2. UN Global Technical Regulation No. 7 (Head restraints)

GRSP agreed to resume discussion on the basis of the latest results of work of the Informal Working Group (IWG) on UN Global Technical Regulation (UN GTR) No. 7, Phase 2 and its revised proposals on: (a) Amendment 1 to UN GTR No. 7 (Phase 2) (ECE/TRANS/WP.29/GRSP/2019/26), (b) the final IWG progress report (ECE/TRANS/WP.29/GRSP/2019/21) and (c) a proposal of amendments to Mutual Resolution No. 1 (M.R.1). GRSP also may wish to resume consideration of a proposal tabled by the expert from the European Association of Automotive Suppliers (CLEPA) on the draft IWG proposal to address the static test options (ECE/TRANS/WP.29/GRSP/2019/20).

GRSP/2019/26 | GTR 7: Proposal for Amendment 1 (Phase 2) Updated proposal (based on document GRSP/2019/5) to specify a head restraint height between 720 mm and 830 mm including a new method for measuring the effective height of head restraints, use of the Biofidelic Rear Impact Device (BioRID II) test dummy, and to improve the overall text. This proposal also eliminates the backset measurement test procedure using the HRMD method.

GRSP may resume consideration of Amendment 3 of the UN GTR (ECE/TRANS/WP.29/GRSP/2014/5) on new requirements for head form tests and the revised final report (ECE/TRANS/WP.29/GRSP/2012/2). GRSP also agreed to resume discussion on the worst cases of high-injury risk for all possible scenarios due, for example, to different heights of the vehicle from adjustable suspension systems (GRSP-65-17).

GRSP will resume consideration of an amendment proposal to incorporate provisions for active deployable systems in the bonnet area from the IWG of Deployable Pedestrian Protection Systems (IWG-DPPS).

4. UN Global Technical Regulation No. 13 (Hydrogen and Fuel Cell Vehicles)

GRSP will resume discussion on Phase 2 of the UN GTR, based on the latest results of IWG work.

5. Harmonization of side impact dummies

GRSP will continue discussing a solution to the chairmanship of the group, in consideration of the urgency to deliver a full set of drawings and specifications of dummies, and the user manual of the 50th percentile World Side Impact Dummy (WorldSID). All are part of the final draft addendum to M.R.1.

6. UN Global Technical Regulation No. 20 (Electric vehicle safety)

GRSP agreed to resume discussion on Phase 2 of the UN GTR and on the work progress of the IWG on Electric Vehicle Safety Phase 2 (EVS PH2).

GRSP-66-33 | UN R95: Proposal for a 05 series of amendments Proposal to amend the requirements concerning post-crash electrical safety in the event of lateral collision. The proposal aligns post-crash electrical safety requirements with GTR 20 and aligns administrative provisions with Revision 3 of the 1958 Agreement. The amendments would not affect approvals for vehicles without high-voltage electric power trains.
7. UN Regulation No. 14 (Safety-belt anchorages)

GRSP may wish to continue discussion of this agenda item on the basis of new proposals, if any.

GRSP may discuss this proposal from the Secretariat to the transfer of provisions on Minimum number of anchorage points and location of lower anchorages from Consolidated Resolution on the Construction of Vehicles (R.E.3)

8. UN Regulation No. 16 (Safety-belts)

GRSP may wish to consider a proposal for a supplement to the 08 series of amendments that may be adopted at its sixty-fifth session to the 07 series of amendments (ECE/TRANS/WP.29/GRSP/2019/24). GRSP also agreed to resume consideration of a proposal of a supplement tabled by the expert from OICA (ECE/TRANS/WP.29/GRSP/2019/15), aimed at introducing an alternative (at the choice of the manufacturer) to the airbag switch-off for frontal airbags in combination with rearward-facing child restraint systems in the rear seat.

GRSP-66-08 | Equipping bus seats with three point belt according to UN Regulation No. 16 Finnish Safety Investigation Authority has given recommendation to equip the seats of category M<sub>2</sub> and M<sub>3</<ub> vehicles with lap and shoulder belt type seat belts, i.e. three-point seat belts.

GRSP may discuss a proposal to clarify the test procedures and the different ECRS to be tested for the assessment of the system.

9. UN Regulation No. 17 (Strength of seats)

GRSP agreed to resume consideration on a proposal of amendment to the definition of integrated, detachable and separate head-restraints (ECE/TRANS/WP.29/GRSP/2019/16). Moreover, GRSP might wish to resume consideration of a proposal (ECE/TRANS/WP.29/GRSP/2019/27) tabled by the expert from the European Commission, on behalf of the drafting task force, to align UN Regulation No. 17 to the provisions of draft UN GTR No. 7, Phase 2. GRSP may also wish to resume consideration of two amendments proposals to the UN Regulation from the expert of CLEPA: (a) dynamic options (ECE/TRANS/WP.29/GRSP/2019/7) and (b) the static options (ECE/TRANS/WP.29/GRSP/2019/9).

GRSP/2019/7 | UN R17: Proposal for the 10 series of amendments Proposal to amend the dynamic option of the draft 10 series of amendments (document GRSP/2018/34). CLEPA proposes that injury risk limits should be based not only on the injury risk curves, but also on technical feasibility given the repeatability and reproducibility limits of the BioRID II test tool. This proposal also corrects the definition of T(end) which is different from T-HRC(end).
GRSP/2019/9 | UN R17: Proposal for the 10 series of amendments Proposal to clarify the application of GTR 7 Phase 2 static alternative provisions and to modify the allowed range of tolerances under the backset retention and energy dissipations test. The proposal would re-introduce certain paragraphs in the 09 series of amendments removed by the draft 10 series (GRSP/2018/34). In addition, the proposals adds the area where the gap measurement procedure by the sphere is appropriate per the Federal Motor Vehicle Safety Standard 202a (i.e. only gaps in the area over 540 mm).

GRSP will consider a proposal of amendments tabled by the expert from the Netherlands that would explain how to deal with advanced driver assist systems that affect braking and steering requirements (ECE/TRANS/WP.29/GRSP/2019/31).

13. UN Regulation No. 44 (Child Restraint Systems)

GRSP will consider a proposal of amendments tabled by the expert from the European Association for the Coordination of Consumer Representation in Standardization (ANEC) on behalf of Consumer International (CI) to stop granting new type approvals according to the UN Regulation on new Child Restraint Systems (CRS) (ECE/TRANS/WP.29/GRSP/2019/23). GRSP may also consider a proposal of amendment tabled by the expert from the European Commission, on behalf of the drafting task force, to prevent the type approval of belt-guides.

The purpose is to ensure that further child restraint system approvals are made under the UN R129.

GRSP will consider this proposal from Poland to hold a fact-based discussion on the proposal to amend R44 as there were CRSs which would fall outside the scope of the regulation because of GRSP/2019/28.

GRSP may wish to consider a proposal of amendments, on behalf of the drafting task force, to expand the scope of the UN Regulation (ECE/TRANS/WP.29/GRSP/2019/29).
