1. The Working Party on Lighting and Light-Signalling (GRE) held its eighty-ninth session from 24 to 27 October 2023 in Geneva. The meeting was chaired by Mr. T. Kärkkäinen (Finland). Experts from the following countries participated in the work according to Rule 1 (a) of the Rules of Procedure of the World Forum for Harmonization of Vehicle Regulations (WP.29) (ECE/TRANS/WP.29/690/Rev.2): China, Cyprus, Finland, France, Germany, India, Italy, Japan, Netherlands, Norway, Poland, Republic of Korea, Russian Federation, South Africa, Spain, United Kingdom of Great Britain and Northern Ireland. An expert from the European Commission (EC) participated. Experts from the following non‑governmental organizations also took part in the session: European Agricultural Machinery Association (CEMA), European Association of Automotive Suppliers (CLEPA), International Automotive Lighting and Light Signalling Expert Group (GTB), International Electrotechnical Commission (IEC), International Motor Vehicle Inspection Committee (CITA), International Motorcycle Manufacturers Association (IMMA), International Organization of Motor Vehicle Manufacturers (OICA), SAE International.

2. GRE considered and adopted the agenda (ECE/TRANS/WP.29/GRE/2023/11), as reproduced in GRE-89-01 that includes the informal documents distributed during the session. GRE also noted the running order proposed by the Chair (GRE-89-10).

7. GRE noted the progress of the Informal Working Group “Simplification of the Lighting and Light-Signalling Regulations” (IWG SLR) (GRE-89-07).

8. The expert of IWG SLR proposed to correct a reference to UN Regulation No. 148 in UN Regulation No. 48 (ECE/TRANS/WP.29/GRE/2023/13). GRE adopted the proposal and requested the secretariat to submit it for consideration and vote at the March 2024 sessions of WP.29 and the Administrative Committee (AC.1) as draft Supplement 20 to the 06 series of amendments, draft Supplement 7 to the 07 series of amendments, draft Supplement 5 to the 08 series of amendments and part of the draft new 09 series of amendments to UN Regulation No. 48. GRE also adopted this proposal as draft Supplements to the 03, 04 and 05 series of amendments to UN Regulation No. 48 but decided to keep them as pending for the time being, in order to combine them with other amendment proposals to the same series of amendments.

9. The expert of IWG SLR tabled proposals that clarified and corrected the text of various series of amendments to UN Regulation Nos. 148 and 150 (ECE/TRANS/WP.29/GRE/2023/14 and ECE/TRANS/WP.29/GRE/2023/16, respectively). GRE adopted these proposals and requested the secretariat to submit them for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as draft Supplement 2 to the 01 series of amendments to UN Regulation No. 148, draft Supplement 6 to the 00 series of amendments and draft Supplement 2 to the 01 series of amendments to UN Regulation No. 150.

10. The expert of IWG SLR also introduced proposals that clarified and corrected the text of the 00 and 01 series of amendments to UN Regulation No. 149 (ECE/TRANS/WP.29/GRE/2023/15). GRE agreed that the amended paragraph 3.2.2. from the 00 series amendments (part A of the document) should also be included in the 01 series of amendments (part B). Subject to this modification, GRE adopted the proposals and requested the secretariat to submit them for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as draft Supplement 8 to the 00 series of amendments and draft Supplement 3 to the 01 series of amendments to UN Regulation No. 149.

11. The expert of IWG SLR proposed to amend paragraph 6.2.8.2. of UN Regulation No. 48 with technology neutral failure provisions (GRE-89-04). GRE adopted the proposal and agreed to merge it with the draft 09 series of amendments to UN Regulation No. 48.

Para. 6.2.8.2. concerns the requirement for failure tell-tale of passing-beam headlamps (presence and activation) which only covers LED modules. The amendment proposes technology-neutral language. The proposal aims to complete the requirements to enable mandatory installation of headlamps approved to UN R149.01 per the request of the European Commission.

12. GRE recalled its previous discussions on use of the Unique Identifier (UI) in the UN Regulations under GRE purview. The expert of IWG SLR presented their conclusion that UI would be needed for UN Regulations Nos. 65, 148, 149 and 150, while consensus was not found for UN Regulation No. 45 (GRE-89-03). The expert from CITA shared his thoughts on how the concept of UI could function in practice (GRE-89-11). In his view, UI would be required for UN Regulation No. 65 and possibly for UN Regulations Nos. 148, 149 and 150, if the space available on the products would not be sufficient for engraving traditional approval markings. GRE also took note that other WP.29 Working Parties (GRs) were not in favour of using UI in their UN Regulations.

13. The expert from the Task Force on Substitutes and Retrofits (TF SR) reported on their activities that address high power light-emitting diode replacement (LEDr) light sources (“LED retrofits”) based on “intelligent equivalence” and bi-directional emission (GRE-89-06). Specifically, he introduced an alternative equivalence specification for the light source H11_LEDr (GRE-89-05). The experts from France, Germany, United Kingdom and EC commented on the TF SR documents. GRE decided to continue the discussion at its next session.

The expert of GTB submitted editorial modifications to UN Regulations Nos. 37 (Filament light sources) and 128 (LED light sources) (ECE/TRANS/WP.29/GRE/2023/24 and ECE/TRANS/WP.29/GRE/2023/25, respectively). The expert from IEC proposed a correction to the first document (GRE-89-20). GRE adopted the proposals and correction and requested the secretariat to submit them for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as draft Supplement 49 to the 03 series of amendments to UN Regulation No. 37 and draft Supplement 12 to the 00 series of amendments to UN Regulation No. 128.

15. The expert of GTB proposed a clarification for use of daytime running lamps (DRL) with other lamps (ECE/TRANS/WP.29/GRE/2023/19). GRE adopted the proposal and requested the secretariat to submit it for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as part of draft Supplement 20 to the 06 series of amendments, part of draft Supplement 7 to the 07 series of amendments, part of draft Supplement 5 to the 08 series of amendments and part of the draft new 09 series of amendments to UN Regulation No. 48.

16. The experts from GTB proposed to improve the definition of photometric stability. The proposal was accompanied by an amendment to the 01 series of amendments to UN Regulation No. 148 (ECE/TRANS/WP.29/GRE/2023/20). GRE adopted the proposals and requested the secretariat to submit them for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as part of draft Supplement 5 to the 08 series of amendments and part of the draft new 09 series of amendments to UN Regulation No. 48, as well as part of draft Supplement 2 to the 01 series of amendments to UN Regulation No. 148.

17. The expert from the Task Force on Autonomous Vehicle Signalling Requirements (TF AVSR) reported on their activities to adapt UN Regulation No. 48 to the introduction of automated vehicles (GRE-89-19) and presented revised amendment proposals (ECE/TRANS/WP.29/GRE/2023/9/Rev.1 and GRE-89-14). GRE thanked TF AVSR for their efforts which were ahead of related activities in other WP.29 GRs. GRE noted that amending UN Regulation No. 48 would require a set of new definitions and vehicle (sub)categories which should first be harmonized among various GRs and adopted at the WP.29 level. GRE requested TF AVSR to continue liaising with other GRs with the aim to prepare updated amendment proposals for the next session of GRE.

18. GRE recalled that, at its previous session, it had adopted a new 09 series of amendments to UN Regulation No. 48 and had decided to submit the proposal to the March 2024 session of WP.29, in order to editorially confirm these proposals at the present session.

19. The expert of OICA proposed to extend until 2032 the transitional provisions for heavy commercial vehicles and trailers in the draft 09 series of amendments (ECE/TRANS/WP.29/GRE/2023/28). GRE was not in a position to support the proposal.

20. The expert of OICA also introduced improvements and clarifications for the new draft 09 series of amendments (GRE-89-18). Following an in-depth discussion, GRE adopted these proposals, as amended, and agreed to merge them with the new draft 09 series of amendments to UN Regulation No. 48.

21. Against this background, GRE noted and endorsed a consolidated text of the draft 09 series of amendments to UN Regulation No. 48 (GRE-89-02-Rev.3) which had been prepared by IWG SLR and compiled the following documents that had been adopted at the present and previous sessions of GRE: ECE/TRANS/WP.29/GRE/2020/08/Rev.3, Annex II to ECE/TRANS/WP.29/GRE/88, ECE/TRANS/WP.29/GRE/2023/13, ECE/TRANS/WP.29/GRE/2023/19, ECE/TRANS/WP.29/GRE/2023/20, GRE-88-16-Rev.3, GRE-88-18, GRE-88-24, GRE-88-27, GRE-89-04 and GRE-89-18. The proposal would be submitted for consideration and vote at the March 2024 sessions of WP.29 and AC.1.

22. GRE agreed to transform the Special Interest Group (SIG) on the 09 series of amendments into the Task Force on Lamps Under Parked Conditions (TF LUPC) with a mandate until December 2025. GRE noted that the experts from Japan and the Netherlands would act as Co-Chairs of TF LUPC while OICA would act as Secretary.

23. The expert from China presented applications of road projections with the predicted trajectory (GRE-89-13). GRE welcomed the presentation and recalled its discussion on ECE/TRANS/WP.29/GRE/2023/7 at the previous session. GRE decided to revert to this topic at the next session.

24. The expert from France noted the lack of international harmonization of work lamps and proposed draft amendments to UN Regulation No. 48 to correct that (GRE-89-21). He clarified that his proposal only intended to regulate type approval of the installation of work lamps on vehicles and not approve the lamps themselves. In the course of a brainstorming discussion, various experts touched upon such issues as mutual recognition of type approvals, the maximum speed for automatic switching off work lamps, the applicable vehicle categories and costs/benefits for the industry. Finally, GRE agreed to retain this issue on the agenda of the next session.

25. The expert from France pointed out that in some situations, the white light of type-approved front lighting units might be seen as blue, due to human eye perception (GRE-89-24). He sought the advice of GRE on what should be done in such cases. Several experts confirmed the existence of such a phenomenon, but believed that it neither undermined road safety nor justified substantial changes in the legal requirements. GRE invited all experts to find a simple solution to the problem and agreed to revert to it at the next session.

26. The expert from CEMA introduced amendment proposals that made editorial corrections, took into account wide vehicles of categories R, T and S and allowed using of reflective materials as an alternative to retro-reflectors (ECE/TRANS/WP.29/GRE/2023/12 and GRE-89-16). The experts from France, Germany, Netherlands, South Africa and EC made a number of comments and reservations on the proposal. To progress, GRE agreed to organize ad hoc expert meetings on UN Regulation No. 86. The Chair of IWG SLR offered to accommodate such meetings in conjunction with future sessions of IWG SLR.

GRE/2023/12 | UN R86: Proposal for a draft amendment Proposal to address vehicles of categories R or T with a width more than 2.55 m and of category S with a width more than 3 m as well as to allow using reflective materials as an alternative to retro-reflectors.

27. The expert from CEMA pointed out the need of vehicle manufacturers for clear rules/guidelines on the installation of special amber warning devices on agricultural vehicles (GRE-89-08). To this end, he proposed the drafting of a new annex to UN Regulation No. 65, similar to the annex to UN Regulation No. 69 on the panels for slow-moving vehicles. Some experts commented and pointed out that currently the installation provisions of special warning lamps are governed by various national rules. GRE concurred with the proposal, on the conditions that the new annex to UN Regulation No. 65 would provide guidelines only and that it would clearly specify the categories of agricultural vehicles.

28. The expert from CEMA presented a brainstorming document on conspicuity markings for agricultural vehicles (GRE-89-09). GRE took note of the presentation.

29. The expert from Germany presented amendments that introduced adaptive front-lighting systems (AFS) for motorcycles. The proposal came in a package with an amendment proposal to UN Regulation No.149 (ECE/TRANS/WP.29/GRE/2023/17, GRE-89-15 and GRE-89-28). The expert from the Netherlands raised several questions and concerns, but eventually lifted his reservations. The expert of SAE International pointed out that throughout the text the term “passing beam” should be used rather than “dipped beam”, except for the definition in paragraph 2.23. Subject to this modification, GRE adopted the proposal, as laid down in GRE-89-28, and requested the secretariat to submit it for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as draft Supplement 5 to the 03 series of amendments and draft Supplement 1 to the 04 series of amendments to UN Regulation No. 53, as well as part of draft Supplement 3 to the 01 series of amendments to UN Regulation No. 149.

30. The expert from GTB tabled a proposal that removed the failure mode and light source failure detection requirements for the cornering lamp (ECE/TRANS/WP.29/GRE/2023/18). GRE adopted the proposal and requested the secretariat to submit them for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as part of draft Supplement 3 to the 01 series of amendments to UN Regulation No. 149.

31. The expert from GTB also proposed a modification of the photometric stability test point of the passing beam and AFS Class C (ECE/TRANS/WP.29/GRE/2023/23). GRE adopted the proposal and requested the secretariat to submit them for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as part of draft Supplement 3 to the 01 series of amendments to UN Regulation No. 149.

32. The expert from GTB proposed aligning the procedure in case of a surface reflection for measurement of both coefficient of luminous intensity and colour (ECE/TRANS/WP.29/GRE/2023/21). GRE adopted the proposal and requested the secretariat to submit it for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as part of draft Supplement 2 to the 01 series of amendments to UN Regulation No. 150.

33. The expert of EC held the view that the justification part of ECE/TRANS/WP.29/GRE/2023/21 was too complicated and expressed the wish that future amendment proposals be accompanied by simpler explanations.

GRE/2023/21 | UN R150: Proposal for a Supplement to the 01 series of amendments In paragraph 3.1. of Annex 4, Part 1 the position of the photometer head, the reference axis and the directions are clearly described. If the surface reflection is on the opposite side of the source from the photometer head, which is given at an angle of (β1 = -5°), the surface reflection has no influence on the measurement. This is true for the measurement of RI values as well as for colour measurement. The proposed solution is based on an existing description in UN Regulation No. 27 (namely paragraph 2.6. of Annex 6) concerning the procedure to follow in case of a surface reflection for both colour measurement and CIL measurement.

34. The Chair of the Informal Working Group on Electromagnetic Compatibility (IWG EMC) reported on their activities (GRE-89-23). In particular, IWG EMC determined that the Unique Identifier would not be appropriate for UN Regulation No. 10. IWG EMC requested the extension of their mandate. GRE agreed to prolong the mandate until December 2026.

35. GRE considered a draft new 07 series of amendments to UN Regulation No. 10 prepared by IWG EMC (ECE/TRANS/WP.29/GRE/2023/27 and GRE-89-17). In the course of an in-depth discussion, GRE realized that consensus was not reached on the transitional provisions and the Accident Emergency Call System (AECS) covered by UN Regulation No. 144. For the AECS system, the expert from Japan presented a separate proposal (GRE-89-26).

36. GRE requested IWG EMC to continue their deliberations on the 07 series of amendments to UN Regulation No. 10 with a view to preparing a revised proposal for the next session. It was also agreed that IWG EMC would continue working on the future 08 series of amendments to UN Regulation No. 10. All GRE experts were invited to participate in the IWG EMC activities.

The expert of GTB introduced a proposal for amendments to UN Regulation No. 45 (Headlamp cleaners) that covered all passing beams (AFS or not) of the 00 and 01 series to UN Regulation No. 149 and made corrections (ECE/TRANS/WP.29/GRE/2023/22). GRE adopted the proposal and requested the secretariat to submit them for consideration and vote at the March 2024 sessions of WP.29 and AC.1 as draft Supplement 13 to the original series of amendments to UN Regulation No. 45.

39. GRE recalled that, at its present and previous sessions, it had adopted GRE-88-17 and ECE/TRANS/WP.29/GRE/2023/13 as a Supplement to the 03, 04 and 05 series of amendments to UN Regulation No. 48 but had decided to postpone the submission of these amendments to WP.29, in order to combine them with future amendment proposals to the same series of amendments.

40. No new information was reported under this agenda item.

41. GRE recalled that the Global Forum for Road Traffic Safety (WP.1), at its session in March 2023, had adopted ECE/TRANS/WP.1/2017/1/Rev.3 with a set of amendment proposals to the 1968 Convention on Road Traffic, including its annex 5 on lighting and light signalling devices (ECE/TRANS/WP.1/183, paragraph 12). The secretariat informed GRE about the issuance of depositary notification C.N.138.2023 of 9 August 2023, communicating these amendment proposals to all contracting parties. GRE was also briefed about the legal amendment process and timeline as per article 49 of the Convention.

42. In this context, the expert from OICA pointed out a possible inconsistency between annex 5 to the 1968 Convention on Road Traffic and the draft 09 series of amendments to UN Regulation No. 48.

43. GRE noted the ongoing WP.1 considerations on the issue of optical and/or audible signals of automated driving system (ADS) vehicles (ECE/TRANS/WP.1/185, paragraph 25). The expert from the United Kingdom pointed out that his country was not in favour of such signals because they could be confusing for other road users.

44. GRE noted that the Inland Transport Committee (ITC), at its February 2023 session, had decided to develop a climate change mitigation strategy and requested its subsidiary bodies to provide inputs. WP.29, at its June 2023 session, had mandated its Working Party on Pollution and Energy (GRPE) to take the lead in preparing a coordinated WP.29 response and had requested other GRs to send their contributions to GRPE. GRE took note of the GRs activities on the ITC climate change mitigation strategy (GRE-89-27).

45. In this context, the expert of IEC highlighted the advantages of the LED technology (including “LED retrofits”) for power consumption and reducing greenhouse gas emissions (GRE-89-22). The expert of GTB mentioned their ongoing study on power consumption, the results of which would be reported to the next session of GRE.

46. GRE noted that Ms. A. Berthel of OICA would no longer participate in GRE, due to her new functions. GRE thanked her for valuable contributions and wished her success in the future.

47. The Chair presented a revised list of priorities and subjects under consideration (GRE-89-29). GRE approved the list and requested the Chair to pass it to WP.29 for endorsement.

48. In the framework of TF AVSR activities, the experts from Germany and OICA organized a demonstration of a test vehicle equipped with integrated automated ADS marker lamps which followed the basic concepts from both the SAE International Recommended Practice J3134 and the Chinese draft standard for light-signalling devices (GRE-89-25), including the blue-green (turquoise) colour for such lamps. GRE thanked the demonstration organizers.

49. The expert from TF AVSR pointed out that they would submit to the next GRE session an informal document addressing the colour and intensity of the ADS marker lamps, electrical connections and a switch that would deactivate the lamps in those countries which may decide not to allow ADS lamps on national roads.

50. The expert from France appreciated the demonstration and supported the ADS marker lamps as a soft way to introduce the ADS status signal. The expert from the United Kingdom reserved their position and reiterated that they did not see benefits of the ADS lamps, as public could react unexpectedly to such signals. As an alternative, he proposed to use the vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communications.

51. GRE noted that the next session had been scheduled from 29 April to 3 May 2024 and that the deadline for submission of working documents would be 5 February 2024. GRE agreed that the provisional agenda for the next session should be structured as follows:
