4. The expert of IWG MU presented a revised document of reference on measurement uncertainties (ECE/TRANS/WP.29/GRBP/2022/9/Rev.1). GRBP adopted the revised document, as amended by GRBP-76-11, and requested the secretariat to publish it on the GRBP website for reference documents.
5. GRBP took note that, at the June 2022 session of WP.29, IWG MU had delivered a presentation on the general approach of how to handle measurement uncertainties in UN Regulations.
10. The expert from IWG MU introduced a general approach how to handle measurement uncertainties (ECE/TRANS/WP.29/GRBP/2022/9, as amended by GRBP-75-07, and GRBP-75-08). GRBP endorsed this document and requested the secretariat to publish it as a document of reference on the GRBP website. The expert from IWG MU pointed out that an amendment to this document would be presented at the next session. GRBP that WP.29 should be informed about the developed general approach to measurement uncertainties, because it could apply to UN Regulations beyond the scope of GRBP.
30. GRBP recalled that the reference document with a general approach and scientific background for handling measurement uncertainties in UN Regulations (ECE/TRANS/WP.29/GRBP/2022/9) was addressed under agenda item 2 (paragraph 10 above).

23. The expert from ETRTO introduced an amendment proposal on a “traction tyre” (ECE/TRANS/WP.29/GRBP/2022/17). GRBP adopted the proposal, as amended by GRBP-76-31, and requested the secretariat to submit it for consideration and vote at the March 2023 sessions of WP.29 and AC.1 as part of the draft new 04 series of amendments to UN Regulation No. 117.
18. The expert of ETRTO pointed out the need for a new definition of “traction tyres”, because the current definition did not well segregate real traction tyres from non-traction ones (GRBP-70-19). The experts from OICA commented on the document. The Chair invited ETRTO, in cooperation with OICA, to prepare a formal proposal for consideration at the next session.

In particular, he proposed establishing a new task force on studded tyres with the objective to draft a new UN Regulation on the approval of studded tyres regarding their snow performance. GRBP endorsed this proposal and noted that the duties of the Chair and Secretary of the task force would be performed by the experts from Finland and ETRTO, respectively.
20. With additional explanations of GOIE (GRBP-71-26), GRBP resumed discussion on the new class of special use tyres intended for use under severe snow conditions (ECE/TRANS/WP.29/GRBP/2019/14). GRBP noted that the proposed new class would provide for better road safety characteristics under severe snow conditions, but with a small increase in the rolling noise. The experts from Germany, Netherlands and Russian Federation supported the proposal. The expert from EC was not in position to agree to the proposal, due to the envisaged higher noise limits which would require modifications of European Union legislation. GRBP decided to revert to this issue at the next session.

GRBP adopted GRBP-74-33-Rev.1 and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 and AC.1 as a new draft 03 series of amendments to UN Regulation No. 117. GRBP noted that, with the aim to complete the proposal and remove few square brackets, an informal document would be prepared for the next session. If adopted, this document would also be submitted to the March 2022 sessions of WP.29 and AC.1. GRBP noted that, to avoid possible uncertainty, the adopted draft Supplement 14 to the 02 series of amendments (see para. 21 above) would be explicitly included in the future WP.29 document with the new draft 03 series of amendments to UN Regulation No. 117.

13. Based on a study (GRBP-76-04), the expert from ETRTO proposed a new definition for “radial tyre” (ECE/TRANS/WP.29/GRBP/2022/21). The proposal also addressed other issues, such as the definition of snow tyres, requirements for special use tyres of class C1, addition of an optional prefix for extra load tyres, a clarification on the description of the load/speed test for run flat/extended mobility tyres and editorial corrections.
14. GRBP adopted ECE/TRANS/WP.29/GRBP/2022/21 and requested the secretariat to submit it for consideration and vote at the March 2023 sessions of WP.29 and AC.1 as draft Supplement 25 to the 02 series of amendments to UN Regulation No. 30.
15. The experts from France and EC introduced an updated proposal for the new definition of “radial tyre” (ECE/TRANS/WP.29/GRBP/2021/9). The same definition was also proposed for UN Regulations Nos. 54, 75, 106, 108 and 109 ECE/TRANS/WP.29/GRBP/2021/10. The experts from Canada and the United States of America raised a number of questions on the proposal (GRBP-74-07) and pointed out that they had started consultations with the authors. GRBP invited the stakeholders, in liaison with ETRTO, to continue discussions and agreed to come back to the proposal at the next session.

Proposal from the Worn Tyres working group to improve precision of the test procedures for measuring the wet adhesion of tyres in a worn state by using a moulded SRTT16 reference tyre (instead of a buffed tyre), to introduce new transitional provisions related to this change, to extend corrections already made to thee 02 series to the 03 series and make additional editorial corrections, and to define the range for tyre inflation vis-à-vis rim size to reduce uncertainties in measuring tread depth.

Proposal from the Worn Tyres working group to set the wet grip index threshold at 0.80 for class C1 tyres with a nominal aspect ratio equal to or less than 40, a section width equal to or higher than 235 mm and suitable for speeds equal to or greater than 300 km/h and for class C1 all terrain and special use tyres (see GRBP-75-27, slide 6). The proposal also introduces the kworn factor in a new para. 3 in Annex 9 to address wet grip of C2 and C3 tyres in a worn state (see GRBP-75-26-Rev.1 for concept).

20. The experts from the Informal Working Group for Wet Grip on Worn Tyres (WGWT) reported on their progress (GRBP-75-27) and presented updated Terms of Reference of IWG WGWT (GRBP-75-28). GRBP adopted the revised Terms of Reference, as contained in Annex III to the session report.
21. GRBP recalled that, at the previous session, it had adopted draft amendments on the procedure and thresholds on wet grip performance for C1 tyres in worn state which was subsequently submitted to WP.29 as draft 03 series of amendments to UN Regulation No. 117 (ECE/TRANS/WP.29/2021/12). To complement the document, the expert from IWG WGWT tabled further amendments (GRBP-75-25-Rev.1). GRBP adopted this proposal and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as part of a new 03 series of amendments to UN Regulation No. 117. The expert from IWG WGWT also presented a concept proposal for addressing wet grip requirements for C2 and C3 tyres in worn state (GRBP-75-26-Rev.1).
22. GRBP agreed to request WP.29 and AC.1 to postpone to their June 2022 sessions consideration of ECE/TRANS/WP.29/2021/12, in order to combine it into a consolidated proposal with the adopted amendments mentioned in the previous paragraph.

32. The expert from the United Kingdom proposed to extend the installation of a pause function to situations where national time-based restrictions apply, irrespective of a rear visibility device being fitted (ECE/TRANS/WP.29/GRBP/2022/24 and GRBP-76-07-Rev.1). The experts from France, Germany, Japan, Russian Federation and OICA commented on the proposal. GRBP invited the expert from the United Kingdom to liaise with these experts with the aim to prepare a revised proposal for consideration at the next session.
32. 137. The Chair of GRBP presented a draft new UN Regulation on reverse warning (agenda item 4.12.1). The World Forum considered this proposal and recommended its submission to AC.1 for voting.
138. The representative of United Kingdom of Great Britain and Northern Ireland, while recognizing the importance of the above draft new UN Regulation for safety, pointed out that his delegation would not be in a position to vote in favour of it, because of its incompatibility with the applicable national restrictions on reversing alarms during night hours (WP.29-187-11). He proposed to extend the pause function foreseen by the new Regulation to also cover such national restrictions and presented further amendments to this extent (WP.29-187-12).
139. The World Forum took note of WP.29-187-11 and WP.29-187-12 and invited United Kingdom of Great Britain and Northern Ireland to submit them for consideration to the next GRBP session in September 2022.
140. The WP.29 Secretary reminded the delegation of United Kingdom of Great Britain and Northern Ireland that their decision not to apply the new Regulation in its original form should be notified to the Office of Legal Affairs in New York (Article 1, para. 4 of the 1958 Agreement).
