6. The Chair of the Informal Working Group on Additional Sound Emission Provisions (IWG ASEP) proposed to introduce transitional provisions for Supplements 4 and 5 to the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/GRB/2019/9 and ECE/TRANS/WP.29/GRB/2019/11). GRB adopted these proposals and recalled that Supplement 5 would still be considered by WP.29 at its session in March 2019 (ECE/TRANS/WP.29/2019/4). To speed up the amendment process, GRB requested the secretariat to issue a revised version of ECE/TRANS/WP.29/2019/4 with the adopted transitional provisions.
7. GRB also noted that, during the adoption of Supplement 4 to the 03 series of amendments, a sentence in Annex 3, paragraph 3.1.2.1.4.2. had been deleted by mistake (ECE/TRANS/WP.29/GRB/2019/9). To restore the sentence, GRB requested the secretariat to issue a corrigendum to the Supplement which would be deemed applicable ab initio. 8. The Chair of IWG ASEP proposed a new Supplement 6 to the 03 series of amendments with the aim to correct a reference and to clarify the requirements for stationary sound (ECE/TRANS/WP.29/GRB/2019/10). The expert from Germany, supported by the expert from the Netherlands, raised several issues concerning the proposal. GRB decided to postpone the discussion to the next session and invited all parties concerned to prepare a revised wording which would address the concerns of the expert from Germany.

The expert from the Netherlands provided information on the 2018 update of the so-called Piek national regulation in the Netherlands on delivery noise of trucks (GRB-68-10, GRB-68-28) and solicited comments from GRB experts. He also requested GRB to include this subject in its long-term programme of work. The expert of OICA pointed out that the Piek measurement method should be harmonized with the loading conditions in the 03 series of amendments to UN Regulation No.51 and volunteered to take over this issue.

8. The expert from IWG ASEP presented GRB-68-03 on interpreting the general ASEP provisions in the last sentence of paragraph 6.2.3. of the 03 series of amendments to UN Regulation No. 51. IWG ASEP was of the view that the developed definitions and specifications were adequate and valid enough to satisfy the intention of this sentence. Outside the specified control range, IWG ASEP deemed it difficult to provide viable specifications. IWG ASEP suggested that the provided interpretation be used as guidance for manufacturers, technical services, and type approval authorities for the practical application during type approval, conformity of production, and market surveillance.
9. GRB endorsed GRB-68-03 and requested the secretariat to publish it as a reference document under a special folder on the GRB website. GRB also recommended IWG ASEP to keep this document for further consideration within the ongoing revision process of ASEP.

Proposal to add indoor testing, including ISO 362-3, as an alternative to the type approval tests in Annex 3. In addition, UN R51 allows the use mechanical or electronic devices to control the gear shifting and measures to avoid accelerations greater than 2.0 m/s2. However, the measures are not defined and the manufacturer or technical service is not obliged to document the methodology in the test report. This proposal introduces a table with examples for devices and measures for reference and would require documentation of methodology used.

Proposal to include the following transitional provision, “Until 18 months after the date of entry into force of the Supplement 3, it shall not apply to extensions of existing approvals, originally granted prior to the date of entry into force of Supplement 3.” This document was submitted after the WP.29 filing deadline in order to reflect recent developments. At its September 2017 session, GRB adopted a draft Supplement 3 to the 03 series of amendments to UN Regulation No. 51 and requested the secretariat to submit this proposal to the March 2018 session of WP.29. This was done in December 2017 (ECE/TRANS/WP.29/2018/7). At its next session in January 2018, GRB reviewed the proposal and decided to complement it with a new provision. The secretariat was requested to submit the modification as an addendum to the original WP.29 document (ECE/TRANS/WP.29/2018/7/Add.1).

9. GRB recalled the amendment proposals to Regulation No. 51 adopted at the previous session (ECE/TRANS/WP.29/2018/7) and addressed the pending issue on whether or not the adopted proposals would require a new series of amendments and/or transitional provisions. The experts from the Informal Working Group on Additional Sound Emission Provisions (IWG ASEP) and from OICA presented their views (GRB-67-14 and GRB-67-06). GRB agreed that the adopted proposals should become a new Supplement 3 to the 03 series of amendments to Regulation No. 51 and be accompanied with the following transitional provision (a new paragraph 11.9.): “11.9. | Until 18 months after the date of entry into force of the Supplement 3, it shall not apply to extensions of existing approvals, originally granted prior to the date of entry into force of Supplement 3.” |
10. GRB requested the secretariat to issue, as soon as possible, an addendum to ECE/ TRANS/WP.29/2018/7 with the above text, thus allowing Contracting Parties to prepare for its consideration at the forthcoming session of WP.29 in March 2018.

In particular, the GRB chair mentioned that GRB had adopted amendment proposals to Regulation No. 51 which would introduce an option of indoor testing, according to standard ISO 362-3, upon understanding that the Type Approval Authority could always mandate an outdoor test for verification. He further pointed out that GRB had addressed the pending issue of transitional provisions for the earlier amendment proposals to Regulation No. 51 which had been submitted to the March 2018 session of WP.29 as ECE/TRANS/WP.29/2018/7. GRB had agreed that these proposals should be introduced as a Supplement with an 18-month transitional period and requested the secretariat to issue an addendum to ECE/TRANS/WP.29/2018/7.

The expert from OICA proposed amendments to Regulation No. 51 with the aim to ensure transparency during the type approval process in situations where the manufacturer could either use mechanical or electronic devices to control the gear shift, or take measures to avoid accelerations greater than 2.0 m/s² (ECE/TRANS/WP.29/GRB/2018/2 and GRB-67-17). The proposal received questions and/or comments from the experts of China, France, Germany, Japan and ISO. GRB adopted the proposals, as contained in Annex III to the session report, and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their June 2018 sessions as a draft Supplement 4 to the 03 series of amendments to Regulation No. 51.

Extensive changes to UN R51 as developed mainly by the informal working group on Additional Sound Emission Provisions (ASEP II), but including further proposals submitted through GRB. All of these proposals were consolidated by GRB during its September 2017 session in Annex II to the session report. GRB intends to hold a final review of the changes, including whether they constitute a new series of amendments, during its January 2018 session, (i.e., prior to the March 2018 WP.29 session that will consider this document). The draft changes include proposals to - amend the scope to be design-neutral and reflect the driving situations covered by the Regulation;
- highlight that ASEP apply to vehicles and their electric sound enhancement systems such as the Audible Vehicle Alert System (AVAS) and silencers equipped with an active cancelling system
- update the “backfire” assessment procedure; and
- clarify the gear ratio anchor point in Annex 7 as defined via Annex 3
- Paragraph 1: The scope was originally drafted for the Annex 3 test which refers to normal urban driving. A proposed additional sentence covers the intention of Annex 7.
- Paragraph 2.8.1.: Adopt the wording from standard ISO 362-1:2015 for clarity. If an electric motor is not operational during the type approval tests, then its power must not contribute to the calculation of the power to mass ratio (PMR).
- Paragraph 2.24., table: Amendments regarding paragraph 2.2.7.4. of Annex 3 because paragraph 2.2.7.4. is new. Amendments also for line BB’ to reflect that the measurement will not end after line BB’. For the speeds vAA’, vBB’ and vPP’, a wrong reference coming from ISO was corrected.
- Paragraph 2.27.: A new definition of “kickdown” was introduced since this term is used in this Regulation. With a large variety of products, it is unclear what “kickdown” exactly means. This definition is a design neutral approach and reflects the intention of Annex 3 and Annex 7.
- Paragraph 2.28.: Prevention of downshift is a legal measure to ensure that the vehicle can be tested within the test conditions as specified by this Regulation.
- Paragraph 3.3.: Deletion of meaningless sentence given the requirement that the vehicles have to be loaded in order to be able to achieve the urban driving conditions as described in paragraph 3.1.2.2. of Annex 3. The sentence has similarly already been deleted in Regulation (EU) No. 540/2014.
- Paragraph 6.2.3.: Amend paragraph 11.6 to exempt vehicles with a serial hybrid drive train until July 2022 from ASEP since these vehicles do not have the internal combustion engine running within the control range of Annex 7 and therefore cannot yield valid test results.
- Annex 1, Appendix 1: For the test method according to 3.1.2.1 the pre-acceleration length may differ per gear ratio. In this case, it is necessary to report the pre-acceleration length per gear ratio.
- Annex 1, Appendix 2: Missing elements of the information document have been added, namely “0.2. type” and “3.2.6. pressure charger(s)”.
- Annex 3, paragraph 2.1.: Lower temperatures will lead to slightly higher test results due to an increased tyre rolling sound. Thus, testing at lower temperatures will be a disadvantage for the manufacturer. If for practical reasons the manufacturer wishes to carry out tests at lower temperatures, this shall be accepted by the type approval authority.
- Annex 3, paragraph 2.2.1.: For M1 and N1, the current provision has led to ambiguities about its meaning. The proposed new sentence clarifies the meaning. Further, the tolerances are broadened, as research shows, that the impact of the test mass can be neglected in a wide range. For M2, M3, N2 and N3, the current provision has led to ambiguities about its meaning. The proposed new sentence clarifies the meaning. If the test mass of the vehicle is equal to the target mass, the target mass shall be achieved with a tolerance of ±5 per cent according to equation (2) in paragraph 2.2.7.1. of Annex 3. Consequently this has to be valid also for the test mass mt. If the test mass of the vehicle is lower than the target mass according to equation (12) and (13) in paragraph 2.2.7.1. of Annex 3, the test mass shall be achieved with a tolerance of ±5 per cent. Concerning M2 and M3, for clarification and to avoid misunderstanding, the loading conditions for complete vehicles of category M2 (M > 3,500 kg) and M3 were aligned with the requirements for incomplete vehicles of category M2 (M > 3,500 kg) and M3. As a consequence, vehicles of category M2 (M ≤ 3,500 kg) have to be added to the table and their test mass requirement has to be aligned with those of vehicles of category M1 and N1.
- Annex 3, paragraph 2.2.6.: add conditioning provisions for exhaust systems containing fibrous materials,
- Annex 3, paragraph 2.2.7.1.: See the above justification for M2, M3, N2 and N3 in paragraph 2.2.1.
- Annex 3, paragraph 2.2.7.4.: If a manufacturer does not produce vehicles with two axles only, he is not able to calculate the right test mass for his vehicles with more than two axles. For calculating the test mass, a vehicle with two axles has to be put on a scale to measure the unladen front axle load, mfa load unladen, and the unladen rear axle load, mra load unladen, for being able to calculate munladen as given in formula (3) of paragraph 2.2.7.1. of Annex 3. In addition, a new paragraph provides a procedure for calculating the test mass of a virtual vehicles with two axles, based on an existing vehicle with more than two axles, when a vehicle with two axles is physically not available to be put on a scale.
- Annex 3, paragraph 3.1.2.1.: Proposal to extend the measurement to a position where misfiring is detectable. A redundant sentence is deleted per paragraph 2.2.4.
- Annex 3, paragraph 3.1.2.1.4.1.(d): Clarify gear usage where one gear ratio is above 2 m/s² and the other below aurban.
- Annex 3, paragraph 3.1.2.1.4.1.: Clarify the proper setup for testing for vehicles with very short gear ratios.
- Annex 3, paragraph 3.1.2.1.4.3.: Introduction of specifications for vehicles with only one gear ratio.
- Annex 3, paragraph 3.1.2.1.5.: Simplify testing. With a fixed vehicle length, it is not necessary to adjust the test equipment (light barriers, pylons) for each vehicle.
- Annex 3, paragraph 3.1.2.2.1..: Clarify the gear ratio selection procedures,
- Annex 3, paragraph 3.2.3.: Reference correction
- Annex 3, paragraph 3.2.5.3.: Reference correction
- Annex 4, paragraph 1.: The performance of the fibrous material can be checked by completely removing the fibrous material. This reintroduces an option removed when Annex 5 of the 02 series of amendments was revised.
- Annex 6, paragraph 2.1.: Proposal to simplify and clarify CoP. During the conformity of production procedures, neither the vehicle nor tyres will have a proper preconditioning. In many cases, the vehicles are foiled and parts may be missing as theft protection. It is very unlikely that the vehicles will have already the same performance as the type approval vehicle. This provision adopts the specifications from the revised ASEP provisions (Informal document GRB-65-26, Annex 7, para. 1). In addition, the range of masses was broadened in the same way as proposed for type approval.
- Annex 6, paragraph 3.: Reference correction.

9. GRB recalled the amendment proposals to Regulation No. 51 adopted at the previous session (ECE/TRANS/WP.29/2018/7) and addressed the pending issue on whether or not the adopted proposals would require a new series of amendments and/or transitional provisions. The experts from the Informal Working Group on Additional Sound Emission Provisions (IWG ASEP) and from OICA presented their views (GRB-67-14 and GRB-67-06). GRB agreed that the adopted proposals should become a new Supplement 3 to the 03 series of amendments to Regulation No. 51 and be accompanied with the following transitional provision (a new paragraph 11.9.): “11.9. | Until 18 months after the date of entry into force of the Supplement 3, it shall not apply to extensions of existing approvals, originally granted prior to the date of entry into force of Supplement 3.” |
10. GRB requested the secretariat to issue, as soon as possible, an addendum to ECE/ TRANS/WP.29/2018/7 with the above text, thus allowing Contracting Parties to prepare for its consideration at the forthcoming session of WP.29 in March 2018.

In particular, the GRB chair mentioned that GRB had adopted amendment proposals to Regulation No. 51 which would introduce an option of indoor testing, according to standard ISO 362-3, upon understanding that the Type Approval Authority could always mandate an outdoor test for verification. He further pointed out that GRB had addressed the pending issue of transitional provisions for the earlier amendment proposals to Regulation No. 51 which had been submitted to the March 2018 session of WP.29 as ECE/TRANS/WP.29/2018/7. GRB had agreed that these proposals should be introduced as a Supplement with an 18-month transitional period and requested the secretariat to issue an addendum to ECE/TRANS/WP.29/2018/7.

8. The expert from ISO presented revised proposals that introduced into Regulation No. 51 an option of indoor testing, according to standard ISO 362-3 (ECE/TRANS/WP.29/GRB/2018/3). This proposal received comments from the experts of China, France (GRB-67-11), Germany, Netherlands, Russian Federation (GRB-67-01), Sweden and OICA. Following an in-depth discussion, GRB adopted the proposals, as amended (Annex II of the session report), and requested the secretariat to submit them to the World Forum for Harmonization of Vehicle Regulations (WP.29) and to the Administrative Committee (AC.1) for consideration and vote at their June 2018 sessions as a draft Supplement 4 to the 03 series of amendments to Regulation No. 51.

The expert from OICA also proposed some further modifications (GRB-66-20).
9. The expert from Italy expressed concerns about the suggested extension of the sound pressure level measurement to line BB’ plus 20 m, with the aim to properly assess the possible “backfire”. According to him, this modification would be a new requirement which should be introduced by means of a new series of amendments with transitional provisions, rather than by a supplement, as proposed in ECE/TRANS/WP.29/GRB/2017/6. He also pointed out that the above modification would need to be accompanied with a similar change in the relevant ISO standard. The experts from Germany, Japan, Sweden and Switzerland supported this amendment proposal in the form of a supplement. The expert of the Russian Federation supported the proposal as a supplement and agreed that Regulation No. 51 and the ISO standard should be aligned. The experts from France and EC were of the view that a new series of amendments would be more appropriate.
10. Given a large number of amendment proposals to Regulation No. 51, including the ones transmitted by the Informal Working Group (IWG) on Additional Sound Emission Provisions (ASEP) (see para. 12 below), GRB consolidated and provisionally adopted these proposals, as contained in Annex II. - Paragraph 1: The scope was originally drafted for the Annex 3 test which refers to normal urban driving. A proposed additional sentence covers the intention of Annex 7.
- Paragraph 2.8.1.: Adopt the wording from standard ISO 362-1:2015 for clarity. If an electric motor is not operational during the type approval tests, then its power must not contribute to the calculation of the power to mass ratio (PMR).
-
Paragraph 2.24., table: Amendments regarding paragraph 2.2.7.4. of Annex 3 because paragraph 2.2.7.4. is new. Amendments also for line BB’ to reflect that the measurement will not end after line BB’. For the speeds vAA’, vBB’ and vPP’, a wrong reference coming from ISO was corrected. - Paragraph 2.27.: A new definition of “kickdown” was introduced since this term is used in this Regulation. With a large variety of products, it is unclear what “kickdown” exactly means. This definition is a design neutral approach and reflects the intention of Annex 3 and Annex 7.
- Paragraph 2.28.: Prevention of downshift is a legal measure to ensure that the vehicle can be tested within the test conditions as specified by this Regulation.
- Paragraph 3.3.: Deletion of meaningless sentence given the requirement that the vehicles have to be loaded in order to be able to achieve the urban driving conditions as described in paragraph 3.1.2.2. of Annex 3. The sentence has similarly already been deleted in Regulation (EU) No. 540/2014.
- Paragraph 6.2.3.: The current specification requires a hybrid vehicle to be assessed according to the additional sound emission provisions (ASEP), even though such a vehicle does not have the internal combustion engine running within the control range of Annex 7. There will be no valid test result. Such vehicles should be exempted from ASEP.
- Annex 1, Appendix 1: For the test method according to 3.1.2.1 the pre-acceleration length may differ per gear ratio. In this case, it is necessary to report the pre-acceleration length per gear ratio.
- Annex 1, Appendix 2 : Missing elements of the information document have been added, namely “0.2. type” and “3.2.6. pressure charger(s)”.
- Annex 3, paragraph 2.1.: Lower temperatures will lead to slightly higher test results due to an increased tyre rolling sound. Thus, testing at lower temperatures will be a disadvantage for the manufacturer. If for practical reasons the manufacturer wishes to carry out tests at lower temperatures, this shall be accepted by the type approval authority.
- Annex 3, paragraph 2.2.1.: For M1 and N1, the current provision has led to ambiguities about its meaning. The proposed new sentence clarifies the meaning. Further, the tolerances are broadened, as research shows, that the impact of the test mass can be neglected in a wide range. For M2, M3, N2 and N3, the current provision has led to ambiguities about its meaning. The proposed new sentence clarifies the meaning. If the test mass of the vehicle is equal to the target mass, the target mass shall be achieved with a tolerance of ±5 per cent according to equation (2) in paragraph 2.2.7.1. of Annex 3. Consequently this has to be valid also for the test mass mt. If the test mass of the vehicle is lower than the target mass according to equation (12) and (13) in paragraph 2.2.7.1. of Annex 3, the test mass shall be achieved with a tolerance of ±5 per cent. Concerning M2 and M3, for clarification and to avoid misunderstanding, the loading conditions for complete vehicles of category M2 (M > 3,500 kg) and M3 were aligned with the requirements for incomplete vehicles of category M2 (M > 3,500 kg) and M3. As a consequence, vehicles of category M2 (M ≤ 3,500 kg) have to be added to the table and their test mass requirement has to be aligned with those of vehicles of category M1 and N1.
- Annex 3, paragraph 2.2.7.1.: See the above justification for M2, M3, N2 and N3 in paragraph 2.2.1.
- Annex 3, paragraph 2.2.7.4.: If a manufacturer does not produce vehicles with two axles only, he is not able to calculate the right test mass for his vehicles with more than two axles. For calculating the test mass, a vehicle with two axles has to be put on a scale to measure the unladen front axle load, mfa load unladen, and the unladen rear axle load, mra load unladen, for being able to calculate munladen as given in formula (3) of paragraph 2.2.7.1. of Annex 3. In addition, a new paragraph provides a procedure for calculating the test mass of a virtual vehicles with two axles, based on an existing vehicle with more than two axles, when a vehicle with two axles is physically not available to be put on a scale.
- Annex 3, paragraph 3.1.2.1.: Proposal to extend the measurement to a position where misfiring is detectable. A redundant sentence is deleted per paragraph 2.2.4.
- Annex 3, paragraph 1.1.2.1.4.1.(d): Clarify gear usage where one gear ratio is above 2 m/s² and the other below aurban.
- Annex 3, paragraph 1.1.2.1.4.1. (e): The suggested changes clarify the proper setup for testing for vehicles with very short gear ratios.
- Annex 3, paragraph 3.1.2.1.4.3.: Introduction of specifications for vehicles with only one gear ratio.
- Annex 3, paragraph 3.1.2.1.5. : Simplify testing. With a fixed vehicle length, it is not necessary to adjust the test equipment (light barriers, pylons) for each vehicle.
- Annex 3, paragraph 3.2.3.: Reference correction
- Annex 3, paragraph 3.2.5.3.: Reference correction
- Annex 4, paragraph 1.: The performance of the fibrous material can be checked by completely removing the fibrous material. This reintroduces an option removed when Annex 5 of the 02 series of amendments was revised.
- Annex 6, paragraph 2.1.: Proposal to simplify and clarify CoP. During the conformity of production procedures, neither the vehicle nor tyres will have a proper preconditioning. In many cases, the vehicles are foiled and parts may be missing as theft protection. It is very unlikely that the vehicles will have already the same performance as the type approval vehicle. This provision adopts the specifications from the revised ASEP provisions (Informal document GRB-65-26, Annex 7, para. 1). In addition, the range of masses was broadened in the same way as proposed for type approval.
- Annex 6, paragraph 3.: Reference correction.

8. On behalf of a group of experts, the expert from OICA proposed a number of amendments updating and revising the 03 series of amendments to Regulation No. 51 (ECE/TRANS/WP.29/GRB/2017/6). These proposals received comments from the experts of China, Russian Federation and Switzerland (GRB-66-11, GRB-66-13 and GRB-66-19). The expert from OICA also proposed some further modifications (GRB-66-20).
9. The expert from Italy expressed concerns about the suggested extension of the sound pressure level measurement to line BB’ plus 20 m, with the aim to properly assess the possible “backfire”. According to him, this modification would be a new requirement which should be introduced by means of a new series of amendments with transitional provisions, rather than by a supplement, as proposed in ECE/TRANS/WP.29/GRB/2017/6. He also pointed out that the above modification would need to be accompanied with a similar change in the relevant ISO standard. The experts from Germany, Japan, Sweden and Switzerland supported this amendment proposal in the form of a supplement. The expert of the Russian Federation supported the proposal as a supplement and agreed that Regulation No. 51 and the ISO standard should be aligned. The experts from France and EC were of the view that a new series of amendments would be more appropriate.
10. Given a large number of amendment proposals to Regulation No. 51, including the ones transmitted by the Informal Working Group (IWG) on Additional Sound Emission Provisions (ASEP) (see para. 12 below), GRB consolidated and provisionally adopted these proposals, as contained in Annex II. At the same time, GRB was not in a position to reach consensus on whether or not the adopted proposals would require a new series of amendments and/or transitional provisions. GRB decided to come back to this issue at its next session in January 2018. Meanwhile, the secretariat was requested to submit, in December 2017, the adopted text (Annex II) to WP.29 and AC.1 for consideration and vote at their March 2018 sessions as a draft Supplement 3 to the 03 series of amendments to Regulation No. 51, upon the understanding that any possible modifications, to be decided by GRB in January 2018, could exceptionally be submitted to WP.29 as a corrigendum or addendum to the original WP.29 document.

13. On behalf of IWG ASEP, the expert from France presented its status report to GRB (GRB-66-14). In particular, IWG ASEP had agreed to propose some improvements in the current Annex 7 as soon as possible, as laid down in ECE/TRANS/WP.29/GRB/2017/5, and then to develop a more general and strategic approach of revising Annex 7. The expert from the Russian Federation commented on ECE/TRANS/WP.29/GRB/2017/5 (GRB-66-06). GRB agreed to merge these proposals with the other proposed amendments to the 03 series of amendments to Regulation No. 51 (see para. 9 above).

23. The expert from the Netherlands introduced a summary of various initiatives to reduce noise emissions from road traffic (GRB-65-27) which addressed different sources of noise (road surfaces, tyres and powertrain). He reiterated the benefits of better tyres and maintaining the correct tyre pressure for road safety and fuel efficiency. Finally, he pointed out that excessive drivers’ reliance on the Tyre Pressure Monitoring System (TPMS) might be counter-productive. GRB thanked the Dutch expert and noted that these initiatives had already been considered by GRB on various occasions and that some of them fall under the competence of other bodies. For example, the Chair indicated that tyre labelling and TPMS should be addressed by, respectively, EU and the WP.29 Working Party on Braking and Running Gear (GRRF). The Chair also recalled the GRB position that it would premature to tighten the current tyre noise limits in Regulation No. 117.

On behalf of the Informal Working Group (IWG) on Additional Sound Emission Provisions (ASEP), the expert from France introduced proposals for Supplement 2 to the 03 series of amendments to Regulation No. 51 (ECE/TRANS/WP.29/GRB/2017/2, GRB-65-25 and GRB-65-26). GRB adopted these proposals, as laid down in Annex III, and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their June 2017 sessions as a draft Supplement 2 to the 03 series of amendments to Regulation No. 51.

10. The expert from France identified a number of ambiguous provisions in the current text of the 03 series of amendments to Regulation No. 51 that would allow different interpretations (GRB-65-12). He suggested that an implementation or interpretation guide be prepared to address these issues. The expert of OICA welcomed this initiative and pointed out that OICA had started compiling its own list of ambiguities. Following an exchange of views, GRB invited the experts from France, ISO and OICA to prepare a consolidated list of such issues for GRB review and envisaged that further work could be pursued in the framework of a small drafting group.

32. The Chair presented a revised list of possible issues for the future GRB activities compiled at the third informal meeting in July 2016 (GRB-64-08). The expert from Japan proposed modifications to the time limits of some activities listed in this document. The expert from France presented proposals to improve efficiency of road vehicle noise Regulations by tackling such issues as day-to-day and track-to-track dispersion between measurements and different interpretations of the same text (GRB-64-15). The expert from EC proposed to include three additional points related to L-category vehicles (GRB-64-17). The expert from OICA reported on a meeting between ETRTO and OICA which concluded that a harmonized test procedure for tyre and vehicle noise measurements would be beneficial for industry and environment. Finally, GRB invited all experts to submit their comments in writing to the Chair and requested the Chair to update the list accordingly.

31. The expert from ISO reported on the progress of standard ISO 362-3 on indoor testing of pass-by noise (GRB-64-07). The expert from OICA stressed the importance of including indoor testing as an alternative to type approval tests of Annex 3 to Regulation No. 51, in particular for vehicle manufacturers in countries where the local weather conditions allow the use of outdoor test tracks only for a limited period per year. The expert of Germany pointed out that, at this stage, it would be premature to replace type approval tests with indoor testing. To make progress, GRB invited the experts from ISO and OICA to prepare for the next session an informal document with draft amendment proposals to Regulation No. 51 that would include ISO 362-3.

6. The expert from Belgium presented ECE/TRANS/WP.29/GRSG/2016/5 proposing to remove the new safety prescriptions for trolleybuses from UN Regulation No. 107 and insert them into UN Regulation No. 100 on electric power trained vehicles. The expert from UK raised concerns about the differences in the scopes of both Regulations and their application to trolleybuses. GRSG noted the comments by the Working Party on Lighting and Light-Signalling (GRE) about possible alignments of UN Regulations Nos. 107 and 116 with UN Regulation No. 10 on electromagnetic-compatibility (GRSG-110-04). The expert from OICA introduced GRSG-110-08-Rev.1 on the applicability of UN Regulation No. 100 versus Annex 12 of UN Regulation No. 107 with respect to electrical safety provisions. The expert from France explained that the origin of the current problem of trolleybuses was linked to the application of the European Union (EU) legislation on whole vehicle type approval. The expert from Japan informed GRSG about the intention of the Chair of GRE to seek the advice of WP.29 on this subject at the forthcoming session in June 2016. The GRSG Chair questioned the need to also involve the experts of the Working Party on Passive Safety (GRSP) in charge of UN Regulation No. 100. A number of experts expressed their preference to keep the electric safety provisions within UN Regulation No. 107. Thus, GRSG agreed that the experts of the Working Parties concerned should work on a simple solution avoiding further burden for public transport operators. The expert from Belgium volunteered to conduct a more detailed analysis on the compatibility or incompatibility of the scopes and technical provisions for trolleybuses of UN Regulations Nos. 10, 100 and 107.
7. GRSG agreed to resume consideration of this subject at its next session in October 2016 awaiting the outcome of the analysis by Belgium. GRSG requested the secretariat to keep ECE/TRANS/WP.29/GRSG/2016/5 on the agenda as a reference document.

24. The Chair presented a revised list of possible issues for the future GRB activities compiled at the second informal meeting in December 2015, together with written comments by some experts (GRB-62-08-Rev.2). GRB noted that some of these issues could be addressed directly by GRB while some others might require the establishment of informal working groups (IWG). In particular, IWGs were suggested in relation to Regulations Nos. 41 and 51 for the ASEP provisions and for pass-by noise tests of vehicle in-use (during roadside checks and periodic technical inspections). The experts from France and Germany preliminarily volunteered to chair, respectively, these groups. The experts from China, Japan, Hungary, EC, IMMA and OICA expressed their support for the creation of these IWGs. GRB decided to take a decision on their establishment at its next session.
25. The expert from EC delivered a number of additional comments on GRB-62-08-Rev.2. In particular, he indicated that the ASEP provisions (in a light version) and pass-by tests were also necessary for Regulations Nos. 9 and 63, as proposed in documents GRB-63-07 and GRB-63-08. For possible new sound level limits in Regulations Nos. 9, 63, 92 and 117, as well as for re-treaded tyres, he pointed out that such limits may only be proposed after discussions with the EU member States in due time, subject to internal planning and availability of resources.
26. The expert from the Russian Federation proposed to amend the list of possible future activities, in the long term, with the following issues: infrasound and preparing a definition of quiet vehicles. The expert from ETRTO was of the view that it would be premature to address re-treaded tyres and pointed out that GRRF should also be involved in considerations of this issue.
27. GRB invited the Chair to update the list based on the comments received and decided to revert to this issue at its next session.

The expert from the Netherlands presented a policy indicator for road traffic noise emissions (GRB-62-14 and Add.1) that determines the effect of noise control at source on average noise levels at the dwelling facade and on estimated numbers of annoyed and sleep disturbed people. According to the expert, the indicator had been calculated for the Netherlands, showing a potential reduction of up to 50 per cent in annoyed and sleep disturbed people, if tighter limits for vehicles and tyres were introduced and road surfaces were improved. He also suggested that the policy indicator be applied for the whole EU. The experts from ETRTO and OICA commented on the proposed concept. The Chair proposed to continue the discussion in the future, taking into account comments from the industry.

28. [The GRPE Chair] announced that the IWG on Vehicle Propulsion System Definitions (VPSD) would submit a formal proposal for a new Mutual Resolution on Vehicle Powertrain Definitions for the June 2015 session of GRPE.
29. He introduced the informal documents, which list the acronyms and abbreviations used in UN Regulations (WP.29-165-17) and highlighted the problem of using the acronym ‘RESS’ to describe both the ‘Non-original Replacement Exhaust Silencer System’ and the ‘Non-original Replacement Exhaust System and Rechargeable Energy Storage System’ (WP.29-165-16). The World Forum endorsed the content of document WP.29-165-16 and referred the choice to its subsidiary bodies. The secretariat added that the document WP.29-165-17 would be made available on the UNECE website and it would continue to be updated on a regular basis.

GRB noted that WP.29, at its March 2015 session, had considered a list of acronyms and abbreviations used in Regulations (WP.29-165-17) and noted that the acronym RESS “Replacement Exhaust Silencing System” is used in Regulation No. 92. However, RESS is widely used as “Rechargeable Energy Storage System”, for example, in Regulations Nos. 10, 12, 94, 95 and 100. For this reason, WP.29 had requested GRB to introduce, in the medium term, an alternative acronym for “Replacement Exhaust Silencing System” in Regulation No. 92 (WP.29-165-16). GRB invited experts and, in particular, IMMA to study this issue and decided to revert to it at the next session.

GRB recalled that, at its previous session, it had adopted the draft 03 series of amendments to Regulation No. 51 (ECE/TRANS/WP.29/GRB/2014/5, ECE/TRANS/WP.29/GRB/58, para. 5 and Annex III) which had subsequently been submitted to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as document ECE/TRANS/WP.29/2015/3. With regard to the additional proposals adopted at this session (para. 8 above and Annex III to this report), GRB noted two options for their processing: - (i) submit them separately to WP.29 and AC.1 for consideration and vote at their June 2015 session as a draft Supplement 1 to the 03 series of amendments to Regulation No. 51; or
- (ii) combine them with the 03 series of amendments to Regulation No. 51 (ECE/TRANS/WP.29/2015/3) in a single document and submit it to WP.29 and AC.1 for consideration and vote at their June 2015 sessions. In this case, WP.29 and AC.1 would be requested not to consider document ECE/TRANS/WP.29/2015/3 in March 2015.
10. GRB supported option (ii) and mandated its Chair to report about this decision to WP.29, AC.1 and the Administrative Committee for the Coordination of Work (AC.2) at their sessions in March 2015. GRB also noted that IWG on UN Regulations Nos. 51 and 59 had completed its tasks and that the extension of its mandate was not necessary.

The expert from the Netherlands presented a discussion paper (GRB-61-01 and Add.1) exploring the possibility of introducing a noise label system for vehicles and providing an initial model for such labelling. In particular, he suggested that a labelling system for private cars rely on scores for interior noise, powertrain noise (engine and exhaust system), and tyre noise. The experts from Austria, France, Germany and OICA raised practical questions regarding the potential advantages of such a labelling system for customers. The expert from the European Commission pointed out that labelling falls under the competence of the Community and that the EU internal procedures should be followed. GRB decided to come back to this issue at the next session.

8. On behalf of the Informal Working Group (IWG) on UN Regulations Nos. 51 and 59, the expert from OICA introduced further proposals for amendments to the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/GRB/2015/3 and Corr.1). The expert from Japan expressed concerns about a relaxation clause for a specific category of vehicles included in these proposals (GRB-61-05) and proposed an alternative wording. Further corrections were suggested by the experts from the Netherlands (GRB-61-08), Spain, the European Commission and OICA. Finally, GRB adopted the proposals, as amended by Annex III to this report.
9. 20. The expert from the Netherlands presented a discussion paper (GRB-61-01 and Add.1) exploring the possibility of introducing a noise label system for vehicles and providing an initial model for such labelling. In particular, he suggested that a labelling system for private cars rely on scores for interior noise, powertrain noise (engine and exhaust system), and tyre noise. The experts from Austria, France, Germany and OICA raised practical questions regarding the potential advantages of such a labelling system for customers. The expert from the European Commission pointed out that labelling falls under the competence of the Community and that the EU internal procedures should be followed. GRB decided to come back to this issue at the next session.

The expert from ETRTO referred to the ongoing work of updating references to the new version of ISO standard 10844:2014 (see para. 17 below) and proposed similar amendments to Annex 3 of Regulation No. 117 (GRB-61-14). The expert of ISO recalled his presentation on the comparison between the 2014 and 2011 versions of ISO 10844 (GRB-60-17) and confirmed that only editorial modifications had been introduced without any technical changes. Thus, GRB agreed that no transitional provisions were required in this case. GRB adopted the proposal, as contained in Annex VI to this report, and mandated the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2015 sessions as a draft supplement to Regulation No. 117.

26. The expert from ISO informed GRB about a new standard ISO 362-3 on indoor testing of pass-by noise (GRB-60-09). The objective of this new standard is to provide a basis for the official recognition of an indoor-pass-by-test for type approval of road vehicles of categories M and N. GRB noted that the indoor testing according to ISO 362-3 does not depend on climatic conditions and could become an alternative to the outdoor testing as described in ISO 362-1. GRB decided to revert to this issue at the next session and invited all experts of GRB, as well as of the IWG on UN Regulations Nos. 51 and 59, to consider if a reference to ISO 362-3 could be incorporated into UN Regulation No. 51.

On behalf of the Informal Working Group (IWG) on UN Regulations Nos. 51 and 59, the expert from OICA introduced a revised proposal for the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/GRB/2014/5). He explained that the text of this proposal was harmonized, as far as possible, with European Union (EU) Regulation No. 540/2014 on the sound level of motor vehicles and of replacement silencing systems, including a three-phase reduction of the sound level limits. GRB noted that, following the entry into force of phase 2 for new types of vehicles, EU would undertake a detailed study to review the limits of phase 3 and to correct these values, if deemed to be necessary. Other Contracting Parties were invited to conduct similar studies in the future and to transmit their outcomes to GRB. GRB stressed the importance of aligning the timeline for introduction of phases 1-3 of the 03 series of amendments to UN Regulation No. 51 with the step-by-step entry into force of the above EU Regulation. For this reason, GRB agreed that all transitional provisions of paragraph 11. of the proposal should refer to specific dates(i.e., dates identical to those of the EU phase-in). Finally, GRB adopted the proposal, as amended by Annex III to this report, and mandated the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions.
7. The expert from OICA briefly introduced some additional elements which had been identified by IWG on UN Regulations Nos. 51 and 59 for further consideration and possible inclusion into the 03 series of amendments to UN Regulation No. 51 (GRB-60-01). The expert from ISO informed GRB about a new version of ISO 10844:2014 which added a few editorial modifications to the previous version ISO 10844:2014 without changes in the fundamental requirements (GRB-60-17). The expert from China introduced GRB-60-10-Rev.1 and GRB-60-15 in which he suggested higher limit values and a new classification for vehicles of a specific category available on the Chinese market. GRB requested the IWG on UN Regulations Nos. 51 and 59 to consider all these additional aspects and to prepare proposals for the next session, if necessary.
9. On behalf of the IWG on UN Regulations Nos. 51 and 59, the expert from OICA presented a revised proposal for the 02 series of amendments to UN Regulation No. 59 (ECE/TRANS/WP.29/GRB/2014/6 and GRB-60-01). He pointed out that this proposal was also aligned with EU Regulation No. 540/2014 on the sound level of motor vehicles and of replacement silencing systems. GRB adopted this proposal, as amended by Annex IV to the present report, and mandated the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions.

5. On behalf of the Informal Working Group (IWG) on UN Regulations Nos. 51 and 59, the expert from OICA introduced a revised proposal for the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/GRB/2014/5). He explained that the text of this proposal was harmonized, as far as possible, with European Union (EU) Regulation No. 540/2014 on the sound level of motor vehicles and of replacement silencing systems, including a three-phase reduction of the sound level limits. GRB noted that, following the entry into force of phase 2 for new types of vehicles, EU would undertake a detailed study to review the limits of phase 3 and to correct these values, if deemed to be necessary. Other Contracting Parties were invited to conduct similar studies in the future and to transmit their outcomes to GRB. GRB stressed the importance of aligning the timeline for introduction of phases 1-3 of the 03 series of amendments to UN Regulation No. 51 with the step-by-step entry into force of the above EU Regulation. For this reason, GRB agreed that all transitional provisions of paragraph 11. of the proposal should refer to specific dates(i.e., dates identical to those of the EU phase-in). Finally, GRB adopted the proposal, as amended by Annex III to this report, and mandated the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions.
6. The expert from Japan suggested that references to ISO 10844:2011 be put in square brackets for the time being and requested GRB to revert to this issue at the next session.
8. GRB noted that the additional sound emission provisions contained in ECE/TRANS/WP.29/2011/64 had been incorporated into the revised proposal for the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/GRB/2014/5) and decided to remove ECE/TRANS/WP.29/2011/64 from the agenda.

GRB recalled that, at its previous session, it had adopted the draft 03 series of amendments to Regulation No. 51 (ECE/TRANS/WP.29/GRB/2014/5, ECE/TRANS/WP.29/GRB/58, para. 5 and Annex III) which had subsequently been submitted to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as document ECE/TRANS/WP.29/2015/3. With regard to the additional proposals adopted at this session (para. 8 above and Annex III to this report), GRB noted two options for their processing: - (i) submit them separately to WP.29 and AC.1 for consideration and vote at their June 2015 session as a draft Supplement 1 to the 03 series of amendments to Regulation No. 51; or
- (ii) combine them with the 03 series of amendments to Regulation No. 51 (ECE/TRANS/WP.29/2015/3) in a single document and submit it to WP.29 and AC.1 for consideration and vote at their June 2015 sessions. In this case, WP.29 and AC.1 would be requested not to consider document ECE/TRANS/WP.29/2015/3 in March 2015.
10. GRB supported option (ii) and mandated its Chair to report about this decision to WP.29, AC.1 and the Administrative Committee for the Coordination of Work (AC.2) at their sessions in March 2015. GRB also noted that IWG on UN Regulations Nos. 51 and 59 had completed its tasks and that the extension of its mandate was not necessary.

7. The expert from EC informed GRB about the work progress of the EU regulation on the noise emission and introduced a revised proposal for the 03 series of amendments to Regulation No. 51 submitted by the GRB Expert Group on UN Regulation 51 (GRB-59-04-Rev.1). He clarified that the proposal was based on GRB-58-17-Rev.1, outcome of the GRB expert group meeting and on the latest update of the EU regulation. He clarified that one of the major modifications introduced was the deletion of Annex 11 on the Audible Vehicle Alerting System (AVAS) which should become part of the UN GTR on Quiet Road Transport Vehicles (QRTV) and come into force in due course. The experts from EC and OICA pointed out the difficulties in aligning the texts of the draft EU regulation on the noise emission and UN Regulation No. 51, due to different definitions and legal languages used.
8. The experts from Germany, Japan, Netherlands, Switzerland, EC, ETRTO, OICA as well as the Chair addressed the issue whether or not to delete the footnote after the table with sound level limits in paragraph 6.2.2.1. of GRB-59-04-Rev.1 which refers to the last column “Phase 3” and reads as follows: “To be reviewed and confirmed or modified at the latest one year after entry”. GRB noted that this provision corresponds to Article 7 of the draft EU regulation on the noise emission and aims to review the appropriateness of the noise limits in the future. However, the legal implications of the footnote seemed unclear. GRB invited the expert from EC to clarify this issue with the EU legal services. In the meantime, GRB agreed to put the footnote in square brackets and resume consideration at a later stage. GRB also extensively discussed the wording of paragraph 6.2.2.1 (sound limit values and categories of vehicles) introducing exceptions for limit values applicable to certain categories of vehicles.
9. GRB resumed consideration of the limit values for certain vehicle categories on the basis of a presentation by the expert from Japan (GRB-59-09) on flat front light vehicles of category N1. The experts from France, Germany, Italy and OICA supported GRB-59-09. The expert from EC stated that a common EU position on this issue, as well as on M3 buses, was expected at the beginning of 2014.
10. Thus, GRB recalled GRB-58-08, GRB-58-09 and GRB-58-10 tabled by the expert from China in which he suggested higher limit values for vehicles of a specific category on the Chinese market. Referring to the above proposal by Japan, GRB invited the expert from China to explain and further justify his proposal in a similar way, possibly at the next sessions of the IWG on UN Regulation No. 51 and UN Regulation No. 59 in March and May 2014. GRB agreed to refer GRB-59-04-Rev.1 to the IWG incorporating all the changes agreed during the session, including GRB-59-09. GRB also agreed to resume discussion on the 03 series of amendments at its September 2014 session on the basis of an official proposal submitted by the IWG.
13. GRB noted that this agenda item was de facto covered in the framework of the discussion under agenda item 3(a). Thus, GRB agreed that, for its next session, agenda items 3(a) and 3 (b) should be combined and mention as references only GRB-59-04-Rev.1 and GRB-59-10-Rev.1. The Chair of GRB proposed to transform the expert group on UN Regulation No. 51 into an informal working group (IWG) by preparing and adopting its Terms of Reference (ToR) which should focus on harmonizing the current proposal of 03 series of amendments to UN Regulation No. 51 with the provisions of the proposal of the Parliament and the Council of EU1, as well as including additional aspects concerning the Chinese and Japanese markets. To this end, a working document would be drafted by the IWG for consideration by GRB at its sixtieth session. The IWG should also address additional amendments by preparing an informal document for consideration by GRB at its sixtieth or sixty-first sessions. The experts from France, Germany, Netherlands and EC supported this initiative. It was suggested that ToR should also cover UN Regulation No. 59 (Replacement silencing systems). The experts from France, Germany, Japan, Netherlands, Spain, Switzerland, United Kingdom, EC, CLEPA, ETRTO and OICA announced their intention to participate to the work of the IWG. Finally, based on a draft prepared by the Expert Group, GRB adopted the ToR (GRB-59-10-Rev.1), of the IWG on UN Regulation No. 51 and UN Regulation No. 59, as reproduced in Annex II to this report, subject to WP.29 consent.

The experts from France, the Russian Federation and ERTRO informed GRB (GRB-59-07 and GRB-59-08) about the outcome of their ad hoc meeting on testing the “Deceleration Calculator” software proposed by the Russian Federation for the deceleration test method using the dω/dt form for measuring rolling resistance. GRB noted that the ad hoc meeting had been hosted by the Technical Union for the Automobile, Motorcycle and Cycle Industries (UTAC), and generally included both theoretical justification of the method and its experimental assessment by determining rolling resistance of a sample tyre of class C1 using two test machines of different types. GRB also noted that the obtained data, its processing and statistical assessment had demonstrated good adaptability of the software to the tyre test machines and satisfactory reproducibility of deceleration data. Moreover, the algorithm of the “Deceleration Calculator” practically provides independence of the measured deceleration from the test speed range in span from 4 to 20 km/h.
18. Therefore the expert from the Russian Federation proposed GRB-59-02 superseding ECE/TRANS/WP.29/GRB/2013/10, as an alternative for measurements and data processing for deceleration value obtaining in differential form dω/dt.
19. GRB agreed in principle with the proposed method. However, given the late availability of GRB-59-02, GRB suggested that this document, accompanied by other supporting materials (GRB-59-07 and GRB-59-08), be first submitted to the forthcoming February 2014 session of GRRF for discussion and then, together with GRRF comments, transmitted as an official document to the next GRB session in September 2014 for final consideration. In the meantime, it was noted that results of testing tyres of commercial vehicles (classes C2 and C3) could also become available for that session of GRB. Finally, GRB invited experts to provide comments, if any, to the secretariat before the next GRB session.

Presently, the resolution (which provides a framework and general reference for UN Regulations) permits a 5 db(A) tolerance in measuring noise levels while the UN Regulations 51, 41 and 63 referred to in the resolution permit narrower margins of 1 db(A) or 3 db(A).

28. GRB considered document GRB-59-01 in which the secretariat proposed to correct the reference to Annex 3 of UN Regulation No. 41 in paragraph 8.8.2.1.2. of the Consolidated Resolution (R.E.3) as well as to draw the attention of the Working Party to the fact that the margin of 5 dB(A) defined in paragraph 8.8.2.2., in order to take into account the possible instrumental and measurement errors, substantially exceeds the respective margins of 1 or 3 dB(A) set out in Regulations No. 51, 41 and 63. The experts from France, Germany, Sweden, IMMA, ISO and OICA pointed out that the figure of 5 dB(A) in paragraph 8.8.2.2. takes into account the disturbances and scatter of measurements performed under real-life conditions, in uncertain acoustic environment (e.g. side of a road) and by untrained staff (e.g. road police), while the margin of 3 dB(A) is intended for laboratory conditions and trained staff. GRB decided to leave the figure of 5 dB(A) in paragraph 8.8.2.2. of R.E.3 unchanged.

13. The expert from IMMA proposed to include the latest version of ISO 10844 on test tracks in UN Regulations Nos. 9, 41 and 63 and to introduce transitional provisions for passing from ISO 10844:1994 to ISO 10844:2011 (GRB-60-07). GRB supported the objective of this proposal and noted that new test tracks based on ISO 10844:2011 could also be used for extension of approvals granted under the previous series of amendments to UN Regulation No. 41. GRB invited IMMA, with the assistance of the secretariat, to revise this proposal using ECE/TRANS/WP.29/GRB/2014/2 as an example and to re-submit it as an official proposal to the January 2015 session of GRB.

The expert from OICA, secretary of the group of interested expert on vehicle noise, introduced GRB-58-04 (superseding ECE/TRANS/WP.29/GRB/2012/8, ECE/TRANS/WP.29/GRB/2012/16 and GRB-56-12) as a result of discussions in the last meeting of his group held in Brussels on 4 July 2013. The expert from EC, Chair, of the same group clarified that GRB-58-04 was an attempt to merge the provisions of the proposal of the Parliament and the Council of the EU1 with the current proposal of 03 series of amendments to UN Regulation No. 51 and including additional aspects concerning the Chinese and Japanese markets, which were beyond the scope of the European Union legislation. He added that the outcome of discussions that would follow within GRB would be transmitted to the EU legislators with the aim of harmonizing the proposal with the draft 03 series of amendments. The expert from Japan proposed GRB-58-15 proposing the removal from GRB-58-04 of specifications on audible vehicle alerting system (AVAS) which is still in the process of development in the framework of activities of the UN GTR on Quiet Road Transport Vehicles (QRTV). The expert from Japan, Vice-Chair of the QRTV informal working group (IWG), also on behalf of the Chair of the IWG, reported similar concerns and request. The experts from China, the Republic of Korea and OICA supported these remarks. GRB endorsed the proposal made by the expert from Japan by suspending the discussion on AVAS provisions. GRB agreed to incorporate the results of discussion, including those of agenda item 3(b) (see paras. 10 and 11) into GRB-58-17-Rev.1., superseding GRB-58-04. It was noted that provisions still pending or suspended, were placed in square brackets in this document. The Chair of GRB clarified that GRB-58-17-Rev.1 would remain, on an informal basis, as a platform of discussion between the experts from GRB and EU in the group of interested experts on vehicle noise. GRB agreed to resume discussion on this subject on the basis of the outcome of next meetings of the group of interested experts scheduled for the first week of November 2013 and for the second week of January 2014 (both in Brussels).
10. GRB resumed consideration on vehicle categories and their limit values on the basis of the proposal drafted by the group of interested experts (GRB-58-04). The expert from Japan gave a presentation (GRB-58-14) on light vehicles of category N1. Accordingly, he introduced GRB-58-06-Rev.1 amending GRB-58-04. The experts from France and Germany supported the proposal (GRB-58-06-Rev.1), which was incorporated into GRB-58-17-Rev.1 after the discussion. The expert from China partially supported the proposal from Japan. However, he showed in GRB-58-10 that the position of the engine is more relevant for vehicle categories M1 and N1 with a GVW ≤ 2.5 t, with the engine on the front axle and a rear axle drive. He underlined that these kinds of vehicles for these technical reasons produce a higher noise emission and suggested higher limit values (GRB-58-08). He also urged the need of vehicles categorization through their GVW instead of power mass ratio (GRB-58-09), aiming at provisions encompassing vehicle fleets at global level. The expert from France suggested clarifying the correspondence of the proposed vehicle classifications tabled by the expert from China and those proposed in GRB-58-04. The expert from the Netherland expressed concern that the proposals prepared by the expert from China could introduce design restrictions. The expert from Germany proposed further study in the framework of the interested group of experts on the basis of more data provided by the expert from China. He also suggested a three steps approach in finding a common agreement on: (i) vehicle category and subcategory, (ii) measurement method and finally on (iii) limits that eventually could match different scenarios.

GRB reproduced the whole discussion on the draft 03 series of amendments in GRB-58-17-Rev.1 as a basis of discussion of the informal group of experts and agreed to resume consideration on this subject at its January 2014 session (see para. 7 above). GRB also agreed to simplify the agenda of the next session by keeping as reference only GRB-58-08, GRB-58-09, GRB-58-10, GRB-58-14 and GRB-58-17-Rev.1.

The expert from EC informed GRB about the work progress of the EU regulation on the noise emission and introduced a revised proposal for the 03 series of amendments to Regulation No. 51 submitted by the GRB Expert Group on UN Regulation 51 (GRB-59-04-Rev.1). He clarified that the proposal was based on GRB-58-17-Rev.1, outcome of the GRB expert group meeting and on the latest update of the EU regulation. He clarified that one of the major modifications introduced was the deletion of Annex 11 on the Audible Vehicle Alerting System (AVAS) which should become part of the UN GTR on Quiet Road Transport Vehicles (QRTV) and come into force in due course. The experts from EC and OICA pointed out the difficulties in aligning the texts of the draft EU regulation on the noise emission and UN Regulation No. 51, due to different definitions and legal languages used.
8. The experts from Germany, Japan, Netherlands, Switzerland, EC, ETRTO, OICA as well as the Chair addressed the issue whether or not to delete the footnote after the table with sound level limits in paragraph 6.2.2.1. of GRB-59-04-Rev.1 which refers to the last column “Phase 3” and reads as follows: “To be reviewed and confirmed or modified at the latest one year after entry”. GRB noted that this provision corresponds to Article 7 of the draft EU regulation on the noise emission and aims to review the appropriateness of the noise limits in the future. However, the legal implications of the footnote seemed unclear. GRB invited the expert from EC to clarify this issue with the EU legal services. In the meantime, GRB agreed to put the footnote in square brackets and resume consideration at a later stage. GRB also extensively discussed the wording of paragraph 6.2.2.1 (sound limit values and categories of vehicles) introducing exceptions for limit values applicable to certain categories of vehicles.
13. GRB noted that this agenda item was de facto covered in the framework of the discussion under agenda item 3(a). Thus, GRB agreed that, for its next session, agenda items 3(a) and 3 (b) should be combined and mention as references only GRB-59-04-Rev.1 and GRB-59-10-Rev.1. Finally, GRB agreed to remove ECE/TRANS/WP.29/GRB/2012/7, GRB-58-08, GRB-58-09, GRB-58-10, GRB-58-14 and GRB-58-17-Rev.1 from the agenda of the next session.

Proposal to amend the classifications of vehicle type in the consolidated version of the proposal for draft 03 series of amendments to Regulation No. 51. There are two types of N1 having GVM<2.5t. One is front engine type. The other is a flat front vehicle with the engine under the seat and typical in Asian countries. Japan proposes that the sound limit of the latter type should be considered since the sound characteristics of the vehicles are same as that of the N1 having GVM<2.5t.

Japan opposes the inclusion of specifications for Acoustic Vehicle Alerting Systems (AVAS) as contained within the consolidated proposal for the 03 series of amendments to UN R51 (GRB-58-04). AVAS specifications are actively under development as a new GTR and therefore, Japan cannot accept their definition under UN R51 until the GTR deliberations have been concluded.

9. GRB resumed consideration of the limit values for certain vehicle categories on the basis of a presentation by the expert from Japan (GRB-59-09) on flat front light vehicles of category N1. The experts from France, Germany, Italy and OICA supported GRB-59-09. The expert from EC stated that a common EU position on this issue, as well as on M3 buses, was expected at the beginning of 2014.
10. Thus, GRB recalled GRB-58-08, GRB-58-09 and GRB-58-10 tabled by the expert from China in which he suggested higher limit values for vehicles of a specific category on the Chinese market. Referring to the above proposal by Japan, GRB invited the expert from China to explain and further justify his proposal in a similar way, possibly at the next sessions of the IWG on UN Regulation No. 51 and UN Regulation No. 59 in March and May 2014. GRB agreed to refer GRB-59-04-Rev.1 to the IWG incorporating all the changes agreed during the session, including GRB-59-09. GRB also agreed to resume discussion on the 03 series of amendments at its September 2014 session on the basis of an official proposal submitted by the IWG.

The expert from the Netherland expressed concern that the proposals prepared by the expert from China could introduce design restrictions. The expert from Germany proposed further study in the framework of the interested group of experts on the basis of more data provided by the expert from China. He also suggested a three steps approach in finding a common agreement on: (i) vehicle category and subcategory, (ii) measurement method and finally on (iii) limits that eventually could match different scenarios.
11. GRB reproduced the whole discussion on the draft 03 series of amendments in GRB-58-17-Rev.1 as a basis of discussion of the informal group of experts and agreed to resume consideration on this subject at its January 2014 session (see para. 7 above). GRB also agreed to simplify the agenda of the next session by keeping as reference only GRB-58-08, GRB-58-09, GRB-58-10, GRB-58-14 and GRB-58-17-Rev.1.

9. GRB resumed consideration of the limit values for certain vehicle categories on the basis of a presentation by the expert from Japan (GRB-59-09) on flat front light vehicles of category N1. The experts from France, Germany, Italy and OICA supported GRB-59-09. The expert from EC stated that a common EU position on this issue, as well as on M3 buses, was expected at the beginning of 2014.
10. Thus, GRB recalled GRB-58-08, GRB-58-09 and GRB-58-10 tabled by the expert from China in which he suggested higher limit values for vehicles of a specific category on the Chinese market. Referring to the above proposal by Japan, GRB invited the expert from China to explain and further justify his proposal in a similar way, possibly at the next sessions of the IWG on UN Regulation No. 51 and UN Regulation No. 59 in March and May 2014.
