Proposal to introduce optional calculation method for determining f₀ and f₂ road load coefficients, allow measurement of drivetrain delta on component dynamometer, permit evaluation of split runs to increase data base, and enable test vehicle configuration using interpolation method. The calculation method determines final f₀ and f₂ values considering theoretical delta between coast down vehicle and final vehicle. Component dynamometer measurement increases accuracy because not all combinations of road load relevant components can be assembled, allowing all component combinations to be evaluated independently. |

Devices for monitoring on-board vehicle consumption of fuel and/or electric energy shall determine and store lifetime values of fuel consumed, distance travelled, and energy parameters specified in Appendix 5. Type-approval requires testing per Table A according to vehicle category and fuel type, including Type 1 emissions tests, evaporative emissions tests, durability, OBD checks, and OBFCM accuracy verification. Manufacturers must ensure OBFCM accuracy between −0.05 and +0.05 calculated using specified formulae comparing WLTP-determined and OBFCM-measured consumption. Conformity of production requires periodic testing and audits. Lifetime counter values shall be preserved from 1 January 2029 for new vehicle types; from 1 January 2030, type approvals for non-compliant vehicles shall not be accepted. OBFCM devices must provide standardised, unrestricted access to information via specified ISO and SAE standards. |

Proposal to amend UN R154 road load determination procedures by introducing an optional calculation method for road load coefficients based on component dynamometer measurements from two reference vehicles, establishing boundary conditions permitting up to 300 kg vehicle weight difference and unlimited aerodynamic configuration variation, and allowing optional calculation of the linear coefficient f₁ using the mean value of measurements from both vehicles to reduce measurement uncertainties. |

Proposal to amend Annex B4, para. 6.2.1. to specify that three vehicles selected by the responsible authority shall cover the range of vehicles planned to be measured, and that each change of range requires new selection, but original measurements can be re-used if a vehicle is reselected, and amend para. 6.2.4. to establish approval criteria requiring the difference in cycle energy between wind tunnel method and coastdown method to be within 0.05 for each of three vehicles and within 0.02 for arithmetic average, to require approval recording, to permit facility use for two years with extension every two years upon manufacturer evidence of modifications, measurement results at three-month intervals meeting repeatability and force measurement accuracy requirements, and to require separate approval for each roller chassis dynamometer or moving belt and wind tunnel combination and each combination of wind speeds used. |
