20. The expert from OICA presented GRPE-69-08 introducing a proposal (ECE/TRANS/WP.29/GRPE/2014/12 as amended by GRPE-69-07-Rev.1) for a new Supplement to UN Regulation No. 49 (i) harmonizing the provisions on On Board Diagnosis Threshold Limits (OTLs) with those of the EU, (ii) deleting the urea consumption motoring obligation as well as improving definitions, (iii) modifying the operating sequence definition for stop-start and hybrid vehicles and (iv) introducing an alternative service mode for LNG dual-fuel vehicles. GRPE adopted ECE/TRANS/WP.29/GRPE/2014/12 as amended by GRPE-69-30 (containing GRPE-69-07-Rev.1 as well as the correction proposed by the expert from NGV Global) and reproduced in Addendum 1 to this report. GRPE requested the secretariat to submit it to WP.29 and AC.1, for consideration at their November 2014 sessions as Supplement 8 to the 05 series of amendments to Regulation No. 49. The expert from the United Kingdom noted that the proposal didn’t comply with the transitional provisions guidelines by WP.29 and would have to be amended at a later stage accordingly.

One of the amendments concerns the introduction of reference fuels E5 (petrol) and B5 (diesel fuel). When stage C in 97/24-5 is being applied for, reference is made to GTR No. 2. In GTR No. 2, however, these reference fuels have not yet been incorporated. This proposal aims to correct this omission by amending the reference fuel specification for alternative C in table 6-1.

34. The expert from the Netherlands introduced GRPE-69-02, proposing the introduction of reference fuels E5 (petrol) and B5 (diesel fuel) into UN GTR No. 2. The Chair noted that this would require an authorization to develop an amendment by AC.3. The expert from Japan commented that the current reference fuels should remain as an alternative. The Chair proposed to report about this matter at the June 2014 sessions of WP.29 and AC.3. The expert from the Netherlands volunteered to prepare a request for authorization to amend UN GTR No. 2.

39. The expert from the Netherlands introduced GRPE-70-12 proposing a solution to the situation, described in GRPE-69-02, on the use of E5 reference fuels used in the EU type approval system. GRPE endorsed GRPE-70-12 and agreed that, at this stage, no further action was needed on this item.

Description: During motor transport operation, elevated concentrations of solid particles are formed in the air over the roadway as a result of particulate matter emissions from vehicle exhaust gases, tire and road surface wear particles, background air pollution and other processes. The content of tire and road surface wear particulates in the air over the roadway, as it has been specified in the previously submitted materials of the Russian delegation, amounts up to 60% from the total percentage of solid particles (WP-29-160-39). This paper presents further research into this subject.

26. Recalling the submission of GRPE-65-20, WP.29-160-39, WP.29-161-22 and GRPE-68-10 on tyre and brake wear and vehicle indoor air quality, the expert from the Russian Federation introduced GRPE-69-03 with further test and research results. He underlined the evidence that tyre wear would contribute to air pollution not only with solid particulates but also with gaseous pollutants. He announced that, to address this issue, the standard GOST R 51206-2015 on cabin air filters and purifiers was under development.
27. The Chair of the IWG on PMP provided an overview of the latest activities of the IWG (GRPE-69-25) focusing (i) first on the exhaust emissions, in particular on the 23 nm cut-off size confirmation given the state of technology as well as the development of a robust procedure to measure particles down to 10 nm in case of future needs, (ii) then on the particle emissions during regeneration and the particle emissions from Non-Road Mobile Machinery. He reported that the Group had addressed (GRPE-69-24) the concerns expressed in GRPE-69-03 and proposed a possible road map on how to proceed further with the issue of particles from tyre and brake wear (GRPE-69-23).
28. GRPE acknowledged the information provided by the IWG and the Russian Federation, endorsed in principle the roadmap proposed and requested the secretariat to reserve a room for a meeting prior to the January 2015 GRPE session.
43. The expert from the Russian Federation introduced GRPE-69-03 while discussing item 7 on Particulate Measurement Programme (see para. 26).

4. There was a new document for GRPE from OICA (69-7e, amendment language and PowerPoint version 69-8, slide 7) on LNG trucks. Mr. Renaudin presented the summary of the document.
5. Alternative service mode for LNG dual-fuel vehicles currently states that the vehicle speed of a D-F truck should be limited to 20 km per hour when there is no longer gas in the LNG tank.rThe new proposal indicates to ‘Limit the power of the engine to 20% of the declared maximum power in D-F mode. It would apply only in the case when the gas has been drained out for repair reasons and would apply only to Type A dual-fuel engines (no diesel mode allowed). The rationale was that there is very poor density of LNG filling stations in some areas that would require a truck to be either towed or to operate over a long distance at 20km/h; both situations being undesirable.
6. There were no further comments and Mr. Rijnders concluded that there was consensus in the GFV regarding this amendment. He indicated it will be appropriate for OICA to mention this in their presentation at this week’s GRPE.

This informal document revises and supplements GRPE/2014/11 in order to align GTR No. 4 and GTR No. 11 (NRMM) in accordance with the latest work of the HDH group. The renumbering of equations, tables and figures, the corresponding references, and the symbols list in paragraph 3.2 has not been completed in this document. Speaking to agenda item 2, Ms. Marchington reviewed document EVE-09-12e with a focus on action items. Ms. Marchington detailed which action items were completed or ongoing, including: - EVE-9 Action 1, completed: The EVE Secretariat will revise draft 4 of the Guide according to EVE-9 discussion to produce draft 5, which will then be distributed to the EVE IWG for one week to allow for final comments.
- EVE-9 Action 2, completed: The EVE Secretariat will revise draft 5 of the Guide according to comment received, prepare a final draft of the Guide, and submit this to the GRPE Secretariat by March 7th, 2014.

Discussion on the new EVE mandate proposal under agenda item 4 was based on informal document GRPE-69-14.
Mr. Olechiw introduced GRPE-69-14 and the purpose of the discussion, which was to discuss continued work by the EVE IWG under a new mandate that would start in November 2014. During the EVE-9 meeting in February, 2014, there was agreement by the EVE group that continued work in a new mandate was desired; the recommendations in the Guide indicate potential future work that could be explored. Prior to the EVE-10 meeting, a new mandate document was drafted and agreed to by Canada, China, Japan, USA (EVE leadership), and it was subsequently distributed to EU and GRPE Chair for comment and submitted informally to the GRPE Secretariat (GRPE-69-14).
During the EVE-10 meeting, comments from parties on GRPE-69-14 were discussed at length; these comments are detailed below, along with the final decision by the EVE leadership on the comments, which resulted in informal document (GRPE-69-14, rev1): - GRPE Chair – Delete Section 3, para.6, ii. and remove ‘Part B’ from the text
- As Section 3, para.6, ii. is text that was agreed to in first EVE mandate, this was not deleted.
- Part B was maintained in the text (see China’s comments below).
- EU – Agreement with GRPE Chair comments and requested modification of text on the ‘EV expert group’ in Section 3, para.6, iv
- After further discussion with EU, text on ‘EV expert group’ was not adjusted.
- China – ‘Part B’ should be included in the text
- Part B was maintained in the text.
- To address EU and GRPE Chair concerns, minor revisions to the text and timeline were made to satisfy the desire for flexibility and include the request for AC.3 approval (GRPE-69-14, rev1).
- OICA – Ensure coordination with WLTP and E-Lab. sub-group timelines
- This coordination is noted in the Timeline and Section 3, para.6, iii.
Also, there was agreement that the new EVE group should maintain the current leadership structure. During the EVE-10 meeting, the European Union was unsure if they would like to be a co-sponsor of the work, so the square brackets in the text were maintained.
Finally, Mr. Olechiw reminded the EVE IWG that during the 69th GRPE session later in the week there would be discussion of the informal new EVE mandate proposal (GRPE-69-14, rev1); although formal GRPE approval of the mandate is not required, agreement by the GRPE is desired. The proposal would then be tabled for informal discussion at the June 2014 WP.29 session and formal approval at the November 2014 WP.29 session.

35. The Chair of the IWG on EVE introduced GRPE-69-26 on recent meetings. He provided information on the draft regulatory reference guide (ECE/TRANS/WP.29/GRPE/2014/13) and recommended its endorsement by GRPE. He reported that several minor changes had been suggested, but that the EVE leadership did not accept them. He presented GRPE-69-14-Rev.1 containing a proposal for a new mandate. GRPE endorsed the proposed Electric Vehicle Reference Guide, which would be submitted to WP.29 for consideration at its November 2014 session. Noting the concern raised by OICA about the wording “assuming that” as well as the position of the EC to be clarified at the June 2014 AC.3 session, GRPE welcomed in principle the proposal for the road map to develop a gtr by the EVE Group.

10. The expert from EC reported (GRPE-69-17) on the ongoing work on the transposition of the GTR into the European Union (EU) legislation. He added that amendments to existing UN Regulations or new UN Regulation(s) would be developed in a second step. He introduced GRPE-69-16 providing a first draft retaining the UNECE formatting principles. At the request of the expert from Italy, he clarified that the weighting factors would not be transposed. The expert from OICA stated that further information on the transposition and whether WLTP would (i) become a new UN Regulation replacing existing Regulations or would (ii) amend UN Regulations Nos. 83 and 101. The GRPE Chair recalled that WLTP provisions were planned to be part of IWVTA and that the transposition process should take this aspect into consideration.

10. The expert from EC reported (GRPE-69-17) on the ongoing work on the transposition of the GTR into the European Union (EU) legislation. He added that amendments to existing UN Regulations or new UN Regulation(s) would be developed in a second step. He introduced GRPE-69-16 providing a first draft retaining the UNECE formatting principles. At the request of the expert from Italy, he clarified that the weighting factors would not be transposed. The expert from OICA stated that further information on the transposition and whether WLTP would (i) become a new UN Regulation replacing existing Regulations or would (ii) amend UN Regulations Nos. 83 and 101. The GRPE Chair recalled that WLTP provisions were planned to be part of IWVTA and that the transposition process should take this aspect into consideration.

46. The expert from Sweden presented GRPE-69-19, reporting on the CCAC activities. He informed GRPE that he Coalition was focusing on methane, black carbon and hydrofluorocarbons (HFCs) with the objective to address short-lived climate pollutants by raising awareness, enhancing new actions, mobilizing support and improving scientific understanding of short-lived climate pollutant impacts and mitigation strategies. He reported, in particular, on one of the ten initiatives of the coalition, the heavy-duty diesel initiative with the objective to virtually eliminate fine particles and black carbon emissions from new and existing heavy duty diesel vehicles and engines (including marine vessels) by (i) steadily reducing sulphur in diesel fuel, (ii) establishing more stringent emission standards with interested nations and parties, (iii) cleaning up existing fleets, (iv) cleaning up ports and marine transport and (v) developing a global green freight initiative. GRPE commented that WP.29 was in a position to contribute to these objectives.

7. Introducing GRPE-69-20, the Chair of the IWG on WLTP presented the work done since the last GRPE session and recalled the list of open issues that needed to be addressed by the IWG in Phase 1b. He reported that the task force dealing with coasting (sailing) might not be able to provide an acceptable proposal. He announced that the Drafting Coordinator had reported on a number of necessary corrections to UN GTR No. 15, and added that no Corrigendum would be proposed at this stage. The Group preferred to introduce them together with other amendments at the end of Phase 1b. He finally outlined the WLTP Phase 1b road map and announced the forthcoming WLTP IWG meetings scheduled in 2014 and 2015.
8. He concluded by informing GRPE about the next meetings of the group and requested the secretariat to reserve a room for a meeting prior to the January 2015 GRPE session.
9. GRPE acknowledged the status of these activities and agreed with the proposal.

16. The secretary to the IWG on HDH introduced GRPE-69-12 and reported on the completion of the work. He presented GRPE-69-10 amending the proposal in ECE/TRANS/WP.29/GRPE/2014/11 introducing a novel approach for assessing the performance of the entire vehicle powertrain by a simulation (HILS) as well as the final technical report (GRPE-69-11) for the proposed Amendment 3 to UN GTR No. 4.
17. GRPE noted that the HILS method validation was only partially completed when applying the Japanese criteria but that none of the prerequisites were met for extending the mandate for further action by the IWG. Therefore, GRPE acknowledged the work done by the IWG and agreed to remove this item from the provisional agenda of the seventieth session of GRPE in January 2015.
18. GRPE adopted the proposal ECE/TRANS/WP.29/GRPE/2014/11 as amended by GRPE-69-10 and GRPE-69-22 (Part A) as reproduced in Addendum 2 to the GPE 68th session report. GRPE also adopted the corresponding technical report (GRPE-69-11 as amended by GRPE-69-22 (Part B), reproduced in Addendum 2) and requested the secretariat to submit them as a proposal for draft Amendment 3 to UN GTR No. 4 to WP.29 and AC.3 at their November 2014 sessions.

He reported that the Group had addressed (GRPE-69-24) the concerns expressed in GRPE-69-03 and proposed a possible road map on how to proceed further with the issue of particles from tyre and brake wear (GRPE-69-23).

35. The Chair of the IWG on EVE introduced GRPE-69-26 on recent meetings. He provided information on the draft regulatory reference guide (ECE/TRANS/WP.29/GRPE/2014/13) and recommended its endorsement by GRPE. He reported that several minor changes had been suggested, but that the EVE leadership did not accept them. He presented GRPE-69-14-Rev.1 containing a proposal for a new mandate. GRPE endorsed the proposed Electric Vehicle Reference Guide, which would be submitted to WP.29 for consideration at its November 2014 session. Noting the concern raised by OICA about the wording “assuming that” as well as the position of the EC to be clarified at the June 2014 AC.3 session, GRPE welcomed in principle the proposal for the road map to develop a gtr by the EVE Group.

29. The Chair of the IWG on GFV reported on the work progress made by the Group (GRPE-69-27). He recalled the decision to develop a new UN Regulation for heavy duty dual fuel retrofit, he provided information on the recent development of this task by the IWG itself as well as the task force for the retrofit of heavy duty dual fuel and reporting that an informal document on the subject was expected for the January 2015 GRPE session. He expected that the official consideration by GRPE was scheduled for June 2015, and WP.29 consideration in November 2015. The Chair of the IWG concluded by requesting the secretariat to reserve a room for a brief meeting, during the January 2015 GRPE session.

Recalling the submission of GRPE-66-03, WP.29-160-38, WP.29-161-12 and WP.29-162-16, the expert from South Korea introduced GRPE-69-28 on (i) the Korean VIAQ guideline that had proved to be effective, (ii) the standards applied in various countries and (iii) the need to harmonize internationally the VIAQ requirements. He concluded his presentation by proposing that GRPE develop a VIAQ guideline, as a first step. GRPE agreed to report on this matter at the June sessions of WP.29 and AC.3 and to further discuss a possible strategy to tackle this issue at its January 2015 session.

The expert from OICA presented GRPE-69-08 introducing a proposal (ECE/TRANS/WP.29/GRPE/2014/12 as amended by GRPE-69-07-Rev.1) for a new Supplement to UN Regulation No. 49 (i) harmonizing the provisions on On Board Diagnosis Threshold Limits (OTLs) with those of the EU, (ii) deleting the urea consumption motoring obligation as well as improving definitions, (iii) modifying the operating sequence definition for stop-start and hybrid vehicles and (iv) introducing an alternative service mode for LNG dual-fuel vehicles. GRPE adopted ECE/TRANS/WP.29/GRPE/2014/12 as amended by GRPE-69-30 (containing GRPE-69-07-Rev.1 as well as the correction proposed by the expert from NGV Global) and reproduced in Addendum 1 to this report. GRPE requested the secretariat to submit it to WP.29 and AC.1, for consideration at their November 2014 sessions as Supplement 8 to the 05 series of amendments to Regulation No. 49. The expert from the United Kingdom noted that the proposal didn’t comply with the transitional provisions guidelines by WP.29 and would have to be amended at a later stage accordingly.

16. The secretary to the IWG on HDH introduced GRPE-69-12 and reported on the completion of the work. He presented GRPE-69-10 amending the proposal in ECE/TRANS/WP.29/GRPE/2014/11 introducing a novel approach for assessing the performance of the entire vehicle powertrain by a simulation (HILS) as well as the final technical report (GRPE-69-11) for the proposed Amendment 3 to UN GTR No. 4.
17. GRPE noted that the HILS method validation was only partially completed when applying the Japanese criteria but that none of the prerequisites were met for extending the mandate for further action by the IWG. Therefore, GRPE acknowledged the work done by the IWG and agreed to remove this item from the provisional agenda of the seventieth session of GRPE in January 2015.
18. GRPE adopted the proposal ECE/TRANS/WP.29/GRPE/2014/11 as amended by GRPE-69-10 and GRPE-69-22 (Part A) as reproduced in Addendum 2 to the GPE 68th session report. GRPE also adopted the corresponding technical report (GRPE-69-11 as amended by GRPE-69-22 (Part B), reproduced in Addendum 2) and requested the secretariat to submit them as a proposal for draft Amendment 3 to UN GTR No. 4 to WP.29 and AC.3 at their November 2014 sessions.

20. The expert from OICA presented GRPE-69-08 introducing a proposal (ECE/TRANS/WP.29/GRPE/2014/12 as amended by GRPE-69-07-Rev.1) for a new Supplement to UN Regulation No. 49 (i) harmonizing the provisions on On Board Diagnosis Threshold Limits (OTLs) with those of the EU, (ii) deleting the urea consumption motoring obligation as well as improving definitions, (iii) modifying the operating sequence definition for stop-start and hybrid vehicles and (iv) introducing an alternative service mode for LNG dual-fuel vehicles. GRPE adopted ECE/TRANS/WP.29/GRPE/2014/12 as amended by GRPE-69-30 (containing GRPE-69-07-Rev.1 as well as the correction proposed by the expert from NGV Global) and reproduced in Addendum 1 to this report. GRPE requested the secretariat to submit it to WP.29 and AC.1, for consideration at their November 2014 sessions as Supplement 8 to the 05 series of amendments to Regulation No. 49. The expert from the United Kingdom noted that the proposal didn’t comply with the transitional provisions guidelines by WP.29 and would have to be amended at a later stage accordingly.

106. The representative of Canada reported on the results of the eighth and ninth meeting of the IWG on Electric Vehicles and the Environment (EVE) (Geneva, 7 January 2014 and Ann Arbor, United States of America, 17-18 February 2014). She added that the draft Electric Vehicle Regulatory Reference Guide had been presented as an informal document, at the January 2014 session of GRPE and that the draft guide had been agreed on, in principle, at the subsequent meeting of the IWG. An updated version of the draft guide had been submitted as an official document for consideration at the June 2014 session of GRPE. AC.3 was expected to consider the reference guide at its November 2014 session. She reported that during the ninth EVE meeting the group decided to pursue a request for a new mandate post-2014 which would be considered informally at the June 2014 GRPE session. She announced that the next meeting of the IWG would be held in Geneva on 2 June 2014 in conjunction with the June 2014 session of GRPE.

35. The Chair of the IWG on EVE introduced GRPE-69-26 on recent meetings. He provided information on the draft regulatory reference guide (ECE/TRANS/WP.29/GRPE/2014/13) and recommended its endorsement by GRPE. He reported that several minor changes had been suggested, but that the EVE leadership did not accept them. He presented GRPE-69-14-Rev.1 containing a proposal for a new mandate. GRPE endorsed the proposed Electric Vehicle Reference Guide, which would be submitted to WP.29 for consideration at its November 2014 session. Noting the concern raised by OICA about the wording “assuming that” as well as the position of the EC to be clarified at the June 2014 AC.3 session, GRPE welcomed in principle the proposal for the road map to develop a gtr by the EVE Group.

Speaking to agenda item 2, Ms. Marchington reviewed document EVE-09-12e with a focus on action items. Ms. Marchington detailed which action items were completed or ongoing, including: - EVE-9 Action 1, completed: The EVE Secretariat will revise draft 4 of the Guide according to EVE-9 discussion to produce draft 5, which will then be distributed to the EVE IWG for one week to allow for final comments.
- EVE-9 Action 2, completed: The EVE Secretariat will revise draft 5 of the Guide according to comment received, prepare a final draft of the Guide, and submit this to the GRPE Secretariat by March 7th, 2014.

- EVE-9 Action 3, completed: The US and China will draft a new EVE mandate proposal, informed by the European Commission’s proposal (EVE-09-08e) and share this with the Commission prior to the next EVE meeting (EVE-10).
- Prior to the EVE-10 meeting, the new EVE mandate proposal was drafted and agreed to by the EVE leadership. The document was then distributed to European Union and GRPE Chair for comment and submitted informally to the GRPE Secretariat (GRPE-69-14).
- EVE-9 Action 4, completed: The EVE Secretariat will follow-up with the GRPE Chair to clarify the timeline and process for completing a new EVE mandate request and ensure the proposal developed following the correct procedure.
- Prior to the EVE-10 meeting, the EVE Secretariat was informed by the GRPE Chair that the following process would be ideal for approval of a new EVE mandate request: announcement to AC.3 about the upcoming request at the March 2014 WP.29 session, consideration of an informal document a the June 2014 GRPE and WP.29 sessions, and final adoption of the mandate document at the November 2014 WP.29 session.
- EVE-9 Action 5, completed: The EVE Secretariat will revise the EVE-10 agenda as required and post meeting documents on the EVE website closer to the meeting.
Mr. Olechiw introduced the document and the purpose of the discussion, which was to review changes made to the EV Regulatory Reference Guide from the EVE-9 meeting (February 2014) to its submission as a formal document to the GRPE Secretariat (early March 2014).
Ms. Marchington reminded the EVE IWG that during the EVE-9 meeting, the approach to review draft 4 of the Guide (EVE-09-03e) was to go through each chapter line-by-line to review comments received, to check if any meeting attendees had any new comments, and to ensure concurrence with wording from the EVE IWG. Details of this review, including all comments, the originator of each comment, and action taken as a result of the comment to produce a revised Guide (draft 5) are summarized in Appendix 1 of the EVE-9 meeting report (EVE-09-12e). Ms. Marchington also reminded the group that at the end of the EVE-9 meeting, participants agreed in principle with the whole document. Draft 5 of the Guide was then circulated for comment, and revised based on comments received, producing draft 6 or the final version of the Guide (ECE/TRANS/WP.29/GRPE/2014/13).
A document comparing draft 4 of the Guide to draft 6 (ECE/TRANS/WP.29/GRPE/2014/13) was reviewed with EVE-10 participants, and key changes to text were highlighted. Several minor changes to the Guide were suggested during this discussion, but the EVE leadership decided not to make any further changes to the Guide. The comments and the rationale for not adjusting Guide are listed below: - Addition of a phrase or table indicating the contracting parties that provided information in order to clarify maps –Participants in the Guide are detailed in Figure 4 and 5, Section 2.2 Methodology.
- Adjustment to paragraph 33, EU Labeling information – This information was provided by the contracting party.
- Change to name of recommendation 5.2, Method of Stating Energy Consumption – This was discussed at length during revisions of Draft 4 and 5.
- Clarification of ‘emissions’ in paragraph 83. a) – This can be considered if future work is pursued on this recommendation.
Finally, Mr. Olechiw also reminded the EVE IWG that during the 69th GRPE session later in the week there would be the final discussion of the Guide and anticipated approval; the Guide will then go to AC.3 for approval, which is anticipated at the November 2014 WP.29 session.
ACTION 1: Pending GRPE approval, the EVE Secretariat will facilitate the submission of the Guide as a formal document for the November 2014 WP.29 session.

23. The expert from EUROMOT introduced ECE/TRANS/WP.29/GRPE/2014/15, a proposal to amend UN Regulation No. 96 aimed at allowing the engine manufacturers to obtain approvals also from Contracting Parties that apply more recent series of amendments, for engines that need to be marketed in countries applying previous series of amendments. He clarified that this proposal was harmonized with the provisions of UN Regulation No. 49.
24. GRPE adopted this proposal not amended and requested the secretariat to submit it to WP.29 and AC.1, for consideration at their November 2014 sessions as Supplement 1 to the 04 series of amendments to Regulation No. 96.
