5. The Chair of WP.29 then introduced Mr M. Notsu, Director-General for Engineering Affairs in the Road Transport Bureau of the Ministry of Land, Infrastructure, Transport and Tourism in Japan, who gave a presentation on “Challenges for Transportation.” He indicated three respective priorities of his administration from the perspective of safety and the environment: for safety, (i) protecting pedestrians, cyclists, and other vulnerable road users; (ii) preventing serious accidents involving the elderly; and (iii) automated driving; and for the environment, (i) establishing fuel efficiency standards; (ii) promoting and spreading next-generation vehicles; and (iii) visualizing CO2 emissions over the entire life cycle of vehicles. He looked forward to WP.29 evolving into a more attractive forum for the international harmonization of vehicle regulations, and expected the number of Contracting Parties to the 1958 and 1998 Agreements to continue to increase. He stated that Japan had been playing an important role such as Vice-Chair of AC.3 and Vice-Chair of GRVA, and will continue contributing to the further development of WP.29. Finally, he announced that Japan would hold the 27th International Technical Conference on Enhanced Safety Vehicle (ESV2023) in Yokohama, Japan in collaboration with NHTSA of the US from April 3rd to 6th next year, and called on WP.29 colleagues to attend the conference in Japan.

Proposal to expand alignment of UN R152 with UN R131-02 series, in particular to clarify that the Technical Service may test in any conditions within those specified by the performance requirement section of the regulation, with any other speeds within the prescribed speed range. In addition, the Technical Service may verify that the control strategy is not unreasonably changed or AEBS switched off in other conditions than those specified in the performance requirement section and the report of this verification shall be appended to the test report.

GRVA received the final report (GRVA-13-40/Rev.1) from the expert from Germany, Co-Chair of the IWG on Advanced Emergency Braking Systems (AEBS) for heavy duty vehicles, on the progress made by the group to upgrade and align UN Regulations Nos. 131 and 152. He introduced GRVA-13-09 and GRVA-13-10 and also referred to GRVA‑10‑33 tabled by the expert from OICA.
75. The expert from the European Commission, Co-Chair of the IWG on AEBS for M1 and N1, introduced GRVA-13-08 and GRVA-13-30.
76. GRVA requested the secretariat to distribute GRVA-13-08, GRVA-13-09 and GRVA-13-10 with official symbols at the next GRVA session in September 2022.
77. GRVA agreed that the expert from EC would submit a revised proposal, or a working document based on GRVA-13-30, potentially merged with GRVA-13-08, for consideration at the next GRVA session in September 2022.
78. The expert from OICA introduced GRVA-13-33 concerning the interpretation of the wording “new engine start/run cycle”. GRVA supported the interpretation 1 referred to in that document and requested that proper attention is given to the French translation of the corresponding text in the Regulation.

The expert from the United Kingdom of Great Britain and Northern Ireland introduced GRVA-12-29, highlighting an amendment proposal adopted at the last session that inadvertently removed the 1 per cent slope criterion for the test track. GRVA supported the proposal and introduced further clarifications addressing omissions, as reproduced in GRVA-12-45.
74. GRVA adopted the document GRVA-12-45 and requested the secretariat to submit it, as amendment to ECE/TRANS/WP.29/2022/18, ECE/TRANS/WP.29/2022/19 and ECE/TRANS/WP29/2022/20, to WP.29 and AC.1 for consideration and vote at their March 2022 sessions.
