Proposal to establish a new UN Regulation dedicated to the approval of the fitting of devices against unauthorized use, and of vehicles equipped with devices against unauthorized use, pursuant to splitting UN R116 into three separate regulations.

Proposal to introduce provisions for digital keys per the work performed under UN R116 prior to its separation into three regulations respectively addressing unauthorized use, alarm systems, and immobilizers.

Proposal to update the whole vehicle approval requirements to the latest series of amendments and to add the WLTP emissions cycle (UN R154).
