The expert from Italy introduced a proposal for amendments to UN Regulation No. 67 (ECE/TRANS/WP.29/GRSG/2020/9), to add a new profile – as defined by ISO 19825:2018 – of a new LPG filling unit denominated «J15» (together with the new denomination as «K15» of the existing “Euro connector”), therein updating the Regulation to allow the use of this new connector, the same way as the existing ones, as described detail in GRSG-119-25.
41. GRSG adopted ECE/TRANS/WP.29/GRSG/2020/09, the proposal for amendments to UN Regulation No. 67, and agreed to submit it for consideration and vote at the March 2021 session of WP.29/AC.1.

14. The expert from Israel introduced a presentation (GRSP-67-09-Rev.1) explaining the point of view of the “motorcycle helmet communication” industry on the 06 series of amendments to the UN Regulation adopted by WP.29 at its June 2020 session. He clarified that the industry supports a UN Regulation which ensures motorbike rider safety. However, he argued that it should be implemented in a practical manner since the revised paragraph 7.3.1.3.5. of the UN Regulation requires that only accessories tested during the type approval procedure of the helmet could keep the type approval validity. He clarified that this requirement would create major trade barriers for the motorcycle helmet communication systems commonly used by motorbike riders. He therefore asked that the motorcycle helmet communication industry be included in the process of developing type approval requirements to overcome the trade barrier issue by: (a) specific tests for helmets ready for accessories, b) particular tests for communication accessories. Finally, he offered his expertise to develop amendments to consider aftermarket accessories. The expert from Italy, Chair of the IWG on Protective Helmets (IWG-PH), clarified in a presentation (GRSP-67-25) that the activities of the group were open to all stakeholders. Moreover, he added that UN Regulation No. 22 refers specifically to type approval of helmets and that the helmet manufacturer (type approval holder of a type protective helmet) is responsible for the conformity of the product and for the maintenance of the safety requirements tested during the type approval. He explained that the possible non-conformity of helmets, caused by installation of untested aftermarket products, would introduce liability issues.
15. GRSP noted that the IWG activities were suspended due to the lack of research results that would allow Phase 2 of the UN Regulation to begin. Therefore, GRSP endorsed the recommendation of the Chair of the IWG to provide a proposal of amendments addressing aftermarket accessories by the December 2020 session of GRSP. Finally, GRSP noted the offer of the expert of the United States of America to provide research results from NHTSA to the IWG once NHTSA had resumed its activities.

The representative from the UK requested some clarifications around the notion of special provisions in the context of UN Regulation No. 115. The expert from Liquid Gas Europe agreed to add more clarity in forthcoming amendment proposals and to ease the processing in the case of specific vehicle technologies for Type Approval Authorities (TAAs).
28. GRPE adopted ECE/TRANS/WP.29/GRPE/2020/11 and GRPE-81-37, as amended by Annex VI and requested the secretariat to submit Annex VI to WP.29 and AC.1 for consideration and vote at their November 2020 sessions as draft Supplement 9 to UN Regulation No. 115 (LPG and CNG retrofit systems).

30. The expert from Italy presented ECE/TRANS/WP.29/GRPE/2019/10 which established the conditions to consider direct and indirect injection vehicles as being part of the same approval family. The representative from Netherlands requested some clarifications to the text to make sure the Particulate Number (PN) limit was valid. The representative from Italy declared the proposal has no impact on gasoline operations and a proposed slight amendment to the text, as reproduced in Annex IV. The representatives from Netherlands, France and EC agreed the proposed new text clarified the proposal.
31. The representative from Liquid Gas Europe agreed with the proposed improvement and supported the proposal.
32. GRPE endorsed the proposal and requested the secretariat to submit Annex IV of the session report to WP.29 and AC.1 for consideration and vote at their November 2019 sessions as draft Supplement 9 to UN Regulation No. 115.

The expert from Italy introduced GRVA-02-07 proposing amendments to the original proposal (ECE/TRANS/WP.29/GRVA/2018/9) for amendments to UN GTR No. 3 for harmonization of the GTR and UN Regulation No. 78. The proposal received some comments. The expert from the Netherlands asked why the proposal contained technical requirements that differed from those in UN Regulation No. 78. The expert from Canada highlighted some formulations that could be better defined to facilitate the implementation of the UN GTR into Self Certification regulations.

6. The expert from Italy presented ECE/TRANS/WP.29/GRSG/2019/13 to amend Annex 3 of the Regulation on the test requirements of emergency door exits of all buses and coaches, and to clarify that the minimum number of emergency exits was four. The expert from Poland recalled that the current minimum number of emergency exits had been increased to five as a result of the amendments proposed by the former informal working group on Service Doors, Windows and Emergency Exits (SDWEE). After the discussion, GRSG preferred the status quo.

33. The expert from Italy presented ECE/TRANS/WP.29/GRPE/2019/3 which introduced a reference to WLTP as an alternative for emission tests stated in UN Regulation No. 115. GRPE adopted ECE/TRANS/WP.29/GRPE/2019/3.
34. GRPE requested the secretariat to submit ECE/TRANS/WP.29/GRPE/2019/3 to WP.29 and AC.1 for consideration and vote at their June 2019 sessions as draft Supplement 8 to UN Regulation No. 115.

9. The expert from Italy recalled the purpose of GRSG-114-16 and the discussion of GRSG at its previous session on new provisions for the possible approval of alternative equipment to improve the accessibility of people with reduced mobility, particularly on coaches. He introduced a revised proposal (GRSG-115-26) and underlined that the provisions for the installation of a lift were not aimed at replacing the current mandatory requirements on the vehicle accessibility for people with reduced mobility. The expert from the United Kingdom welcomed the proposal, but underlined that this alternative equipment was usually not part of the vehicle and could be considered as an after-market solution upon the choice of the coach operator. The expert from Finland stated that such a lift could not substitute a wheelchair ramp or platform. The experts from Germany and the Russian Federation endorsed that position and questioned if such a lift could even be type approved as a component or a separate part under UN Regulation No. 107. The expert from UK added that such devices needed the intervention of the driver and, in some cases, challenging manoeuvres by the disabled person. He also questioned the universality of the device for different angle of access (i.e. steeper steps). Taking into account multiple possible technical solutions, a number of experts preferred that such alternative equipment not be part of the Regulation and, therefore not in the scope.
