2. 1998 Agreement – UN Global Technical Regulations: Development

The Working Party on Lighting and Light-Signalling (GRE) may wish to resume consideration of this subject, awaiting new proposals and sponsors to develop a UN Global Technical Regulation (UN GTR).

3. 1997 Agreement – Rules: Development

GRE will recall that, at its eighty-sixth session, it supported the concept on vehicle whole-life compliance that had been prepared by the Informal Working Group on Periodical Technical Inspections (IWG PTI). GRE will be informed about the outcome of WP.29 considerations of this concept.

4. Simplification of Lighting and Light-Signalling UN Regulations

5. UN Regulations on Light Sources and the Consolidated Resolution on the Common Specification of Light Source Categories

GRE will consider amendments to the Consolidated Resolution on the common specification of light source categories (R.E.5) which were submitted by the experts from the Task Force on Substitutes and Retrofits (TF SR).

At the previous session of GRE, the expert of the International Electrotechnical Commission (IEC) highlighted the advantages of the light-emitting diode (LED) technology for power consumption and reducing greenhouse gas emissions, while the expert of GTB mentioned their ongoing study on this topic, the results of which should be reported to this session of GRE.

6. Installation UN Regulations
6. (a) UN Regulation No. 48 (Installation of Lighting and Light-Signalling Devices)

GRE will address a proposal that was prepared by the experts from the International Automotive Lighting and Light-Signalling Expert Group (GTB) with the aim to align the requirements in UN Regulation No. 48 with the updated requirements in UN Regulation No. 149.

GRE-90-10 | UN R48: Proposal superseding document GRE/2024/5 Revised proposal to avoid exceeding the aggregate maximum intensity of the main-beam headlamps (430,000 cd) by removing the double requirement for a sum of reference marks and a sum of maximum luminous intensities which risks generating large rounding errors when the maximum luminous intensities are summed up.
GRE/2024/3 | UN R48: Proposal for a Supplement to the 06, 07, 08 and 09 series of amendments Proposal to align the requirements in UN R48 with updated requirements in UN R149 (UN R48 currently only refers to a light source or light-emitting diode (LED) module(s) for dipped beam (paragraph 6.2.9.) and to light sources of the lighting units for an adaptive front-lighting system (AFS) (paragraph 6.22.9.) while the latest updates to the 01 series of UN R149 requires the communication form to indicate whether the total objective luminous flux of one or more light source(s) or light source module(s) for a dipped beam exceeds 2,000 lumens). This proposal replaces the term “LED module” with "Light source module" and modifies wording to adapt to the introduction of "matched pair" requirements for headlamps and AFS.

GRE will consider a proposal by the experts from GTB that aligns the requirements for the passing-beam vertical inclination for off-road vehicles between the 06, 07, 08 series and the 09 series of amendments to UN Regulation No. 48.

6. (b) UN Regulation No. 74 (Installation of Lighting and Light-Signalling Devices for Mopeds)

GRE will consider amendment proposals to UN Regulations Nos. 74 and 148 that were submitted by the expert from Germany with the aim to enable the approval of front and rear indicators which can be activated simultaneously.

11. (a) Development of the International Whole Vehicle Type Approval

GRE will be informed about the progress of the International Whole Vehicle Type Approval (IWVTA) and of the electronic Database for the Exchange of Type Approval documentation (DETA), including the use of DETA in the context of Unique Identifier (UI).

11. (b) Amendments to the Convention on Road Traffic (Vienna, 1968)

GRE will be informed about considerations of the Global Forum for Road Traffic Safety (WP.1) at its recent session and about liaison between GRE and WP.1 on common issues.

11. (c) Miscellaneous

GRE may also consider other issues and/or documents received after the submission of the present annotated provisional agenda.

12. Direction of Future Work of GRE

GRE will be informed about the progress of TF AVSR on the optical signals of automated driving system (ADS) vehicles. GRE will recall that, at its previous session, following the demonstration of a test vehicle equipped with integrated automated ADS marker lamps, the expert from TF AVSR pointed out that they would submit to the present GRE session an informal document addressing the colour and intensity of the ADS marker lamps, electrical connections and a switch that would deactivate the lamps in those countries which may decide not to allow ADS lamps on national roads.
