66. The World Forum considered the draft proposal for a new Regulation concerning the approval of quiet road transport vehicles (QRTV) under item 4.13.1 and recommended its submission to AC.1 for voting.

While encouraged by the adoption of a uniform minimum sound alert standard, the WBU continues to believe that: 1) the proposed minimum sound standard is too low for safety; 2) the AVAS should remain on while the QRTV is active but stationary; and 3) the regulation should prohibit manufacturers from providing a means of pausing the alert sound.

Proposal for a new Regulation concerning the approval of quiet road transport vehicles
Proposal for the establishment of a new UN Regulation governing the approval of audible vehicle alerting systems for quiet vehicles moving at low speeds. This proposal can be considered as the first phase of the regulation. In response to concerns raised by the World Blind Union, GRB agreed to extend the mandate of the informal working group that developed this text in order to consider further measures to address the WBU concerns.
This proposal (WP.29/2016/26) was adopted by the World Forum. Thirty-eight Contracting Parties to the 1958 Agreement were present for the vote by AC.1. Thirty-eight voted in favor with zero against and zero abstaining.
