UN GTR13: Proposal for an amendment

Proposal to amend UN R134 regarding hydrogen and fuel cell vehicles. The amendment clarifies requirements for supply lines serving additional thermally activated pressure relief devices (TPRDs) on compressed hydrogen storage systems. It specifies that supply lines must be constructed from metallic materials, demonstrate mechanical integrity through qualification tests excluding drop tests, and establishes handling procedures to prevent damage. The proposal also defines container attachments and refines test procedures for burst pressure, drop impact, permeation, and localized leak testing.

6. The expert from OICA presented informal documents GRSP-77-47 and GRSP-77-48 and announced the intention of one of the contracting parties to the 1998 Agreement participating in the Task Force amending UN Regulation No. 134 (TF-R134) to submit a request for authorization to develop an amendment to UN Global Technical Regulation No. 13 to the June sessions of WP.29 and AC.3.

8. Following the adoption by the Executive Committee of the 1998 Agreement (AC.3) in its November 2025 session of the request for authorization to develop an amendment to UN GTR No. 13 (ECE/TRANS/WP.29/2025/161), GRSP endorsed informal document GRSP-77-48 (as reproduced in annex III), and requested the secretariat to submit it as a proposal for an amendment 2 to UN GTR No. 13 to the June 2026 sessions of WP.29 and AC.3.
