10. The representative from OICA introduced GRPE-80-18-Rev.1 allowing the usage of alternative road load power determination techniques, which have been derived from those determined in UN GTR No. 15 and UN Regulation on WLTP, to amend the 06 and 07 series of amendments to UN Regulation No. 83. GRPE adopted the proposal to amend the 06 and 07 series of amendments to UN Regulation No. 83, as amended by Annex VII to the session report.
11. GRPE endorsed the three proposals to amend the 06 and 07 series of amendments to UN Regulation No. 83 and requested the secretariat to submit Annexes V, VI and VII to the session report to WP.29 and AC.1 for consideration and vote at their June 2020 sessions as draft Supplements 14 and 11 to the 06 and 07 series of amendments to UN Regulation No. 83 respectively.

36. The expert from OICA introduced GRPE-80-26 summarizing the outcome of the Heavy Duty Fuel Economy (HDFE) workshop held earlier during the GRPE week. He highlighted there is continuous interest from contracting parties on the topic of harmonization of HDFE, but that, to date, no contracting parties were in the position to sponsor the creation of a new IWG on the issue.
37. The Chair confirmed that the situation, where there is interest to work on a topic but no resources are available, was unfortunate. He welcomed the proposal from OICA to have an ad-hoc group open to all interested parties to work on the development of harmonized guidance provisions that could then be considered by GRPE. He requested more information about the timeframe for the initiation of those activities. The representative from OICA highlighted that a more detailed planning will be developed in due course and assistance from the secretariat would be sought to share the information with GRPE.

45. The expert of OICA introduced document ECE/TRANS/WP.29/GRSG/2020/12, a proposal for the 02 series of amendments of UN Regulation No. 125. Following a detailed discussion by GRSG experts, the Chair of GRSG recommended that further discussions are held between interested stakeholders to advance the proposal contained in document ECE/TRANS/WP.29/GRSG/2020/12 and invited delegates to provide comments to the proposal. To support this further work, a dedicated task force would be established. GRSG agreed to keep the document on the agenda for the October 2020 session.

25. The expert from the United Kingdom and Northern Ireland, Co-Chair of the Task Force (TF) on Cyber Security and Over-The-Air issues (CS/OTA), presented the outcome of the TF. He introduced the proposed draft UN Regulation on Cyber Security and Cyber Security Management System (ECE/TRANS/WP.29/GRVA/2020/2 (withdrawn), ECE/TRANS/WP.29/GRVA/2020/3 amended by GRVA-05-05). He mentioned that the revised proposal entailed a recent proposal from Germany and the European Commission (paragraphs 5.3.1.-5.3.3.) in square brackets. He recalled that the TF was planning to deliver further documents accompanying the UN Regulation: a resolution and an interpretation document. He stated that these documents would be further elaborated during the next session of the TF and would distillate the learnings of the test phase in 2019. He informed GRVA that the work on a UN Global Technical Regulation (GTR) had to start.
26. The expert from Japan introduced GRVA-05-20 proposing amendments to paragraph 7.3.8. on the use of cryptographic modules.
27. The expert from the European Commission introduced GRVA-05-22, aimed at clarifying the consequences of the Cyber Security Management System certificate expiration.
28. The expert from Japan introduced GRVA-05-13, expressing strong objections to the proposed paragraphs 5.3.1.-5.3.3. establishing prerequisites to the granting of type approvals not in line with the 1958 Agreement and posing a sovereignty risk. The expert from the Russian Federation expressed a similar position and proposed to draft an alternative proposal.
29. The expert from France introduced, GRVA-05-29 proposing an alternative to the proposed paragraphs 5.3.1.-5.3.3. as well as amendments proposal for paragraph 7.4 and Annex 5.
30. The expert from the European Commission introduced a compromise proposal (GRVA-05-42) for paragraphs 5.3.1.-5.3.3. aimed at addressing the proposals from Japan and France.
31. The expert from OICA introduced GRVA-05-33. He stated that the test phase’s general outcome was the confirmation of the applicability of the former draft. He explained their major concerns with the current text. He mentioned their concerns from the industry point of view regarding the major type approval procedure modifications introduced by paragraphs 5.3.1.-5.3.3. and the major delay associated risks.
32. He stated that insufficient considerations were given to existing vehicle architectures and requested the introduction of transitional provisions. He also stated that the reporting provisions were excessive. He called on GRVA to consider these concerns and to resolve them on a consensus basis.
33. The expert from FIGIEFA introduced GRVA-05-15, proposing a process flow for national/regional authorities to define objective minimum compliance criteria for the UNECE cybersecurity regulation and a way forward for aftermarket issues.
34. GRVA reviewed in detail GRVA-05-05, having in mind the presentations received (paragraphs 26-32 above). - GRVA discussed the scope of the draft Regulation (keeping vehicles of Categories S, R, T, O in square brackets).
- GRVA discussed GRVA-05-17 and agreed to keep the proposed paragraph 1.4.
- GRVA agreed that the Regulation and the 1958 Agreement would not be prescribing the mutual recognition, among Contracting Parties, of CSMS (and Software Update Management System) certificates.
- The expert from Singapore requested clarifications concerning the reporting obligations according to the draft Regulation and wondered whether any reporting would only be shared among the Contracting Parties of the 1958 Agreement. The Co-Chair of the TF explained that the current draft did not impose reporting on existing cyber security threats. He explained that there were already information sharing platforms such as Automotive Information Sharing and Analysis Center (AutoISAC) in the United States of America. GRVA invited the TF to address the question raised.
- GRVA resumed discussion on the paragraphs 5.3.1.-5.3.3. The expert from the Russian Federation explained that provisions regarding the competencies of Technical Services should be introduced in Schedule 2 to the 1958 Agreement. He added that GRVA-05-42 was not enough and that not trusting Approval Authorities was not a good idea, as it would be time consuming and expensive. He stated that the Database for Exchange of Type Approval documentation (DETA) could have a useful role to play, that the TF could be entitled to learn from type approvals and propose relevant Regulation amendments to GRVA, as necessary, and he proposed the corresponding regulatory wording (GRVA-05-51). The expert from the Republic of Korea stated that these paragraphs could be misused. The expert from CEN proposed an alternative procedure based on the so-called common criteria approach and referred to WP.29-179-28 and WP.29-179-29. The TF Co-Chair noted that the common criteria approach was not complete. The expert from FIA introduced GRVA-05-16. GRVA requested the TF to provide comments on this document. GRVA noted to availability of GRVA-05-02 reproducing ISO/SAE DIS 21434 addressing aspects of the draft Regulation but not the mutual recognition aspect.
35. The Secretary produced a consolidation of the draft Regulation based on the input received during the session (GRVA-05-05/Rev.1). GRVA agreed to use this consolidation as a basis for further work until the next GRVA session.

17. GRVA requested the Secretary to consolidate the ALKS, DSSAD and VMAD documents (GRVA-05-07-Rev.1). GRVA discussed on this basis open items such as the terms in the formula in paragraph 5.2.5.2. (GRVA-05-44), the parameters to be registered by DSSAD, the content of Appendix 1 to Annex 4 etc. The Secretary produced two other revisions in the course of the week, which were used by GRVA to build consensus. The outcome of the session on ALKS is reflected in GRVA-05-07-Rev.3. GRVA agreed to use this version in preparation of the sixth GRVA session.

The expert from OICA, recalling the purpose of GRVA-04-44, introduced ECE/TRANS/WP.29/GRVA/2020/12 with an amendment proposal of the normalized angle (A) amplitude requirement when performing the “sine with dwell” test procedure described in UN Regulation No. 140. He explained that this amendment would be necessary as the current requirement was not suitable for some future steering equipment which would have significantly lower steering gear ratios.
62. The expert from the Republic of Korea introduced GRVA-05-11 proposing to keep the text of UN Regulation No. 140 and UN GTR No. 8 aligned. The experts from the United States of America and Canada offered comments and agreed to review the proposal.
63. GRVA adopted ECE/TRANS/WP.29/GRVA/2020/12 as amended by Annex V of the session report (based on GRVA-05-56) and requested the secretariat to submit it to WP.29 and AC.1 as draft supplement to UN Regulation No. 140 for consideration and vote at their June 2020 sessions. GRVA supported the initiative of the Republic of Korea. 13. The Secretary produced upon request of GRVA a consolidated version of the draft UN Regulation on ALKS based on the input received during the session (GRVA-06-02-Rev.1). The expert from OICA introduced GRVA-06-16 with amendment proposal to the revision 1. After each half day session, the Secretary produced revised consolidation reflecting the current state of the discussions. GRVA adopted GRVA-06-02-Rev.4 and requested the secretariat to submit it (without square brackets) as a draft new UN Regulation on ALKS to WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their June 2020 sessions. GRVA decided that the collection of data to determine the competent and careful driver model as per Appendix 3 to Annex 4 shall be performed in order to gather information and allow Type Approval Authorities to provide feedback to the IWG on VMAD.

29. The representative from CITA introduced GRPE-81-18 and GRPE-81-19 proposing the introducing of Particulate Number (PN) reference value tests in UN Regulations Nos. 24 and 83, that could be used, for example, as part of roadworthiness tests during the lifetime of the vehicle. The representative from CITA explained this first introduction to the documents was primarily aiming at gathering the interest of GRPE to work on such issue.
30. The representative from OICA regretted that both informal documents had been submitted soon before GRPE, and therefore limited time was available to carefully study the proposals. He highlighted GRPE-81-19 was not in line with GRPE-81-28 proposed by OICA (para. 32). He finally wondered if the proposals from OICA would have an impact on the cost of Periodic Technical Inspections (PTI).
31. The representative from EC deplored a premature proposal given the importance of the issue for assessing Diesel Particulate Filters (DPFs) deterioration. She stated the EC would be willing to redefine the test included in UN Regulations Nos. 24 and 83 to include PN. The representatives from NL, which is likely to include PN tests during PTI as of 2021, declared his willingness to work on a more refined proposal. The representative of Germany also supported the initiative and stated he would be happy to contribute.
32. The representative from OICA briefly introduced GRPE-81-28 proposing to remove UN Regulation No. 24 from the scope of UN Regulation No. 49. The representative from EC underlined such proposal was not on the table at this stage.
33. The Chair proposed GRPE to consider a full package during the next session of GRPE in January 2021 including the views of stakeholders having shown interest to work on the topic.

9. The Chair briefly introduced ECE/TRANS/WP.29/2020/92 and ECE/TRANS/WP.29/2020/93 that were submitted to the June 2020 session of WP.29 from EU and Japan as amendments to the new UN Regulation No. [154] on WLTP already adopted by GRPE during the January 2020 session. Both documents proposed changes to improve the text emerging from the development of Amendment 6 to UN GTR No. 15. GRPE noted the amendments and thanked the Informal Working Group (IWG) on WLTP and the Contracting Parties (CPs) involved in the preparation of these documents.
10. The representative from OICA introduced GRPE-81-30 and GRPE-81-35, amended by GRPE-81-29-Rev.1 during the session. These documents contained clarifications to UN Regulation No. [154] on WLTP. As requested during the last session of GRPE (ECE/TRANS/WP.29/GRPE/80, para. 15), these documents were aimed at providing guidance to future users of UN Regulation No. [154] on WLTP. The secretariat then introduced GRPE-81-36 presenting various options to provide visibility to such clarification / guidance documents. GRPE agreed to create a new section on the GRPE website, similar to those appearing in the GRE and GRBP sections, under " Documents for reference only", where GRPE-81-29-Rev.1 would be uploaded.

9. The Chair briefly introduced ECE/TRANS/WP.29/2020/92 and ECE/TRANS/WP.29/2020/93 that were submitted to the June 2020 session of WP.29 from EU and Japan as amendments to the new UN Regulation No. [154] on WLTP already adopted by GRPE during the January 2020 session. Both documents proposed changes to improve the text emerging from the development of Amendment 6 to UN GTR No. 15. GRPE noted the amendments and thanked the Informal Working Group (IWG) on WLTP and the Contracting Parties (CPs) involved in the preparation of these documents.
10. The representative from OICA introduced GRPE-81-30 and GRPE-81-35, amended by GRPE-81-29-Rev.1 during the session. These documents contained clarifications to UN Regulation No. [154] on WLTP. As requested during the last session of GRPE (ECE/TRANS/WP.29/GRPE/80, para. 15), these documents were aimed at providing guidance to future users of UN Regulation No. [154] on WLTP. The secretariat then introduced GRPE-81-36 presenting various options to provide visibility to such clarification / guidance documents. GRPE agreed to create a new section on the GRPE website, similar to those appearing in the GRE and GRBP sections, under " Documents for reference only", where GRPE-81-29-Rev.1 would be uploaded.

20. The expert from Germany reiterated his proposal (ECE/TRANS/WP.29/GRSP/2019/18) and referred to agenda item 3(a) (see paragraph 4). The expert from OICA introduced GRSP-67-07 as a counterproposal, aimed at clarifying the issue that vehicle height has an influence on the test results of headform and legform tests, and consequentially all possible vehicle heights up to a driving speed of 11.1 m/s (40 km/h) should be considered to be relevant for impact with a pedestrian. Germany stated its agreement, in general, with the OICA proposal but suggested further clarifications. GRSP agreed to resume discussion at its December 2020 session on the basis of a potentially revised proposal from the experts of Germany, the United Kingdom and OICA.

43. The expert of OICA introduced document GRSG-118-26, which contains proposed amendments to ECE/TRANS/WP.29/GRSG/2020/11.
44. Following detailed technical discussions, further comments from experts from Germany, Japan, Sweden, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA concerning the amendments proposed in GRSG-118-26, GRSG decided to keep document ECE/TRANS/WP.29/GRSG/2020/11 on amendments to UN Regulation No. 125 on the agenda of the October meeting of the group and requested that document GRSG-118-26 is converted into an official document and submitted for consideration at the October 2020 session of GRSG.

54. The expert from the European Commission recalled discussions by GRSG experts under the agenda item 11 at the 118th session of GRSG (see: ECE/TRANS/WP.29/GRSG/98), which resulted in the deferral of consideration of the proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/11) and of document GRSG-118-26 amending the official proposal, to the current session of GRSG. The objective of the proposal was to extend the scope of the UN Regulation No. 125 to allow for the possibility to apply field of vision prescriptions to N1 category vehicles.
55. The expert of OICA introduced the updated proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/31 (based on ECE/TRANS/WP.29/GRSG/2020/11 as amended by GRSG-118-26)), and document GRSG-119-23 amending the proposal.
56. Following detailed technical discussions, including further comments from experts from Germany, Japan, the Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG decided to defer considerations related to amendments to UN Regulation No. 125, based on a revised text of ECE/TRANS/WP.29/GRSG/2020/31 and incorporating GRSG-119-23, to its April 2021 session.

64. The expert from OICA introduced document GRSG-118-27, the table of GRSG Regulations – Review for automated driving, containing a table of UN Regulations under the auspices of GRSG that may require amending as a result of the introduction of automation technologies in vehicles, in particular concerning the concept and role of the “driver”. Upon review, GRSG agreed to keep document GRSG-118-27 on the agenda for its next session in October 2020, possibly in an updated format.

74. The expert from OICA recalled document GRSG-118-27, “the table of GRSG Regulations – Review for automated driving”, presented at the 118th session of GRSG, containing a table of UN Regulations under the auspices of GRSG that may require amending as a result of the introduction of automation technologies in vehicles, in particular concerning the concept and role of the “driver”.
75. The expert from Germany highlighted the regulations listed in GRSG-118-27 that would require GRSG consideration with respect to the definition of driver in the context of vehicle automation.
76. The experts from OICA and Finland stated that in the context of vehicle automation, definition of new categories of vehicles may need to be considered within R.E.3, asserting the case of autonomous shuttles as an example.
77. The Secretary of GRVA updated GRSG on the activities of GRVA and WP.29 regarding vehicle automation, recalling the adoption by WP.29 of UN Regulations Nos. 155, 156 and 157 at its June 2020 session. He also recalled that, at the September 2020 session of GRVA, Contracting Parties submitted amendments proposal for UN Regulation No. 157 on Automated Lane Keeping System (ALKS), to extend the scope to heavy vehicles, to extend the speed up to 130 km/h, and to allow lane changes. He recalled that matters related to vehicle automation should be discussed under the umbrella of the Framework document on automated/autonomous vehicles, and invited GRSG to, in the process of discussing amendments to the Framework document, provide inputs concerning vehicle categories and their precise definitions.
78. Upon review and discussion, GRSG decided to continue consideration of document GRSG-118-27, as part of the agenda of the April 2021 session of the group. The Chair of GRSG underlined that, when examining amendments to GRSG regulations, due consideration should be taken with regard to mentions of the “driver” in those regulations for the purpose of evaluating whether modifications to the definition are called for in the context of vehicle automation. He further stated that GRSG would consult WP.29/AC.2 whether the Framework document can incorporate the matter of vehicle categories as one of the priorities.

117. The expert from OICA recalled document GRSG-118-27, “the table of GRSG Regulations – Review for automated driving”, presented at the 118th and 120th session of GRSG, containing a table of UN Regulations under the auspices of GRSG that may require amending as a result of the introduction of automation technologies in vehicles, in particular concerning the concept and role of the “driver”. She proposed the inclusion of Automated/Autonomous Shuttles for future discussions at GRSG under this agenda item, to consider how those vehicles may be categorized.
118. The expert from AAPC supported the proposed examination of vehicle categorization in the context of technological developments allowing automation of commercial vehicles, including definitions in S.R.1 and R.E.3.
119. GRSG decided to continue consideration of document GRSG-118-27, as part of the agenda of the October 2021 session of the group. The Chair of GRSG underlined that, when examining amendments to GRSG regulations, due consideration should be taken with regard to mentions of the “driver” in those regulations for the purpose of evaluating whether modifications to the definition are called for in the context of vehicle automation. He further stated that due consideration should be given to corresponding revisions of Resolutions that contain relevant definitions, to make update them and render compatible for automated driving.

33. The expert from the European Commission introduced document ECE/TRANS/WP.29/GRSG/2020/10, the proposal for amendments to UN Regulation No. 93 on Front underrun protection (FUP).
34. The representative of OICA presented GRSG-118-28, containing OICA’s position on proposed amendments to UN Regulation No. 93 as envisaged through document ECE/TRANS/WP.29/GRSG/2020/10, and reaffirming OICA’s support for document ECE/TRANS/WP.29/2020/83.
35 GRSG agreed to resume consideration of document ECE/TRANS/WP.29/GRSG/2020/10 at its next session in October 2020, possibly as a revised proposal based on bilateral discussions.
36. GRSG reviewed ECE/TRANS/WP.29/2020/83 on amendments to UN Regulation No. 93 and agreed to re-submit it for consideration and vote to the WP.29/AC.1 session in November 2020.

21. The expert from OICA introduced document GRSG-118-32, containing the position of the organization concerning the proposed UN Regulation on MOIS. Emphasizing that OICA did not want to delay the adoption of the proposed new UN regulation, he requested that the following statement be reflected in report of the 118the session of GRSG: Currently there are no systems in the market which are designed to fulfil the MOIS requirements. “The current overall practical technology maturity level is strongly based on to-be-validated theoretical and functional analyses. Therefore, industry highlighted the aspect of current technology performance limitation under real life conditions, as mentioned in paragraph 0.7 of the draft regulation introduction. OICA cannot guarantee that, at the time of entry into force of the draft regulation on uniform provisions concerning the approval of motor vehicles with regard to the Moving Off Information System for the Detection of Pedestrians and Cyclists (document GRSG-118-06): i) the available technology (sensors and software algorithm), when installed in the vehicles, is robust enough under all real-life conditions; ii) the available technology (sensors and software algorithm), when installed in the vehicles, reaches a satisfying balance between HMI efficiency and driver’s acceptance.”

30. The expert from OICA recalled document GRSG-118-32, considered at the 118th session of GRSG, containing the position of the organization concerning the proposed UN Regulation on MOIS. He explained that GRVA-07-20 also incorporated GRVA-07-15, GRVA-07-16 and GRVA-07-19. He withdrew GRVA-07-18. The expert from AVERE supported the OICA proposal. GRVA-07-29 superseded by GRVA-07-32. GRVA had remained divided on such amendments since its fourth session.

GRVA adopted ECE/TRANS/WP.29/GRVA/2020/27 as amended by GRVA-07-10 (see Annex VI of the session report), ECE/TRANS/WP.29/GRVA/2020/28 as amended by GRVA-07-11 (see Annex VII) and ECE/TRANS/WP.29/GRVA/2020/35 as amended by GRVA-07-53 (see Annex VIII). GRVA requested the secretariat to submit them for consideration, decision on the 1-step or 2-step approach in November 2020 and vote by WP.29 and AC.1 at their March 2021 sessions.

16. GRSP resumed discussion on the proposal (ECE/TRANS/WP.29/GRSP/2020/4) that had been tabled by the experts from Japan and the European Commission on behalf of the Task Force to amend the requirements concerning post-crash electrical safety in the event of frontal collision, which aimed to transpose GTR No. 20, Phase 1 into the framework of the 1958 Agreement (see ECE/TRANS/WP.29/GRSP/66, paragraph 32). The expert from Japan introduced GRSP-67-20-Rev.1 amending the definition of REESS. At the same time, the expert from OICA introduced GRSP-67-27 to amend transitional provisions.
17. GRSP adopted ECE/TRANS/WP.29/GRSP/2020/4, as amended by Annex VI to the session report. The secretariat was requested to submit the proposal as the draft 04 series of amendment to UN Regulation No. 94, for consideration and vote at the November 2020 sessions of WP.29 and AC.1. Finally, GRSP also agreed to start discussion on similar amendments for UN Regulations Nos. 12 (Steering mechanism) and 135 (Pole side impact (PSI)) on the basis of proposals to be tabled by the experts of the Netherlands and other concerned parties.

GRSP resumed consideration on a proposal (ECE/TRANS/WP.29/GRSP/2020/10 and amendment GRSP-67-12) tabled by the expert from the Netherlands aimed at identifying hydrogen-fuelled buses which would be consistent with already existing regulated identification for Liquid Petroleum Gas, Compressed Natural Gas and Liquid Natural Gas fuelled buses. The expert from OICA introduced GRSP-67-29 amending, among others, the proposed transitional provisions. GRSP agreed to resume discussion of this subject at its December 2020 session based on a revised proposal tabled by the expert from the Netherlands in cooperation with the expert from OICA.

The expert from OICA informed GRSG about the progress of work and discussions that had taken place at meetings of the Task Force on Key Definition (GRSG-119-28), related to the definition and other aspects of “Digital Key”. She explained the need to further develop the proposal for amendments to UN Regulation No. 116 (ECE/TRANS/WP.29/GRSG/2020/24), as there was still a need to reach consensus on several open matters, as listed in GRSG-119-28. In this respect, the aim of the Task Force was to submit a revision of the official document (ECE/TRANS/WP.29/GRSG/2020/24) to the April 2021 session of GRSG. She invited delegates to submit proposals and comments to the Task Force.
51. GRSG decided to continue consideration of document ECE/TRANS/WP.29/GRSG/2020/24, concerning the definition of keys, on the basis of a revised proposal, at its April 2021 session.

The secretariat sought guidance from GRSG concerning references to UN Regulations No. 97 and No. 116 as amended by Supplements 8 to the 01 series of amendments and 7 to the 01 series of amendments, respectively, that had been in square brackets in paragraph 4.8 of the new draft UN Regulations on Immobilizers (ECE/TRANS/WP.29/GRSG/2020/26, adopted at the 119th session of GRSG), the removal of which would allow the approval of immobilizers and alarm systems in accordance with the new draft UN Regulations on Immobilizers and Alarm Systems as well as in accordance with UN Regulations No. 97 and No. 116.
12. GRSG requested the secretariat to remove the square brackets in paragraph 4.8 of document ECE/TRANS/WP.29/GRSG/2020/26, and to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.

The expert from the European Commission recalled discussions by GRSG experts under the agenda item 11 at the 118th session of GRSG (see: ECE/TRANS/WP.29/GRSG/98), which resulted in the deferral of consideration of the proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/11) and of document GRSG-118-26 amending the official proposal, to the current session of GRSG. The objective of the proposal was to extend the scope of the UN Regulation No. 125 to allow for the possibility to apply field of vision prescriptions to N1 category vehicles.
55. The expert of OICA introduced the updated proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/31 (based on ECE/TRANS/WP.29/GRSG/2020/11 as amended by GRSG-118-26)), and document GRSG-119-23 amending the proposal.
56. Following detailed technical discussions, including further comments from experts from Germany, Japan, the Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG decided to defer considerations related to amendments to UN Regulation No. 125, based on a revised text of ECE/TRANS/WP.29/GRSG/2020/31 and incorporating GRSG-119-23, to its April 2021 session.

52. The expert from Japan, Co-Chair of the IWG on Advanced Emergency Braking Systems (AEBS) for M1 and N1 vehicles, reported (GRVA-07-70) on the outcome produced by the group. He introduced ECE/TRANS/WP.29/GRVA/2020/26 with clarifications regarding, among others, response to failure, false reaction avoidance, sensor misalignment and automatic deactivation. He also introduced ECE/TRANS/WP.29/GRVA/2020/27 including provisions for the approval of AEBS covering Car to Bike scenarios (“1-step” approach) and mentioned the alternative proposals by OICA (“2-step approach).
53. The expert from OICA presented alternative proposals: ECE/TRANS/WP.29/GRVA/2020/28 and ECE/TRANS/WP.29/GRVA/2020/35. They include transitional provisions for specific cases with regards to the Car to Bike scenarios (GRVA-07-12, GRVA-07-72 and GRVA-07-74). He explained that the provisions developed by the group included lower speeds than those managed by existing vehicles meeting the corresponding test in New Car Assessment Test Programmes. He added that covering lower speeds would require modifying existing vehicles equipped with such systems, to cover larger sensor field of view.
54. GRVA adopted ECE/TRANS/WP.29/GRVA/2020/26 as amended by GRVA-07-09 (see Annex V of the session report) and requested the secretariat to submit it as supplement to the 00/01 series of amendments to UN Regulation No. 152 (AEBS) for consideration and vote by WP.29 and AC.1 at their March 2021 sessions.

17. The expert from Germany presented GRVA-07-63, introducing ECE/TRANS/WP.29/GRVA/2020/32 with a proposal for amendments to UN Regulation No. [157] (ALKS), aimed at increasing the maximum speed (from 60 km/h to 130 km/h) for ALKS. She also introduced a second proposal (ECE/TRANS/WP.29/GRVA/2020/33) aimed at introducing provisions for ALKS performing lane changes. The experts from Austria, China, Denmark, European Commission, France, Italy, the Netherlands, Norway, Republic or Korea, Sweden and UK were rather supportive. They provided ideas and technical comments to improve the proposals. The expert from Switzerland opposed to the proposed speed increase (up to 130 km/h), stating that it would be counterproductive and as Switzerland was reviewing traffic rules based on the adopted 60 km/h. The experts from Japan, Canada and USA did not support the proposals and referred to FDAV as the reference document guiding the work of GRVA on automation. The expert from SAFE stated the need for a clear roadmap, mentioned the challenges for the Technical Services and the Approval Authorities with regards to Level 3 technologies and supported the comments from the European Commission regarding the need for a Regulation addressing Automation on motorways.
18. It was recalled that the expert from UK was working on a proposal for provisions for lane change during the minimum risk manoeuvre.
19. The expert from OICA presented GRVA-07-26, introducing a proposal for amendments to UN Regulation No. [157] (GRVA-07-31), aimed at extending the scope of the Regulation to heavy vehicles. They recalled that these vehicle categories were already in the scope of the activities of the former IWG on Automatically Commanded Steering Function (ACSF), which drafted UN Regulation No. [157].
20. GRVA noted that its work priorities on automation were defined by WP.29 in the FDAV. GRVA also noted that a number of Contracting Parties were willing to work on amendments to UN Regulation No. [157] and therefore decided to consult the Administrative Committee for the coordination of work (AC.2).
21. The expert from the Russian Federation introduced GRVA-07-07, highlighting some inconsistencies between the different parts of UN Regulation No. [157]. He mentioned discrepancies on the use of the term “system”. He questioned the need for Appendix 3 to Annex 4. He then introduced amendment proposal GRVA-07-06 on behalf of the European Commission and the Russian Federation. The expert from OICA responded to the proposal (GRVA-07-59). He also briefly introduced GRVA-07-30, proposing editorial changes to the Regulation and GRVA-07-21 with substantial amendments to the Regulations.
22. The Chair mentioned other informal documents (GRVA-07-27, GRVA-07-45, GRVA-07-56, GRVA-07-62 and GRVA-07-66), proposing amendments to UN Regulation No. [157] and invited the stakeholders to prepare a consolidated document with amendment proposals that could generate consensus at GRVA. Interested parties developed GRVA-07-69-Rev.1.
23. GRVA adopted the amendment proposals marked in green and yellow in GRVA-07-69-Rev.1 (see Annex III of the session report). GRVA requested the secretariat to correct the abbreviations, as appropriate, and to submit it without the text in red as supplement to UN Regulation No. [157], for consideration and vote by the World Forum for Harmonization of Vehicle Regulations (WP.29) its Administrative Committee for the 1958 Agreement (AC.1) at their March 2021 sessions.
24. Following the interpretation request by the expert from France (GRVA-07-39), GRVA agreed that ALKS should in principle detect “approaching emergency vehicles” as per traffic rules, noting that a definition of approaching emergency vehicles as well as other clarifications should be developed as soon as possible.

46. The expert from OICA recalled the purpose of ECE/TRANS/WP.29/GRVA/2020/16 and presented GRVA-07-22, inserting provisions in the Regulation for the approval of Risk Mitigation Function. He recalled that existing systems could no longer be approved according to the 03 series of amendments. GRVA agreed to resume discussion on this item and requested the secretariat to insert a corresponding agenda item in the provisional agenda for the next GRVA session.

50. The expert from OICA presented GRVA-07-23 concerning the approval of hand off level 2 systems. He presented considerations aimed at understanding the principles under which such technology could be acceptable as a driver assistance system. The expert from Japan explained that such technology had not been reported to cause a specific safety risks, in his country. The expert from the Netherlands opposed to the proposal and stated the need to differentiate Level 2 from Levels 3-4 to avoid confusion and overreliance by drivers. The expert from ETSC expressed concerns about the safety of such systems.
51. GRVA agreed to consult AC.2 on appropriate activities regarding so-called “hands off” level 2 technologies.

18. It was recalled that the expert from UK was working on a proposal for provisions for lane change during the minimum risk manoeuvre.
19. The expert from OICA presented GRVA-07-26, introducing a proposal for amendments to UN Regulation No. [157] (GRVA-07-31), aimed at extending the scope of the Regulation to heavy vehicles. They recalled that these vehicle categories were already in the scope of the activities of the former IWG on Automatically Commanded Steering Function (ACSF), which drafted UN Regulation No. [157].

GRVA also noted that a number of Contracting Parties were willing to work on amendments to UN Regulation No. [157] and therefore decided to consult the Administrative Committee for the coordination of work (AC.2).

He mentioned discrepancies on the use of the term “system”. He questioned the need for Appendix 3 to Annex 4. He then introduced amendment proposal GRVA-07-06 on behalf of the European Commission and the Russian Federation. The expert from OICA responded to the proposal (GRVA-07-59). He also briefly introduced GRVA-07-30, proposing editorial changes to the Regulation and GRVA-07-21 with substantial amendments to the Regulations.
22. The Chair mentioned other informal documents (GRVA-07-27, GRVA-07-45, GRVA-07-56, GRVA-07-62 and GRVA-07-66), proposing amendments to UN Regulation No. [157] and invited the stakeholders to prepare a consolidated document with amendment proposals that could generate consensus at GRVA. Interested parties developed GRVA-07-69-Rev.1.
23. GRVA adopted the amendment proposals marked in green and yellow in GRVA-07-69-Rev.1 (see Annex III of the session report). GRVA requested the secretariat to correct the abbreviations, as appropriate, and to submit it without the text in red as supplement to UN Regulation No. [157], for consideration and vote by the World Forum for Harmonization of Vehicle Regulations (WP.29) its Administrative Committee for the 1958 Agreement (AC.1) at their March 2021 sessions.
24. Following the interpretation request by the expert from France (GRVA-07-39), GRVA agreed that ALKS should in principle detect “approaching emergency vehicles” as per traffic rules, noting that a definition of approaching emergency vehicles as well as other clarifications should be developed as soon as possible.

The expert from OICA responded to the proposal (GRVA-07-36). The expert from FIA agreed to respond to the challenges raised by the expert from OICA. The expert from the Russian Federation asked for more details about the Protection Profiles in practice. The expert from CEN recalled his submission of WP.29-179-27 provided for information to WP.29. The expert from China inquired about the nature of the Protection Profile, if it was a guidance or regulatory requirements. The expert from FIA responded that Protection Profiles are a methodology. GRVA invited the stakeholders to continue discussion at the IWG level. The expert from the Netherlands agreed to support this discussion.

61. The expert from OICA presented ECE/TRANS/WP.29/GRVA/2020/30 with provisions for the approval of Modular Vehicle Combinations and GRVA-07-71 amending it.
62. GRVA adopted ECE/TRANS/WP.29/GRVA/2020/30 as amended by GRVA-07-71 (see Annex X of the session report) and requested the secretariat to submit it as a supplement to the 11 series of amendments to UN Regulation No. 13 for consideration and vote by WP.29 and AC.1 at their March 2021 sessions.
63. GRVA noted that the International Standard Organization provided GRVA-07-35 to the WP.29 and subsidiary bodies with a copy of ISO 11992.

17. The expert from Germany presented GRVA-07-63, introducing ECE/TRANS/WP.29/GRVA/2020/32 with a proposal for amendments to UN Regulation No. [157] (ALKS), aimed at increasing the maximum speed (from 60 km/h to 130 km/h) for ALKS. She also introduced a second proposal (ECE/TRANS/WP.29/GRVA/2020/33) aimed at introducing provisions for ALKS performing lane changes. The experts from Austria, China, Denmark, European Commission, France, Italy, the Netherlands, Norway, Republic or Korea, Sweden and UK were rather supportive. They provided ideas and technical comments to improve the proposals. The expert from Switzerland opposed to the proposed speed increase (up to 130 km/h), stating that it would be counterproductive and as Switzerland was reviewing traffic rules based on the adopted 60 km/h. The experts from Japan, Canada and USA did not support the proposals and referred to FDAV as the reference document guiding the work of GRVA on automation. The expert from SAFE stated the need for a clear roadmap, mentioned the challenges for the Technical Services and the Approval Authorities with regards to Level 3 technologies and supported the comments from the European Commission regarding the need for a Regulation addressing Automation on motorways.
18. It was recalled that the expert from UK was working on a proposal for provisions for lane change during the minimum risk manoeuvre.
19. The expert from OICA presented GRVA-07-26, introducing a proposal for amendments to UN Regulation No. [157] (GRVA-07-31), aimed at extending the scope of the Regulation to heavy vehicles. They recalled that these vehicle categories were already in the scope of the activities of the former IWG on Automatically Commanded Steering Function (ACSF), which drafted UN Regulation No. [157].
20. GRVA noted that its work priorities on automation were defined by WP.29 in the FDAV. GRVA also noted that a number of Contracting Parties were willing to work on amendments to UN Regulation No. [157] and therefore decided to consult the Administrative Committee for the coordination of work (AC.2).
21. The expert from the Russian Federation introduced GRVA-07-07, highlighting some inconsistencies between the different parts of UN Regulation No. [157]. He mentioned discrepancies on the use of the term “system”. He questioned the need for Appendix 3 to Annex 4. He then introduced amendment proposal GRVA-07-06 on behalf of the European Commission and the Russian Federation. The expert from OICA responded to the proposal (GRVA-07-59). He also briefly introduced GRVA-07-30, proposing editorial changes to the Regulation and GRVA-07-21 with substantial amendments to the Regulations.
22. The Chair mentioned other informal documents (GRVA-07-27, GRVA-07-45, GRVA-07-56, GRVA-07-62 and GRVA-07-66), proposing amendments to UN Regulation No. [157] and invited the stakeholders to prepare a consolidated document with amendment proposals that could generate consensus at GRVA. Interested parties developed GRVA-07-69-Rev.1.
23. GRVA adopted the amendment proposals marked in green and yellow in GRVA-07-69-Rev.1 (see Annex III of the session report). GRVA requested the secretariat to correct the abbreviations, as appropriate, and to submit it without the text in red as supplement to UN Regulation No. [157], for consideration and vote by the World Forum for Harmonization of Vehicle Regulations (WP.29) its Administrative Committee for the 1958 Agreement (AC.1) at their March 2021 sessions.
24. Following the interpretation request by the expert from France (GRVA-07-39), GRVA agreed that ALKS should in principle detect “approaching emergency vehicles” as per traffic rules, noting that a definition of approaching emergency vehicles as well as other clarifications should be developed as soon as possible.
