74. The representative of the Russian Federation gave a presentation (WP.29-160-35) justifying the proposal for a new UN Regulation on e-call systems (ECE/TRANS/WP.29/2013/67). The representative of EU informed WP.29 that the European Commission had presented a proposal to develop a regulation on this matter. He welcomed the idea to develop an international regulation in this area. He suggested that GRSG be in charge of the development of such a Regulation, to be annexed to the 1958 Agreement, and supported the establishment on an IWG. The representative of the United Kingdom expressed his willingness to support this initiative, but stated that the provisions of the UN Regulation should be technologically neutral to allow innovation. The delegation of Japan stated that, although his country was in the research phase, he supported the observations made by the representative of the United Kingdom and added that the solutions should be applicable worldwide.
75. The representative of OICA noted that various countries and regions had already expressed interest for emergency call systems. Therefore, OICA generally welcomes any effort to reach harmonized provisions in the framework of the 1958 Agreement, including a detailed analysis of the appropriate scope and technical requirements by an expert group, taking also into account that a number of the technical specifications and test procedures needed to be developed. He added that OICA was prepared to actively contribute to the development of the UN Regulation as proposed by the Russian Federation. He pointed out that other stakeholders needed to be consulted, since not only motor vehicles are involved. Finally, he invited Contracting Parties to review and possibly adapt their regulatory plans to avoid the introduction of non-harmonized specifications and stressed the urgency to finalize the UN Regulation.
76. WP.29 agreed that GRSG should develop the new UN Regulation and, given the time constraints, authorized that an IWG on automatic emergency call system start work on this subject under the chairmanship of the Russian Federation, Mr. Denis Zagarin (e-mail: Zagarin@autorc.ru). WP.29 invited all interested experts to inform Mr. Kaganov (Deputy Director of Department, Ministry of Industry and Trade, Russian Federation) (e-mail: Kaganov@minprom.gov.ru) on their interest and intention to participate in the IWG and to provide him detailed information on the subject as soon as possible.

26. The Secretary reported that ITC had approved guidelines for the biennial evaluation and the programme of work (ECE/TRANS/2010/10/Rev.1, ECE/TRANS/2012/9/Rev.1). On the basis of these documents, he had prepared the biennial evaluation and the programme of work of the World Forum (ECE/TRANS/WP.29/2013/5 and ECE/TRANS/WP.29/2013/38). WP.29 agreed in general with the proposals and requested the secretariat to update both documents with the decisions taken during the current session and those expected for the November 2013 session. WP.29 noted that the biennial evaluation and the programme of work should be transmitted to the Inland Transport Committee (ITC) for final approval.

Recalling the adoption at its previous session of an amendment to UN GTR No. 12 to introduce editorial corrections and to align the provisions with those of UN Regulation No. 60, GRSG noted ECE/TRANS/WP.29/2013/34/Amend.1, presented at the March 2013 session of the Executive Committee (AC.3) of the 1998 Agreement (see ECE/TRANS/WP.29/1102, para. 89), supplementing the draft Amendment 1 to UN GTR No. 12. The expert from Italy presented GRSG-104-29 clarifying the proposed amendments. GRSG endorsed ECE/TRANS/WP.29/2013/34/Amend.1, as reproduced in Annex VII [see the addendum to the meeting report GRSG/83/Add.1], and requested the secretariat to submit them to WP.29 and AC.3 for consideration at their June 2013 sessions (see ECE/TRANS/WP.29/2013/34/Amend.1/Corr.1).

The representative of United States of America, Chair of GRSP, informed AC.3 that the HFCV subgroup on safety (SGS) had concluded its work and that GRSP had recommended the UN GTR for vote at the June 2013 session of AC.3 (WP.29-159-06). She underlined that parts of this draft UN GTR would be the basis for developing the UN GTRs on electric vehicle safety (EVS) and pole side impact. She clarified that the schedule and terms of references of Phase 2 of the GTR would follow the development of the UN GTR on EVS, whose experts were the same in both groups. She announced that more information would be provided at the June 2013 session of AC.3, following the outcome of the informal group meeting in April 2013.
97. The representative of Japan welcomed the progress made by GRSP on this subject and stated that many stakeholders were expecting the completion of this UN GTR at the earliest to foster the imminent deployment of hydrogen vehicles. The representative of EU announced that information on the effective transposition of the UN GTR in the EU would be provided. AC.3 acknowledged the work done by Mr. Albus (Germany) and endorsed his intention to step down as project manager of the activities of the HFCV. Finally, representatives were invited to be ready for the vote at the June 2013 session and, in the case they were unable to attend the session, to ensure their countries’ representation by their Permanent Missions. AC.3 requested the secretariat to distribute the draft UN GTR with an official symbol, the technical report adopted by GRSP and the authorization to develop the UN GTR.

The expert from CLEPA introduced a revised proposal (ECE/TRANS/WP.29/GRSP/2012/20) proposing to increase the strap acceleration to 3 g to prevent the locking phenomena during the buckling up of the safety-belts. GRSP finally adopted ECE/TRANS/WP.29/GRSP/2012/20, including a correction to Annex 13 to the UN Regulation, as reproduced by Annex IV to this report. The secretariat was requested to submit ECE/TRANS/WP.29/GRSP/2012/20 as amended to WP.29 and AC.1, for consideration and vote at their June 2013 sessions as draft Supplement 4 to the 06 series of amendments to UN Regulation No. 16.
23. The expert from OICA introduced GRSP-52-06 proposing an update of the air-bag labelling provisions into UN Regulation No. 16. The proposal received some comments such as those by the expert from Sweden (GRSP-52-14) proposing to align UN Regulation No. 16 completely with the provisions recently introduced into UN Regulation No. 94 (frontal collision) on this subject. Other experts suggested coming back to the preceding proposal (GRSP-51-14) referring to the paragraph numbers of UN Regulation No. 94 instead. GRSP agreed to resume discussion at its May 2013 session.
24. The expert from EC introduced GRSP-52-26, aimed at aligning the French version of paragraph 7.6.2.2. to the English one. GRSP adopted GRSP-52-26 as reproduced in Annex IV to this report and requested the secretariat to submit it to WP.29 and AC.1, for consideration and vote at their June 2013 sessions as draft Corrigendum 1 to Revision 7 to the UN Regulation.
25. GRSP noted ECE/TRANS/WP.29/GRSP/2012/25, aimed at simplifying transitional provisions to the UN Regulation. However, GRSP preferred to defer discussion on this subject at its further session, awaiting further comments and the outcome of the activities of the WP.29 informal working group on the International World Vehicle Type Approval (IWVTA).

29. The expert from Sweden introduced GRSP-52-28, proposing an alternative to the scope of the UN Regulation as suggested by the expert from the Russian Federation (ECE/TRANS/WP.29/GRSP/2012/19). He clarified that the mandate of the informal working group had been the development of new testing procedures for trucks of categories N2 with a gross vehicle mass exceeding 7.5 t and for categories N3. He added that the testing procedures for trucks of categories N1 and N2 with a gross vehicle mass not exceeding 7.5 t were to be left unchanged. GRSP agreed to keep GRSP-52-28 as a reference in the agenda and to resume discussion on this subject at its May 2013 session on the basis of proposals prepared by the experts from Sweden and OICA.

The expert from Germany gave a presentation (GRSP-52-21) to introduce a proposal (ECE/TRANS/WP.29/GRSP/2012/24), aimed at allowing arrangements of the test dummy to enable upper legs rotation around the vertical and transverse axis. He added that these improvements would allow a more realistic assessment of the survival space in the cab. The expert from the Russian Federation did not oppose the proposal, however, he stated that he preferred a linear and geometric assessment criteria of the survival space (as presently found in UN Regulation No. 33) rather than using a dummy. Finally, GRSP agreed to remove the square brackets from the text of ECE/TRANS/WP.29/GRSP/2012/24 and adopted it not amended. The secretariat was requested to submit ECE/TRANS/WP.29/GRSP/2012/24 to WP.29 and AC.1, for consideration and vote at their June 2013 sessions as draft Supplement 2 to the 02 series of amendments and as Supplement 1 to the 03 series of amendments to UN Regulation No. 29.

Accordingly, he introduced GRSP-52-11-Rev.1 (amending ECE/TRANS/WP.29/GRSP/2012/21). He clarified that the proposal would not prevent the installation of shield systems in favour of harness systems to restrain the child on the seat, but rather it would introduce improved overturning test procedures to reduce the risk of child ejection. GRSP adopted ECE/TRANS/WP.29/GRSP/2012/21 as amended by Annex V to this report. [Please note that Annex V is corrected by document GRSP/52/Corr.1.] The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2013 sessions as draft Supplement 7 to the 04 series of amendments to UN Regulation No. 44.
32. The experts from France, the Netherlands and the Russian Federation withdrew ECE/TRANS/WP.29/GRSP/2012/22, ECE/TRANS/WP.29/GRSP/2012/15 and GRSP-52-04 respectively.
33. Referring to the decision of the Administrative Committee for the coordination of Work (AC.2) at the November 2012 session (ECE/TRANS/WP.29/1099, para. 12), the expert from Germany informed GRSP about the action undertaken by the Type Approval Authority concerning the belt guide device. He explained that a letter drafted by his Administration was sent to the Type Approval Authority of Hungary requesting for the withdrawal of the type approval of the belt guide device granted as a child restraint system according to UN Regulation No. 44. Meanwhile, he informed GRSP that his Administration also notified the Rapid Alert System for Non-Food Consumer Products of the European Union (RAPEX) of a dangerous product. The expert from Hungary agreed to keep informed GRSP about the decision of the Type Approval Authority of his country on this issue.

34. The expert from OICA introduced ECE/TRANS/WP.29/GRSP/2012/16, superseding ECE/TRANS/WP.29/GRSP/2012/7, proposing requirements for vehicles with automatically activated door locking systems. GRSP agreed to remove the square brackets from paragraph 5.2.4.1. and adopted ECE/TRANS/WP.29/GRSP/2012/16, not amended. The secretariat was requested to submit it to WP.29 and AC.1 at their June 2013 sessions for consideration and vote as draft Supplement 4 to the 02 series of amendments to UN Regulation No. 94.
35. The expert from Germany introduced GRSP-52-24 to show the outcome of the frontal impact and compatibility assessment research (FIMCAR) as part of the seventh programme of research of the European Union. He indicated that amongst the candidate barriers to assess compatibility, the full-width deformable barrier (FWDB) showed better results for the time being.
36. The expert from France, Chair of the informal working group on Frontal Impact, introduced the last progress report of the group (GRSP-52-25). He reiterated that the informal working group was considering existing results from ongoing research programmes on this matter at the international level (i.e. FIMCAR) and that as a follow‐up to these results, the group would propose an amendment to UN Regulation No. 94 by the May 2014 session of GRSP. Accordingly, he indicated three possible scenarios amending the UN Regulation:
(a) no change to the current requirements (benefits of 2.0 percent or less of all vehicle occupants Killed and Seriously Injured (KSI));
(b) full width barrier (FW) test added to the offset deformable barrier test (ODB) (benefits of 5 to 12 per cent of all occupants KSI); and
(c) FW test and replace ODB test with Progressive Deformable Barrier (PDB) test (benefits of 7 to 14 per cent of all occupants KSI).
37. Furthermore, for scenario (b) and © he added that the inclusion of a FWDB would lead only to slightly increased benefits (0.3 to 0.8 percent as stated in the FIMCAR final report) and the airbag triggering time more linked to real world. However, he concluded that the option of a Full Width Rigid Barrier (FWRB), even if it would introduce slightly lower benefits, this option would give higher harmonization potentials (Australia, Japan, and United States). Finally, he asked GRSP experts to clearly indicate their barrier preference to better focus the efforts of the informal working group. The expert from Germany stated that due to the time constraints for the first phase of improving UN Regulation No. 94, a FWRB could be the solution for Phase 1 and the FWDB would remain as a candidate for the Phase 2.
38. The majority of GRSP experts were not in a position to provide such an indication and agreed to resume discussion on this matter at its May 2013 session, awaiting the results of a cost benefit analysis for both FWDB and FWRB prepared by the informal working group.
39. The expert from FIA Foundation informed GRSP about the results of third Latin American New Car Assessment Programme (LANCAP) recently held (GRSP-52-13). He gave a presentation (GRSP-52-29) informing that as a conclusion of the third phase of the programme, LANCAP was recommending all Latin American governments to make the requirements of UN Regulation No. 94 mandatory for all cars sold in their markets.

69. The World Forum considered the draft corrigendum under agenda item 4.10.1 and recommended its submission to AC.1 for voting.
22. The expert from CLEPA introduced a revised proposal (ECE/TRANS/WP.29/GRSP/2012/20) proposing to increase the strap acceleration to 3 g to prevent the locking phenomena during the buckling up of the safety-belts. GRSP finally adopted ECE/TRANS/WP.29/GRSP/2012/20, including a correction to Annex 13 to the UN Regulation, as reproduced by Annex IV to this report. The secretariat was requested to submit ECE/TRANS/WP.29/GRSP/2012/20 as amended to WP.29 and AC.1, for consideration and vote at their June 2013 sessions as draft Supplement 4 to the 06 series of amendments to UN Regulation No. 16.
23. The expert from OICA introduced GRSP-52-06 proposing an update of the air-bag labelling provisions into UN Regulation No. 16. The proposal received some comments such as those by the expert from Sweden (GRSP-52-14) proposing to align UN Regulation No. 16 completely with the provisions recently introduced into UN Regulation No. 94 (frontal collision) on this subject. Other experts suggested coming back to the preceding proposal (GRSP-51-14) referring to the paragraph numbers of UN Regulation No. 94 instead. GRSP agreed to resume discussion at its May 2013 session.
24. The expert from EC introduced GRSP-52-26, aimed at aligning the French version of paragraph 7.6.2.2. to the English one. GRSP adopted GRSP-52-26 as reproduced in Annex IV to this report and requested the secretariat to submit it to WP.29 and AC.1, for consideration and vote at their June 2013 sessions as draft Corrigendum 1 to Revision 7 to the UN Regulation.
25. GRSP noted ECE/TRANS/WP.29/GRSP/2012/25, aimed at simplifying transitional provisions to the UN Regulation. However, GRSP preferred to defer discussion on this subject at its further session, awaiting further comments and the outcome of the activities of the WP.29 informal working group on the International World Vehicle Type Approval (IWVTA).

72. The World Forum agreed that the draft Regulation on recyclability under agenda item 4.13.1 would be reconsidered, at its November 2013 session, for a possible adoption. It was noted that the amendments to the draft Regulation included in informal document GRPE-66-41 needed to be reviewed by the Contracting Parties. The representative of EU confirmed that the draft proposal (ECE/TRANS/WP.29/2013/50) as amended by GRPE-66-41 is also acceptable for the EU. The secretariat was requested to consolidate both documents for consideration and voting at the November 2013 session.
43. The representative of the EU introduced WP.29-158-24 and WP.29-158-25 containing amendments to the draft UN Regulation (ECE/TRANS/WP.29/2012/116). He considered the proposal consistent with the scope of the 1958 Agreement and aligned with the interest of other Contracting Parties, including the Russian Federation. He wished to adopt this proposal after detailed consideration by GRPE at its next session in January 2013. The representative of Japan expressed his opinion that this Regulation was not covered by the scope of the 1958 Agreement. Nevertheless, he informed the World Forum that Japan would not oppose the proposal.
44. The Chair of GRPE suggested considering ECE/TRANS/WP.29/2012/116, including WP.29-158-24 and WP.29-158-25, at the next session of GRPE. The World Forum agreed on this procedure.
65. The Chair of GRPE recalled the proposal, discussed in the November session of WP.29, to amend the draft UN Regulation on recyclability (ECE/TRANS/WP.29/2012/116) as in WP.29-158-25 (amendments) and WP.29-158-24 (consolidation). He explained that WP.29 expressed its wish to adopt this proposal after detailed consideration by GRPE. Following the invitation by the Chair of GRPE, the expert from OICA introduced ECE/TRANS/WP.29/2012/116, as amended by WP.29-158-25 (amendments) and WP.29-158-24 (consolidation).
66. The expert from the EC introduced an additional amendment correcting an inconsistency in WP.29-158-24 (GRPE-65-10, amending WP29-158-24, and GRPE-65-11, containing the consolidation of WP29-158-24 and GRPE-65-10) and expressed his support for the approval of the revised text.
67. The expert from the Russian Federation introduced GRPE-65-21, pointing out a number of outstanding issues and stating that the proposed draft could be improved.
68. Having replied to the comments and observations of the Russian Federation with a presentation of the document GRPE-65-39, and supported by CLEPA, the expert from OICA offered to clarify his comments in bilateral discussions with the Russian Federation to avoid any further delay in the adoption of the latest draft.
69. The expert from France asked for clarifications about the exclusion of noxious heavy metals from the recyclability requirements of the current draft of the UN Regulation on recyclability, recommending their inclusion in updated texts. The expert from OICA clarified that the recyclability regulation does not aim to regulate the use of different materials, but rather to help comply with the application of the restrictions on the use of materials that are included in national requirements.
70. The expert from Japan recalled that Japan does not have the intention to apply the UN Regulation on recyclability because it opted for a different legislative approach than the one in place in the European Union.
71. Having invited interested stakeholder to address the issues that emerged in the discussion, and provided that the Russian Federation, the European Union and other stakeholders agree on a solution to the pending issues, GRPE adopted the proposal contained in GRPE-65-11 and asked the secretariat to submit it as an official document for the June 2013 session of WP.29. GRPE also agreed that this document will be transmitted to GRPE if no agreement amongst the interested parties is reached.

89. WP.29 considered and adopted the proposal by GRPE for Amendment 4 to R.E.3 (ECE/TRANS/WP.29/2013/52) and requested the secretariat to publish it. WP.29 noted ECE/TRANS/WP.29/78/Rev.2/Amend.3 updating the list of Contracting Parties to the 1958 Agreement as well as their corresponding E symbols.
59. The secretariat introduced ECE/TRANS/WP.29/GRPE/2013/2, containing a proposal to include a reference to the Annex 4 in the text of R.E.3 and to add the Annex 4, on market fuel quality, to the consolidated resolution. He clarified that this is just an editorial amendment.
60. Without objections by the secretariat, the expert from OICA commented on the proposal, suggesting to amend ECE/TRANS/WP.29/GRPE/2013/2 as in GRPE-65-02.

67. Agenda item 4.8.1, Regulation No. 117, document ECE/TRANS/WP.29/2013/55, add at the end:
Annex 4, the title, insert the reference to footnote 1 and footnote 1, to read:
“1 The specifications for the test site reproduced in this annex are valid until the end of the period indicated in paragraph 12.9.”
16. The expert from ETRTO introduced ECE/TRANS/WP.29/GRB/2013/5, drafted in cooperation with the experts from Poland and the United Kingdom, proposing to update the test track requirements to ISO 10844:2011 as a supplement to the UN Regulation rather than a new series of amendments. He stated that the new test track with tighter tolerances would maintain the same nominal noise behaviour and that its introduction as a new series of amendments was not justified (GRB-57-02). The experts from France endorsed the proposal and stated that technical variations introduced by the new track would not justify a new series of amendments. The experts from Italy and Japan also endorsed ECE/TRANS/WP.29/GRB/2013/5.
17. GRB finally adopted ECE/TRANS/WP.29/GRB/2013/5 (superseding ECE/TRANS/WP.29/GRB/2013/2, ECE/TRANS/WP.29/GRB/2012/15 and ECE/TRANS/WP.29/GRB/2012/18) as reproduced in Annex II to this report. The secretariat was requested to submit the proposal to WP.29 and AC.1 for consideration and vote at their June 2013 sessions as draft Supplement 4 to the 07 series of amendments to UN Regulation No. 117. Moreover, GRB agreed that extensions of type approvals, granted by using the test track in accordance to ISO 10844:1994, may be carried out with the test track built in accordance with ISO 10844:2011, taking into account that this last would not negatively affect type approval noise test results.
29. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2015/9 proposing the reintroduction of the transitional provisions related to Supplement 4 to the 02 series of Amendments to Regulation No. 117 (paras. 12.8. and 12.9.) and deleted unintentionally. GRRF recognized that the deletion was not the original intention of the Contracting Parties. The expert from the Russian Federation proposed (GRRF-79-19) to reinstate the Transitional Provisions as well as the reference to Annex 4 in paragraph 2.1. of Annex 3. Based on GRRF-79-19, the Secretariat and the expert from the Russian Federation proposed GRRF-79-33 with amendments aligning the original transitional provisions with the guidelines on Transitional Provisions.
30. GRRF adopted ECE/TRANS/WP.29/GRRF/2015/9 as amended by Annex II to the session report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2015 sessions as draft Supplement 8 to 02 series of Regulation No. 117.

11. The expert from OICA introduced a proposal for editorial corrections to Regulation No. 13 (GRRF-73-02). GRRF agreed to two of the three proposed changes and adopted the proposal as reproduced in Annex 3 to this report. The secretariat was requested to submit it to WP.29 and AC.1 for consideration at their March 2013 session as Corrigendum 2 to UN Regulation No. 13.
12. GRRF noted the state of discussions in WP.29 on dynamic or static references to other UN Regulations and private standards. GRRF welcomed the recommendation to proceed on a case by case approach. The expert from Japan introduced a proposal to insert in Regulations Nos. 13 and 13-H a reference to Regulation No. 10 and its 04 series of amendments. The experts from OICA and CLEPA proposed to make a reference to the 03 series, as the 04 series only defines new requirements for hybrid electric vehicles (HEV) and electric vehicles (EV) vehicles. OICA recalled the purpose of ECE/TRANS/WP29/GRRF/2011/34 and especially the justification part. GRRF agreed to resume the discussion at its next session. For this purpose, the Chair requested the secretariat to distribute GRRF-73-14 with an official symbol, to keep ECE/TRANS/GRRF/2012/21 and to reinsert ECE/TRANS/GRRF/2011/34 on the agenda.
13. The expert from Belgium recalled the work progress (GRRF-73-09) made by the informal group on AMEVSC proposing updated provisions of Annex 21 (and its appendix) to UN Regulation No. 13 dealing with the use of simulation tools duly validated to prove compliance of the vehicle stability function (ECE/TRANS/WP.29/GRRF/2012/2). The Secretary introduced GRRF-73-06. GRRF was supportive of the proposal but raised some detailed issues. The Chair invited GRRF to provide the Secretary of the informal group with written comments to allow a revision to be prepared as an official document for consideration by GRRF at its next session .
14. The Chair recalled the purpose of ECE/TRANS/WP.29/GRRF/2012/11 and GRRF-72-28 on the introduction of an electro-hydraulic transmission for electrical brake systems. The expert from the Netherlands reported on a first meeting with Germany and his intention to produce an enhanced proposal for consideration at the next session. GRRF agreed to resume the discussion at its next session, keeping these documents as a reference.
8. The Chair recalled the purpose of ECE/TRANS/WP.29/GRRF/2012/11 on introducing an electro-hydraulic transmission for electrical brake systems. The expert from Germany reported on the progress made. He added that a revised proposal might be submitted for consideration at the September 2013 session of GRRF. GRRF agreed to resume the discussion at its next session, keeping the document as a reference.
9. The expert from Japan introduced ECE/TRANS/WP.29/GRRF/2013/3, superseding ECE/TRANS/WP.29/GRRF/2011/34 and proposing clarification on the reference to Regulation No. 10 in Regulations Nos. 13 and 13-H. The expert from OICA introduced GRRF-74-13, proposing a similar amendment to Regulations Nos. 13 and 13-H but also amending Regulations Nos. 79 and 89 as well as the new Regulations on Advance Emergency Braking System (AEBS) and Lane Departure Warning System (LDWS). Following the discussion, the expert from the Russian Federation withdrew GRRF-74-33. GRRF agreed to reconsider GRRF-74-13 at its next session on the basis of an official document.
10. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2012/21, proposing to remove the signature of the Type Approval Authority from the test report defined in Annex 12 of Regulation No. 13. GRRF adopted this document and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2013 sessions as part of draft Supplement 10 to the 11 series of amendments to Regulation No. 13 (see para. 5).
4. The Chair of the informal working group on “Alternative Method to assess the Electronic Vehicle Stability Control system” (AMEVSC) reported on the progress made by the group on using test reports, e.g. according to various annexes of UN Regulation No. 13. He introduced GRRF-74-07, reporting on the work accomplished and the conclusion of the group on the rights and obligations when using a test reports procedure (e.g. as defined in Regulation No. 13, Annex 19) linked to the 1958 Agreement. GRRF endorsed these conclusions. The summary of these conclusions is listed in the form of a table in Annex III to this report.
5. The Secretary to the informal working group on AMEVSC introduced GRRF-74-06 on the use of a simulation tool as an AMEVSC, amending ECE/TRANS/WP.29/GRRF/2013/10 and especially the justification section. GRRF adopted this proposal as amended below. GRRF requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their June 2013 sessions as part of the draft Supplement 10 to the 11 series of amendments to Regulation No. 13.
Annex 21, Appendix 1, paragraph 1.4., amend to read:
“1.4. The availability of the simulation tool software, to the software version used, shall be maintained for a period of not less than 10 years following the date of the approval of the vehicle.”
Annex 21, Appendix 2, footnote 1, amend to read:
“1 Parameters not taken into account included shall limit the use of the simulation tool.”
6. GRRF noted the completion of the work by the informal group and acknowledged the work done by its experts.

The expert from CLEPA presented GRRF-74-37, on behalf of CLCCR, proposing to introduce into Regulation No. 79 provisions permitting the type approval of positive steering of trailers using energy supply and electrical control from the towing vehicle. His proposal focused on the energy supply connectors and the transmission of steering control data (digital information interchange). The expert from the Netherlands proposed extending the work to the power supply provisions necessary to guarantee a good functionality as well as a sufficient level of safety. GRRF agreed to add this as a new item on the agenda of the next session.
30. The expert from CLEPA introduced ECE/TRANS/WP.29/GRRF/2013/5 proposing to align the test speed and braking performance requirements for vehicles of the category M1 and N1 in the event of energy source failure with those in Regulations Nos. 13 and 13-H. GRRF adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2013 sessions as draft Supplement 4 to the 01 series of amendments to Regulation No. 79.

The proposal under agenda item 4.9.4 should be considered at the November 2013 session.
26. The Chair recalled the purpose of ECE/TRANS/WP.29/2012/54 harmonizing the definitions of “snow tyres” and “snow tyres for use in severe snow conditions” in UN Regulations Nos. 30, 54 and 117, for further consideration by GRB. The Chair of GRB presented GRRF-73-05, a proposal generated by GRB during its session in September 2012 which slightly modifies the GRRF proposal. GRB preferred to remove the marking M+S from UN Regulation No. 117. Only “snow tyres for severe condition” with the “Alpine Marking” are entitled to the bonus on limit values set in the Regulation (e.g. for “rolling noise”). GRRF endorsed the proposal by GRB as reproduced in GRRF-73-05-Rev.1 and agreed to submit it to WP.29 and AC.1 for consideration at their November 2012 sessions together with ECE/TRANS/WP.29/2012/54 as Supplement 02 to the 02 series of amendments to UN Regulation No. 117 (see WP.29-158-09).
27. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2012/17 amending UN Regulation No. 117, introducing the possibility to use a test track according to the new ISO standard 10844:2011. The expert from ETRTO preferred to insert transitional provisions into the proposed amendments (GRRF-73-26). GRRF endorsed the amendments proposed by GRB (GRRF-73-17) and confirmed there was no conflict with on-going amendments under consideration at GRRF.
28. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2012/18 correcting the provisions of the temperature compensation in Regulation No. 117. GRRF noted that this proposal had been simultaneously transmitted to GRB who had made recommendations for submission to WP.29 and AC.1 for consideration at their March 2013 sessions as Supplement 03 to the 02 series of amendments to UN Regulation No. 117.
29. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2012/19 amending the testing procedure for snow tyres of the category C3. GRRF noted some comments. GRRF agreed to consider a revised proposal at its next session
30. The expert of France presented a joint proposal of France / EC (GRRF-73-08) on wet grip testing provisions for Tyres of category C2 and C3. The expert from ETRTO introduced GRRF-73-18 and GRRF-73-21 in response to GRRF-73-08 with a proposal for limit values as well as transitional provisions. GRRF agreed to resume discussion on these issues on the basis of revised proposals tabled by ETRTO at its next session.
24. The expert from ETRTO introduced GRRF-74-04 amending ECE/TRANS/WP.29/GRRF/2012/19 on the testing procedure for snow tyres of the category C3. He also introduced GRRF-74-43 showing some test results justifying their proposal. GRRF agreed on this proposal as amended by Annex VI and requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their June 2013 sessions as draft Supplement 4 to the 02 series of amendments to Regulation No. 117.
25. The expert from ETRTO presented a joint proposal by France, EC and ETRTO (GRRF-74-08) amending ECE/TRANS/WP.29/GRRF/2013/9 on wet grip testing provisions for Tyres of category C2 and C3. GRRF agreed on this proposal as amended in Annex VII to this report and requested ETRTO to provide technical data supporting the choice of the proposed limit values for the next GRRF session in September 2013. GRRF requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their November 2013 sessions as draft Supplement 5 to the 02 series of amendments to Regulation No. 117.

100. The representative of the United Kingdom, Chair of the IWG on the UN GTR on Tyres, informed AC.3 that five questions were still unresolved. He confirmed that two Contracting Parties were still in the process of reviewing the text of the draft UN GTR. Referring to the final report on the development of the UN GTR (WP.29-160-09), he stated that, in the case of disagreement at the September 2013 session of GRRF, an optional test procedure should be included in addition to the two optional modules.
101. The representative of EU stated that a really long list of controversial provisions had been solved by March 2013 and, due to the five remaining unresolved questions, the UN GTR could not be adopted during the current session. He urged the Contracting Parties to make an effort to solve the pending issues at the September 2013 session of GRRF, thus allowing for voting on the draft UN GTR at the November 2013 session of AC.3.
102. The secretariat was requested to distribute WP.29-160-09 with an official symbol for consideration at the November 2013 session of AC.3.
22. The expert from France introduced GRRF-73-03 proposing the technical report on the development of the tyre GTR. GRRF noted a number of comments. The expert from France volunteered to submit a revised proposal for consideration at the next session of GRRF as an official document.
23. The secretary of the tyre GTR informal group reported on the progress made. He presented the text of a draft GTR (ECE/TRANS/WP.29/GRRF/2012/22) which GRRF partially reviewed, taking into account the amendments proposed in GRRF-73-12, GRRF-73-13, GRRF-73-22 and GRRF-73-25. GRRF agreed that the informal group should continue to work on the draft GTR and to hold their next meeting immediately before GRRF on Monday 18 February 2013. From this meeting GRRF anticipate an updated final text for adoption during its 74th session.
21. The Secretary of the informal group for a tyre GTR reported on the progress made. He presented the latest version of the text of a draft GTR (GRRF-74-38) amending ECE/TRANS/WP.29/GRRF/2012/22. GRRF reviewed the document and agreed on the technical aspect of this proposal. GRRF noted that some decisions needed to be taken by WP.29 and AC.3. GRRF adopted ECE/TRANS/WP.29/GRRF/2012/22, as amended and reproduced in GRRF-74-38, keeping in square brackets the “Adhesion Performance on Wet Surfaces” provisions (paragraph 3.12.). GRRF requested the secretariat to submit the proposal as amended below to WP.29 and AC.3 for consideration at their June 2013 sessions and for vote at their November 2013 session. GRRF expected to review, during its September 2013 sessions any guidance received as necessary.

22. The expert from France introduced GRRF-74-09 proposing a status report on developing the tyre GTR. He volunteered to prepare an updated report as a final report for phase 1 of the development of the tyre GTR to be presented to WP.29 and AC.3 at their sessions in June 2013.
23. GRRF noted the completion of the work on the phase 1 by the informal group and acknowledged the work done by its experts.
25. The Chair of GRRF recalled the purpose of ECE/TRANS/WP.29/2013/63 (Draft UN GTR on tyres), amended by ECE/TRANS/WP.29/GRRF/2014/20 (adopted at the seventy-seventh session of GRRF), and ECE/TRANS/WP.29/2013/122 (the corresponding technical report).
26. The expert from France presented GRRF-78-18 introducing minor updates to ECE/TRANS/WP.29/2013/63 and ECE/TRANS/WP.29/2013/122. He added that the timeline for further development of the gtr had to be updated, taking into account the delay to adopt phase I. GRRF adopted GRRF-78-18 as amended by GRRF-78-47 and as reproduced in Annex III to this report. GRRF requested the secretariat to submit the proposal to WP.29 and AC.3 for consideration at their November 2014 sessions.
27. GRRF reviewed the ECE/TRANS/WP.29/GRRF/2014/20 containing the amendments defined at the seventy-seventh GRRF session. The Chair recalled that GRRF previously agreed that updates to the UN GTR on tyres would be proposed after its establishment in the global registry by AC.3 to keep it in line with the latest regulatory developments.
28. Finally, the expert from France advised GRRF that his country would not be able to sponsor phase 2 of the UN GTR on tyres once phase 1 was concluded.

On behalf of GRRF, [the GRRF chair] recommended the establishment of the draft global technical regulation (gtr) on tyres into the Global Registry, on the basis of ECE/TRANS/WP.29/2013/63, as amended by ECE/TRANS/WP.29/2014/83 and WP.29‑164-04. He also recommended amending the final report on Phase I on the development of the gtr (ECE/TRANS/WP.29/2013/122) as indicated in WP.29-164-04. He announced that France had indicated that it would not sponsor Phase II of the gtr.
105. Submitted for consideration and vote, the proposed draft UN GTR on tyres (ECE/TRANS/WP.29/2013/63, ECE/TRANS/WP.29/2014/83, WP.29-164-04) was established in the UN Global Registry on 13 November 2014 by consensus vote of the following Contracting Parties present and voting: Australia, Canada, China, European Union (voting for Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Spain, Sweden and the United Kingdom), India, Japan, Norway, Republic of Korea, Russian Federation, South Africa and Turkey.
106. The technical report (ECE/TRANS/WP.29/2013/122, WP.29-164-04) and the adopted proposal for the development of the UN GTR (ECE/TRANS/WP.29/AC.3/15) would be appended to the established UN GTR.
107. The United States of America voted to abstain on the UN GTR on tyres. The representative of the United States of America thanked France as sponsor, the United Kingdom for the chairmanship, and the tyre industry for the time and energy involved in the effort. He stated that the UN GTR offers a set of safety requirements that, in its entirety, no single country or region currently has and that, when implemented would truly increase vehicle safety worldwide. He further indicated that the United States of America abstained as it is not in a position to implement the UN GTR within a year due to resource constraints (according to the rules of the 1998 Agreement).
108. The representative of EU expressed his gratitude to the parties for their hard work to finalize the draft GTR on tyres and welcomed the positive vote by the Contracting Parties. He regretted that there had been one abstention and pointed out that the need for efficiency of the 1998 Agreement was more than urgent. The representative of ETRTO echoed a similar statement.

The representative of Italy, Chair of GRSG, informed the World Forum that his group had endorsed two corrigenda to the draft amendments of UN Rules Nos. 1 and 2, respectively WP.29-160-11 to ECE/TRANS/WP.29/2013/64 (UN Rule No. 1–environment) and WP.29-160-12 to ECE/TRANS/WP.29/2013/32 (UN Rule No. 2–roadworthiness). The representative of the United Kingdom, Chair of GRRF, recalled that his group recommended deferring the adoption of the amendment to UN Rule No. 2 awaiting the final revision of the corresponding EU Directive 2010/48/EU to fully harmonize them. The representative of the Russian Federation noted that other GRs endorsed, in principle, the two proposals. He volunteered to update them in cooperation with CITA and other CPs to the Agreement, integrating the comments received.

WP.29 agreed on the need to establish the DETA database following the principles of the above-mentioned document, excluding those related to the Unique Identifier as well as all the questions related to the IWVTA and the UN Regulation No. 0, which would be considered instead by the IWG on IWVTA. The secretariat stated that the final decision for hosting the DETA server was still under consideration by UNECE.
