2. Amendments to Regulations on Buses and Coaches
2. (a) UN Regulation No. 107 (M2 and M3 Vehicles)

The Working Party on General Safety Provisions (GRSG) may wish to be informed by the experts of the Working Party on Passive Safety (GRSP) on the outcome of the recent meetings of the Informal Working Group (IWG) on “Securing of Children in Buses and Coaches” concerning the second phase of the UN Regulation.

GRSG agreed to resume discussion on the issue of passengers with reduced mobility using public buses, based on feedback from the work of the “Task Force on Bus and Coach Accessibility” led by the expert from Germany.

3. Amendments to Safety Glazing Regulations
3. (a) UN Regulation No. 43 (Safety Glazing)

GRSG may wish to continue consideration of a proposal tabled by the expert from International Organization of Motor Vehicle Manufacturers (OICA) to amend UN Regulation No. 43 based on GRSG-127-23.

GRSG-127-23 | UN R43: Proposal for the 02 series of amendments Proposal to specify the requirements for the headform test. This test should not be mandatory for vehicles where the protection of the occupant’s head is not achieved by the glazing itself, rather by a restraint system or other means.
4. Awareness of the Proximity of Vulnerable Road Users

GRSG may wish to be informed on the outcome of work of the awareness of Vulnerable Road Users Proximity (VRU-Proxi) IWG on improving UN Regulation No. 158 on temporary obstruction of the monitor view and on Phase 2 of UN Regulation No. 167 on direct vision.

4. (a) UN Regulation No. 46 (Devices for Indirect Vision)

GRSG may wish to consider two proposals from the Task Force on UN Regulation No. 46 (TF-R46) on remaining issues to be solved.

GRSG-128-14 | UN R158: Proposal for supplement to the original version Proposal by experts from VRU-Proxi. Clarification is given as the vehicle owner is not concerned with test preparation and it shall not be implemented in the owner’s manual. The manufacturer shall deliver the required information at the time of approval to run the test appropriately.

5. UN Regulation No. 39 (Speedometer and Odometer)

GRSG agreed to continue discussion on a proposal of amendment to the UN Regulation (ECE/TRANS/WP.29/GRSG/2024/36) of the Task Force established to discuss possible measures for accuracy and anti-tampering of odometer/mileage values.

GRSG-128-11 | UN R73: Proposal for Supplement 3 to the Original Series of Amendments This proposal aims to make extendible trailers conform to all lateral protection requirements for trailers regardless of length, in order to remove the safety risk to vulnerable road users when the trailer is in the fully extended position. This is achieved by the removal of section 13.1.1. and 16.1.1 that specify some exemptions to requirements when the trailer is extended.

9. Amendments to the Regulations on Devices against Unauthorized Use, Immobilizers and Vehicle Alarm Systems
9. (a) UN Regulation No. 116 (Anti-theft and Alarm Systems)

GRSG agreed to consider a revised proposal submitted by the expert from Germany to align the current text of UN Regulation No. 116 with the wording that WP.29 voted for at its 191st session that requires compliance with the technical requirements of UN Regulation No. 10 in UN Regulation No. 157 (Automated Lane Keeping Systems).

As per agenda item 4(a) above, GRSG agreed to resume discussion on this subject based on a revised proposal submitted by the expert from Germany.

As per agenda items 4(a) and 4(b) above, GRSG agreed to resume discussion on this subject based on a revised proposal submitted by the expert from Germany.

9. (d) UN Regulation No. 163 (Vehicle Alarm Systems)

As per agenda items 4(a), 4(b) and 4(c) above, GRSG agreed to resume discussion on this subject based on a revised proposal submitted by the expert from Germany.

10. UN Regulation No. 121 (Identification of Controls, Tell-tales and Indicators)

GRSG agreed to resume consideration of revised a proposal of amendments to the UN Regulation tabled by the expert from the Republic of Korea to clarify that the indicators, their identifications and the identifications of controls would not need to be illuminated under certain conditions.

11. UN Regulation No. 122 (Heating Systems)

GRSG agreed to resume consideration of the need for a second step in the use of a new technology (radiation warmer) as a heating system to maximize the energy efficiency of electric vehicles.

12. Event Data Recorder

GRSG may wish to consider the outcome of work of IWG on Event Data Recorder / Data Storage System for Automated Driving (EDR/DSSAD IWG) including the first phase of the EDR step 2 workstream.

13. UN Regulation No. 0 (International Whole Vehicle Type Approval)

GRSG will be informed about the outcome of the recent meetings of IWG on International Whole Vehicle Type Approval (IWVTA) and the follow-up of GRSG on the new priorities of IWVTA, Phase 2, particularly, the UN Regulations under the responsibility of GRSG that will be added to annex 4 of UN Regulation No. 0.

14. Consolidated Resolution on the Construction of Vehicles

GRSG agreed to resume consideration on a revised proposal on assisting driven axles of trailers tabled by the expert from the International Association of the Body and Trailer Building Industry (CLCCR) to amend the Consolidated Resolution on the Construction of Vehicles (R.E.3).

GRSG may wish to be informed on the development of a revised proposal of amendment from the expert of the International Federation for Historic Vehicles to introduce a definition of historic vehicles and consider a proposal of amendment from the experts of Norway and Sweden (ECE/TRANS/WP.29/GRSG/2024/42).

16. (b) Categorization of Automated Vehicles and Autonomous Vehicle Regulation Screening

GRSG agreed to resume consideration on the outcome of work of the Task Force on Automated Vehicle Categorisation (TF-AVC).

GRSG also agreed to resume discussion on the outcome of work of the Task Force on Automated Vehicles Regulations Screening (TF AVRS) and to start updating the regulations according to the common recommendations of the coordinated task force activities with the subsidiary bodies of WP.29.

17. Election of Officers

In compliance with Rule 37 of the Rules of Procedure (TRANS/WP.29/690/Rev.2), GRSG will elect the Chair and Vice-Chair for the sessions scheduled for the year 2025. According to the Rules of Procedure of the Inland Transport Committee (ECE/TRANS/294, annex III), countries are invited to submit their nominations to the secretariat not later than on 27 September 2024.

18. (d) UN Regulation No. 105 (Vehicles for the Carriage of Dangerous Goods)

GRSG agreed to discuss the outcome of work of a Task Force on developing new requirements and test methods for automatic fire suppression systems in the engine compartment of specific vehicles for UN Regulation No. 105 or for a new draft UN Regulation.

GRSG may also wish to consider a proposal prepared by the expert from OICA to align the text of UN Regulation No. 105 on the latest version of the Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) (ECE/TRANS/WP.29/GRSG/2024/37).
