52. The World Forum agreed to refer ECE/TRANS/WP.29/2014/34 (agenda item 4.6.1) back to GRSP for further consideration.
The decision to postpone was due to a European Commission identification of a possible inconsistency in text with regard to paragraph 5.3.8.2.
21. GRSP considered ECE/TRANS/WP.29/GRSP/2013/4 aimed at exempting vehicles with one seating position per row from ISOFIX provisions. He justified that new concepts designed for urban mobility would not technically allow the installation of ISOFIX anchorages. The proposal received comments from the German expert (GRSP-53-11) arguing that the ISOFIX system should be promoted as much as possible in a broad range of vehicle configurations. The expert from OICA argued that GRSP-53-11 would not consider the consequences of vehicle weight increase (approximately 1 kg) and national legislation in several countries that forbid the transport of children on front seats. In principle, GRSP agreed to further study the ISOFIX requirements to address new mobility solutions. Thereby, GRSP agreed to resume discussion at its December 2013 session, based on comments (i.e. list of concept vehicle configurations) provided by the IWG on child restraints systems (CRS) and from the experts of Contracting Parties to the 1958 Agreement. Moreover, the secretariat was requested to distribute GRSP-53-11 with an official symbol and to have ECE/TRANS/WP.29/GRSP/2011/9 as a reference on the agenda of the next session.
15. GRSP considered and adopted ECE/TRANS/WP.29/GRSP/2013/18, as amended by Annex III to the session report and requested the secretariat to submit it to WP.29 and AC.1, for consideration and vote at their June 2014 sessions as draft Supplement 6 to the 07 series of amendments to the UN Regulation.
16. The expert from OICA introduced GRSP-54-19-Rev.2 amending ECE/TRANS/WP.29/GRSP/2013/4, aimed at introducing exemptions under certain conditions for vehicles equipped with one seating position per row. GRSP adopted ECE/TRANS/WP.29/GRSP/2013/4, as amended by Annex III to the session report and requested the secretariat to submit it to WP.29 and AC.1, for consideration and vote at their June 2014 sessions as part (see. para. 15) of draft Supplement 6 to the 07 series of amendments to the UN Regulation. Finally, GRSP agreed to resume discussion on ECE/TRANS/WP.29/GRSP/2013/15 at its May 2014 session, excluding paragraph 5.3.8.8. as already agreed with ECE/TRANS/WP.29/GRSP/2013/4.
14. GRSP noted the decision taken by the World Forum during the June 2014 session to refer back to GRSP ECE/TRANS/WP.29/2014/34 (ECE/TRANS/WP.29/1110, para. 52) to further consider the minimum number of ISOFIX anchorages. The expert from OICA introduced GRSP-56-11-Rev.1, amending ECE/TRANS/WP.29/2014/34, superseding ECE/TRANS/WP.29/GRSP/2014/18 and ECE/TRANS/WP.29/GRSP/2013/15 and addressing the widest range of possible vehicle types and configurations. GRSP adopted ECE/TRANS/WP.29/2014/34 as amended by Annex II to the session report. The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2015 sessions, as draft Supplement 6 to the 07 series of amendments to UN Regulation No. 14.

29. GRSP considered ECE/TRANS/WP.29/GRSP/2013/26 introducing the FlexPLI provisions into the UN Regulation. GRSP considered and adopted GRSP-54-15-Rev.1 (superseding ECE/TRANS/WP.29/GRSP/2011/14, ECE/TRANS/WP.29/GRSP/2011/20 and ECE/TRANS/WP.29/GRSP/2013/26), as reproduced in Addendum 1 to the session report. The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2014 sessions as draft 01 series of amendments to UN Regulation No. 127. GRSP noted that pending values still in square brackets (paras. 1.1. and 1.4. of Annex IV of GRSP-54-15-Rev.1), would be eventually solved at the May 2014 session of GRSP. Finally, the expert from Japan withdrew GRSP-54-39.
8. The expert from EC introduced ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30, submitted by the Task Force on Bumper Test Area (TF-BTA), a subgroup of the Informal Working Group on global technical regulation No. 9 – Phase 2, and proposing an amendment to the provisions of the bumper test. He explained that the current provisions allow the area to be narrower than intended in the provisions of the UN GTR. He added that ECE/TRANS/WP.29/GRSP/2014/17 was proposing a new method by introducing a practical determination of angle surfaces, to be tested with the FlexPLI, by using a corner gauge. Moreover, he explained that ECE/TRANS/WP.29/GRSP/2014/30 was proposing the introduction of the definition of rigid bumper beam in the test area in addition to the above-mentioned new test method. He finally informed GRSP that a test report on research conducted by EC on this issue was available. The expert from Japan gave a presentation (GRSP-56-03) to support ECE/TRANS/WP.29/GRSP/2014/17. The expert from Korea presented GRSP-56-20 supporting ECE/TRANS/WP.29/GRSP/2014/30. The expert from OICA introduced GRSP-56-30, supporting the new method as proposed by ECE/TRANS/WP.29/GRSP/2014/17, because the test is less sensitive to specific design features and it could be performed without disassembling parts. Moreover, GRSP discussed GRSP-56-38 and GRSP-56-39, superseding respectively ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30.

The expert from OICA introduced ECE/TRANS/WP.29/GRPE/2014/3, a proposal to amend the 06 series of amendments to UN Regulation No. 83 in order to align the emission requirements for “social needs” vehicles (currently based on M vehicles) with those enforced in the EU (also contemplating N1, class 3 limits), also clarifying the need to amend the footnote to the table with emission limits. Introducing ECE/TRANS/WP.29/GRPE/2014/7, he also outlined a proposal for complementary modifications to the 06 series of amendments of UN Regulation No. 83 to clarify its compatibility with the scope of UN Regulation No. 49.
25. GRPE adopted ECE/TRANS/WP.29/GRPE/2014/3, amended as follows:
Page 2, Table 1, the text of note 2, amend “special social needs” to read “specific social needs”.
GRPE also adopted ECE/TRANS/WP.29/GRPE/2014/7, not amended. GRPE requested the secretariat to combine the modifications adopted to a single proposal and to submit the resulting text to WP.29 and AC.1 for consideration at their June 2014 session as Supplement 4 to the 06 series of amendments to UN Regulation No. 83. Following the consideration by expert from the Netherlands on the need to exclude vehicles with specific social needs from the 07 series of amendments to UN Regulation No. 83, GRPE invited the EC, the Netherlands and OICA to consider the submission of a proposal for an amendment addressing this aspect in the June 2014 session of GRPE.

The choice of tyres shall be based on the rolling resistance. The tyres with the highest rolling resistance shall be chosen, measured according to ISO 28580.
If there are more than three tyre rolling resistances, the tyre with the second highest rolling resistance shall be chosen.
The rolling resistance characteristics of the tyres fitted to production vehicles shall reflect those of the tyres used for type approval." |
18. The expert from the EC introduced ECE/TRANS/WP.29/GRPE/2014/2 and a corrigendum contained in GRPE-68-08, outlining a proposal to amend UN Regulation No. 83 in order to align its requirements with those of the European Union Regulation (EC) Nos. 715/2007, 692/2008, 566/2011, 459/2012 and 630/2012.
19. The expert from Germany stressed the need to combine safety-related provisions on H2NG flex fuel vehicles with the provisions included in the proposal. The expert from France supported this statement. She underlined that, while Europe has a whole vehicle type approval procedure in place and capable to ensure that the safety issues are also taken into consideration, this is not the case in Contracting Parties that are not subject to the European homologation procedure.
20. The expert from OICA introduced GRPE-68-07-Rev.1, proposing to modify ECE/TRANS/WP.29/GRPE/2014/2 in order to avoid misinterpretations in the practical implementation of the UN Regulation. GRPE-68-07-Rev.1 contains modifications regarding the inclusion of: i) pure electric vehicles and hydrogen fuel cell vehicles in the table on the application of test requirements for type approval and extensions; ii) requirements of UN Regulation No. 85 in UN Regulation No. 83; iii) aspects related with real driving conditions (currently being discussed in the EU); iv) a limit of validity of type-approvals clause and v) the concept of H2NG flex fuel vehicles. It also addresses the requirements for daytime running lamps and for vehicles equipped with compression-ignition engines. The expert from OICA underlined that GRPE-68-07-Rev.1 addresses the concerns on H2NG flex fuel vehicles raised by the experts from Germany and France.
21. The expert from Japan supported GRPE-68-07-Rev.1. The expert from the EC agreed to remove the references to the hydrogen and natural gas (H2NG) fuel from ECE/TRANS/WP.29/GRPE/2014/2. The expert from Italy agreed with this solution, but he also underlined the need to consider H2NG in future developments of UN Regulation No. 83 and other regulatory texts. Following a comment by the expert from the United Kingdom, a reference to vehicles required to be equipped with daytime running lamps, originally included in the OICA proposal (amending section 3.2.7. of Annex 4a), was removed from GRPE-68-07-Rev.1.
22. GRPE adopted ECE/TRANS/WP.29/GRPE/2014/2, as amended by GRPE-68-08 and GRPE-68-07-Rev.1 (without the amendment of section 3.2.7. of Annex 4a), requesting the secretariat to combine these modifications and submit the resulting text to WP.29 and AC.1 for consideration at their June 2014 sessions as the 07 series of amendments to UN Regulation No. 83.
23. The expert from OICA introduced ECE/TRANS/WP.29/GRPE/2014/9, updating the On-Board Diagnostics (OBD) requirements in ECE/TRANS/WP.29/GRPE/2014/2 (07 series of amendments to UN Regulation No. 83). He also explained that ECE/TRANS/WP.29/GRPE/2014/8 contains similar changes for the 06 series of amendments. The expert from CLEPA mentioned that the consequences of these proposals are currently being scrutinized. The expert from the EC expressed the need to analyse the proposals in further detail, also stating that the position of all stakeholders affected by these modifications needs to be taken into account. The expert from Germany also expressed concerns on the content of the proposals. The expert from OICA sought the GRPE advice for their future consideration. GRPE endorsed the invitation by the expert from the EC to consider ECE/TRANS/WP.29/GRPE/2014/8 and ECE/TRANS/WP.29/GRPE/2014/9 in an expert meeting with interested stakeholders with the aim to find a compromise. GRPE also requested the expert from the EC to provide information on the development of this discussion in the June 2014 session of GRPE.
26. The expert from the EC introduced ECE/TRANS/WP.29/GRPE/2014/5, a proposal to align the requirements of UN Regulation No. 101 with the latest changes in the regulatory framework of the European Union in relation to the specifications of new reference fuels E10 and B7, explaining that this is related with the provisions of ECE/TRANS/WP.29/GRPE/2014/2.
12. The Chair of GRPE recalled the purpose of WP.29-163-05. The expert from OICA supported the document but noted that the bold font used in the document was misleading. GRPE endorsed the document and formally adopted its content as follows:

The expert from the Netherlands introduced GRPE-69-15 proposing the deletion of the definition on “vehicle designed to fulfil specific social needs” in the 07 series of amendments to UN Regulation No. 83, as the corresponding specific emission limits didn’t exist in these 07 series. GRPE agreed with this proposal and requested the secretariat to distribute this proposal with an official symbol at its January 2015 session.

To assure coherence with the change in the definitions, the text also includes a revision of the test sequence for particulate reduction and the equivalence matrix for the Regulation No. 49 Standard series. The text was adopted by the Working Party on Pollution and Energy (GRPE) at its 68th session based on document GRPE/2014/4 as amended by GRPE-68-17-Rev.2.

35. The Chair of the REC group illustrated ECE/TRANS/WP.29/GRPE/2014/4, as updated by GRPE-68-17-Rev.2, containing a proposal for the 01 series of amendments to the UN Regulation on REC. This includes a revision in the definitions of the REC devices, stricter limit values (reduction levels) for REC systems, transitional provisions for the type approval of REC systems that meet the requirements of the REC Regulation in its original form, as well as a revision of the test sequence for particulate reduction and the equivalence matrix for the UN Regulation No. 49 standard series.
36. GRPE adopted ECE/TRANS/WP.29/GRPE/2014/4, as amended in the informal document GRPE-68-17-Rev.2, and requested the secretariat to submit the resulting proposal to WP.29 and AC.1, for consideration at their June 2014 sessions as the 01 series of amendments to the UN Regulation on REC.

16. The expert from the Russian Federation introduced GRRF-76-20, proposing a clarification of UN Regulation No. 13. The expert from UK also reported on the outcome of the group of experts working on updated transitional provisions of UN Regulations Nos. 13-H (GRRF-76-04) and introduced ECE/TRANS/WP.29/GRRF/2014/16 as amended by GRRF-76-30. GRRF adopted this proposal as reproduced in Annex III to the session report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as part of the draft Supplement 16 to UN Regulation No. 13-H.
13. At the request of the expert from Japan, GRRF agreed to take note that the consolidation of the transitional provisions does not change the interpretation of the current text of the Regulation (e.g. transitional provisions for supplements). GRRF agreed that the absence of the historical dates from the latest text simplified interpretation of the requirements for the purposes of issuing type approval. GRRF also noted that references to “registration” had been removed in favour of “national or regional type approval” as recommended by the guidelines in ECE/TRANS/WP.29/1044/Rev.1.

22. The Chair of GRRF presented ECE/TRANS/WP.29/GRRF/2014/9 based on GRRF-75-18, discussed at the seventy-fifth GRRF session. The expert from CLEPA introduced GRRF-76-42-Rev.1 proposing an amendment to the scope of the Regulation as well as further minor clarifications. GRRF adopted this proposal as amended by Annex IV of the session report and requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 2 to the 02 series of amendments to Regulation No. 90.

European Commission unable to formally consider the editorial correction proposed by the WP.29 secretariat. Therefore, the EC does not have authority to approve the combined package of proposals. Therefore, the vote on adoption must be postponed until the November 2014 session.
34. The expert from ETRTO proposed to insert new tyre sizes in Annex 5 of UN Regulation No. 106 (ECE/TRANS/WP.29/GRRF/2013/23). GRRF adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as draft Supplement 11 to the original version of UN Regulation No. 106.
27. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2014/2 as amended by GRRF-76-41, inserting a new marking and, under “categories of use”, a definition for construction application (Industrial tractor) tyres. GRRF adopted this proposal as amended by Annex V of the session report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 11 to Regulation No. 106.

74. The World Forum adopted ECE/TRANS/WP.29/2014/52 and requested the secretariat to publish the corresponding document.
27. GRB resumed consideration on ECE/TRANS/WP.29/GRB/2013/9 tabled by the expert from the Russian Federation. The expert from IMMA requested a study reservation on paragraph 8.8.21.2. including new categories of vehicles L6 and L7 not yet covered by UN Regulation No. 9. GRB agreed to resume consideration on this subject at its January 2014 session and for possible adoption of the proposal as a whole. Moreover, it was agreed to remove ECE/TRANS/WP.29/GRB/2012/12 and GRB-57-10 and GRB-57-11 from the agenda of the next meeting, awaiting possible new information from the ISO expert and revised proposals, if any.

47. WP.29 noted the revised text of draft Revision 3 to the 1958 Agreement (ECE/TRANS/WP.29/2014/53) reflecting the discussion of the March 2014 session. The World Forum requested the secretariat to reintroduce the provisions of the equal authenticity of English, French and Russian languages which existed in the first unamended text of the Agreement. WP.29 decided to freeze the draft revision and requested the Contracting Parties to clarify their political and legal views on this draft revision. WP.29 agreed to resume consideration of the revision of the Agreement at its November 2014 session, awaiting the appropriate political and legal guidance.
51. WP.29 recalled the frozen text of draft Revision 3 to the 1958 Agreement (ECE/TRANS/WP.29/2014/53) and the additional provisions on the equal authenticity of English, French and Russian languages (ECE/TRANS/WP.29/2014/82).
52. The representative of the Netherlands proposed a clarification to Article 12 to avoid different interpretations of the provisions on the obligations of Contracting Party to accept type approvals in the case they intend to cease the application of a Regulation. WP.29 endorsed the proposal. The representative of the Russian Federation reiterated the position of his Government expressed in WP.29-164-09 to object to the provisions on the delegation of voting rights. WP.29 agreed to remove Article 9 from the appendix of draft Revision 3. -The secretariat proposed to amend the definition of “a version of a UN Regulation” in WP.29-164-10 tabled under agenda item 4.2.2 and to replace the word “any” by “all” in the last sentence. Following the discussion, WP.29 preferred to delete the word “any”. The amendments agreed upon by WP.29 are reproduced in Annex III to WP.29-164 session report.
53. The representative of OICA introduced WP.29-164-23 proposing to clarify in Article 3 of draft Revision 3, the special provisions within the UN Regulations with respect to the principles of the mutual recognition. The representative of Australia supported the proposal. WP.29 noted some comments and agreed to resume consideration of this matter at its next session, awaiting the feedback of IWVTA. WP.29 noted a concern expressed by the European Commission services on the late availability of the document and agreed to resume consideration pending the discussion of the document.
56. The World Forum recognized that the Contracting Parties would need more time to review the above proposals and agreed to resume consideration of this subject at its next session in March 2015. The representatives of Germany and the United Kingdom noted the need for a finalized text prior to submitting to their national authorities for approval and so the World Forum agreed that adoption of the revised agreement would be delayed accordingly. The secretariat was also requested to circulate WP.29-164-23 as a separate official document.
49. The representative of Japan gave an overview of the discussions of the IWG on IWVTA. He referred to ECE/TRANS/WP.29/2015/40 and recalled the discussion of WP.29 at its previous session on the voting majority threshold. He introduced WP.29-165-04 superseding ECE/TRANS/WP.29/2015/41 aimed at amending Article 3 on special provisions. Noting that some critical comments had been received, he added that the IWG would resume discussions on this issue and report back to the June 2015 session of WP.29.
50. The representative of EU informed WP.29 that the EU Member States continue consultation on voting majority threshold and announced to provide more detailed information on a common position in the next sessions of WP.29. He raised concerns about the late submission of the amendments to Article 3 on special provisions and stressed the importance of freezing the text for the adoption process of the third Revision of the 1958 Agreement.
51. The World Forum agreed to defer discussion on this subject to its forthcoming session in June 2015. The secretariat was, thus, requested to circulate WP.29-165-04 with an official symbol.

93. The representative of EU reported on the IWG which had completed its mandate in due time. The representative of the United States of America proposed that some additional work should be envisaged. AC.3 agreed to first consider, at its November 2014 session, the draft Amendment 3 adopted by GRPE in June 2014 and, then, to investigate remaining issues to define a mandate for a second phase for the IWG. AC.3 reconfirmed the adoption of ECE/TRANS/WP.29/AC.3/38 on the extension of the IWG mandate.
89. The representative of EU confirmed that the IWG would present a formal proposal for amendments to the UN GTR for consideration by GRPE at its June 2014 session and expected that AC.3 would adopt it at its November 2014 session. He presented WP.29-162-08 requesting an extension of the GRPE mandate on developing amendments to the UN GTR including the alignment of UN GTRs Nos. 4 and 11. AC.3 adopted the request and invited the secretariat to prepare the corresponding AC.3 authorization.

On behalf of the GRPE Chair, the representative of EU introduced a proposal requesting authorization to amend UN GTR on WLTP, just adopted (see para. 77 above), and to extend the mandate of the IWG to June 2016 in order to develop Phase 1(b) of the UN GTR (ECE/TRANS/WP.29/2014/30). The proposal included an outline of the forthcoming activities, a road map and the structure of the IWG on WLTP. He explained that the remaining open issues had been resolved at the GRPE session held in Geneva on 14 November 2013. AC.3 adopted ECE/TRANS/WP.29/2014/30 and extended the mandate of the IWG until June 2016. AC.3 requested the secretariat to prepare the corresponding AC.3 authorization to amend the UN GTR and to transmit it to GRPE.
