3.6.3. Working Party on Noise and Tyres (GRBP) (Eighty-third session, 10-13 February 2026)

39. The GRBP Chair reported on the results achieved by GRBP at its eighty-third session (for details, see the report of the session ECE/TRANS/WP.29/GRBP/83).

40. He informed WP.29 about the adoption of a proposal introducing electric vehicles in the scope of the Annex 7 to UN Regulation No. 51 on additional sound emission provisions (ASEP), together with other improvements to the 03 series of amendments to UN Regulation No. 51.

41. He noted the GRBP TF on AVRS finalized all their proposals in time for submission and vote at the next session of WP.29 in June 2026.

42. He highlighted the progress made by GRBP on a new UN Regulation on tyre abrasion, with informal agreement reached on most elements of the forthcoming UN Regulation. He added GRBP nevertheless did not reach an agreement on equivalence between vehicle and drum methods. GRBP decided to finalize the discussions using half a day of the 94th session of GRPE on 17th March morning. WP.29 endorsed this decision and stressed the importance of finalizing a new UN Regulation on tyre abrasion.

43. The representative of Japan expressed their interest in the tyre abrasion activity and called for a technology neutral solution for test methods. He highlighted the engagement of Japan to work towards a suitable consensus at the next session of GRBP.

44. The representative of ETRTO emphasized the crucial importance of the tyre abrasion proposal for the tyre industry. He said visibility would be needed as soon as possible, as time was running out before the entry into force in mid-2028. He hoped a compromise would be found at GRBP.

45. The representative of France thanked the GRBP and GRPE chairs for their flexibility to help finalize the proposal to be tabled at WP.29 in a timely manner. He called for all interested parties to engage in the final discussions taking place in the second part of GRBP on 17 March 2026. The representative of the UK also noted the importance of the tyre abrasion topic for his country and called for a conclusion to be found as soon as possible.
