Draft Terms of Reference for a Task Force Group under GRPE to develop a framework for terms, definitions and classifications regarding vehicle propulsion systems.

101. WP. 29 endorsed the proposal of the Chair of GRPE for establishing an informal working group on Vehicle Propulsion System Definitions (VPSD), under the chairmanship of Germany (WP.29-156-26). The World Forum approved the terms of reference of the informal working group as reproduced below:
(a) VPSD under GRPE will be chaired by Germany, participation is open for everybody.
(b) VPSD will work in close cooperation with the informal working group on Worldwide harmonized Light vehicles Test Procedures, subgroup on the Development of the Test Procedure (WLTP-DTP) and the WLTP drafting manager.
(c) VPSD shall:

  • (i) Review existing UN Regulations and UN GTRs concerning terms, definitions and classifications regarding vehicle propulsion systems.
  • (ii) Review the related definitions in the current draft of the WLTP GTR.
  • (iii) Develop a proposal for a frame system of terms, definitions and classifications regarding vehicle propulsion systems for the introduction into the Consolidated Resolution on the Construction of Vehicles (R.E.3) and on the Special Resolution No. 1 (S.R.1).

1. LabProcICE reported on the working progress (see document WLTP-DTP-09-05). Several bilateral meetings held between LabProcICE and drafting coordinator to deliver input to draft gtr text.

2. Definitions will be put into a database to be able to handle the amount of definitions. General documents of the GRPE-chair (document WP.29-156-26) concerning the definitions will be considered. DTP is responsible to deliver definitions for GTR-text. DC will schedule web Conferences with DTP-Subgroups for further progress on definitions.

3. Multimode-Gearboxes:

  • a. Proposal for excluded modes and definition for default mode commonly agreed (see LabProcICE-119).
  • b. New Reservations by COM and NL since last LabProcICE-meeting regarding the default mode procedure:
    • i. Alternative Proposal to test best and worst case instead of default mode.
    • ii. Decision will be taken after VP2.

4. Evaluation Issues for Validation 2 (See Guidance document WLTP-DTP-09-10):

  • a. Multiple issues addressed, that must be evaluated after finishing VP2;
  • b. Decision on Evaluation Issues must be prepared in August. Therefore a fundamental input must be given out of VP2.

5. Road Load Determination

  • a. Reservations by COM since last LabProcICE-meeting concerning the table of running resistances, that the default factors should be representative for the worst case.
  • b. Validation of RLD necessary. VTF is considered to be responsible for the organization of the validation. VTF-chair will be informed by DTP-chair.

6. Measurement equipment: Part 1066 compliant test cells are WLTP compliant as well (but not vice-versa).

80. The Chair of GRPE introduced WP.29-156-26, containing the terms of reference for a task force group under GRPE to develop a framework system of terms, definitions and classifications on vehicle propulsion systems. He mentioned that, even if the activity of the VPSD would have an impact on the work of several GRs and their informal groups, he expected WLTP to be the main informal group concerned. He underlined that this activity is expected to build bridges across different areas of work in the WP.29 framework. Given the need to start the activities of this informal group, he invited GRPE experts to contact him if they want to be involved in this work, and he requested the secretariat to allocate a specific item on the next GRPE agenda to this task.
