During the consultations, the experts reviewed the proposal tabled by the experts from France and Ireland to insert a reference to ISO/IEC 17021:2015 in Schedule 2 to the 1958 Agreement, aiming to provide the prerequisite requirements for the designation of technical services for UN Regulations that contain auditing provisions. The experts supported the intention of the proposal, they proposed to refer to the relevant sections of that standards to avoid practical and administrative difficulties, they consulted the secretariat on ways to introduce lead-time for such requirements.
82. GRVA noted ECE/TRANS/WP.29/GRVA/2025/37 and agreed to resume consideration of this topic in September 2025 on the basis of an updated proposal.
70. The representative of France presented a proposal for amendments to Schedule 2 to the 1958 Agreement, tabled by France and Ireland, to clarify the criteria for the nomination of technical services for UN Regulations with auditing provisions by referencing ISO/IEC 17021 requirements.
71. GRVA noted that GRPE had adopted provisions relating to management systems in UN Regulation No. 133 (Reusability, recyclability and recoverability). GRVA invited the Chair to inform WP.29 in November 2025. GRVA noted the reference of the Draft International Standard (DIS) in document ECE/TRANS/WP.29/GRVA/2025/47. GRVA requested the secretariat to submit the proposal (with reference to DIS) for consideration at the March 2026 sessions of WP.29 and AC.1.
52. The representative of Germany, Chair of GRVA, introduced document ECE/TRANS/WP.29/2026/2, proposing an amendment to Schedule 2 to the 1958 Agreement, reflecting that the UN Regulations increasingly contain process-audit-related provisions and therefore making sure that the technical services accommodate this evolution. The World Forum considered this draft amendment and recommended its submission to AC.1 for voting, with the following update: paragraphs 1.2. and 2.2., for ISO 17020:2025 read ISO 17020:2026.
