1. The Working Party on Lighting and Light-Signalling (GRE) held its eighty-fifth session from 26 to 29 October 2021 in Geneva. The meeting was chaired by Mr. T. Kärkkäinen (Finland). Experts from the following countries participated in the work according to Rule 1 (a) of the Rules of Procedure of the World Forum for Harmonization of Vehicle Regulations (WP.29) (ECE/TRANS/WP.29/690/Rev.2): Australia, Belgium, Brazil, Canada, China, Cyprus, Czechia, Finland, France, Germany, Hungary, India, Italy, Japan, Latvia, Netherlands, Poland, Republic of Korea, Russian Federation, Serbia, South Africa, Spain, United Kingdom of Great Britain and Northern Ireland and United States of America. An expert from the European Commission (EC) participated. Experts from the following non governmental organizations also took part in the session: European Association of Automotive Suppliers (CLEPA), International Automotive Lighting and Light Signalling Expert Group (GTB), International Electrotechnical Commission (IEC), International Motorcycle Manufacturers Association (IMMA), International Organization of Motor Vehicle Manufacturers (OICA), Society of Automotive Engineers (SAE).

2. GRE considered and adopted the agenda (ECE/TRANS/WP.29/GRE/2021/9), as reproduced in GRE-85-01 together with the informal documents distributed during the session. GRE also noted the running order proposed by the Chair (GRE-85-08) and the guidelines on participation at virtual meeting (GRE-85-17).

8. The expert from IWG SLR introduced a number of clarifications and corrections (ECE/TRANS/WP.29/GRE/2021/11). GRE adopted this proposal, as amended by GRE-85-11, and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 and AC.1 as draft Supplement 4 to the original series of amendments to UN Regulation No. 148.

The expert from IEC proposed updating the references to standard IEC 60809 (GRE-85-09). GRE adopted the proposal, as amended by GRE-85-09 and GRE-85-13, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft 01 series of amendments to UN Regulation No. 148.

10. The expert from EC held the view that contracting parties should not be obliged to indefinitely accept type approvals issued to the preceding series of amendments. To introduce a deadline for such acceptance, he proposed an alternative transitional provision (GRE-85-30). Some GRE experts pointed out that the installation UN Regulations Nos. 48, 53, 74 and 86 would be more appropriate for that purpose, rather than the device UN Regulations Nos. 148, 149 and 150. GRE requested IWG SLR to consider the issue and to report back to GRE at its next session in April 2022.

GRE adopted the document and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 and AC.1 as draft Supplement 5 to the original series of amendments to UN Regulation No. 149.

12. The expert from IWG SLR introduced a proposal for a new series of amendments to UN Regulation No. 149 (ECE/TRANS/WP.29/GRE/2021/14, GRE-85-04 and GRE-85-14). The expert from IEC proposed updating the references to standard IEC 60809 (GRE-85-09). GRE adopted ECE/TRANS/WP.29/GRE/2021/14, as amended by GRE-85-09 and GRE-85-14, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft 01 series of amendments to UN Regulation No. 149.

13. For reasons mentioned at the previous session (GRE-84-28), the expert from Poland was not in a position to support the IWG SLR proposal. GRE also recalled the alternative transitional provision in GRE-85-30 and requested IWG SLR to consider it and to report back to GRE at its next session in April 2022 (see paragraph 10 above).

14. The expert from Germany wondered if it would be acceptable to drive, for a limited time, with one headlamp (passing beam) of the matched pair, as defined in paragraph 4.18. of ECE/TRANS/WP.29/GRE/2021/14. He recalled that, under the current requirements for periodical technical inspections in the European Union (e.g. paragraph. 4.1.1 (a) of directive 2014/45/EU), a non-working headlamp was a minor defect which would not impede passing the inspection. He added that footnote (a) to paragraph 5.2.2. in ECE/TRANS/WP.29/GRE/2021/14 might lead to an expectation that, in the worst-case scenario with one remaining headlamp of the matched pair, only 50 per cent of luminous intensity would be reached in some elements instead of 100 per cent for one headlamp. According to the expert, this could affect the assessment of roadside inspections and periodical technical inspections. GRE requested IWG SLR to address the question raised by the expert from Germany.

15. GRE addressed a proposal for a new 01 series of amendments to UN Regulation No. 150 that was prepared by IWG SLR ECE/TRANS/WP.29/GRE/2021/15 and GRE-85-05). GRE adopted the proposal, as amended by GRE-85-15, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft 01 series of amendments to UN Regulation No. 150. GRE recalled the alternative transitional provision in GRE-85-30 and requested IWG SLR to consider it and to report back to GRE at its next session in April 2022 (see paragraph 10 above).

The expert of IWG SLR proposed a new Supplement to the 06, 07 and 08 series of amendments to UN Regulation No. 48 which introduced an objective value to define the visibility of the red light towards the front and white light towards the rear of the vehicle. He also made further editorial corrections (ECE/TRANS/WP.29/GRE/2021/16). The expert from Germany suggested modifications (GRE-85-23).

17. GRE adopted ECE/TRANS/WP.29/GRE/2021/16, as amended by GRE-85-23, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft Supplement 16 to the 06 series of amendments, draft Supplement 3 to the 07 series of amendments and draft Supplement 1 to the 08 series of amendments to UN Regulation No. 48.

18. GRE considered a proposal for a Supplement to the 03, 04 and 05 series of amendments to UN Regulation No. 48 that introduced references to the headlamp classes and a performance-oriented criterion for the visibility of red light to the front and white light to the rear of the vehicle (ECE/TRANS/WP.29/GRE/2021/17, GRE-85-12).

19. Subject to reservation of the expert from Germany, GRE adopted ECE/TRANS/WP.29/GRE/2021/17 subject to the following amendments:

• those in GRE-85-12;
• removing the square brackets and keeping the text inside;
• adding paragraph 6.26.9.2 from ECE/TRANS/WP.29/GRE/2021/16 to parts I.B and I.C of ECE/TRANS/WP.29/GRE/2021/17.

20. GRE requested the secretariat to submit the proposal for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft Supplement 8 to the 03 series of amendments, draft Supplement 21 to the 04 series of amendments and draft Supplement 16 to the 05 series of amendments to UN Regulation No. 48.

21. The expert from EC recalled the earlier discussion reflected in paragraph 10 above and requested that a draft transitional provision to UN Regulation No. 48 be developed, which would introduce a deadline for acceptance of type approvals issued to the preceding series of amendments.

22. GRE addressed proposals by IWG SLR for new supplements to the 01 series of amendments (ECE/TRANS/WP.29/GRE/2021/19) and to the 02 and 03 series of amendments (ECE/TRANS/WP.29/GRE/2021/20) to UN Regulation No. 53 that added references to the headlamp classes. The expert from Germany tabled additional proposals (GRE-85-24). GRE invited the expert of Germany to convert GRE-85-24 into a working document for consideration at the next session.

23. Subject to reservation of the expert from Germany, GRE adopted ECE/TRANS/WP.29/GRE/2021/19 and requested the secretariat to submit them for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft Supplement 23 to the 01 series of amendments to UN Regulation No. 53.

24. Subject to reservation of the expert from Germany, GRE also adopted ECE/TRANS/WP.29/GRE/2021/20 and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft Supplement 6 to the 02 series of amendments and draft Supplement 3 to the 03 series of amendments to UN Regulation No. 53.

GRE adopted the proposal and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft Supplement 14 to the 01 series of amendments and draft Supplement 2 to the 02 series of amendments to UN Regulation No. 74.

GRE adopted the proposal and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft Supplement 4 to the 01 series of amendments and draft Supplement 1 to the 02 series of amendments to UN Regulation No. 86.

27. GRE agreed to review these proposals at its next session in April 2022.

29. The expert from GTB introduced a draft amendment to the Consolidated Resolution on the common specification of light source categories (R.E.5) (ECE/TRANS/WP.29/GRE/2021/24). GRE noted that there were no associated amendments to UN Regulations Nos. 37, 99 and 128. GRE adopted this proposal and requested the secretariat to submit it for consideration and vote at the March 2022 session of WP.29 as draft amendment 8 to R.E.5.

GRE/2021/24 | RE 5: Proposal for amendment Proposes to update the specification of light source categories.

30. The expert of GTB introduced an updated proposal with the aim to allow for projection of driver assistance symbols, on the road ahead of the vehicle, as part of the adaptive driving beam. This proposal was submitted in a package with an amendment to UN Regulation No. 149 (ECE/TRANS/WP.29/GRE/2021/18, GRE-85-20). The experts from Japan and SAE suggested several modifications (GRE-85-25 and GRE-85-32). The expert from the United Kingdom of Great Britain and Northern Ireland pointed out challenges for the type approval authorities when approving the driver assistance projections.

31. GRE adopted ECE/TRANS/WP.29/GRE/2021/18, as amended by GRE-85-33 and subject to removal of square brackets, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as part of draft Supplement 16 to the 06 series of amendments, of draft Supplement 3 to the 07 series of amendments, of draft Supplement 1 to the 08 series of amendments and of the draft 01 series of amendments to UN Regulation No. 149.

To achieve this, the warning shall be provided in advance, when the vehicle is about to exit the lane (before it crosses the lane marking), as opposed to when the vehicle has exited its lane (started crossing or has crossed the lane marking).

32. The experts from France and Germany presented a revised proposal that allowed the use of manufacturer logos inside the illuminant surface of signalling lamps (ECE/TRANS/WP.29/GRE/2020/5/Rev.2, GRE-85-16 and GRE-85-26).

33. Subject to reservations of the expert from the Netherlands and EC, GRE adopted ECE/TRANS/WP.29/GRE/2020/5/Rev.2, as amended by GRE-85-26, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as part of draft Supplement 16 to the 06 series of amendments, of draft Supplement 3 to the 07 series of amendments, of draft Supplement 1 to the 08 series of amendments and of the draft 01 series of amendments to UN Regulation No. 148.

34. GRE took note of the first activities of the Special Interest Group (SIG) on park conditions and an answer-back signal (GRE-85-28). The expert from OICA raised a number of concerns and questions on the issue (GRE-85-31). GRE invited the SIG Co-Chairs (Finland and the Netherlands) to convene additional meetings of SIG with the aim to prepare a proposal for the next session of GRE.

35. The expert from the Czechia, supported by the Task Force on Electromagnetic Compatibility (TF EMC), proposed to clarify the reference point determination for category L6 and L7 vehicles in paragraph 3.3. and to correct Figure 1 in Annex 4, Appendix (ECE/TRANS/WP.29/GRE/2021/10). GRE adopted the proposal, as amended by GRE-85-06, and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 as draft Supplement 2 to the 06 series of amendments to UN Regulation No. 10.

36. GRE took note of the TF EMC status report (GRE-85-10) as well as of the current working draft of a new series of amendments to UN Regulation No. 10 (GRE-85-07). GRE invited all experts to study the draft and send their comments to TF EMC. Given the importance of the EMC-related activities, GRE agreed that in 2022 TF EMC should be upgraded to an Informal Working Group on Electromagnetic Compatibility (IWG EMC). GRE invited experts from contracting parties to nominate a Chair for the future IWG EMC and requested TF EMC to prepare draft Terms of Reference of IWG EMC for consideration at the next session.

37. GRE considered a proposal that had been prepared by the expert from IMMA with the aim to clarify the electrical connection requirements for the white front position lamp reciprocally incorporated with the front direction indicator, in line with the corresponding provisions in UN Regulation No. 48 (ECE/TRANS/WP.29/GRE/2021/23). GRE adopted the proposal, as amended by GRE-85-27, and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 as draft Supplement 22 to the 01 series of amendments, draft Supplement 5 to the 02 series of amendments and draft Supplement 2 to the 03 series of amendments to UN Regulation No. 53.

38. WP.29 noted that, at the WP.29 request, IWG SLR and IWG for the Database for the Exchange of Type Approval documentation (IWG DETA) had developed a proposal related to the use of DETA in the context of the Unique Identifier (UI) (GRE-85-02).

39. GRE was informed about the considerations of the Global Forum for Road Traffic Safety (WP.1) at its recent session (September 2021) on the GRE/WP.1 common issues, including possible optical signals of autonomous vehicles.

40. At the request of GRE experts, the secretariat delivered a presentation on new UN Regulation No. 156 (Software updates) (GRE-85-36).

41. Based on GRE-85-35-Rev.1, GRE adopted a list of main decisions at its eighty-fifth session (Annex II).

42. GRE took note of the status report of the Task Force on Autonomous Vehicle Signalling Requirements (TF AVSR) (GRE-85-34) and invited the GRE Chair to contact the Chair of the Working Party on Automated/Autonomous and Connected Vehicles (GRVA) with the aim to obtain guidance on potential light-signalling requirements for autonomous vehicles.

43. GRE considered a list of priority subjects under its consideration (GRE-85-22) and delivered comments. The Chair was requested to prepare a revised document and to transmit Table 1 to WP.29 for inclusion into the WP.29 Programme of Work for 2022–2023. GRE encouraged all experts to propose new items for Table 2 of the potential work items.

44. The experts of GTB briefed GRE about their ongoing activities on reducing the power consumption in existing lighting functions without compromising safety (GRE-85-37) and on signalling road projection (GRE-85-38).

45. GRE noted that the next session had been scheduled from 26 to 29 April 2022 and that the deadline for submission of working documents would be on 31 January 2022. GRE agreed to keep the same structure of the provisional agenda.

46. In compliance with Rule 37 of the Rules of Procedure (ECE/TRANS/WP.29/690/Rev.2), GRE elected unanimously Mr. T. Kärkkäinen (Finland) as Chair and Mr. D. Rovers (Netherlands) as Vice-Chair for the sessions of GRE scheduled in the year 2022.
