Provisional annotated agenda for the 95th session of the Working Party on Pollution and Energy. The agenda covers light vehicles including UN Regulations 68, 83, 101, 103, 154 and 180, with multiple proposals from OICA, France and Japan addressing type approval based on reference mass, OBD requirements, battery durability, wind tunnel facilities, Automated Driving Systems, fuel consumption calculations, and testing burden. Heavy duty vehicles agenda includes UN Regulations 49 and 132. Agenda also addresses particle emissions, motorcycles and mopeds, electric vehicles and fast charging, and other standing items.
The first task force session confirmed the scope of work, organization structure, and timelines for developing UN R40.03 to transpose Euro 4-level requirements from UN GTR No. 2 into UN Regulation No. 40 and to ensure administrative provisions necessary for mutual recognition and type approval. The Task Force agreed to use IMMA proposal EPPR-73-02 as the technical baseline, identified provisions already aligned with GTR No. 2 and those requiring revision, and established a working method for future discussions. TF-02 is proposed for 24 November 2026 and will examine the main text from paragraph 1 through paragraph 12, including Appendix 2.
The meeting will review progress on the dashboard, finalize the HBM board with lower extremities remaining, prepare the board for the TF-4 workshop, and discuss next steps.
Status report on the development of a Hybrid Regulation on ADS Marker Lamps. The task force has largely completed the document, which specifies lighting performance and installation requirements for ADS Marker Lamps on motor vehicles of categories M, N, O, L6 and L7, and includes both component and vehicle approval procedures. The report identifies items requiring GRE guidance on marking legibility, lamp placement and dimensions, geometric visibility angles, substitution of required light-signalling functions, and electrical switching conditions for ADS Marker Lamps.
