Agreement 1: The Sub-group will consider UN R0 (IWVTA) of “Step 1” where national requirements are out of scope.

Agreement 2: The flexible IWVTA scheme proposed by OICA provide the possibility to issue IWVTA with limited recognition and therefore may require different approach of the principle of the 1958 Agreement that a CP applying a Regulation shall accept a type approval based on the latest series of the Regulation. Therefore, it may be necessary to stipulate a special treatment or a different framework about the acceptance or refusal of IWVTA of limited recognition in the 58 Agreement.

Consideration of flexible IWVTA scheme proposed by UNECE TD
Agreement 3: The principle of the 1958 Agreement can equally be applied to UN R0 and other Regulations annexed to the 1958 Agreement under flexible IWVTA scheme proposed by UNECE TD.

Agreement 4: In principle, it is not allowed to upgrade the earlier series of UN R0 by supplement amendment by Agreement 3 above. This may reduce the flexible aspect from the IWVTA scheme to a large extent.
(Refer to Agreement 3 of the 2nd Sub-group “1958 Agreement” meeting. It says, “In principle earlier versions of Regulations will not be subject to further changes. However, changes of these earlier versions can be made if the changes are inevitable and have legitimate reasons.”)

Action item 1: Japan will prepare a document illustrating two options (flexible IWVTA scheme requiring special framework in the 1958 Agreement proposed by OICA and less flexible IWVTA scheme requiring no special framework in the 1958 Agreement proposed by UNECE TD) which hopefully will be relatively easy to understand for ASEAN countries at a forum to be held in Manila in early December.

-The document No.IWVTA-SGR0-03-03 does not reflect outcome of discussions at 3rd Sub-group meeting “UN R0” so it will be replace by the new document mentioned at Action item 1 above.
