43. The representative from the EC, chair of the IWG on PMP, introduced GRPE-80-28, presenting a status report of the activities of the IWG on PMP since the last session of GRPE. The Chair requested more information on the new provision to measure sub-23 nm particulates and if those new provisions expected to be submitted as a working document for the next session of GRPE in June 2020 would be submitted as amendments to both UN GTR No. 15 and UN Regulation No. [XXX] on WLTP. The representative from EC clarified this was still being considered where those new provisions would be implemented.
44. Regarding tyre wear emissions, the representative from Russia asked whether the different types of tyres tested meant difference in purpose (summer versus winter tyres) and / or different brands. The Chair of the IWG on PMP clarified the focus was on different abrasion rates, and on particulate size distribution, as the correlation between abrasion rates, particulates number and particulate size is not linear and still needed to be further defined.
45. The representative from India required more information on the cut-off point to have effective 10 nm particulate size measurements, especially for natural gas vehicles, which in India, had peak particulate emission at around 10nm. He also wondered about any potential impact of sampling point position on PN measurement. The Chair of the IWG on PMP said the cut-off was to be set at around 7nm where a 50% efficiency had been measured. He said lowering this threshold implied high levels of artefacts measurements. For natural gas vehicles, further investigation were necessary to measure particulates below 10 nm with good efficiencies. He finally highlighted that there are three research programs going on under the H2020 funding scheme of the EU that might bring new information and confirmed that at this stage no impact had been noted on the sampling point location.

28. The representative from EC drafting coordinator for WLTP activities, introduced GRPE-80-40 introducing the status of the development of draft Amendment 6 to UN GTR No. 15. The new elements expected in the next amendment to UN GTR No. 15 were briefly introduced with updated provisions and new annexes deriving from the latest activities of the IWG on WLTP. GRPE acknowledged the progress made and showed appreciation for the work done and still pending.
29. GRPE noted the request for a meeting room for one day and a half during the GRPE week in June 2020.

8. The expert of EC informed GRBP about a study on the sound level limits of M- and N-category vehicles which had started in December 2019 and was expected to be completed by June 2021 (GRBP-71-11). The aim of the study was to propose improved sound level limits for next phases of Regulation No. 540/2014 of the European Union in the coming years. The experts from Germany, ETRTO and OICA encouraged the study contractor to follow a holistic approach and to take into account various factors that contribute to sound emissions. GRBP invited those experts to send their comments to the contractor and requested the expert of EC to regularly inform GRBP about the study progress. The expert from Japan pointed out that his country would launch soon a similar study and that the recommendations of both studies should be harmonized internationally.

25. The experts from the IWG VRU-Proxi introduced document ECE/TRANS/WP.29/GRSG/2020/7, the proposal for supplement 2 to UN Regulation No. 151 (Blind Spot Information Systems (BSIS)) and document GRSG-118-09 containing amendments to the proposal.
26. GRSG adopted ECE/TRANS/WP.29/GRSG/2020/7 on amendments to UN Regulation No. 151, as amended by GRSG-118-9, and agreed to submit it for consideration and vote at the November 2020 session of WP.29/AC.1.
27. The expert from the European Commission expressed gratitude to members of the IWG on VRU-Proxi for the work on the considered proposals under this agenda item, and the GRSG delegates and for their adoption, highlighting the importance of the of the proposals for the rollout of the European Union General Safety Regulation.

34. The representative of OICA presented GRSG-118-28, containing OICA’s position on proposed amendments to UN Regulation No. 93 as envisaged through document ECE/TRANS/WP.29/GRSG/2020/10, and reaffirming OICA’s support for document ECE/TRANS/WP.29/2020/83.
35 GRSG agreed to resume consideration of document ECE/TRANS/WP.29/GRSG/2020/10 at its next session in October 2020, possibly as a revised proposal based on bilateral discussions.
36. GRSG reviewed ECE/TRANS/WP.29/2020/83 on amendments to UN Regulation No. 93 and agreed to re-submit it for consideration and vote to the WP.29/AC.1 session in November 2020.

42. The expert from the European Commission presented document ECE/TRANS/WP.29/GRSG/2020/11, the proposal for supplement 2 to the 01 series of amendments to Regulation No. 125, which aims to extend the scope of the Regulation to allow for the possibility to apply field of vision prescriptions to N1 category vehicles.
43. The expert of OICA introduced document GRSG-118-26, which contains proposed amendments to ECE/TRANS/WP.29/GRSG/2020/11.
44. Following detailed technical discussions, further comments from experts from Germany, Japan, Sweden, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA concerning the amendments proposed in GRSG-118-26, GRSG decided to keep document ECE/TRANS/WP.29/GRSG/2020/11 on amendments to UN Regulation No. 125 on the agenda of the October meeting of the group and requested that document GRSG-118-26 is converted into an official document and submitted for consideration at the October 2020 session of GRSG.

54. The expert from the European Commission recalled discussions by GRSG experts under the agenda item 11 at the 118th session of GRSG (see: ECE/TRANS/WP.29/GRSG/98), which resulted in the deferral of consideration of the proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/11) and of document GRSG-118-26 amending the official proposal, to the current session of GRSG. The objective of the proposal was to extend the scope of the UN Regulation No. 125 to allow for the possibility to apply field of vision prescriptions to N1 category vehicles.
55. The expert of OICA introduced the updated proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/31 (based on ECE/TRANS/WP.29/GRSG/2020/11 as amended by GRSG-118-26)), and document GRSG-119-23 amending the proposal.
56. Following detailed technical discussions, including further comments from experts from Germany, Japan, the Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG decided to defer considerations related to amendments to UN Regulation No. 125, based on a revised text of ECE/TRANS/WP.29/GRSG/2020/31 and incorporating GRSG-119-23, to its April 2021 session.

91. The expert from OICA presented document ECE/TRANS/WP.29/GRSG/2021/13, Proposal for Supplement 2 to the 01 series of amendments of UN Regulation No. 125. The expert from the European Commission informed GRSG that this proposal had not been discussed at the European Commission’s motor vehicle working group, therefore he proposed to discuss of this document at a technical level in the next session. He also suggested going forward with the existing extension of scope to category N1 vehicles with participation system.
92. The expert from Sweden supported the European Commission stating this proposal should be referred to the forum as it has not yet been addressed in the Forum. He further explained that the requirement for N1 classification, in the definition of goods department seemed to be different from the European perspective in its justification. The expert from France and Switzerland suggested that the proposal was not ready for adoption and proposed it be postponed. The expert from the United Kingdom expressed concerns in accepting the proposal because the text of this proposal did not clarify the application of the partitioning system. The expert from the Netherlands agreed with the point of view of the United Kingdom. The expert from Italy mentioned the need to be through in discussing the partitioning system as the application of this system was not clear.
93. The expert from OICA informed GRSG that excluding the partitioning system from the proposal could lead to individuals seeking personalized solution that could negatively impact the safety of a vehicle and its users.
94. The expert from Germany supported the extension of the scope for N1 vehicles but expressed concerns about the partitioning systems because it could impact the direct vision of the driver. The expert from the European Commission reiterated his support of the extension of scope and the need for a partitioning system, but there is need for more discussions because there are lots of disparities when considering its application in different countries.
95. OICA requested the participation from GRSG to deliver on the technical requirement and work related to the topic of the partitioning system and suggested its inclusion in the list of decisions. She also inquired from the secretariat of GRSG, if it was possible to adopt a document that is not an informal or official document for this session of GRSG (ECE/TRANS/WP.29/GRSG/2020/11). The secretariat clarified that this document had been used as an official document in a previous session of GRSG hence, it can be used as a basis for adoption in the next session of WP.29.
96. The Chair of GRSG noted that there was not full support from GRSG for document ECE/TRANS/WP.29/GRSG/2021/13 and therefore suggested the adoption of the original document ECE/TRANS/WP.29/GRG/2020/11. He also invited other delegates from GRSG to contribute to the technical work being done on the partitioning system.
97. GRSG adopted the document ECE/TRANS/WP.29/GRSG/2020/11 and requested its submission at WP.29 and AC.1 for voting in their March 2022 sessions.

Similarly, the expert from EC introduced draft amendments to UN Regulation No. 142 (Installation of tyres) aimed at extending its scope, for the purpose of implementing the tyre installation requirements in Regulation 2019/2144 of the European Union (GRBP-71-16). 25. The expert from the United Kingdom and Northern Ireland, Co-Chair of the Task Force (TF) on Cyber Security and Over-The-Air issues (CS/OTA), presented the outcome of the TF. He introduced the proposed draft UN Regulation on Cyber Security and Cyber Security Management System (ECE/TRANS/WP.29/GRVA/2020/2 (withdrawn), ECE/TRANS/WP.29/GRVA/2020/3 amended by GRVA-05-05). He mentioned that the revised proposal entailed a recent proposal from Germany and the European Commission (paragraphs 5.3.1.-5.3.3.) in square brackets. He recalled that the TF was planning to deliver further documents accompanying the UN Regulation: a resolution and an interpretation document. He stated that these documents would be further elaborated during the next session of the TF and would distillate the learnings of the test phase in 2019. He informed GRVA that the work on a UN Global Technical Regulation (GTR) had to start.
26. The expert from Japan introduced GRVA-05-20 proposing amendments to paragraph 7.3.8. on the use of cryptographic modules.
27. The expert from the European Commission introduced GRVA-05-22, aimed at clarifying the consequences of the Cyber Security Management System certificate expiration.
28. The expert from Japan introduced GRVA-05-13, expressing strong objections to the proposed paragraphs 5.3.1.-5.3.3. establishing prerequisites to the granting of type approvals not in line with the 1958 Agreement and posing a sovereignty risk. The expert from the Russian Federation expressed a similar position and proposed to draft an alternative proposal.
29. The expert from France introduced, GRVA-05-29 proposing an alternative to the proposed paragraphs 5.3.1.-5.3.3. as well as amendments proposal for paragraph 7.4 and Annex 5.
30. The expert from the European Commission introduced a compromise proposal (GRVA-05-42) for paragraphs 5.3.1.-5.3.3. aimed at addressing the proposals from Japan and France.
31. The expert from OICA introduced GRVA-05-33. He stated that the test phase’s general outcome was the confirmation of the applicability of the former draft. He explained their major concerns with the current text. He mentioned their concerns from the industry point of view regarding the major type approval procedure modifications introduced by paragraphs 5.3.1.-5.3.3. and the major delay associated risks.
32. He stated that insufficient considerations were given to existing vehicle architectures and requested the introduction of transitional provisions. He also stated that the reporting provisions were excessive. He called on GRVA to consider these concerns and to resolve them on a consensus basis.
33. The expert from FIGIEFA introduced GRVA-05-15, proposing a process flow for national/regional authorities to define objective minimum compliance criteria for the UNECE cybersecurity regulation and a way forward for aftermarket issues.
34. GRVA reviewed in detail GRVA-05-05, having in mind the presentations received (paragraphs 26-32 above). - GRVA discussed the scope of the draft Regulation (keeping vehicles of Categories S, R, T, O in square brackets).
- GRVA discussed GRVA-05-17 and agreed to keep the proposed paragraph 1.4.
- GRVA agreed that the Regulation and the 1958 Agreement would not be prescribing the mutual recognition, among Contracting Parties, of CSMS (and Software Update Management System) certificates.
- The expert from Singapore requested clarifications concerning the reporting obligations according to the draft Regulation and wondered whether any reporting would only be shared among the Contracting Parties of the 1958 Agreement. The Co-Chair of the TF explained that the current draft did not impose reporting on existing cyber security threats. He explained that there were already information sharing platforms such as Automotive Information Sharing and Analysis Center (AutoISAC) in the United States of America. GRVA invited the TF to address the question raised.
- GRVA resumed discussion on the paragraphs 5.3.1.-5.3.3. The expert from the Russian Federation explained that provisions regarding the competencies of Technical Services should be introduced in Schedule 2 to the 1958 Agreement. He added that GRVA-05-42 was not enough and that not trusting Approval Authorities was not a good idea, as it would be time consuming and expensive. He stated that the Database for Exchange of Type Approval documentation (DETA) could have a useful role to play, that the TF could be entitled to learn from type approvals and propose relevant Regulation amendments to GRVA, as necessary, and he proposed the corresponding regulatory wording (GRVA-05-51). The expert from the Republic of Korea stated that these paragraphs could be misused. The expert from CEN proposed an alternative procedure based on the so-called common criteria approach and referred to WP.29-179-28 and WP.29-179-29. The TF Co-Chair noted that the common criteria approach was not complete. The expert from FIA introduced GRVA-05-16. GRVA requested the TF to provide comments on this document. GRVA noted to availability of GRVA-05-02 reproducing ISO/SAE DIS 21434 addressing aspects of the draft Regulation but not the mutual recognition aspect.
35. The Secretary produced a consolidation of the draft Regulation based on the input received during the session (GRVA-05-05/Rev.1). GRVA agreed to use this consolidation as a basis for further work until the next GRVA session.

GRSP resumed discussion on the proposal (ECE/TRANS/WP.29/GRSP/2020/4) that had been tabled by the experts from Japan and the European Commission on behalf of the Task Force to amend the requirements concerning post-crash electrical safety in the event of frontal collision, which aimed to transpose GTR No. 20, Phase 1 into the framework of the 1958 Agreement (see ECE/TRANS/WP.29/GRSP/66, paragraph 32). The expert from Japan introduced GRSP-67-20-Rev.1 amending the definition of REESS. At the same time, the expert from OICA introduced GRSP-67-27 to amend transitional provisions.
17. GRSP adopted ECE/TRANS/WP.29/GRSP/2020/4, as amended by Annex VI to the session report. The secretariat was requested to submit the proposal as the draft 04 series of amendment to UN Regulation No. 94, for consideration and vote at the November 2020 sessions of WP.29 and AC.1. Finally, GRSP also agreed to start discussion on similar amendments for UN Regulations Nos. 12 (Steering mechanism) and 135 (Pole side impact (PSI)) on the basis of proposals to be tabled by the experts of the Netherlands and other concerned parties.

GRSP agreed to resume consideration on this subject on the basis of a revised text to be prepared by the experts of the Drafting Task Force.

20. The expert from Germany reiterated his proposal (ECE/TRANS/WP.29/GRSP/2019/18) and referred to agenda item 3(a) (see paragraph 4). The expert from OICA introduced GRSP-68-18 as a counterproposal of ECE/TRANS/WP.29/GRSP/2019/18, tabled by the expert from Germany. He explained that the proposal was reflecting the latest stage of discussions aimed at clarifying the issue that vehicle height has an influence on the test results of headform and legform tests. He also suggested to encompass this issue with ECE/TRANS/WP.29/GRSP/2020/9. GRSP recalled that this last proposal was prepared by the experts of the Drafting Task Force to align the UN Regulation with the revised General Safety Regulation of the European Union that would enlarge the head impact zone to include the windscreen area. The expert from Republic of Korea suggested that the impact test speed ratio should be aligned to that one identified by the IWG-DPPS (see para. 5 above). Finally, GRSP agreed to resume discussion to the proposals of amendments to the UN Regulation at its May 2021 session.

4. GRSP Chair, informed GRSP of the discussion held at the March 2021 session of the Executive Committee of the 1998 Agreement (AC.3) (see ECE/TRANS/WP.29/1157, paras. 143 to 148). GRSP Chair recalled GRSP that AC.3 agreed to defer vote under this agenda item to its June 2021 session pending further discussions concerning the proposal for Amendment 3 to UN Global Technical Regulation (UN GTR) No. 9 at the next session of GRSP, scheduled to take place in May 2021. He also reminded that AC.3 requested GRSP to give highest priority to the task and to report back to AC.3 and WP.29 with the greatest urgency on the progress towards a resolution of outstanding matters in this context. He continued that to that end, he had contacted the concerned Contracting Parties including AC.3 Chair and the GRSP Secretary, to meet at the earliest possible date and asked the new expert representing the United States of America to report on the developments since WP.29. The expert of the United States of America informed GRSP about the meeting of the interested experts held virtually on April 23, when especially the experts from the United States of America and Germany, presented on the findings and conclusions of their respective experts. It was agreed that more discussions are warranted and with inclusion of the industry. During that time, United States of America and Germany continued the dialogue and exchanges of views and technical information to find a solution. She also added that experts met on Monday, May 17, just prior to GRSP meeting and agreed to establish as soon as possible a task force to solve the issue between the May and December 2021 GRSP sessions. She assumed that the first meeting of the task Force would be held on June 14 and that most likely a proposal would be ready by the GRSP meeting in December 2021. The experts from Germany, EC, Canada, United Kingdom of Great Britain and Northern Ireland, Japan, the Netherlands, and Republic of Korea, supported the United States of America approach and underlined the relevance of timing. The expert from the United States of America proposed to include other relevant issues in the programme of work of the Task Force. The expert from OICA stressed the importance not to delay the finalisation of the extension of the impact zone, explaining that this is urgently needed due to the European Union requirements of the General Safety Regulation which are already decided in general (including the application dates), but which are currently under development in the framework of UN Regulation N° 127. He feared that, if such topics are referred back to GTR N°9, then the deadlines would not be respected, creating for industry a legal void. The experts from the Netherlands and the United States of America introduced GRSP-69-43-Rev.1 amending the previous authorization to develop Amendment 3 (ECE/TRANS/WP.29/AC.3/31). GRSP recommended on provisional basis ECE/TRANS/WP.29/AC.3/31/Rev.1, as reproduced in Annex II to this report, to provide a revised request of authorization of work to finalize Amendment 3 to UN GTR No. 9 (Pedestrian safety) for consideration to the June 2021 session of AC.3. To ensure the work proceeds in a timely manner, GRSP agreed to establish a Task Force, and it was recommended to withdraw the current proposed Amendment 3 from consideration and vote at the June 2021 session of AC.3. Moreover, GRSP agreed to forward documents under agenda item 11 (ECE/TRANS/WP.29/GRSP/2019/18, ECE/TRANS/WP.29/GRSP/2020/9 and GRSP-69-21-Rev.1) to the TF for consideration (see para. 20 below).

17. The Chair of the IWG on RDE introduced the status report of the IWG (GRPE-81-17); mainly focusing on the development of the draft new UN Regulation on RDE submitted to GRPE as ECE/TRANS/WP.29/GRPE/2020/15 as amended by GRPE-81-16. She also introduced GRPE-81-26 complementing the draft text of the UN Regulation with a template of the data report file that shall be used to gather the data collected during the test and to check some of the trip validity conditions, specifically designed for the RDE tests contained in the draft new UN Regulation. She finally informed GRPE that some elements remained in square brackets as there are still regulatory work going-on at the European which might have an impact on the text proposed and might lead to a postponement to later session of WP.29 if the EU regulatory process is not finalized by then. GRPE noted those considerations.
18. The representative from OICA sought further clarifications on the update to UN Regulation No. 83 needed as a consequence of the new UN Regulations on WLTP and RDE. The expert from the EC stated there was a need to further evaluate the changes for UN Regulation No. 83 also taking the EU legal framework into account. She clarified such assessment was expected to be finalized before the next GRPE session in January 2021, especially with respect to in-service conformity provisions. The representative from Japan agreed the inclusion of in-service conformity into UN Regulation No.83 should be looked after carefully as it could also be part of WLTP provisions.
19. The Chair congratulated the IWG on RDE for the achievements in such limited time frame, getting consensus so that the draft UN regulation reaches full harmonization.
20. GRPE adopted ECE/TRANS/WP.29/GRPE/2020/15 and GRPE-81-16 as amended by Addendum 2 to this chair’s notes and complimented by GRPE-81-26 that will be uploaded on the UN Regulation webpage once it is available. GRPE requested the secretariat to submit Addendum 2 to WP.29 and AC.1 for consideration and vote at their November 2020 sessions as draft new UN Regulation No. [XXX] on RDE. The representative of the EC informed some elements were left in square brackets waiting for the outcome of local discussions in the region. She indicated that the square bracket would be removed prior to the adoption by WP.29/AC.1.
21. She finally updated GRPE on the latest development and forthcoming plans for the development of a draft new UN GTR on RDE still being discussed with a larger group of stakeholders involved.
22. GRPE noted the request for a meeting room for half a day during the GRPE week in January 2021.

GRVA endorsed it, in principle, as a draft guidance for the Authorities on the way to use DETA, hosted by Germany, in line with the relevant provisions in UN Regulation No. [155]. GRVA noted that the document would be finalized prior to WP.29 in November 2020, so that it can be adopted together with the document above.

17. The Chair of the IWG on RDE introduced the status report of the IWG (GRPE-81-17); mainly focusing on the development of the draft new UN Regulation on RDE submitted to GRPE as ECE/TRANS/WP.29/GRPE/2020/15 as amended by GRPE-81-16. She also introduced GRPE-81-26 complementing the draft text of the UN Regulation with a template of the data report file that shall be used to gather the data collected during the test and to check some of the trip validity conditions, specifically designed for the RDE tests contained in the draft new UN Regulation. She finally informed GRPE that some elements remained in square brackets as there are still regulatory work going-on at the European which might have an impact on the text proposed and might lead to a postponement to later session of WP.29 if the EU regulatory process is not finalized by then. GRPE noted those considerations.
18. The representative from OICA sought further clarifications on the update to UN Regulation No. 83 needed as a consequence of the new UN Regulations on WLTP and RDE. The expert from the EC stated there was a need to further evaluate the changes for UN Regulation No. 83 also taking the EU legal framework into account. She clarified such assessment was expected to be finalized before the next GRPE session in January 2021, especially with respect to in-service conformity provisions. The representative from Japan agreed the inclusion of in-service conformity into UN Regulation No.83 should be looked after carefully as it could also be part of WLTP provisions.
19. The Chair congratulated the IWG on RDE for the achievements in such limited time frame, getting consensus so that the draft UN regulation reaches full harmonization.
20. GRPE adopted ECE/TRANS/WP.29/GRPE/2020/15 and GRPE-81-16 as amended by Addendum 2 to this chair’s notes and complimented by GRPE-81-26 that will be uploaded on the UN Regulation webpage once it is available. GRPE requested the secretariat to submit Addendum 2 to WP.29 and AC.1 for consideration and vote at their November 2020 sessions as draft new UN Regulation No. [XXX] on RDE. The representative of the EC informed some elements were left in square brackets waiting for the outcome of local discussions in the region. She indicated that the square bracket would be removed prior to the adoption by WP.29/AC.1.
21. She finally updated GRPE on the latest development and forthcoming plans for the development of a draft new UN GTR on RDE still being discussed with a larger group of stakeholders involved.
22. GRPE noted the request for a meeting room for half a day during the GRPE week in January 2021.

45. The Chair of IWG on EPPR presented a status report (GRPE-81-22). He updated GRPE on the progress of IWG and introduced GRPE-81-23-Rev.1 on amended ToRs of the IWG. The proposed ToRs included the upcoming activities of the group with a draft new timeline going until 2025. The Chair requested to add interim reporting mid-2022 so GRPE was updated of the progress and latest activities throughout the mandate. The Chair of the IWG on EPPR agreed to this principle.
46. GRPE agreed to revise the ToRs of the IWG on EPPR during the session, as proposed in GRPE-81-23-Rev.1.

62. The Chair introduced GRPE-81-06 as the revised GRPE priority list following the latest guidelines received by the Administrative Committee for the Coordination of Work (WP.29/AC.2). The representative from the EC introduced GRPE-81-34 on proposed amendments to GRPE-81-06 which deleted the timeline indication for tyre wear emissions. The representative from the UK underlined that in some countries including his, tyre emissions were a high priority. The representative from the EC explained that in her view, there was not enough knowledge nor literature on the issue yet to develop regulatory material. Furthermore, she noted very few activities were expected in the near future that could feed the development of a robust test procedure. The Representative from the UK argued that priorities did not necessarily mean on-going or forthcoming activities, and that resources could be allocated based on priorities to fast track the development of knowledge for regulatory purposes.
63. The representative from OICA sought clarification on sub-23 nm PN measurements and its scope. The Chair of the IWG on PMP underlined that Sub-23 nm PN measurement was aimed for both light- and heavy-duty applications, in the laboratory and on-road. He added that the proposed Amendment 6 to UN GTR No. 15 endorsed by GRPE (para. 12-13) only covered the laboratory part for light-duty vehicles, and that on-road applications for both light and duty vehicles, and heavy-duty lab test were still to be developed.
64. The representative from Australia also emphasized that transposition of the latest European regulation on Heavy Duty (Euro VI Step E) into UN Regulation No. 49 should be prioritized.
65. GRPE agreed to such proposals and amended GRPE-81-06 into GRPE-81-06-Rev.1 during the session, and requested the secretariat to send GRPE-81-06-Rev.1 to WP.29 secretariat for further consideration by WP.29/AC.2.

5. Referring to the AC.3 decision at its March 2020 session (see ECE/TRANS/WP.29/1151, para. 158), GRSP reiterated its intention to finalise the work on harmonizing UN GTR No. 9 with UN Regulation No. 127, which already incorporates the proposed Amendment 3 to the UN GTR for the headform test (ECE/TRANS/WP.29/GRSP/2014/5 as amended by GRSP-67-13). However, the expert from the United States of America suggested that, due to the postponement of this current GRSP session from May to July, AC.3 had not received the results of the discussions and should first be informed of the process at its next session in November 2020 before vote on the proposed Amendment 3 at its March 2021 session.
Therefore, GRSP recommended: (a) Amendment 3 to UN GTR No. 9 (ECE/TRANS/WP.29/GRSP/2014/5), as amended by Annex II to the session report, (b) the final progress report (ECE/TRANS/WP.29/GRSP/2012/2) as amended by Annex II to the session report and (c) the authorization to develop the work (ECE/TRANS/WP.29/AC.3/31), for consideration and vote at the March 2021 sessions of WP.29 and AC.3.

The amendment was agreed by the GRSP and sent to WP.29 together with the proposal from IC/ANEC on the phase out of the R44 (ECE/TRANS/WP.29/GRSP/2019/28) for consideration at its June 2020 session.
Upon further examination, the Commission identified that its proposed amendment was not in line with the General Guidelines for UN regulatory procedures and transitional provisions in UN Regulations. In reconsidering the drafting, the Commission concluded that de jure, a ‘guide strap’ and similar devices cannot be separately approved as a child restraint system under the current wording of UN R44.
For that reason, the Commission proposes to withdraw its initial draft amendment. The Commission underlines that the withdrawal of its draft amendment does not change its understanding of paragraph 2.8.8. of Regulation 44 that approvals granted to guide straps that are not part of a child restraints systems are not valid.

30. The expert from Poland requested deferral of discussion on the belt-guide, that was type approved by the authority of her country, to the December 2020 session of GRSP due to the research test results on the belt-guide, which had not yet been made available by the expert of EC. The experts from the Netherlands and ANEC/CI argued that discussion was needed on this subject since they considered this type of CRS as dangerous. The expert from the Netherlands introduced GRSP-67-05 explaining that the belt-guide was not in the scope of the UN Regulation and could not be type approved; as such, the type approval should be withdrawn. Finally, with reference to the procedure of the 1958 Agreement, Revision 3, Articles 4.2., 10.4 and Schedule 6 (paragraphs 2 and 3), he stated that through GRSP-67-05 he sought support from other contracting parties and cooperation from the expert of Poland to avoid starting the arbitration process – according to Schedule 6 of the 1958 Agreement. The expert from ANEC/CI, introduced GRSP-67-10 and GRSP-67-36 showing the high risk of abdominal injuries in both cases due to severe submarining. In anticipation of the above-mentioned test results, the expert from Poland introduced GRSP-67-32, showing some results of tests demonstrating the performance of this belt-guide type under laboratory conditions. She also clarified that the belt-guide was type approved according to Supplement 10 to the 04 series of amendments. However, she added that according to some stakeholder opinions, this belt-guide type should had been tested according to Supplement 11, thus making the device subject to different criteria. However, she stated that in her opinion there was a clear legal basis which demonstrated that the type approval granted under Supplement 10 was the correct one. The expert of the Netherlands responded by stating that, apart from the fact that this device does not comply with several requirements of UN Regulation No. 44, a supplement only clarifies existing requirements or test procedures and does not introduce new requirements. Even when Supplement 10 was in force, it was evident that a belt guide could not be approved as a child restraint.
31. The expert from EC recalled to GRSP, that the group had agreed to his former proposal (ECE/TRANS/WP.29/GRSP/2019/28) to amend the scope of UN Regulation No 44 (Child Restraint Systems) with clarification that a belt-guide cannot be approved under Regulation 44 without being part of a child restraint system (see ECE/TRANS/WP.29/GRSP/66, paragraphs 27 and 28). However, he explained that EC had reconsidered the document submission to WP.29, since the interpretation that a “guide strap” and similar devices cannot be separately approved as a child restraint system, had already been endorsed by WP.29 at its March 2012 session (see ECE/TRANS/WP.29/1095, paragraph 35). Therefore, he introduced GRSP-67-31, that was only on the phase out of UN Regulation No. 44.
32. The Chair of GRSP referred to Schedule 6 of the 1958 Agreement, and stressed full consideration of the different opinions of the Type Approval Authorities of the concerned contracting parties, and of contracting parties applying UN Regulation No. 44. Therefore, the experts from France, Germany, Italy, Russian Federation, Spain, Switzerland and United Kingdom explicitly endorsed the request of the expert from the Netherlands to withdraw the type approval granted by Poland on the belt-guide, while none of the other present delegates indicated abstention or disagreement. The experts also noted that the Chair encouraged the expert of the Netherlands to continue discussions with the Type Approval Authority of Poland to seek cooperation with Poland in the aim to avoid the arbitration process according to Schedule 6 of the 1958 Agreement, which would start in the November 2020 session of WP.29.
33. GRSP also considered GRSP-67-14, tabled by the expert from France to correct a date in transitional provisions. Finally, GRSP adopted GRSP-67-14 and GRSP-67-31, as reproduced in Annex V to the session report. The secretariat was requested to submit the two proposals as draft Supplement 18 to the 04 series of amendment to UN Regulation No. 44, for consideration and vote at the November 2020 sessions of WP.29 and AC.1.

18. On behalf of IWG for Wet Grip on Worn Tyres (WGWT), the expert of ETRTO reported on their progress (GRBP-72-06) and introduced amendments to the IWG Terms of Reference (ECE/TRANS/WP.29/GRBP/2020/11). The expert of EC proposed to extend the IWG scope to C2 and C3 tyres (GRBP-72-02). The expert from ETRTO commented on this proposal (GRBP-72-26-Rev.1). Following a discussion, GRBP was not in a position to reach a consensus on the EC proposal and decided to come back to revision of ToR at the next session. Meanwhile, GRBP agreed to request WP.29 to extend the mandate of IWG WGWT until September 2021.

GRBP considered a proposal for a new series of amendments to UN Regulation No. 41 which was submitted by the Informal Working Group on Additional Sound Emission Provisions (IWG ASEP) (ECE/TRANS/WP.29/GRBP/2020/9). The experts of the European Commission and Germany proposed new dates for the transitional provisions in paragraph 12 (GRBP-72-05). GRBP adopted the proposal as amended by Annex II of the session and requested the secretariat to submit it to WP.29 and the Administrative Committee (AC.1) for consideration and vote at their March 2021 sessions as a draft 05 series of amendments to UN Regulation No. 41.

Referring to Article 12, paragraph 4 of the 1958 Agreement, the expert from EC proposed a modification to the transitional provision on the possibility of granting type approvals according to the preceding series of amendments (GRBP-72-14). GRBP was informed that the expert of EC had transmitted a similar modification to amendment proposals to other UN Regulations under different agenda items (see paras. 5, 22 and 23 below). GRBP noted that this issue relates to the WP.29 Guidelines on Transitional provisions (ECE/TRANS/WP.29/1044/Rev.2) and invited the expert of EC to bring it to WP.29 for consideration. GRBP also agreed to revert to this issue at its next session, if necessary.

11. The expert from France proposed a new definition of “radial tyre” (ECE/TRANS/WP.29/GRBP/2020/21 and GRBP-72-22), which was amended by the expert from EC (GRBP-72-24). The expert from Japan held the view that the proposal was not sufficiently clear. The expert of ETRTO pointed out that his organization would need technical justification to support the proposal. The Chair invited all experts concerned to internally re-discuss the proposal and to submit an updated document to the next session.

The expert from Germany presented GRVA-07-63, introducing ECE/TRANS/WP.29/GRVA/2020/32 with a proposal for amendments to UN Regulation No. [157] (ALKS), aimed at increasing the maximum speed (from 60 km/h to 130 km/h) for ALKS. She also introduced a second proposal (ECE/TRANS/WP.29/GRVA/2020/33) aimed at introducing provisions for ALKS performing lane changes. The experts from Austria, China, Denmark, European Commission, France, Italy, the Netherlands, Norway, Republic or Korea, Sweden and UK were rather supportive. They provided ideas and technical comments to improve the proposals. The expert from Switzerland opposed to the proposed speed increase (up to 130 km/h), stating that it would be counterproductive and as Switzerland was reviewing traffic rules based on the adopted 60 km/h. The experts from Japan, Canada and USA did not support the proposals and referred to FDAV as the reference document guiding the work of GRVA on automation. The expert from SAFE stated the need for a clear roadmap, mentioned the challenges for the Technical Services and the Approval Authorities with regards to Level 3 technologies and supported the comments from the European Commission regarding the need for a Regulation addressing Automation on motorways.
18. It was recalled that the expert from UK was working on a proposal for provisions for lane change during the minimum risk manoeuvre.
19. The expert from OICA presented GRVA-07-26, introducing a proposal for amendments to UN Regulation No. [157] (GRVA-07-31), aimed at extending the scope of the Regulation to heavy vehicles. They recalled that these vehicle categories were already in the scope of the activities of the former IWG on Automatically Commanded Steering Function (ACSF), which drafted UN Regulation No. [157].
20. GRVA noted that its work priorities on automation were defined by WP.29 in the FDAV. GRVA also noted that a number of Contracting Parties were willing to work on amendments to UN Regulation No. [157] and therefore decided to consult the Administrative Committee for the coordination of work (AC.2).
21. The expert from the Russian Federation introduced GRVA-07-07, highlighting some inconsistencies between the different parts of UN Regulation No. [157]. He mentioned discrepancies on the use of the term “system”. He questioned the need for Appendix 3 to Annex 4. He then introduced amendment proposal GRVA-07-06 on behalf of the European Commission and the Russian Federation. The expert from OICA responded to the proposal (GRVA-07-59). He also briefly introduced GRVA-07-30, proposing editorial changes to the Regulation and GRVA-07-21 with substantial amendments to the Regulations.
22. The Chair mentioned other informal documents (GRVA-07-27, GRVA-07-45, GRVA-07-56, GRVA-07-62 and GRVA-07-66), proposing amendments to UN Regulation No. [157] and invited the stakeholders to prepare a consolidated document with amendment proposals that could generate consensus at GRVA. Interested parties developed GRVA-07-69-Rev.1.
23. GRVA adopted the amendment proposals marked in green and yellow in GRVA-07-69-Rev.1 (see Annex III of the session report). GRVA requested the secretariat to correct the abbreviations, as appropriate, and to submit it without the text in red as supplement to UN Regulation No. [157], for consideration and vote by the World Forum for Harmonization of Vehicle Regulations (WP.29) its Administrative Committee for the 1958 Agreement (AC.1) at their March 2021 sessions.
24. Following the interpretation request by the expert from France (GRVA-07-39), GRVA agreed that ALKS should in principle detect “approaching emergency vehicles” as per traffic rules, noting that a definition of approaching emergency vehicles as well as other clarifications should be developed as soon as possible.

26. The representative from EC introduced ECE/TRANS/WP.29/GRPE/2021/6 as amended by GRPE-82-22 proposing a new 07 series of amendments to UN Regulation No. 49. The representative from FSD requested clarifications on the proposal to remove provisions related to On-Board Diagnosis (OBD) from the text. The representative from EC said that there have been considerations to remove OBD provisions from UN Regulation No. 49 to align with existing legislation in the EU, but that they were finally kept in. He suggested to look at the opportunity to include such provisions for the whole vehicle, not only for emission related purposes, possibly in UN Regulation No. 0.
27. The Chair asked whether this topic was being discussed at the IWG on International Whole Vehicle Type Approval (IWVTA). The representative from EC stated that this issue had now been identified and needed to be considered by the IWG on IWVTA. The GRPE Ambassador to the IWG on IWVTA agreed to initiate a discussion on the potential to include OBD and Repair and Maintenance Information (RMI) into UN Regulation No. 0.
28. GRPE endorsed the proposals for a new 07 series of amendments to UN Regulation No. 49 and requested the secretariat to submit ECE/TRANS/WP.29/GRPE/2021/6 and GRPE-82-22, as amended by Addendum 1 to WP.29 and AC.1 for consideration and vote at their June 2021 sessions as draft 07 series of amendments to UN Regulation No. 49.

47. WP.29 received the oral report of the representative of United Kingdom of Great Britain and Northern Ireland, Co-Chair of the IWG on ITS, mentioning that the group, at its second session on 6 November 2020, (i) reviewed the draft revised UNECE Road Map on Intelligent Transport Systems and recommended its endorsement by WP.29, (ii) discussed the offer of UNECE and the International Telecommunications Union (ITU) to organize the first session of the 2021 Future Networked Car event, which will be dedicated to regulatory activities on automated and connected vehicles and (iii) received a presentation on Vehicle-to-Everything (V2X) communication for Cooperative Driving Automation from the expert from Japan, Mr. N. Ogawa, working for ITS research in Technical Research department of Mazda Motor Corporation Tokyo HQ and member of the Strategic Innovation Promotion Program (SIP) Automated Driving System for Universal Service (ADUS) initiative, which is a project of the Japanese Government.
48. WP.29 considered and endorsed the draft revised UNECE Road Map on Intelligent Transport Systems (ITS) proposed in WP.29-182-12. WP.29 requested the secretariat to submit it, as amended during the session, to ITC and its Bureau at its November 2020 session, for preparation of the eighty third session of ITC.
49. WP.29 proposed that delegates of the IWG on ITS and delegates of GRVA IWGs working on relevant topics, represent the World Forum at annual Future Networked Car events that are organized by the International Telecommunications Union (ITU).
50. WP.29 noted the information mentioned by the representative of ITU concerning the allocation of frequencies dedicated to vehicle-to-vehicle communication and decided to further discuss this point at its March 2021 session.
51. WP.29 endorsed the extension of the mandate of the IWG on ITS until November 2025.

35. The Secretary of WP.29 presented the revised programme of work with a strategic introduction on the main priorities of the WP.29 work, which are related to the implementation of the ITC strategy 2030 and among others, to vehicle automation and environmental protection. (ECE/TRANS/WP.29/2020/1/Rev.2).
36. WP.29 adopted the revised programme of work of WP.29 and Subsidiary Bodies based on document ECE/TRANS/WP.29/2020/1/Rev2. Further amendments may be introduced in the 2021 programme of work for consideration at the March 2021 WP.29 session, based on input to be provided by GR Chairs.
37. The expert of the European Union introduced WP.29-182-17, the European Union’s proposal for amendments to the programme of Work related to GRVA priorities for the year 2021. WP.29 proposed GRVA to consider this proposal at its December 2020 ad-hoc session when discussing the revision of the Framework Document on Automated Vehicles.

GRVA noted the proposal of the experts from European Commission and the Russian Federation to initiate a Task Force on Advanced Driver Assistance Systems (ADAS). The industry (AAPC, AVERE, CLEPA, OICA) provided input and comments.
GRVA agreed that the European Commission and the Russian Federation should invite GRVA participants to discuss and determine if a Task Force or other working body be formed to address any issues with UN Regulation No. 79 that need to be investigated and developed with regard to ADAS. If needed, GRVA will evaluate draft Terms of Reference for a proposed Task Force or other body on ADAS at its next session.
