Proposal to amend UN R17, including revised definitions of head restraint, corrections to paragraph references, replacement of terminology such as “absorption” with “dissipation” and “reference line” with “longitudinal vertical plane passing through the R-point,” revised test procedures in multiple annexes, and modifications to measurement requirements for head restraint displacement and strength testing. 19. The expert from France presented informal document GRSP-78-13-Rev.1, which merged ECE/TRANS/WP.29/GRSP/2025/27 and ECE/TRANS/WP.29/GRSP/2025/44 by France and OICA, respectively. The resulting proposal aims to correct and clarify the text of the regulation, and to modify the current wording which creates misunderstandings and a non-harmonized application of the regulation by technical services. GRSP adopted informal document GRSP-78-13-Rev.1 (as reproduced in annex IV) and requested the secretariat to submit it as proposals for supplement 1 to the 10 series of amendments, supplement 2 to the 11 series of amendments and supplement 1 to the 12 series of amendments to UN Regulation No. 17 to the June 2026 sessions of WP.29 and the Administrative Committee of the 1958 Agreement (AC.1).
