73. The representative of the Russian Federation introduced WP.29-159-10 proposing a revised road map, developed in cooperation with the representative of CITA, as a way forward to update the UN Rules annexed to the 1997 Agreement. The World Forum adopted WP.29-159-10 as reproduced in Annex II to the report. The representative of the Russian Federation presented WP.29-159-13 proposing amendments to Rule No. 1 (Environment protection) to harmonize the provisions with those of the latest UN Regulations annexed to the 1958 Agreement and the EU Directives. WP.29 agreed to refer WP.29-159-13, with an official symbol, to its subsidiary Working Parties for detailed consideration at their next sessions.

74. Referring to ECE/TRANS/WP.29/2013/32, WP.29 noted that the GRs were in the process of revising the proposal for amendments to UN Rule No. 2.

51. GRSP noted the decision of WP.29 (ECE/TRANS/WP.29/1099, para. 69) to refer a proposal of amendments to UN Rule No. 2 to its subsidiary body (including GRSP), this would reduce differences with the corresponding EU directives (WP.29-158-21 now available as official document ECE/TRANS/WP.29/2013/32). GRSP requested its experts to provide comments on this proposal by its May 2013 session.

45. Upon the decision of WP.29 (see reports ECE/TRANS/WP.29/1099, para. 69 and ECE/TRANS/WP.29/1102, para. 73), GRSG considered both official documents ECE/TRANS/WP.29/2013/32 and ECE/TRANS/WP.29/2013/64 proposing amendments to UN Rule No. 2 and to UN Rule No. 1 respectively. These documents align the provisions with the corresponding European Union directives. GRSG noted a number of amendments as reflected in Annex VI of the meeting report [see the report addendum GRSG/83/Add.1]. The Chair volunteered to inform WP.29 on the results and requested the secretariat to submit the amendments to WP.29 for consideration at its session in June 2013 (see WP.29-160-11 and WP.29-160-12).

46. The expert from the Russian Federation introduced ECE/TRANS/WP.29/2013/32 and ECE/TRANS/WP.29/2013/64 proposing amendments to UN Rule No. 1 and UN Rule No. 2. GRE supported both documents without amendments.

49. GRSP endorsed ECE/TRANS/WP.29/2013/32, not amended, aimed at reducing differences between UN Rule No. 2 (roadworthiness) and the corresponding EU directives. GRSP requested the secretariat to submit the proposal to WP.29 as draft Revision 1 to UN Rule No. 2. GRSP also considered ECE/TRANS/WP.29/2013/64 (draft Revision 2 to Rule No. 1(environment)), for the safety aspect related to the fluid leaks. GRSP did not raise any comment to the proposal.

82. The representative of Italy, Chair of GRSG, informed the World Forum that his group had endorsed two corrigenda to the draft amendments of UN Rules Nos. 1 and 2, respectively WP.29-160-11 to ECE/TRANS/WP.29/2013/64 (UN Rule No. 1–environment) and WP.29-160-12 to ECE/TRANS/WP.29/2013/32 (UN Rule No. 2–roadworthiness). The representative of the United Kingdom, Chair of GRRF, recalled that his group recommended deferring the adoption of the amendment to UN Rule No. 2 awaiting the final revision of the corresponding EU Directive 2010/48/EU to fully harmonize them. The representative of the Russian Federation noted that other GRs endorsed, in principle, the two proposals. He volunteered to update them in cooperation with CITA and other CPs to the Agreement, integrating the comments received.
