The Working Party on Passive Safety (GRSP) will resume discussion on a new proposal for Amendment 3 for the December 2021 session of GRSP, from the designated task force. GRSP may also resume discussion on the worst cases of high-injury risk for all possible scenarios due, for example, to height variations of the vehicle from adjustable suspension systems, on the basis of a possible new proposal.

5. UN Regulation No. 12 (Steering mechanism)

GRSP agreed to continue with a proposal tabled by the expert from the Netherlands to introduce requirements on post-crash electrical safety, as was agreed for UN Regulation No. 94 (Frontal collision) (ECE/TRANS/WP.29/GRSP/2021/18).

6. UN Regulation No. 16 (Safety-belts)

GRSP agreed to resume consideration on a proposal of a supplement tabled by the expert from the International Organization of Motor Vehicle Manufacturers (OICA) (ECE/TRANS/WP.29/GRSP/2019/15 and GRSP-66-14), aimed at introducing an alternative (at the choice of the manufacturer) to the switch-off for frontal airbags in combination with rearward-facing child restraint systems in the rear seat.

GRSP would resume consideration of a proposal tabled by the expert from Japan aimed at solving the issue of the safety-belt slipping up to the neck and submarining that may occur when the booster seat is fixed to the vehicle by an ISOFIX attachment (ECE/TRANS/WP.29/GRSP/2021/19).

Moreover, GRSP would consider a proposal tabled by the expert from Spain to update the drawings of the volume of child restraint booster seats to possibility allow a support leg (ECE/TRANS/WP.29/GRSP/2021/20).

7. UN Regulation No. 17 (Strength of seats)

GRSP may resume consideration of a proposal (ECE/TRANS/WP.29/GRSP/2020/12) tabled by the expert from OICA to clarify the test procedure for the height of head restraints when vehicles have a low roof construction.

GRSP also agreed to resume discussion on an accident where the passengers died during the collision that may be due to the luggage displacement–introduced by the expert from Norway–to possibly revise requirements for rear seat strength. Moreover, GRSP agreed to continue discussion on a possible document to amend the UN Regulation.

GRSP-69-02 | Report on a Head-On Collision between a Passenger Car and a Van in Norway on 20 Oct 2019 Analysis of a fatal crash event involving a van the lost its grip on the ice-covered road surface, crossed into the opposite lane and collided head-on with an estate car of approximately the same weight, fully laden with passengers. The investigation showed that the back of the rear seat was severely deformed, despite being reinforced and well within the regulatory strength requirements described in UN-ECE R17.

9. UN Regulation No. 100 (Electric power trained vehicles)

10. UN Regulation No. 127 (Pedestrian safety)

GRSP may wish to resume on the basis of the proposals tabled by the experts from Germany (ECE/TRANS/WP.29/GRSP/2019/18) and OICA (GRSP-69-21-Rev.1), aimed at clarifying whether vehicle height influences the test results of headform and legform tests.

GRSP also agreed to resume consideration on the proposal prepared by the experts of the drafting Task Force to align the UN Regulation with the provisions of the revised General Safety Regulation of the European Union (ECE/TRANS/WP.29/GRSP/2021/28).

GRSP agreed to resume on a proposal of limit values on the chest vertical acceleration and neck loads of Q-dummies during the dynamic testing of Enhanced Child Restraint Systems (ECRS) tabled by the expert from CLEPA.

GRSP also agreed to resume on a proposal prepared by the expert from Spain, on behalf of the Technical Services Group (TSG) on UN Regulation No. 129, to clarify the head containment assessment for side impact testing (ECE/TRANS/WP.29/GRSP/2021/7).

GRSP agreed to resume consideration of a proposal from the expert of Germany to extend the condition of necessity of an influence on the results of the impact test to all criteria in the definitions of the UN Regulation (ECE/TRANS/WP.29/GRSP/2021/29).

20. Exchange of views on vehicle automation

GRSP may wish to be informed about the recent session of WP.29 on vehicle automation. GRSP had agreed to start discussion on the areas under its responsibility which should be revised by developing vehicle automation, based on a document tabled by the expert from Germany and other concerned parties, if available.

22. List of priority work of GRSP

Following the request of the Chair of WP.29 at the June 2021 session of the World Forum, GRSP will discuss the draft programme of work (PoW) prepared by the secretariat for 2022 and 2023; experts participating in the work of GRSP may decide on activities for the 2022 PoW and discuss the 2023 PoW activities.
