UN R74: Proposal to reorganize and group definitions pursuant to SLR

IMMA proposal to delete definitions in UN R74.01 that are already in UN R48. Under the Simplification of Lighting Regulations (SLR) program, certain common lighting device definitions would be consolidated under UN R48 (lighting installation).
