31. The expert from OICA introduced GRPE-78-15 and summarized the workshop on the harmonization of heavy duty fuel economy measurements held by OICA earlier during the GRPE week. He thanked the secretariat for the assistance in organizing the event. He highlighted the high level of interest shown by all parties involved in the workshop.
32. The Chair encouraged GRPE to start activities in this topic. He suggested a follow-up workshop in January 2020 to gauge progress. The expert from OICA confirmed activities on this topic is of high priority to them, and he confirmed his willingness to organize such a workshop prior to the January 2020 session of GRPE.

7. The expert from OICA introduced ECE/TRANS/WP.29/GRPE/2019/8 and GRPE-78-27 clarifying the relationship between approval levels, reference fuels and particulate number limits for positive ignition engines and to modify the calculation formulae for determining evaporative emissions in accordance with changes already agreed in UN GTR No. 19. He stated that GRPE-78-27 superseded GRPE-78-16 and GRPE-78-16 has therefore not been introduced. He stated that some amendments were about harmonizing national legislation and SAE standards. The Chair insisted that ISO or SAE standards should fit the needs of UN Regulations and not that UN Regulations should align with ISO/SAE standards. The representative from the EC opposed to the change on SCR provisions and accepted the other amendments proposed. The representative from the UK and EC sought clarifications on the use of characters to reflect emission levels. The experts from EC and UK proposed minor corrections to ECE/TRANS/WP.29/GRPE/2019/8 and GRPE-78-27 that GRPE adopted as reproduced in Annex IV to the session report.

11. The expert from OICA introduced GRPE-78-20 proposing to amend UN Regulation No.101 to permit the measurement of fuel and energy consumption and CO2 emissions using road loads which are calculated according to the method used in EU correlation. The representative from EC sought clarifications on the use of CO2MPAS for this proposal. The representative from OICA explained that CO2MPAS formula are expected to be used for the calculation of road load coefficients, without using the CO2MPAS software itself. The representative from EC backed the proposal and requested that the EU JRC be involved in developing the working document. The Chair thanked the representative from OICA for initiating this effort and for making the latest legislative provisions available to all Contracting Parties.

48. The expert from OICA introduced ECE/TRANS/WP.29/GRSG/2019/7 to amend the definition of keys that take account of innovative vehicle alarms systems, such as silent alarm or door-unlocking using smart phone. She underlined the need to distinguish between a key as an electronic solution and as hardware/software used to transfer this electronic solution. Several experts raised concerns on security issues of already existing keys and locking systems. GRSG agreed on the urgent need to work on cybersecurity issues of such new innovative keys for locking/unlocking. The Chair invited all experts to share their thoughts with the expert from OICA and to send her their proposals. GRSG agreed to resume consideration of this subject at its next session based on a revised official document by OICA which took account of the comments received.

The expert from OICA presented GRSG-117-31 amending ECE/TRANS/WP.29/GRSG/2019/07 to amend the definition of keys that take account of innovative vehicle alarms systems, such as silent alarm or door-unlocking using smart phone. GRSG agreed that further work was needed and to this end considered establishment of a task force. Experts of France, Germany, Netherlands and United Kingdom showed interest in this work.

37. The expert from Germany introduced document GRSG-118-10, containing the position of Germany concerning the objectives of UN Regulation No. 116, including the proposal for supplement 7 to UN Regulation No. 116 as proposed through document ECE/TRANS/WP.29/GRSG/2019/7, presented at a previous session of GRSG, and its interlinkages with the upcoming regulation on cyber security. He invited GRSG to request an assessment of the expected significance of the upcoming cyber security regulation for the envisaged amendments to UN Regulation No. 116 via the GRVA Secretary at the Task Force on R116 Key.
38. The expert from OICA informed GRSG about the progress of work and discussions that had taken place at meetings of the Task Force on R116 KEY. She recommended that document GRSG-117-31-Rev.1 is issued as an official document for consideration at the next meeting of GRSG in October 2020.
39. Following detailed technical discussions, further comments from experts from Germany, Netherlands, Sweden and OICA, GRSG invited the Task Force on R116 KEY to proceed with the activities at its next session in September 2020, invited Contracting Parties to provide leadership to the Task Force, agreed to continue discussions concerning this matter at upcoming GRSG sessions and requested the secretariat to issue GRSG-117-31-Rev.1 as an official document for consideration at its next session in October 2020 as well as to consult GRVA on the questions at hand, as proposed by the representative of Germany, at the upcoming session of GRVA in September 2020.

11. The expert of OICA raised the issue of uncertainties of sound emission measurements according to UN Regulation No. 51 and some other UN Regulations (GRB-69-15). He pointed out that the uncertainties included variations within the same test laboratory (run-to-run), variations in the ambient conditions and equipment properties (day-to-day) and variations between test laboratories and road surface conditions (site-to-site). The expert from ISO reported on field experience for measuring variations according to ISO 16254 (GRB-69-26). To reduce variations and improve repeatability and reproducibility of the results, he suggested that a single microphone should be replaced with an array of microphones.
12. The experts from Germany and France proposed to address non-negligible differences in sound performance when conformity of production (CoP) tests were not carried out in the same conditions as the type approval tests (GRB-69-05). The proposal introduced conditions and procedures to be followed for test tracks comparison and for corrections to be applied on Lurban. GRB welcomed this initiative as an important starting point for further work and invited GRB experts to support it with real data.
13. GRB stressed the importance of addressing measurement uncertainties and pointed out the need to establish a new task force to this end. While OICA volunteered to provide secretariat support to the task force, GRB was not in a position to identify a governmental expert who would take the lead, due to the limited resources of competent authorities. Nevertheless, GRB was of the view that the task force should start activities as soon as possible, even without a formal leader. GRB requested the ECE secretariat to establish a dedicated website for the task force and suggested that it should meet in conjunction with the meetings of other IWGs, in order to reduce the travel expenses of participants. GRB also invited its Chair to report to the Committee for Coordination of Work (WP.29/AC.2) on the issue.

37. The expert from OICA introduced GRVA-02-24 (based on ECE/TRANS/WP.29/GRVA/2018/2), proposing to insert in the Regulation some provisions for ACSF of Category C with a two-step Human Machine Interface (HMI) approach. The expert from the Netherlands disagreed with the proposed seven seconds as the time during which the second deliberate action by the driver should take place while this time for the one-step HMI approach (latest time by which an automatic initiation should occur), already in force, is limited to five seconds. The expert from France supported the proposal and showed flexibility on the seven seconds value to reach consensus among CPs. The expert from Germany asked whether this proposal would allow one single vehicle to be equipped with both a one-step HMI and a two-step HMI and how the combination of both would work. GRVA invited OICA to consider the issues raised by the experts and requested the secretariat to distribute the proposal with an official symbol for review at its September 2019 session.

33. The expert from OICA introduced ECE/TRANS/WP.29/GRPE/2019/11 and GRPE-79-27-Rev.1 that amended the footnote 9 in table 1 of Annex 5 to introduce an alternative for the measurement of power of charge-air-cooled engines. The representative from United Kingdom of Great Britain and Northern Ireland required clarifications on considerations about the test temperature and potential concerns about tests being done at extreme temperatures. Amendments were provided in GRPE-79-27-Rev.1. GRPE supported the new proposal in GRPE-79-27-Rev.1 as reproduced in Annex V of the session report.
34. GRPE endorsed the proposal and requested the secretariat to submit Annex V of the report to WP.29 and the AC.1 for consideration and vote at their November 2019 sessions as draft Supplement 10 to UN Regulation No. 85.

68. The representative from OICA introduced ECE/TRANS/WP.29/GRPE/2019/13 proposing amendments to Annex 4 to Mutual Resolution R.E.3. on market fuel quality recommendations. The representative from Netherlands asked if and when can the market fuel quality recommendations be updated for Non-Road Mobile Machinery (NRMM). The representative from OICA stated that EUROMOT supported the initiative and that they might want to update the section about NRMM in the future.
69. The representatives from Netherlands, Spain and EC supported the proposal.
70. The Chair highlighted that fuel quality was of paramount importance to deliver on sustained low emissions from cars, as both cleaner fuels and advanced emission control systems were needed to deliver on cleaner tailpipe emissions. Using the right fuel quality represented an essential prerequisite to a successful and long-lasting improvement of air quality.
71. He suggested that it would be important to include all vehicle categories in this document to provide a more comprehensive guidance to countries on the compatibility of vehicles emissions control systems and fuel quality requirements. The representative from IMMA supported the proposal from OICA, AECC and CLEPA and recognized fuel quality was an important topic. IMMA would consider covering the issue once the transposition of UN GTR No. 2 into a UN Regulation would be completed.
72. GRPE adopted ECE/TRANS/WP.29/GRPE/2019/13 and requested the secretariat to submit it to WP.29 and AC.3 for consideration and vote at their November 2019 sessions.

36. The representative of OICA introduced WP.29-177-20 on the views of OICA on certifying automated / autonomous vehicles and on the “Multi-pillar Approach for the Certification of Automated Vehicles”. He emphasised the importance for the industry that the contracting parties would harmonize performance requirements for automated vehicles. He also introduced WP.29-177-20/Add.1 with a consolidated table on the items in guidelines issued by contracting parties. He called for an exchange with the contracting parties on these items.
37. The representative from Japan stated that Japan as well as other contracting parties were willing to exchange views with OICA, including on WP.29-177-20/Add.1.
38. The representative of the United States of America welcomed the proposals and input from the industry (represented by AAPC, CLEPA and OICA).

45. The expert from OICA presented GRSG-116-40-Rev.1 on the historical highlights and progress of the splitting of UN Regulation No. 116 (GRSG-116-09-Rev.1). She reported on the status of ECE/TRANS/WP.29/GRSG/2017/23, ECE/TRANS/WP.29/GRSG/2017/24/ Rev.1, ECE/TRANS/WP.29/GRSG/2017/25 and its Corr.1, as reflected in GRSG-116-06-Rev.1, GRSG-116-07 and GRSG-116-08. She invited all interested experts to send her their final comments not later than by the end of May 2019 to allow her to set up a TF to review the proposals and to prepare, in due time, the final versions of the draft official documents for submission to the secretariat. She added that the provisions of Annex 5 on ElectroMagnetic Compatibility (EMC) should be scrutinized by the Working Party on Lighting and Light-Signalling (GRE), particularly by its TF on EMC.
46. GRSG endorsed the request. The Chair announced that he would inform the GRE Chair in the near future, and WP.29 at its June 2019 session. GRSG agreed to resume discussions at its next session based on official documents.

45. The expert from OICA presented GRSG-116-40-Rev.1 on the historical highlights and progress of the splitting of UN Regulation No. 116 (GRSG-116-09-Rev.1). She reported on the status of ECE/TRANS/WP.29/GRSG/2017/23, ECE/TRANS/WP.29/GRSG/2017/24/ Rev.1, ECE/TRANS/WP.29/GRSG/2017/25 and its Corr.1, as reflected in GRSG-116-06-Rev.1, GRSG-116-07 and GRSG-116-08. She invited all interested experts to send her their final comments not later than by the end of May 2019 to allow her to set up a TF to review the proposals and to prepare, in due time, the final versions of the draft official documents for submission to the secretariat. She added that the provisions of Annex 5 on ElectroMagnetic Compatibility (EMC) should be scrutinized by the Working Party on Lighting and Light-Signalling (GRE), particularly by its TF on EMC.

52. The expert from OICA recalled that the purpose of ECE/TRANS/WP.29/GRSG/2018/23 was to correct the scope of the UN Regulation. The expert from the Russian Federation proposed further editorial corrections and amendments (GRSG-116-15) which allow contracting parties to apply the relevant requirements to assess compliance of Accident Emergency Call Devices (AECD) designed for installation on vehicles of categories other than M1 and N1. The expert from OICA introduced GRSG-116-10 that clarified the application of an AECD approval and that proposed to continue with a new series of amendments that would give an appropriate lead time for the industry. Both proposals received general support and several comments. The expert from the Russian Federation welcomed the proposed amendments and volunteered to prepare two official documents for GRSG at its next session: (a) a draft supplement with the corrections and clarifications and (b) a draft 01 series of amendments with the broader scope and the transitional provisions.
53. GRSG welcomed that offer and agreed to resume consideration of this subject at its next session based on a revised, official documents by the Russian Federation.

70. The expert from OICA presented GRSG-116-29 on the possible installation of aerodynamic devices on commercial vehicles cabs to improve aerodynamic performance. She introduced GRSG-116-28 that amends the provisions of UN Regulation No. 58 to allow installing such aerodynamic devices at the rear end of vehicles. She added that the provisions of new Annex 8 should ensure that aerodynamic devices shall not compromise the functionality of rear underrun protection devices. GRSG noted general support for the proposal. The expert from Canada informed GRSG that the installation of such aerodynamic devices had been allowed in his country since 2013 and announced that he would share a study by his Government on this subject at the next GRSG session. The expert from Sweden was of the opinion that new Schedule 8 of the 1958 Agreement would allow virtual testing methods for such aerodynamic devices. The expert from Japan preferred to add a clarification that aerodynamic devices should be omitted when measuring the dimensions (e.g. length) of the vehicle. The expert from EC proposed to proceed with the proposal as a Supplement to the UN Regulation as the new requirements were not mandatory and only considered as optional “if fitted” requirements.
71. GRSG agreed to resume consideration of this subject at its next session based on a revised proposal by OICA to be circulated, if available, as an official document.

45. The expert from OICA presented GRSG-116-40-Rev.1 on the historical highlights and progress of the splitting of UN Regulation No. 116 (GRSG-116-09-Rev.1). She reported on the status of ECE/TRANS/WP.29/GRSG/2017/23, ECE/TRANS/WP.29/GRSG/2017/24/ Rev.1, ECE/TRANS/WP.29/GRSG/2017/25 and its Corr.1, as reflected in GRSG-116-06-Rev.1, GRSG-116-07 and GRSG-116-08. She invited all interested experts to send her their final comments not later than by the end of May 2019 to allow her to set up a TF to review the proposals and to prepare, in due time, the final versions of the draft official documents for submission to the secretariat. She added that the provisions of Annex 5 on ElectroMagnetic Compatibility (EMC) should be scrutinized by the Working Party on Lighting and Light-Signalling (GRE), particularly by its TF on EMC.
46. GRSG endorsed the request. The Chair announced that he would inform the GRE Chair in the near future, and WP.29 at its June 2019 session. GRSG agreed to resume discussions at its next session based on official documents.

58. GRSG noted ECE/TRANS/WP.29/2019/2 and WP.29-177-19 on the work priorities of WP.29 and AC.3 on automated/connected vehicles and their decision that GRSG should resume its work on developing a new UN Global Technical Regulation (UN GTR) on Event Data Recorder (EDR).
59. The expert from OICA presented GRSG-116-42 on the position of the automotive industry to support developing this a new UN regulation on EDR and, in parallel, a Data Storage System for Automated Driving vehicles (DSSAD). She added that discussions on DSSAD had already taken place at the Working Party on Automated/Autonomous and Connected Vehicles (GRVA), particularly in its IWG on Automatically Commanded Steering Functions (ACSF). She concluded that the functions of both systems, EDR and DSSAD, were different but the hardware could be the same and, therefore, should be developed in parallel. The experts from Germany and CLEPA endorsed that position and underlined the urgency to work on these subjects.
60. The expert from the Netherlands suggested establishing an informal working group under GRSG and GRVA to develop draft regulatory proposals for new UN regulations on EDR for conventional and automated/autonomous vehicles, and on DSSAD. The experts from China and Japan welcomed that initiative and offered to contribute to the activities. GRSG agreed on the need to establish an IWG on EDR/DSSAD (possibly under GRSG and GRVA).
61. The expert from the Netherlands introduced GRSG-116-43 (tabled jointly by the experts from Japan and the Netherlands) which proposed a first draft of the terms of reference and rules of procedure for the new IWG on EDR/DSSAD. GRSG considered the document in detail and noted some amendments to the proposal, given in GRSG-116-43-Rev.1. GRSG also noted several concerns on the feasibility of the tasks within the timeline as stipulated in paragraphs 6 and 7 of the proposal. GRSG requested the secretariat to transmit GRSG-116-43-Rev.1 to GRVA for further consideration at its special June 2019 session.
62. Following the intervention of some delegations on the urgency of these new activities, GRSG agreed to proceed, in the meantime, on the basis of a TF on EDR.
63. GRSG agreed to resume consideration of this subject at its next session in October 2019 based on the outcome of TF meetings. The Chair announced that he would inform the World Forum WP.29, the Coordination Committee AC.2 and the Executive Committee AC.3 at their forthcoming sessions in June 2019.

18. The expert from the GRE special interest group introduced a consolidated proposal for a new 07 series of amendments (ECE/TRANS/WP.29/GRE/2019/11, GRE-81-09 and GRE-81-10). The expert from France proposed an additional modification (ECE/TRANS/WP.29/GRE/2019/4). Following in-depth discussion, GRE agreed that, given the complexity of the proposal, further work should be pursued by means of a task force. The experts from the Netherlands and Finland volunteered to act as Chair and Co-Chair, respectively, while the expert from OICA agreed to become secretary. GRE noted that the next session of the special interest group/task force would be convened on 16 and 17 May 2019 at the OICA office in Paris (GRE-81-24). The expert from SAE invited the task force to also address the earlier proposal of SAE on side retro-reflectors (GRE-80-17). Finally, GRE agreed to continue consideration of proposals for a new 07 series of amendments at the next session.

With a new test procedure, the manufacturer can demonstrate that deactivation of the airbag is not needed. He explained that the proposal aimed to promote new airbag technologies while ensuring the current level of protection for children in rearward faced CRS. GRSP agreed to resume discussion on this subject at its December 2019 session and requested the secretariat to distribute GRSP-65-08 with an official symbol.

26. The expert from Germany informed GRSP that TF on UN Regulation No. 80 had not started work due to the absence of new proposals as an alternative to the previous proposal ECE/TRANS/WP.29/GRSP/2018/10, that had aimed at removing Appendix 5 (static test requirements and procedure) from UN Regulation No. 80. The expert from OICA introduced GRSP-65-29-Rev.1 which proposed a compromise to the complete deletion of the static test as the static test will provide the basis for a simpler testing of small projects or Class I vehicles. He proposed a two-step approach: (a) the first step was presented with GRSP-65-29 Rev.1 with more stringent requirement for the attachments and fittings of the seat and (b) the second step would be a revision of the static and dynamic test. The expert from the United Kingdom acknowledged the need of small manufacturers to retain a static test as alternative and supported the proposal as a viable compromise. The experts from Finland, Italy and Russian Federation expressed similar views. The expert from Germany acknowledged that GRSP-65-29-Rev.1 had partially solved the problem of construction and fixation, and thus should be intended as a compromise that could be improved in the future. The expert from the Netherlands suggested that in the future, only the dynamic test should be used. Finally, GRSP adopted GRSP-65-29-Rev.1, as reproduced in Annex IV of the session report. The secretariat was requested to submit GRSP-65-29-Rev.1 as new 04 series of amendments to UN Regulation No. 80, for consideration and vote at the November 2019 sessions of WP.29 and AC.1.

30. The experts from the Netherlands and OICA introduced GRSP-65-33-Rev.1 (superseding ECE/TRANS/WP.297GRSP/2019/3) which proposed functional safety requirements that focused on other categories of vehicles other than M1. The expert from the United States of America reminded GRSP that harmonization shall be kept when UN GTR No. 20 was transposed into UN Regulation No. 100. GRSP agreed to distribute GRSP-65-33-Rev.1 with an official symbol to the December 2019 session of GRSP, awaiting a proposal of amendments that align UN Regulation No. 100 to UN GTR No. 20.
31. The expert from the Russian Federation introduced GRSP-65-07, proposing further improvement of functional safety requirements. The expert from Japan suggested that this extensive revision of safety requirements should be handed over to the IWG on UN GTR No. 20, Phase 2 to be compared or aligned with their ongoing work on the UN GTR. GRSP agreed with the proposal of Japan and to refer it to IWG UN GTR No. 20, Phase 2 and, to resume discussion at its December 2019 session.

37. The expert from France introduced ECE/TRANS/WP.29/GRSP/2019/13, clarifying that rear doors on the impacted side which were not directly struck by the pole, might be subjected to heavy loads. He proposed a similar amendment that had already been adopted for UN Regulation No. 95. The expert from OICA introduced GRSP-65-36, agreed with the expert from France to delete the applied force on the front door. Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2019/13, as amended by Annex VI to the session report and requested the secretariat to resume discussion at its May 2019 session and to submit it as Supplement 2 to the original series and to the 01 series of amendments to UN Regulation No. 135, for consideration and vote at the November 2019 sessions of WP.29 and AC.1.

16. The expert from OICA introduced GRPE-79-10 requiring clarification on the consolidation of ECE/TRANS/GRPE/2017/2 into UN Regulation No. 83. The representative from EC suggested that the issue identified could originate from how the document was drafted. The Chair accepted the request for clarification was valid and acknowledged the request for guidance from GRPE on consolidation interpretation when needed. The Chair confirmed that paragraph 1.1. consolidated with Supplement 10 and 5 to the 06 and 07 series of amendments to UN Regulation No. 83 should read: “1.1. | This Regulation shall apply to vehicles of categories M1, M2, N1 and N2 with a reference mass not exceeding 2,610 kg. At the manufacturer’s request, type approval granted under this Regulation may be extended from vehicles mentioned above to M1, M2, N1 and N2 vehicles with a reference mass not exceeding 2,840 kg and which meet the conditions laid down in this Regulation. At the manufacturer’s request, type approval granted under this Regulation may be extended from vehicles mentioned above to special purpose vehicles of categories M1, M2, N1 and N2 regardless of their reference mass. The expert from OICA introduced ECE/TRANS/WP.29/GRPE/2019/11 and GRPE-79-27-Rev.1 that amended the footnote 9 in table 1 of Annex 5 to introduce an alternative for the measurement of power of charge-air-cooled engines. The representative from United Kingdom of Great Britain and Northern Ireland required clarifications on considerations about the test temperature and potential concerns about tests being done at extreme temperatures. Amendments were provided in GRPE-79-27-Rev.1. GRPE supported the new proposal in GRPE-79-27-Rev.1 as reproduced in Annex V of the session report.
34. GRPE endorsed the proposal and requested the secretariat to submit Annex V of the report to WP.29 and the AC.1 for consideration and vote at their November 2019 sessions as draft Supplement 10 to UN Regulation No. 85.

36. The representative of United Kingdom recalled the challenge of assuring the safety of these new vehicles as well as the ideas proposed by the industry (multi-pillar approach) and IWG on VMAD. He mentioned several activities related to scenario databases around the world and highlighted that industry were developing their own databases for research and product development purposes. He proposed that WP29 should consider the need for a separate independent database for regulators with the direct oversight of the contracting parties and the ECE. An expert from the United Kingdom introduced WP.29-178-29 which presents their work on a Multi-User Scenario Catalogue for Connected and automated vehicles (MUSICC). He explained what was to be understood as a scenario and presented the vision proposed by United Kingdom: a scenario-based certification process, and proposed that the scenario catalogue would be stored at ECE, for the purpose of simulated tests, physical tests and other processes leading to the certification of a vehicle. He raised the question whether this vision was shared.
37. The representative of France supported the proposal made by the representative of United Kingdom. He welcomed the effort made to develop a common language for descripting and parametrizing scenarios that could be classified according to their criticality. He mentioned WP.29-178-20, prepared by the representative of OICA, providing information on a number of activities in various countries and encouraged them to continue this compilation work.
38. The representative of Japan, Co-Chair of the IWG on VMAD, confirmed that this vision is shared by WP.29 because the framework document adopted at this session of WP.29 included it and allocated it to VMAD IWG. He recalled the current IWG activities and invited the experts of MUSICC to contribute to IWG on VMAD.
39. The representative of Germany expressed interest in this matter and agreed to investigate. He recalled that establishing a database was difficult and that such activities could build on the electronic database for the exchange of type approval documentation (DETA) to be hosted at ECE.

55. The expert from OICA introduced ECE/TRANS/WP.29/GRSG/2019/17 to use more colours to convey information via existing tell-tales. Upon request by experts from different contracting parties, she explained the principle colour coding, namely “green” for function running, “yellow” for information warning, “red” for danger warning, “white” for information and “blue” for information of high beam.
56. GRSG adopted ECE/TRANS/WP.29/GRSG/2019/17 and requested the secretariat to submit it to WP.29 and AC.1 as draft supplement 04 to the 01 series of amendments to UN Regulation No. 121 for consideration at their March 2020 sessions.

The expert from OICA presented ECE/TRANS/WP.29/GRSG/2019/30 on the position of escape hatches on M2 buses of Classes A and B in the transition from the 05 and 06 series of amendments to UN Regulation No. 107. Following clarification on the positioning of escape hatches in the vehicles concerned and adjustment of language used (GRSG-117-54), GRSG adopted ECE/TRANS/WP.29/GRSG/2019/30 as amended and reproduced in Annex II to this report. The secretariat was requested to submit it to WP.29 and AC.1 as draft Supplement 7 to the 06 series of amendments, Supplement 2 to the 07 series of amendments and Supplement 2 to the 08 series of amendments to UN Regulation No. 107 for consideration at their March 2020 sessions.

To facilitate the discussion, the expert from OICA prepared a consolidated version of amendments (GRBP-70-26-Rev.1). The expert from Italy pointed out the need for a transitional provision. Finally, GRBP adopted the proposal, as contained in Annex II of the session report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2020 sessions as a draft Supplement 6 to the 03 series of amendments to UN Regulation No. 51.

The proposal received comments (and GRVA extended the discussion after the end of the official meeting time, without interpretation and without decisions or conclusions).
37. Following further discussion, GRVA adopted the proposal as amended (GRVA-04-43) and reproduced in Annex IV. GRVA requested the secretariat to submit it to WP.29 and AC.1, for consideration and vote at their March 2020 sessions.

34. The expert from AVERA presented GRVA-04-53, introducing ECE/TRANS/WP.29/GRVA/2019/26, ECE/TRANS/WP.29/GRVA/2019/27 and ECE/TRANS/WP.29/GRVA/2019/28. The presentation contained videos, simulations and fleet data supporting the proposals for amendments to UN Regulation No. 79. The presenters referred to a driving demonstration organized by Tesla in conjunction with GRVA to justify their statements. The proposal received some comments. The contracting parties were not opposed to an evolution of the regulatory provisions based on experience, if the assurance of safety is provided. The expert from AVERE presented revised proposals GRVA-04-41 and GRVA-04-42 aimed at addressing comments received. GRVA noted that some parts of the proposals were also addressed by the proposal submitted by the expert from OICA and agreed to review it.
35. GRVA welcomed the proposal from the expert from the United Kingdom, who volunteered to lead activities on the review of the three AVERE proposals as well as the amendment proposal tabled by OICA in GRVA-04-08 with the aim to prepare a formal proposal until November 2019 in order to meet the deadline for submission of documents for the February 2020 session of GRVA.

The expert from France introduced ECE/TRANS/WP.29/GRVA/2019/19 proposing amendments to UN Regulation No.79 based on experience gathered by France, Germany and the Republic of Korea since the entry into force of the 03 series. The proposal received comments (see GRVA-04-09, GRVA-04-46). GRVA adopted the proposal as amended (GRVA-04-47) as reproduced in Annex III, as supplement to the 03 series of amendments to UN Regulation No.79 and requested the secretariat to submit it to WP.29 and AC.1, for consideration and vote at their March 2020 sessions.

The 01 series of amendments aims at increasing the performance requirements in the Car to Pedestrian

GRVA-04-39, proposing further amendments to Appendix 2 of Annex 3.
47. The expert from OICA introduced GRVA-04-12 with editorial amendments.
48. The expert from the Russian Federation proposed an editorial correction in para. 7.1.
49. The expert from OICA introduced GRVA-04-11, supporting the provisions in the proposed para. 6.10. for a statistical approach to evaluating AEBS performance on the basis of unsuccessful tests. GRVA decided to reconsider this proposal at its next session. The expert from China informed that their draft national standard included such considerations. He mentioned that his country would consider GRVA’s decision on this point to support harmonization, if timing allows.
50. GRVA adopted the proposal as amended (GRVA-04-51) with the deletion of the proposed para. 6.10, the correction to para. 7.1 and the amendments proposed in GRVA-04-12 and GRVA-04-39. GRVA requested the secretariat to submit it as Supplement 1 to UN Regulation No. [152] to WP.29 and AC.1 for consideration and vote at their March 2020 sessions.

The expert from OICA introduced GRVA-04-30 proposing amendments to UN Regulation No. 13 concerning the Type II-A test for Battery Electric Vehicles already discussed at the second session of GRVA. The expert from OICA stated the Type II-A test provisions would have weight, packaging and costs implications for BEVs. GRVA noted the safety rationale behind the Type II-A requirement and that technologies to achieve compliance impacted equally on vehicles with other propulsion systems. The expert from CLEPA stated that they support the activity presented by OICA and that they would contribute to the research of an acceptable solution.

The expert from EC presented ECE/TRANS/WP.29/GRSG/2019/19 proposing to update the provisions on frontal underrun protection to be approved as integrated part of the vehicle, and to allow more a rounded shape of cabs for better aerodynamic performance. The expert from OICA introduced GRSG-117-36 highlighting the need for keeping exceptions for vehicles of Category G and proposed to cover the issue of the scope in a separate proposal.
51. Following detailed technical discussions and adjustment of language used (GRSG-117-55), GRSG agreed to submit it to WP.29 and AC.1 as proposal for 01 series of amendments to UN Regulation No. 93 for consideration at their June 2020 sessions and thus providing for reconsideration by GRSG at its 118th session.

8. The expert from OICA presented ECE/TRANS/WP.29/GRSG/2019/30 on the position of escape hatches on M2 buses of Classes A and B in the transition from the 05 and 06 series of amendments to UN Regulation No. 107. Following clarification on the positioning of escape hatches in the vehicles concerned and adjustment of language used (GRSG-117-54), GRSG adopted ECE/TRANS/WP.29/GRSG/2019/30 as amended and reproduced in Annex II to this report. The secretariat was requested to submit it to WP.29 and AC.1 as draft Supplement 7 to the 06 series of amendments, Supplement 2 to the 07 series of amendments and Supplement 2 to the 08 series of amendments to UN Regulation No. 107 for consideration at their March 2020 sessions.

16. The experts from France and Germany presented an updated proposal for amendments to UN Regulations Nos. 48 and 148, which introduce conditions for the use of logos of the vehicle or body manufacturer inside the illuminating surface of a signalling lamp (ECE/TRANS/WP.29/GRE/2019/28 and GRE-82-32). The expert from CLEPA proposed adding the logo of the lamp manufacturer (GRE-82-20). The expert from OICA suggested a modified definition of “manufacturer logo” (GRE-82-36).
17. Several experts expressed their preference to completely prohibit the use of logos inside the lamps on safety concerns, while some others pointed out that road safety would not be compromised, as the lamps should meet all requirements in the respective UN Regulations. Some experts wondered whether the use of letters inside the logos was allowed. Following an in-depth discussion, GRE agreed that the “manufacturer logo” definition would need further clarification and invited the experts from France and Germany to submit a revised proposal for consideration at the next session. Pending the outcome of this discussion, GRE invited type approval authorities to refrain from granting type approvals to signalling lamps with logos inside the illuminating surface.
