Proposal to amend UN R17 Supplement 1 to the 12 series of amendments. The Regulation is amended to account for vehicles of category X. Vehicles of category Y are not in the scope of this Regulation. The Regulation is extended to vehicles without driver and manual driving controls. Multiple amendments are made to definitions, test procedures, and technical requirements for seats, anchorages, and head restraints, including changes to measurement planes, test parameters, and displacement specifications across various annexes and paragraphs.

Analysis of a fatal crash event involving a van the lost its grip on the ice-covered road surface, crossed into the opposite lane and collided head-on with an estate car of approximately the same weight, fully laden with passengers. The investigation showed that the back of the rear seat was severely deformed, despite being reinforced and well within the regulatory strength requirements described in UN-ECE R17.

CLEPA proposes that injury risk limits should be based not only on the injury risk curves, but also on technical feasibility given the repeatability and reproducibility limits of the BioRID II test tool. This proposal would allow alternatives at the request of the manufacturer by clarifying that under testing of a bench seat with three seating positions and two head restraints, a moment of 3 × 373Nm shall be applied to the back of seats and of 2 × 373Nm to the head restraints:

1. If the manufacturer wants to comply with the test requirements of paragraph 6.2. (strength of the seat-back), by the test of head restraint performance of paragraph 6.4., they choose to apply 53 daNm to each seat back without head restraint and 89 daN to each head restraint. In this case only one test shall be performed.
2. If the manufacturer chooses not to apply 53 daNm, during the test of paragraph 6.4., the seat back strength test of paragraph 6.2. has to be performed in addition to the test of paragraph 6.4.

Proposal to clarify that seat belt components such as retractors shall not sustain damage during testing according to Annex 9 of UN R17. Presently, these components have occasionally been damaged during testing such that their functionality has been impaired. In order to ensure adequate occupant safety, this proposal would require all safety-belt components to be included in the test installation, clarifies that such damage is not acceptable, and requires post-test inspection.

Proposal to eliminate divergent interpretations of paragraph 6.4. with regard to the testing for head restraint performance of a bench seat with three seating positions and two head restraints. Under this condition, the proposal would require application of a moment of 3 × 373 Nm to the back of the seats and of 2 × 373 Nm to the head restraints. The manufacturer may request to apply 53 daNm to each seat back without head restraint and 89 daNm to each head restraint in order to comply with the requirements of paragraph 6.2. on the strength of the seat back during this test. If the manufacturer does not opt to apply these forces, then the test procedure specified in paragraph 6.2. must be carried out in addition to the head restraint testing under paragraph 6.4.

Presentation on the outcomes of a national meeting of German experts and stakeholders in AECS to discuss the proposed technical regulation for the type approval of in-vehicle systems.

UN R17, R25 and R80 address head restraints for various categories of vehicles. In order to prevent redundant application of these regulations, this amendment clarifies that head restraints approved under UN R17 would be exempted from the requirements of UN R25 and that UN R25 does not apply to coach and bus seats approved under UN R80.

In document GRSP-54-04, CLEPA proposed changes to improve the reproducibility of the luggage impact test described in annex 9 of UN R17. Japan proposes to specify only the minimum moment of inertia in the test (where CLEPA proposed a minimum-maximum range.

Proposal to limit the overlap of this head restraint regulation with UN R17 which also addresses head restraints within the context of seat integrity. The amendment would exempt any vehicle head restraints approved under UN R17 from the requirements of UN R25. Presently, only M1 passenger cars qualify for this derogation.

Proposal from Germany to introduce construction and test requirements for folding seats.

Report on the project to assess the use of a dynamic geometry test procedure and to validate the calibration of
marker tracking systems so that the dynamic geometry measurements are of equivalent, traceable robustness to conventional load cell or accelerometer measurements.

Document GRSP/2011/10 would require seats which can be tipped or folded automatically to lock in all positions, which could suggest locking in positions throughout the unfolding procedure. This submission clarifies the assumed intent of requiring seats to lock in their final positions.

Proposal aimed at transposing Global Technical Regulation No. 7 (head restraints) into Regulation No. 17 and introducing the use of Biofidelic Rear Impact test Dummy (BioRID II) into the dynamic performance requirements.

According to the European Community’s participation in the revised 1958 Agreement, the UNECE Regulations have become alternatives to the technical annexes of the corresponding EU Directives. This proposed amendment is aimed at reinforcing consistency between the UNECE Regulations and the EU Directives.
