Proposal to clarify that specific vehicle belted Enhanced Child Restraint Systems (ECRS) may be fitted with a support leg, top tether and lower tether attachments. This proposal also amends the existing support leg volume to improve the compatibility between the support leg volume and the Child Restraint Fixtures used for accessing the external dimensions of an ECRS.

Text adopted by the Working Party on Passive Safety (GRSP) at its fiftieth session to align UN Regulation No. 14 with the provisions of draft Regulation on Child Restraint Systems (CRS).
Text adopted by the Working Party on Passive Safety (GRSP) to update provisions of UN Regulation No. 14 in order to delete erroneous cross-references in text, making reference only the “adjusting system” which is defined in section 2 of the Regulation.
Proposal as approved by the GRSP to introduce exemptions for vehicles not intended for transporting children during normal use.
Proposal to introduce: (i) a definition of flexible shoulder adjustment device for height, (ii) provisions for its testing and (iii) to define its strict field of installation for vehicle categories M2 and M3.
Proposal to transfer all ISOFIX requirements from UN R14 into a new UN Regulation. Within the context of the international whole vehicle type approval program, the removal of these CRS anchorage provisions would align UN R14 with its Australian Design Rule counterpart and enable Australia to apply the revised UN R14 narrowed down to adult seat-belt anchorages only.
Proposal to align UN R14 with recent changes to UN R16 on occupant restraint systems. Two “Booster Seat” fixtures (ISO/B2 and ISO/B3) were added to UN R16 to coincide with the implementation of Phase 2 of UN R129 (enhanced child restraint systems). These fixtures were developed within ISO/TC 22/SC 36/WG 2 (Child Restraint Systems) and follow the principle already established in Regulations 16 and 129 to ensure child restraint to car compatibility. An additional “Reduced-Size Rearward Facing toddler CRS” fixture (ISO/R2x) was added to facilitate compatibility in small cars/seating positions. The ISO/B2 booster seat fixture was added in the i-Size concept. Lateral facing fixtures (ISO/L1 and ISO/L2) have been upgraded.
Proposal to update a reference regarding ISOFIX exemptions permitted under paragraph 22.214.171.124. (related to vehicles with one seat position per row). The reference should read 126.96.36.199. and 188.8.131.52.
Proposal to correct Table 1 by deleting “F1” (this fixture is part of a corresponding ISO Standard but not in UN R16) and to replace “universal” by “i-Size” in the title of Appendix 5, as UN R129 booster seats can be only i-Size or specific.
Proposal to clarify and correct the reference in paragraph 8.3.6. to UN R14 and the new UN Regulation on ISOFIX anchorages with regard to the measurement of the pitch angle used for the geometrical assessment of the installation of ISOFIX child restraint fixtures. Proposal to clarify that the second level warning requirement in the 02 series of amendments to the UN R16 is dependent upon the needs of each seating position. A strict reading of paragraph 2.45. would require a second-level warning in the event of any unfastened seat-belt in a front or rear position. This proposal would clarify that the second-level warning is required depending on the individual position requirement (e.g., based on detection that a position is occupied).
Proposal to update the 07 series of amendments in line with UN R129 and changes to the 06 series (Supplements 8 and 9). Two “Booster Seat” fixtures (ISO/B2 and ISO/B3) were added to UN R16 to coincide with the implementation of Phase 2 of UN Regulation No. 129. These fixtures were developed within ISO/TC 22/SC 36/WG 2 (Child Restraint Systems) and follow the principle already established in Regulations 16 and 129 to ensure child restraint to car compatibility. The proposal also corrects figure 2 in Annex 1B to show the referenced zones A and B, to add the sentence “Non-rigid material of < 50 Shore A hardness may be removed in order to demonstrate that covered or padded rigid parts are not contacted by the head or the chest of the manikin during the test.” and makes editorial improvements.
For the International Whole Vehicle Type Approval, a UN Regulation is split in two regulations, UN Regulation No. 14-08 series of amendments including only adult safety belt anchorages and a new regulation UN Regulation No. [XX] will include all requirements for child restraint anchorages. Accordingly, this proposal would update the references to UN Regulation No. 14 in UN Regulation No. 16 in order to recognize child restraint system anchorages installed on the vehicle and approved under the new regulation.
Proposal to correct an oversight by adding the minimum requirement for at least a two-point lap belt (Br3, Br4m, Br4Nm) for use with rearward facing child restraints for M3 as is already the case for M2 vehicles.
