Light Vehicle Emissions Type Approval Test Procedure

Series of Amendments, Supplements, and Corrigenda

Proposal for a new UN Regulation on uniform provisions concerning the approval of light duty passenger and commercial vehicles with regards to criteria emissions, emissions of carbon dioxide and fuel consumption and/or the measurement of electric energy consumption and electric range.

Proposal to correct errors and clarify provisions in the draft UN Regulation on WLTP.

9. The Chair briefly introduced ECE/TRANS/WP.29/2020/92 and ECE/TRANS/WP.29/2020/93 that were submitted to the June 2020 session of WP.29 from EU and Japan as amendments to the new UN Regulation No. [154] on WLTP already adopted by GRPE during the January 2020 session. Both documents proposed changes to improve the text emerging from the development of Amendment 6 to UN GTR No. 15. GRPE noted the amendments and thanked the Informal Working Group (IWG) on WLTP and the Contracting Parties (CPs) involved in the preparation of these documents.

10. The representative from OICA introduced GRPE-81-30 and GRPE-81-35, amended by GRPE-81-29-Rev.1 during the session. These documents contained clarifications to UN Regulation No. [154] on WLTP. As requested during the last session of GRPE (ECE/TRANS/WP.29/GRPE/80, para. 15), these documents were aimed at providing guidance to future users of UN Regulation No. [154] on WLTP. The secretariat then introduced GRPE-81-36 presenting various options to provide visibility to such clarification / guidance documents. GRPE agreed to create a new section on the GRPE website, similar to those appearing in the GRE and GRBP sections, under " Documents for reference only", where GRPE-81-29-Rev.1 would be uploaded.

9. The Chair briefly introduced ECE/TRANS/WP.29/2020/92 and ECE/TRANS/WP.29/2020/93 that were submitted to the June 2020 session of WP.29 from EU and Japan as amendments to the new UN Regulation No. [154] on WLTP already adopted by GRPE during the January 2020 session. 17. The representative from EC briefly introduced ECE/TRANS/WP.29/2021/56 and ECE/TRANS/WP.29/2021/57 (together with GRPE-82-10 and GRPE-82-11 as track changes version respectively) that were submitted to the March 2021 session of WP.29 from the representatives from EU and Japan as amendments to UN Regulation No. 154. Both documents proposed changes to correct some mistakes found during the development of Amendment 6 to UN GTR No. 15. GRPE noted the amendments proposals and thanked the Contracting Parties (CPs) involved in the preparation of these documents.

19. GRPE endorsed GRPE-82-38 and requested the secretariat to upload a clean version of GRPE-82-38 under “Documents for reference only” on the GRPE website.

42. The Chair of GRPE (Netherlands) reported to WP.29 on the results achieved by GRPE during its eighty-second session (for more details see the report of the session ECE/TRANS/WP.29/GRPE/82).

43. GRPE endorsed a proposal for a new series of amendments to UN Regulation No. 49 (Emissions of compression ignition and positive ignition (LPG and CNG) engines), along with proposals for Supplements 14, 16 and 13 to the 05, 06 and 07 series of amendments to UN Regulation No. 83 (Emissions of M1 and N1 vehicles), Supplement 6 to the 03 series of amendments to UN Regulation No. 24 (Visible pollutants, measurement of power of C.I. engines (Diesel smoke)) and Supplement 10 to the 01 series of amendments to UN Regulation No. 101 (CO2 emission/fuel consumption). GRPE also endorsed a proposal for a new Amendment 4 to UN GTR No. 4. Finally, GRPE endorsed a request for authorization to develop a new UN GTR on durability of after treatment devices for two- and three- wheeled motor vehicles.

44. GRPE endorsed the amendments as proposed in WP.29 documents ECE/TRANS/WP.29/2021/56 and ECE/TRANS/WP.29/2021/57 to be adopted during the March 2021 sessions of WP.29 and AC.1.

45. GRPE requested the GRPE ambassador to International Whole vehicle Type Approval (IWVTA) to ask for removal of UN Regulation No.154 and forthcoming UN Regulation No. [XXX] on RDE from the list of candidates for IWVTA Phase 2. GRPE also required the ambassador to seek guidance from the IWG on IWVTA on how to include provision related to Repair and Maintenance Information and On-Board Diagnosis into UN Regulation No. 0.

46. GRPE agreed to upload further clarification document to UN regulation No. 154 under the section for “Documents for reference only” on the GRPE website to assist Contracting Parties willing to apply this UN Regulation.

47. GRPE decided to hold a workshop on future powertrain alternative for heavy duty vehicles during the next session of GRPE in June 2021.

87. The representative from the European Union introduced ECE/TRANS/WP.29/2021/56 and ECE/TRANS/WP.29/2021/57 that include clarifications and corrections identified by the IWG on Worldwide harmonized Light vehicles Test Procedure (WLTP) during the development of the Amendment 6 to UN GTR No. 15.

88. The Chair of WP.29 recalled that the Chair of GRPE confirmed under agenda item 3.5.3 (para 44. of this report) that GRPE endorsed those proposals from Japan and the European Union during its last session in January 2021. The representative from OICA highlighted further improvements to UN regulation No. 154 have been identified and are expected to be reviewed by GRPE during its June 2021 session.

89. Draft amendments under agenda items 4.11.1 and 4.11.2 were submitted to AC.1 for voting, subject to the following modification in documents ECE/TRANS/WP.29/2021/56 and ECE/TRANS/WP.29/2020/57:
In paragraph 8.2.3.2., Figure 8/1, replace “A8/1” with “8/1”.

Proposal to introduce particle number requirements and limits for Level 1B. The proposal also aligns the particulate measurement procedures with changes introduced in GTR No 15 Amendment 6 and other adaptations to technical progress.

10. The representative from OICA introduced GRPE-85-09 and GRPE-85-15 proposing to correct the recursive formula calculating pass/fail criteria of CoP in the 05, 06, 07 Series of Amendments to UN Regulation No. 83 and the 02 and 03 Series of Amendments to UN Regulation No. 154. The representative from the EU informed GRPE that the proposal did not impact the EU as they use a different approach to pass/fail criteria of CoP tests. The representative from India supported the proposals and asked whether UN GTR No.15 should also be amended in a similar way. GRPE agreed to consider GRPE-85-09 as a working document in forthcoming sessions of GRPE.

11. The secretariat proposed to adopt GRPE-85-15 and to include it in revisions to ECE/TRANS/WP.29/2022/41 and ECE/TRANS/WP.29/2022/42 to be considered by WP.29 and AC.1 in March 2022. He prepared GRPE-85-45 and GRPE-85-46 respectively. The representative from Japan supported the proposals and added that they were flexible on the timing of implementation of such proposals.

12. GRPE adopted GRPE-85-45 and GRPE-85-46 as ECE/TRANS/WP.29/2022/41/Rev.1 and ECE/TRANS/WP.29/2022/42/Rev.1 respectively and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their March 2022 sessions as draft 02 and 03 series of amendments to UN Regulation No. 154 respectively.

Proposal to ensure that Level 2 is the latest version of this Regulation and is therefore subject to mutual recognition under the 1958 Agreement, given that there is a concurrent proposal to for an 02 series of amendments which introduces particle number requirements and limits for Level 1B. This proposal for a 03 series of amendments also aligns the particulate measurement procedures with changes introduced in GTR No 15 Amendment 6 as well as other adaptations to technical progress.
