In accordance with Chapter III, Rule 7 of the Rules of Procedure (ECE/TRANS/WP.29/690/Rev.1) of the World Forum for Harmonization of Vehicle Regulations (WP.29), the first item on the provisional agenda is the adoption of the agenda.

2. Amendments to regulations on buses and coaches

The Working Party on General Safety Provisions (GRSG) is expected to be informed by the Chair of the Informal Working Group (IWG) about the outcome of the most recent meetings on the behaviour of the general construction of M2 and M3 vehicles in a fire event (BMFE).

2. (a) UN Regulation No. 107 (M2 and M3 vehicles)

GRSG is expected to consider a proposal by the International Organization of Motor Vehicle Manufacturers (OICA) to specify the position of escape hatches on M2 buses of Class B stemming from the transition from the 05 and 06 series of amendments to UN Regulation No. 107 (ECE/TRANS/WP.29/GRSG/2019/30).

GRSG/2019/30 | UN R107: Proposal for Supplements to the 06 series, 07 series and 08 series of amendments For escape hatches on buses of Classes A and B, proposal to allow a maximum length of 1600 mm equally spaced to cover the shortest vehicles, so the allowed space should be the maximum of either the third of the length or 1600 mm. This proposal will not affect the positioning requirements for any mid-sized and larger buses.

GRSG may wish to be informed by GRSP on the establishement of a new IWG on “Securing of Children in buses and coaches” in order to develop a UN Regulation under the 1958 Agreement.

GRSG may also wish to consider a proposal by IWG on BMFE to amend the provisions of UN Regulation No. 107, if available.

GRSG-117-08 | Behaviour of M2 & M3 vehicles in the case of a Fire Event Presentation on the status of the informal working group on bus management of fire events (BMFE).

GRSG agreed to resume consideration of a request by Norway (GRSG-115-04) on the need to enhance the protection and integrity of the compartment of the driver and any crew member of buses and coaches in case of a frontal collision. GRSG agreed to the need and all governmental experts were invited to investigate their national/regional statistical data for such accidents. GRSG is expected to have an exchange of views on the collected data, if available.

GRSG agreed to have a final review of documents ECE/TRANS/WP.29/2019/99, ECE/TRANS/WP.29/2019/100 and ECE/TRANS/WP.29/2019/101 which will be considered by WP.29 and the Administrative Committee AC.1 of the 1958 Agreement at the November 2019 session.

GRSG agreed to prioritize the consideration of specifications on autonomous shuttles with a view of reviewing the applicability of existing requirements or creating a new categories of these vehicles. GRSG is expected to receive a presentation by the expert from France on the status of the French legislation on this subject.

GRSG-117-07 | Status of the French legislation on shuttles Presentation on new national legislation that defines a new vehicle category, "urban shuttle". The legislation skirts the current M category definitions by defining an urban shuttle as having a total capacity to carry between nine and 16 passengers plus a driver with seating for 4-5 passengers. As such, France intends to propose national type approvals for such vehicles with a view to address driverless versions in future legislation.

3. UN Regulation No. 26 (External projections of passenger cars)

GRSG agreed to continue considerations on ECE/TRANS/WP.29/GRSG/2019/2 submitted by OICA to amend the provisions for rear edges of the bonnet as they can be considered as not dangerous due to their location on the vehicle.

GRSG/2019/2 | UN R26: Proposal for Supplement 4 to the 03 series of amendments Proposal to exempt rear edges of fenders and rear edges of A pillars under certain conditions from the requirement that sheet metal edges be folded back or fitted with a shield. These edges not easily contacted by VRU in a collision could be blunted instead.

GRSG will resume consideration of a proposal by France to clarify the provisions for windscreen wipers as a new series of amendments to UN Regulation No. 26, if available (ECE/TRANS/WP.29/GRSG/2019/34).

GRSG/2019/34 | UN R26: Proposal for the 04 series of amendment Proposal to introduce a generic drawing to improve interpretation of the regulation, especially with regard to contactable parts (sphere protocol). The proposal aims to clarify how to deal with potentially “exempted” parts and which requirements apply to which part of the windscreen wiper. Given the implications for approvals, the proposal is presented as a new series of amendments with transitional provisions starting 24 months after entry into force.

4. UN Regulation No. 34 (Prevention of fire risks)

GRSG may wish to consider a proposal by the European Commission to amend the scope of UN Regulation No. 34, if available.

GRSG agreed to keep this item on the agenda, awaiting further information (see ECE/TRANS/WP.29/GRSG/95, para. 75).

6. Amendments to safety glazing regulations

GRSG will be informed by the Chair of IWG on Panoramic Sunroof Glazing (PSG) about the work progress on amendments to the UN regulations on safety glazing with respect to new provisions on “ceramic printed areas”. GRSG may wish to consider an IWG proposal on a draft recommendation on ceramic printer areas, if available.

GRSG agreed to consider a proposal by India to align UN Global Technical Regulation No. 6 on the optional use of laminated-glass panes with improved mechanical properties especially those for the front, exterior, forward-facing glazing of the upper deck of a double-deck vehicle with UN R43.

7. Awareness of the proximity of Vulnerable Road Users

GRSG will be informed by the Chair of IWG on Awareness of Vulnerable Road Users proximity (VRU-Proxi) about the group’s outcome on the multimodal approach on the basis of direct or indirect vision devices (or a combination of both), camera monitor systems or obstacle detection systems as contained in the draft for a new UN Regulation (ECE/TRANS/WP.29/GRSG/2019/16).

The purpose of this Regulation is to provide the provisions for reversing motion concerning on awareness of vulnerable road users proximity. UN Regulation No. 46 provides provisions for indirect vision of motor vehicles. This Regulation expands driver’s vision or awareness for vehicle rear direction when in reversing motion. Therefore, some requirements of this Regulation may be satisfied by devices complying with UN Regulation No. 46.

7. (a) UN Regulation No. 46 (Devices for indirect vision)

GRSG is expected to consider the revised proposal for amendments to UN Regulation No. 46 tabled by the expert from Germany (ECE/TRANS/WP.29/GRSG/2019/27) introducing temporary modified view for Camera-Monitor-Systems (CMS) and by OICA (ECE/TRANS/WP.29/GRSG/2019/31) on indication lines for identifying changes in magnification for CMS with more than one field of vision on the same display.

GRSG agreed to reconsider the proposal tabled by the expert from the Euroepan Commission to ensure the electromagnetic compability by inserting a reference to UN Regulation No. 10 (EMC).

GRSG agreed to consider a proposal by the European Commission to update the provisions on frontal underrun protection which are approved as an integrated part of the vehicle, in particular, to allow for a more rounded shape of the cab for a better aerodynamic performance, if available.

This proposal would define the forward reference point as being the same transverse location where the force is applied. This results in FUPs where (in the case of cab fronts that are curved) at least 400 mm must be maintained along the front contour of the cab, instead of the foremost point. The proposal includes transitional provisions from 1 September 2020.
13. UN Regulation No. 116 (Anti-theft and alarm systems)

GRSG agreed to reconsider a proposal by OICA to amend the definition of keys that take account of innovative vehicle alarm systems, such as silent alarm or door-unlocking using smart phone, if available.

GRSG agreed to consider the splitting of UN Regulation No. 116 into three new UN Regulations, one concerning approval of devices against unauthorized use and approval of a vehicle with regard to its devices against unauthorized use (ECE/TRANS/WP.29/GRSG/2019/20), one concerning approval of immobilizers and approval of a vehicle with regard to its immobilizer (ECE/TRANS/WP.29/GRSG/2019/21) and one concerning approval of vehicle alarm system and approval of a vehicle with regard to its vehicle alarm system (ECE/TRANS/WP.29/GRSG/2019/22).

GRSG agreed to resume considerations on the proposal for amendments to UN Regulation No. 122 submitted by CLEPA, to add a missing reference to the existing note 2 and to clarify the application of Annex 4 for heat pumps.

GRSG/2019/29 | UN R122: Proposal for Supplement 6 Proposal to add a missing footnote concerning the exemptions for heaters located outside the passenger compartment using water as a transfer medium and to clarify that it is not necessary to apply Annex 4 for the heat pump because the heat transfer fluid does not contain polluting air.
16. UN Regulation No. 144 (Accident Emergency Call Systems)

GRSG agreed to resume considerations on proposals for amendments to UN Regulation No. 144 submitted by OICA (ECE/TRANS/WP.29/GRSG/2018/23), the Russian Federation, to provide for corrections and clarifications (ECE/TRANS/WP.29/GRSG/2019/18) and a draft 01 series of amendments with the broader scope for installation on vehicles others than M1 and N1 including also transitional provisions (ECE/TRANS/WP.29/GRSG/2019/23).

17. UN Regulation No. 0 (International Whole Vehicle Type Approval)

GRSG will be informed about the outcome of the recent meetings of IWG on IWVTA and the follow-up of GRSG on the new priorities of IWVTA Phase 2 in particular the UN Regulations under the responsibility of GRSG to be added to Annex 4 of UN Regulation No. 0.

GRSG may wish to be informed on the establishment of the IWG on Event Data Recorder and Data Storage System for Automated Driving (EDR/DSSAD) and the adoption of its Terms of Reference by WP.29 at its 178th session (ECE/TRANS/WP.29/1147, para 31 and AnnexVII) as well as on the Chinese mandatory standard on EDR, currently under finalization which will be submitted to the Compendium of Candidate for UN GTRs when it is officially released (ECE/TRANS/WP.29/1147, para 28). GRSG may wish to be informed of the outcome of the meetings of the IWG on EDR/DSSAD.

In compliance with Rule 37 of the Rules of Procedure (TRANS/WP.29/690 and Amends.1 and 2), GRSG will elect the Chair and Vice-Chair of the sessions scheduled for the year 2020.

GRSG my wish to consider the activation of hazard warning lights when opening a door in vehicles not equipped with a door assistance and warning system based on a proposal by Germany at the April 2019 session of GRE.

22. (b) Proposed amendment to Resolution R.E.6

GRSG is invited to review informal document WP.29-178-14 prepared by the IWG on Periodic Technical Inspection (PTI) with a proposal for an amendment to Resolution R.E.6 on the administrative and technical provisions required for carrying out the technical inspections according to the technical prescriptions specified in Rules annexed to the 1997 Agreement.

22. (c) Implementation of the ITC Strategy

The Inland Transport Committee (ITC), at its eighty-first session in 2019, adopted the ITC Strategy until 2030 and invited its subsidiary bodies to follow-up by aligning their work with the strategy and requested the secretariat to take the necessary actions to promote the implementation of the strategy (ECE/TRANS/288, paras. 15 (a), (c) and (g)). Furthermore, the Committee expressed its concern for the limited progress globally in meeting the Sustainable Development Goal targets on road safety and those of the United Nation Decade of Action for Road Safety (ibid, para. 64). To help countries, particularly new contracting parties, to further implement legal instruments in the area of road safety, the secretariat has prepared the draft ITC Recommendations for Enhancing National Road Safety Systems for comments by the Working Parties. Against this background, GRSG will be invited to provide its contribution.
