Bergisch Gladbach, Germany. AC.3 requested the secretariat to distribute WP.29-158-28 with an official symbol for consideration at the next session and adopted the second progress report (ECE/TRANS/WP.29/2012/120).

She outlined that the main items of discussion were about: (i) the updated standard and regulation activities undertaken by
Contracting Parties and manufacturers, (ii) UN GTR outline, roadmap of work and timeline. She added that, on the basis of a proposal from OICA, AC.3 representatives had been encouraged to continue to share research, analysis and test data to provide scientific basis and justifications to the UN GTR. AC.3 adopted the terms of reference of the informal working group on electric safety (ECE/TRANS/WP.29/2012/121) and the first progress report (ECE/TRANS/WP.29/2012/122).

13. The expert from the United States, Chair of the informal working group on Electric Vehicle Safety (EVS) introduced the report of the second meeting of the group held on October 23-25, 2012 in Bonn, Germany. He explained that the informal working group had begun considering a first proposal of a UN GTR drafted by the expert from OICA consisting of:
(a) provisions for protection of electrical shock for in-use and post-crash, and
(b) provisions to ensure safety performance of the Rechargeable Energy Storage System (REESS).
14. He clarified that the proposal would take over the provisions devised by the REESS group and recently adopted into UN Regulation No. 100. He concluded that, although the proposal would need improvement, it would form a good basis for future discussions.
15. GRSP noted that the next meeting of the informal working group was scheduled on 16-18 April 2013 in Tokyo, Japan.

The representative of the United States of America, on behalf of the Chair of the informal working group on electric vehicle safety, informed AC.3 about the outcome of the last meeting of the group held in Bonn. She outlined that the discussion mainly focused on examining existing technical requirements used by Contracting Parties and on the group’s roadmap of work activities. She announced that the next informal meeting was scheduled to be held on 16-18 April 2013 in Tokyo.

15. The Chair of GRSP, on behalf of the Chair of the IWG on Electric Vehicle Safety (EVS) made an oral report of the third meeting of the group held on 16-18 April 2013 in Tokyo. She explained that the activity of the IWG focused on three major items:
(a) It had been agreed an outline of the draft UN GTR to provide a comprehensive approach ensuring the IWG would address all safety concerns.
(b) The group examined and addressed some comments and questions to the rationale section tabled by the expert from OICA. Other comments on remaining issues would be addressed at later stage.
(c) Option 1 – two phases approach and Option 2 – single step approach of the road map to develop the UN GTR had also been discussed. She added that the timeline, as stated in the action plan, would be very difficult for finalizing the UN GTR by 2014 regardless of which approach would be followed.

11. The expert from the United States of America informed GRSP that the IWG on Electric Vehicle Safety (EVS) was progressing in accordance to the terms of reference (ECE/TRANS/WP.29/2012/121) under the leadership of co-sponsors: United States of America, European Union, China and Japan. He added that the IWG had made good progress at the recent fourth meeting held in Beijing (14-16 October 2013) and had updated the outline table of the draft UN GTR with the proposals submitted by Canada, China, Japan and the United States of America. He clarified that the proposals consisted of research items and timeline as candidates for the UN GTR. Moreover, he informed GRSP that the IWG had also reviewed a draft proposal tabled by the expert from OICA. He added that the IWG had discussed a new idea to establish subgroups to work on specific technical issues that the IWG had identified. He clarified that the subgroups would be expected to provide data and analysis/studies to support the requirements and recommendations to IWG. In the absence of one of the co-sponsors, this approach would be discussed further.

76. The representative of the United Kingdom presented ECE/TRANS/WP.29/2012/124 and WP.29-158-19 proposing to develop a Mutual Resolution applicable for both the 1958 and 1998 Agreements, in which the drawings and technical specifications of any test device used in UN Regulations and UN GTRs could be incorporated as addenda. WP.29 adopted ECE/TRANS/WP.29/2012/124 as amended by Annex III to this report and requested the secretariat to submit this proposal for consideration and vote to AC.3 (see para. 117 below).

5. The expert from the United Kingdom, Chair of the informal working group on UN GTR No. 7 Phase 2, informed GRSP (GRSP-52-18) about the ongoing activities of the group. He added that the last meeting of the group was held in Geneva on 10-11 December 2012, prior to the GRSP session. He confirmed that the development of injury criteria was of critical importance and that they would be discussed at the next informal group meeting in February 2013. He added that the development of a proposal for a certification procedure of the dummy was in progress and that extensive study funded by the EC identified areas of dummy performance, particularly regarding reproducibility, that required further investigation. The expert from Japan, secretary of the informal working group, complemented the presentation of the expert from the United Kingdom introducing the last status report of the informal working group (GRSP-52-23). He also confirmed the goal of the group to submit a proposal for consideration at the December 2013 session of GRSP.
6. Referring to the discussion held during the November 2012 session of the World Forum for Harmonization of Vehicle Regulations (WP.29) (ECE/TRANS/WP.29/1099, para. 76), GRSP noted that a Mutual Resolution concerning the description and performance of test tools and devices had been adopted (ECE/TRANS/WP.29/2012/124 and WP.29-158-19) and reproduced as ECE/TRANS/WP.29/1101. GRSP, also noted that as part of the proposal of the UN GTR, a specific addenda for the inclusion of the Biofidelic Rear Impact Dummy (BioRID II) in this Resolution would be prepared by the informal working group.

103. The representative of France introduced a preliminary report on the activities of the informal working group (ECE/TRANS/WP.29/2012/125). He reported that half of the draft text of the UN GTR had been considered in detail by GRRF at its September 2012 session. He indicated that the consideration of the draft UN GTR would be completed at a further informal working group meeting linked to the next session of GRRF (19-22 February 2013). He expected that the draft UN GTR would be submitted to AC.3 for final consideration and possible adoption at the June 2013 session. AC.3 adopted the preliminary report (ECE/TRANS/WP.29/2012/125).

98. The Chair of the informal group on Tyre GTR reported that GRRF had recommended the draft GTR containing six pending questions. He announced that the draft gtr will be distributed for consideration at the June 2013 session with the pending questions in square brackets, which are still under consideration by a group of interested experts. He said that, if these issues were unresolved by June 2013, AC.3 would be requested to provide guidance to GRRF at that session. In such a case, GRRF should confirm the definitive text at the September 2013 session, in order to enable AC.3 to vote on the text of the UN GTR at the November 2013 session.
99. The representative of the United States of America stated that in addition to the six issues noted by the Chair of the informal working group there also were some minor technical issues under consideration by his country. In addition, he noted that some validation work would be conducted by his country in the summer of 2013. He agreed to communicate with interested CPs via e-mail on progress in these issues to facilitate the adoption of the UN GTR at the November 2013 session of AC.3.
100. The representative of EU recognized the existence of remaining minor issues that could complicate the adoption of the UN GTR in November 2013 and offered full collaboration in solving them. He outlined that the adoption of this UN GTR is one of the highest priorities for the EU.

107. The representative of the United States of America, Chair of the informal working group on Quiet Road Transport Vehicles (QRTV), reported on the progress of the group. He informed AC.3 that the first meeting of the group took place in Washington, D.C. during 18-19 July 2012 at the NHTSA headquarters and that the discussion highlights included:
(i) a review of testing methodology for alert sound used in his country,
(ii) a presentation by the expert from EC on CARS 21 activities and
(iii) detailed look at the draft ISO 16254 (measurement of minimum noise emitted by road vehicles).
He added that the next meeting of the group was planned to take place in Berlin during 5-7 December 2012 to begin developing the UN GTR considering:
(i) the recommendation of the previous informal working group on QRTV,
(ii) the UN guidelines for alert sounds contained in R.E.3 and
(iii) the Notice of Proposed Rulemaking (NPRM) expected to be published soon in his country.

53. The expert from the United States, informed GRSP about the second meeting of the informal working group on QRTV held in Berlin on 5-7 December 2012. He explained that the group started to develop the UN GTR on the basis of the recommendation of the UN guidelines for alert sound contained in the Consolidated Resolution on the Construction of Vehicles (R.E.3) and on the recommendation of the previous informal working group. He informed GRSP about the intention of NHTSA to publish in January 2013 the Notice of Proposed Rulemaking (NPRM) that is to be considered at the next meeting of the informal working group.
