Draft proposal for a mandate to develop two different types of tests:

a) In-service-conformity (ISC) testing to be done by the manufacturer and the authority responsible for issuing the emission type approval and intended to assess the durability of emission control systems over a certain period of use.

b) Verification testing typically to be done by an independent third party, i.e. an authority not involved in the initial type approval process, NGOs or the manufacturers’ peers, in order to check the integrity of the initial approval test itself and to ensure that the use of (partially inevitable) test flexibilities by the manufacturer is limited.
