4. Open discussion

The Secretariat explained the document.

(Onoda)Out of the 11 comments submitted by OICA, 9 comments are reflected. I would like to know whether this draft amendment can be accepted.
(OICA)It is our understanding that the “minimum requirement” at the beginning of Item 4 is a legal requirement. We would like this to be changed to “recommendation”.
(Yarnold)I would suggest that the “requirement” be changed to “provision”.
(Onoda)Regarding this issue, I would like to place it in square brackets so that it will be discussed at the next WP.29 session. This sentence also concerns WP.1 in that it pertains to new technologies for the driver assist system. How about submitting this document to WP.1 for reference?
(OICA)This is a very wise approach. We will ask that they do not draw any hasty conclusions at the WP.1 session to be held next week.
(Onoda)This document will be sent to WP.1 from WP.29.
(Russia)Russia supports the idea that this issue will be discussed at WP.1 as well. Currently, WP.1 is discussing the definitions. We presume that the Vienna Convention will be examined as well.
(Onoda)I would like to discuss the definitions in this document.
(Russia)The definitions are common between the control principle and the Vienna Convention. For this reason, WP.1 is also interested in this document and is checking to see if it is in harmonization with the Convention. This work should be undertaken in collaboration with WP.1.
(Onoda)As regards the collaboration with WP.1, our Informal Group will perform the work upon consultation with and approval by WP .29. For the draft amendment, we will establish square brackets and discuss the issue at WP.29 in June. The issue on the definitions raised by WP.1 will be discussed as well.
