The Compendium of Candidates maintains a list of national and/or regional regulations proposed by Contracting Parties as possible bases for Global Technical Regulations. Listing No. 7 concerns the US Federal Motor Vehicle Safety Standard (FMVSS) No. 139: “New Pneumatic Radial Tires for Light Vehicles”.

The item was submitted for consideration and vote, and adopted on 25 June 2015 by Australia, Canada, China, India, Japan, Kazakhstan, Norway, Republic of Korea, Republic of Moldova, Russian Federation, South Africaand the United States of America. The European Union (representing Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom) abstained from voting. The documentation (ECE/TRANS/WP.29/2015/77) submitted jointly with the request would be appended to the listed technical regulation.
