9. Motorcycle braking

73. During the consultations, the expert from ESCAP presented the motorcycle Anti-lock Braking System (ABS) advocacy campaign in the ESCAP region. He presented an overview with the status of accession to the six main road safety conventions hosted by UNECE, a brief description of the three Agreements managed by WP.29 and a summary of the provisions of UN Regulations No. 78 and UN GTR No. 3 on motorcycle braking. He presented a list of minimum requirements for new vehicles derived from an overview presented at WP.29. He then presented an ABS project overview. He presented the motorcycle ABS mandates of four Countries in the ESCAP region. The expert from Germany recalled the benefits for ABS for motorcycles with engine displacement above 125 cubic centimetres. He asked about the market shares of mopeds and motorcycles in the region and inquired about the plan from Thailand requiring ABS retrofit for motorcycle. The expert from ESCAP mentioned that approximatively 70 per cent of the motorcycle fleet in the region included mopeds and smaller motorcycles (with engine displacement smaller than 125 cubic centimetres) and noted the safety value of retrofit. The expert from Germany noted the technical difficulties in retrofitting motorcycles with ABS. The expert from Thailand clarified Thailand did not intend to require retrofit, but to mandate ABS for new vehicles of existing types. The expert from Japan mentioned that Japan has experience in mandating ABS for motorcycles and offered to share data. The expert from IMMA welcomed harmonization efforts. He highlighted the safety benefits of ABS in some context and pointed about other systems contributing to motorcycle safety regulated by WP.29. The expert from Canada informed the experts that Canada was exploring the benefits of Cornering ABS Systems.

74. GRVA welcomed GRVA-22-37. GRVA expressed appreciation for the efforts made by the countries of the Asia and Pacific region to improve road safety (and especially targeting motorcycles) and invited the experts to present future updates.
