Attendance and Opening Statements

1. The World Forum for Harmonization of Vehicle Regulations (WP.29) held its 152nd session from 9–12 November 2010 under the chairmanship of Mr. B. Gauvin (France). The following countries were represented, following Rule 1(a) of the Rules of Procedure of WP.29 (TRANS/WP.29/690 and ECE/TRANS/WP.29/690/Amend.1): Argentina; Australia; Belgium; Canada; People’s Republic of China; Czech Republic; Estonia; Finland; France; Germany; Hungary; India; Japan; Latvia; Luxemburg; Malaysia; Netherlands; Poland; Republic of Korea; Romania; Russian Federation; Serbia; Slovakia; Republic of South Africa; Spain; Sweden; Switzerland; Ukraine; United Kingdom of Great Britain and Northern Ireland; United States of America. Representatives of the European Union (EU) participated. The following inter-governmental organization was represented: International Energy Agency (IEA). The following non-governmental organizations were also represented: International Organization of Motor Vehicle Manufacturers (OICA); International Motorcycle Manufacturers Association (IMMA); European Association of Automotive Suppliers (CLEPA, representing also the Motor and Equipment Manufacturers Association (MEMA) and Japan Auto Parts Industries Association (JAPIA)); Working Party “Brussels 1952” (GTB); Association for Emission Control by Catalyst (AECC); Consumers International (CI); the Foundation for the Automobile and Society (FIA Foundation). At the invitation of the secretariat, the European Tyre and Rim Technical Organization (ETRTO) also participated.

2. The representative of Argentina informed the World Forum about the actions taken in his country to increase road safety, through the creation of the National Road Safety Agency in order to increase the safety of road vehicles, among other road safety matters. He indicated that, for the time being, the participation of Argentina would be in a consultative capacity. He expected that, in the near future, Argentina would become gradually a full member of WP.29. He indicated that Argentina, Brazil and Uruguay were closely cooperating in the area of vehicle regulations.
