1. Adoption of the agenda

In accordance with Chapter III, Rule 7 of the Rules of Procedure (TRANS/WP.29/690, Amend.1 and Amend. 2) of the World Forum for Harmonization of Vehicle Regulations (WP.29), the first item on the provisional agenda is its adoption.

2. UN Regulation No. 41 (Noise emissions of motorcycles)

GRBP will consider a revised proposal submitted by the expert from IMMA which aims to minimize a proliferation of approval numbers (ECE/TRANS/WP.29/GRBP/2019/25/Rev.1).

GRBP will also recall that, at the previous session, it adopted ECE/TRANS/WP.29/GRBP/2019/24 but agreed to postpone its submission to WP.29 and the Administrative Committee (AC.1), awaiting other amendment proposals.

3. UN Regulation No. 51 (Noise of M and N categories of vehicles)

GRBP will be informed about the activities of the Informal Working Group on Additional Sound Emission Provisions (IWG ASEP) as well as of the Task Force on Measurement Uncertainties (TF MU) and will consider any draft amendments prepared by IWG ASEP or TF MU.

4. UN Regulation No. 138 (Quiet road transport vehicles)

At the previous session, the expert from Germany proposed introducing a maximum sound level for the Acoustic Vehicle Alerting System (AVAS) at speeds greater than 20 km/h (GRBP-70-04). GRBP may wish to resume this discussion.

5. Tyres
5. (a) UN Regulation No. 30 (Tyres for passenger cars and their trailers)

GRBP will consider a proposal by the expert from the European Tyre and Rim Technical Organization (ETRTO).

ETRTO proposes to amend the UN Regulations No 30, 54 [and 75] by removing the requirements for tyres with radial and run flat structure.

5. (b) UN Regulation No. 108 (Retreaded tyres for passenger cars and their trailers)

GRBP is invited to consider the postponed proposal on retreaded tyres to be tested and marked with the three-mountain-peak snow-flake (3PMSF) symbol, which was submitted by the experts of the Bureau International Permanent des Associations de Vendeurs et Rechapeurs de pneumatiques (BIPAVER).

5. (c) UN Regulation No. 109 (Retreaded tyres for commercial vehicles and their trailers)

GRBP will consider a proposal for correction by the expert from ETRTO.

GRBP/2020/4 | UN R109: Correction to the text In document GRRF/2016/40, an ellipsis “…”, indicating that the remainder of the sentence was to be retained, was omitted in the proposed amendment to paragraph 3.2.1. As a result, the remaining text was unintentionally removed following adoption of the proposal. A similar error resulted from the adoption of document WP.29/2017/9 regarding paragraph 4.9.2. This proposal also reintroduces the unintentionally deleted text.

GRBP is invited to address a proposal on retreaded tyres marked with the 3PMSF symbol, which has been prepared by the experts of BIPAVER and which complements ECE/TRANS/WP.29/GRBP/2019/17 submitted to the previous session.

GRBP is invited to resume discussion on the proposal submitted by the group of interested experts on snow tyre provisions.

GRBP will be briefed on the activities of the IWG on Wet Grip Performance of Tyres in a Worn State (IWG WGWT). GRBP may also wish to revert to the proposal of the expert from the European Commission to enlarge the scope of IWG WGWT with C2/C3 tyres.

GRBP-71-23 | Working Group on Worn Tyres: Status report

Based on the considerations at the previous session (ECE/TRANS/WP.29/GRBP/68, paras. 17 and 18), GRBP may expect new proposals from ETRTO on improving the wet grip test method for passenger car tyres (C1) and on the new definition of “traction tyres”.

GRBP will be invited to consider the proposal by ETRTO to replace the current standard test tyre due to the phase out of the production and possible amendments to the tests due to the change in STT

GRBP-71-06 | UN R117 Standard Reference Test Tyre replacement ETRTO proposal for the replacement of the current Standard Reference Test Tyre as it is being phased out as production will stop mid of 2020. Snow performance test in R117 currently requires SRTT14 as a reference tyre. SRTT14 needs to be replaced and test procedure amended.

6. Draft UN Regulation on reversing alarm

GRBP will be informed about the activities of the Task Force on Reverse Warning (TF RW) and about liaising with the Working Party on General Safety (GRSG) on the issue.

7. Exchange of information on national and international requirements on noise levels

GRBP will continue the exchange of views on developing national or regional legislation and international requirements on noise levels.

8. Influence of road surface on tyre rolling sound emissions

At the previous session, GRBP made conclusions on the Draft Resolution on Road Surface Labelling and requested the Chair to bring them to the attention of WP.29 (ECE/TRANS/WP.29/GRBP/68, paras. 23 and 24). GRBP will be informed about the response of WP.29.

9. Proposals for amendments to the Consolidated Resolution on the Construction of Vehicles

GRBP will consider new proposals, if any.

10. Development of the International Whole Vehicle Type Approval system

GRBP will be informed about progress in implementing the International Whole Vehicle Type Approval (IWVTA) (UN Regulation No. 0).

11. Highlights of the recent sessions of the World Forum for Harmonization of Vehicle Regulations

GRBP will be briefed by the secretariat about the highlights of the recent sessions of WP.29 on GRBP and common issues.

GRBP may also wish to resume its discussion on how to implement the new provisions of Revision 3 of the 1958 Agreement on “Unique Identifier” (UI).
