2. 1998 Agreement – UN Global Technical Regulations: Development

The Working Party on Lighting and Light-Signalling (GRE) may wish to resume consideration of this subject, awaiting new proposals and sponsors to develop a UN Global Technical Regulation (UN GTR).

3. 1997 Agreement – Rules: Development

GRE will recall that, at its eighty-sixth session, it supported the concept on vehicle whole-life compliance that had been prepared by the Informal Working Group on Periodical Technical Inspections (IWG PTI). GRE will be informed about WP.29 considerations of this concept.

At its previous session, GRE reviewed UN Regulations under its purview for the purposes of the Unique Identifier (UI) (GRE-88-26) and classified them as follows:

  1. Obsolete device UN Regulations that had been frozen in the course of two freezing exercises;
  2. New simplified device UN Regulations Nos. 148, 149 and 150;
  3. Installation UN Regulations Nos. 48, 53, 74 and 86;
  4. Light sources UN Regulations Nos. 37, 99 and 128; and
  5. Standalone UN Regulations Nos. 10, 45 and 65.

GRE agreed that UI could be used for the group (b) above, but definitely not for (a) and probably not for (c) and (d). GRE decided to revert to this topic at this session, including the issue of additional markings.

GRE will address a proposal that was prepared by the experts GTB with the aim to clarify using of daytime running lamps (DRL) with other lamps.

GRE will recall that, at its previous session, it adopted a new 09 series of amendments to UN Regulation No. 48 and decided to submit the proposal to the March 2024 session of WP.29. At the session in October 2023, GRE agreed to editorially confirm these proposals without modifying their substantial content and requirements. To this end, GRE suggested that a consolidated text of the draft 09 series of amendments to UN Regulation No. 48 be prepared.

In this context, GRE is invited to consider a revised proposal for the transitional provisions in the draft 09 series of amendments to UN Regulation No. 48 that was prepared by the experts from the International Organization of Motor Vehicle Manufacturers (OICA) with the aim to introduce longer transitional provisions for heavy commercial vehicles and trailers.

GRE will consider a proposal by the experts from GTB that aligns the procedure to follow in case of a surface reflection for both coefficient of luminous intensity (CIL) measurement and colour measurement.

If the surface reflection is on the opposite side of the source from the photometer head, which is given at an angle of (β1 = -5°), the surface reflection has no influence on the measurement. This is true for the measurement of RI values as well as for colour measurement. The proposed solution is based on an existing description in UN Regulation No. 27 (namely paragraph 2.6. of Annex 6) concerning the procedure to follow in case of a surface reflection for both colour measurement and CIL measurement.

12. Direction of Future Work of GRE

GRE will be informed about the progress of TF AVSR and will consider a possible upgrade of this Task Force into an Informal Working Group.

GRE will recall that, at its previous session, experts generally supported establishing a new UN Regulation on the Automated Driving Systems (ADS) status indicator, while some participants mentioned that the option of a new UN GTR should also be explored. In June 2023, the Chair reported the outcome of the GRE discussion to the Administrative Committee for Coordination of Work (AC.2). GRE will be informed about the guidance received from AC.2 and WP.29.
