2. 1998 Agreement – UN Global Technical Regulations: Development

The Working Party on Lighting and Light-Signalling (GRE) may wish to resume consideration of this subject, awaiting new proposals and sponsors to develop a UN Global Technical Regulation (UN GTR). At its previous session, GRE had an exchange of views on whether a new UN GTR could be developed under stage two of the simplification of the lighting and light-signalling UN Regulations (SLR) or as a result of consideration of light-signalling functions of automated/autonomous vehicles.

3. 1997 Agreement – Rules: Development

GRE will consider new proposals for amendments to the Rules, if any.

4. Simplification of lighting and light-signalling UN Regulations

GRE will be informed about the progress of the Informal Working Group “Simplification of the Lighting and Light-Signalling Regulations” (IWG SLR).

GRE will take note that the three new simplified UN Regulations Nos. [148] on Light-Signalling Devices (LSD), [149] on Road Illumination Devices (RID) and [150] on Retro-Reflective Devices (RRD) are expected to enter into force on 15 November 2019. In this regard, GRE will address an urgent proposal by IWG SLR that corrects errors inadvertently introduced in the text of the new UN Regulation No. [149]. In parallel, the same proposal is being submitted to the WP.29 session in November 2019 with an official WP.29 symbol.

GRE-82-02 | Proposal to correct the text of UN R149 Proposal from the Simplification of Lighting Regulations informal group to delete the luminous intensities minimum requirements for the measuring point 50L (which are not in UN R112 and therefore should not be in UN R149) from Table 8 and to correct a typo in the angular position for S100RR in Table 13. Given the importance of these corrections, this proposal is simultaneously being submitted as a formal document for consideration during the WP.29 session in November 2019.

GRE will resume its discussions on the various options of how to use the Unique Identifier (UI) for the new simplified UN Regulations, and will be informed about the views of IWG on Database for the Exchange of Type Approval Documentation (DETA).

Driver assistance road projections.

GRE may wish to recall a discussion, at the previous session, on the activation of hazard warning lights when opening a door in vehicles not equipped with a door assistance and warning system. Following the GRE request, the secretariat brought this issue to the attention of the Working Party on General Safety Provisions (GRSG). GRE will be informed about the outcome of GRSG consideration.

GRE/2019/29 | UN R48: Proposal for a new 07 series of amendments Proposal from a GRE Special Interest Group on the 07 series of amendments to UN R48 to clarify the definitions of "switching" and "activation" and to introduce the mandatory use of Emergency Stop Signal (ESS) to align UN R48 with the General Safety Regulation of the European Union.
GRE-82-41/Rev1 | Proposal to amend ECE/TRANS/WP.29/GRE/2019/20 This proposal base on document GRE/2019/20 and is an alternative to document GRE/2019/14. Currently, UN Regulation No. 48 does not allow the manual switching off all lighting devices under all circumstances. This feature is necessary for armed services and forces responsible for maintaining public order and is requested by them. It is limited only to vehicles intended for use by the armed services and forces responsible for maintaining public order. This proposal aims to reduce disadvantages and can increase safety.
7. Other UN Regulations
7. (a) UN Regulation No. 10 (Electromagnetic compatibility)

GRE will consider a proposal by the expert from the Netherlands that improves the text of paragraph of 3.1.8.

GRE/2019/27 | UN R10: Proposal for amendments Proposal to require that the vehicle manufacturer's statement regarding frequency bands, power levels, antenna positions and installation provisions for the installation of radio frequency transmitters (RF-transmitters) be added to the information document (e.g. under item 63, Annex 2A) to facilitate conformity of production and other compliance checks.

GRE will be informed that GRSG is finalizing proposals for the splitting UN Regulation No. 116 and has requested GRE, particularly its Task Force on Electromagnetic Compatibility (TF EMC), to scrutinize the provisions of Annex 5 on EMC.

GRSG/2019/20 | Proposal for a draft new UN Regulation on Devices Against Unauthorized Use Proposal to extract provisions from UN R116 in order to establish a separate regulation for the approval of devices to protect against unauthorized vehicle use. The splitting of UN R116 into three separate regulations has been proposed to advance the implementation of the International Whole Vehicle Type Approval system.
GRSG/2019/21 | Proposal for a new UN Regulation on immobilizers and approval of a vehicle with regard to its immobilizer Proposal to extract provisions from UN R116 in order to establish a separate regulation for the approval of immobilizers and vehicles equipped with immobilizers. The splitting of UN R116 into three separate regulations has been proposed to advance the implementation of the International Whole Vehicle Type Approval system.
GRSG/2019/22 | Proposal for a draft new UN Regulation on vehicle alarm system and approval of a vehicle with regard to its vehicle alarm system Proposal for a new regulation on uniform provisions concerning the approval of vehicle alarm systems and approval of a vehicle with regard to its vehicle alarm system. The regulation would extract provisions from UN R116 in order to advance UN R0 on the international whole vehicle type approval system.

GRE is invited to consider a proposal by the expert from India that makes the fitment of front position lamps optional.

GRE/2019/18 | UN R53: Proposal for a new Supplement to the 01 and 02 series of amendments Proposal to render optional the fitment of front position lamps where the motorcycle is fitted with automatic headlamp switching or daytime running lamps meeting certain conditions and to add provisions regarding electrical connections and the activation of simultaneous lamps (e.g., to permit activation of rear lamps before the front lamps are activated).

GRE may wish to address a proposal by the expert from the International Motorcycle Manufacturers Association (IMMA) that aligns the text of the 03 series of amendments to UN Regulation No. 53 with the latest modifications to the 01 and 02 series.

GRE-82-16 | UN R53: Clarification on document GRE/2019/23 Proposal to clarify the content of GRE/2019/23, aimed at ensuring that the new 03 series of amendments to UN Regulation No. 53 contains the latest proposals adopted by GRE regarding preceding series.

GRE/2019/17 | UN R65: Proposal for Supplement [11] Proposal for corrections to UN Regulation 65 (Special Warning Lamps) based upon Supplement 10 to the original Regulation. A recent review of the content of UN Regulation 65 has revealed some long-standing editorial errors that do not affect the technical requirements but do create confusion.

8. Other business
8. (a) Development of the International Whole Vehicle Type Approval

GRE may expect an oral report from the GRE Ambassador on the International Whole Vehicle Type Approval (IWVTA) and any required follow-up actions.

GRE will also be informed about the development of an electronic Database for the Exchange of Type Approval documentation (DETA).

8. (b) Amendments to the Convention on Road Traffic (Vienna, 1968)

GRE will be informed about considerations of the Global Forum for Road Traffic Safety (WP.1) at its recent session.

8. (c) Decade of action for road safety 2011–2020

GRE will be invited to share and discuss national and international developments in road safety and lighting and light-signalling.

8. (d) Requests of the Inland transport Committee

The Inland Transport Committee (ITC), at its eighty-first session in 2019, adopted the ITC Strategy until 2030, invited its subsidiary bodies to follow-up by aligning their work with the strategy and requested the secretariat to take the necessary actions to promote the implementation of the strategy (ECE/TRANS/288, paras. 15 (a), © and (g)). Furthermore, the Committee expressed its concern for the limited progress globally in meeting the Sustainable Development Goal targets on road safety and those of the United Nation Decade of Action for Road Safety (ibid, para. 64). To help countries, particularly new contracting parties, to further implement legal instruments in the area of road safety, the secretariat has prepared the draft ITC Recommendations for Enhancing National Road Safety Systems for comments by the Working Parties. Against this background, GRE is invited to provide its contribution.

8. (e) Obsolete transitional provisions

GRE is invited to consider a discussion paper submitted by the experts from Italy and the Netherlands.

10. Direction of future work of GRE

GRE will be informed about WP.29 discussions, at its June 2019 session, on the signalling requirements for automated/autonomous vehicles.

11. Provisional agenda for the next session

GRE may wish to provide guidance on the provisional agenda for the next session.

12. Election of officers

In compliance with Rule 37 of the Rules of Procedure (TRANS/WP.29/690, Amend.1 and Amend. 2), GRE will elect the Chair and Vice-Chair for the sessions scheduled for the year 2020.
