45. The expert from OICA introduced GRRF-79-05, GRRF-79-06 and GRRF 79 07 superseding official proposals for separate Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from Regulation No. 13 H (ECE/TRANS/WP.29/GRRF/2014/10). GRRF agreed that further work e.g. on the transitional provisions, was necessary to make sure that Countries mandating the fitment of ESC or BAS on the basis of the existing text of Regulation No. 13-H would be able to continue to mandate this fitment, unaffected by this extraction. The expert from UK agreed to lead an ad-hoc group of interested members on addressing the transitional provisions, to establish a methodology for all of the regulations that would need to be separated for IWVTA. GRRF agreed to reconsider this proposal at its September 2015 session.

Working Party on Brakes and Running Gear | Session 76 | 17-21 Feb 2014

1. The Working Party on Brakes and Running Gear (GRRF) held its seventy-sixth session from 17 to 21 February 2014 in Geneva. The meeting was chaired by Mr. B. Frost (United Kingdom). Experts from the following countries participated in the work, following Rule 1(a) of the Rules of Procedure of the World Forum for Harmonization of Vehicle Regulations (WP.29) (TRANS/WP.29/690, ECE/TRANS/WP.29/690/Amend.1 and Amend. 2): Australia, Belgium, Canada, China, Czech Republic, Denmark, Finland, France, Germany, Hungary, India, Italy, Japan, Latvia, the Netherlands, Norway, Republic of Korea, Russian Federation, Slovakia, Spain, Sweden, Switzerland, South Africa, Turkey, the United Kingdom of Great Britain and Northern Ireland (UK) and the United States of America (USA). An expert from the European Commission (EC) also participated. Experts from the following non-governmental organizations (NGOs) participated: the European Association of Automotive Suppliers (CLEPA), the International Motorcycle Manufacturers Association (IMMA), the International Organization for Standardization (ISO), the European Tyre and Rim Technical Organisation (ETRTO) and the International Organization of Motor Vehicle Manufacturers (OICA). Upon the special invitation of the Chair the following non-governmental organizations (NGOs) participated:
International Association of the Body and Trailer Building Industry (CLCCR), the Federation of European Manufacturers of Friction Materials (FEMFM), Fédération Européenne de la Manutention (FEM) and Imported Tyre Manufacturers Association (ITMA).

2. GRRF considered and adopted the agenda prepared for the seventy-sixth session (ECE/TRANS/WP.29/GRRF/2014/1 and Add.1).

3. GRRF also adopted the running order for the session as proposed in GRRF-76-01 and the updated consolidated agenda GRRF-76-37-Rev.1, including all informal documents considered during the session.

4. The informal documents distributed during the session are listed in Annex I of the session report.

5. The expert from OICA introduced GRRF-76-15, GRRF-76-16 and GRRF-76-17-Rev.1 proposing to insert a footnote in the scope of the original version of Regulation No. 131, the 01 series of amendments to Regulation No. 131 and Regulation No. 130, containing guidance or recommendations to the Contracting Parties applying these Regulations for potential exemptions.

6. Several Contracting Parties (CPs), felt that guidance could be useful; however others felt that it would not be appropriate to use a regulation to advise Contracting Parties on policy considerations. OICA agreed to consider other options for consideration by GRRF.

7. This item was discussed in conjunction with agenda item 10(b), see para. 36. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2014/10 as amended by GRRF-76-18 proposing to delete the provisions related to the introduction of ESC and BAS in the two draft Regulations mentioned in para. 36. in favour of separate and discrete regulations for these technologies. GRRF agreed to resume consideration of this item and keep the documentation on the agenda of the September 2014 session of GRRF.

8. The Chair of the informal working group on ACV introduced GRRF-76-29 proposing follow-up actions for the ACV informal working group, on road trains. GRRF noted that this matter would interest both braking experts and mechanical coupling experts. GRRF supported GRRF-76-29 and requested a proposal for a Terms of Reference update for the informal group, which the chair of the informal group volunteered to prepare.

9. The Chair of GRRF recalled the purpose of ECE/TRANS/WP.29/GRRF/2013/13, adopted during the seventy-fifth GRRF session. The document remained on the agenda of GRRF, pending the submission of the adopted text to WP.29 and AC.1 for each Regulation.

10. The expert from Germany introduced GRRF-76-24 based on ECE/TRANS/WP.29/GRRF/2013/29 and proposing amendments to Regulation No. 13 introducing provisions for electro-mechanical braking systems. GRRF acknowledged the status report and expected a revised proposal at its September 2014 session, addressing the remaining open issues, which the experts from Germany and the Netherlands volunteered to prepare.

11. The expert from UK reported on the outcome of the group of experts working on updated transitional provisions of UN Regulations Nos. 13 (GRRF-76-02) and introduced ECE/TRANS/WP.29/GRRF/2014/7. GRRF adopted this proposal as reproduced in Annex II to the session report and requested the secretariat to submit it to World Forum for Harmonization of Vehicle Regulations (WP.29) and the Administrative Committee of the 1958 Agreement (AC.1) for consideration at their June 2014 sessions as part of the draft Supplement 12 to the 11 series of amendments to UN Regulation No. 13.

12. The expert from UK also reported on the outcome of the group of experts working on updated transitional provisions of UN Regulations Nos. 13-H (GRRF-76-04) and introduced ECE/TRANS/WP.29/GRRF/2014/16 as amended by GRRF-76-30. GRRF adopted this proposal as reproduced in Annex III to the session report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as part of the draft Supplement 16 to UN Regulation No. 13-H.

13. At the request of the expert from Japan, GRRF agreed to take note that the consolidation of the transitional provisions does not change the interpretation of the current text of the Regulation (e.g. transitional provisions for supplements). GRRF agreed that the absence of the historical dates from the latest text simplified interpretation of the requirements for the purposes of issuing type approval. GRRF also noted that references to “registration” had been removed in favour of “national or regional type approval” as recommended by the guidelines in ECE/TRANS/WP.29/1044/Rev.1.

14. GRRF agreed to note in this report the meaning of “according to the basis of the requirement that existed at the time of the original approval” in para. 12.5. of ECE/TRANS/WP.29/GRRF/2014/7. In this context, GRRF agreed that “the requirement that existed” refers to those requirements applied at that time, taking into consideration of the transitional provisions.

15. As a follow-up to ECE/TRANS/WP.29/GRRF/75, para. 14, the secretariat introduced GRRF-76-09 containing the draft revision 8 of UN Regulation No. 13. GRRF noted some comments and requested the secretariat to take them into account when issuing the Revision 8 to Regulation No. 13.

16. The expert from the Russian Federation introduced GRRF-76-20, proposing a clarification of UN Regulation No. 13. GRRF adopted this proposal as reproduced below and requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 12 to the 11 series of amendments to UN Regulation No. 13.

“…more than 2 axles and hydraulic transmission), Class I, Class A and articulated vehicles of categories M2 and M3, N2 tractors for semi-trailer with a gross vehicle mass (GVM) between 3.5 and 7.5 tonnes…”

17. The expert from CLEPA introduced GRRF-76-21. GRRF requested the secretariat to distribute this document with an official symbol at its September 2014 session.

18. The expert from CLEPA withdrew GRRF-76-31.

19. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2014/14 on behalf of the Chair of the informal working group on Regulation No. 55. GRRF requested clarifications on the changes to the standard ISO 7641/1-2012 when compared with the current regulated version. GRRF agreed to revisit this item at its next session.

20. The expert from IMMA introduced ECE/TRANS/WP.29/GRRF/2014/5 and ECE/TRANS/WP.29/GRRF/2014/6 as amended by GRRF-76-19 and GRRF-76-36-Rev.1 proposing general clarifications to UN Regulation No. 78 and specific clarifications for the use of Combined Braking Systems (CBS). The proposals received some comments and the expert from IMMA consolidated these requested changes into a revised proposal (GRRF-76-45). The expert from India introduced GRRF-76-32 on three wheelers, which GRRF agreed to revisit on the basis of a revised proposal at its September 2014 session. GRRF requested the secretariat to distribute GRRF-76-45 with an official symbol at the September 2014 session.

21. The expert from IMMA introduced on behalf of the sponsor, Italy, ECE/TRANS/WP.29/GRRF/2014/3 and ECE/TRANS/WP.29/GRRF/2014/4 as amended by GRRF-76-35-Rev.1, proposing similar amendments to those proposed for Regulation No. 78 (see para. 20, agenda item 5a). These proposals received comments and the expert from IMMA consolidated these requested changes into a revised proposal (GRRF-76-44). GRRF requested the secretariat to distribute GRRF-76-44 with an official symbol at its September 2014 session.

22. The Chair of GRRF presented ECE/TRANS/WP.29/GRRF/2014/9 based on GRRF-75-18, discussed at the seventy-fifth GRRF session. The expert from CLEPA introduced GRRF-76-42-Rev.1 proposing an amendment to the scope of the Regulation as well as further minor clarifications. GRRF adopted this proposal as amended by Annex IV of the session report and requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 2 to the 02 series of amendments to Regulation No. 90.

23. The expert from USA, referring to ECE/TRANS/WP.29/2013/63, reported on the progress made on unresolved issues before its potential adoption. GRRF noted that testing results on the wet traction test procedure from the USA would need to be evaluated before a recommendation could be made to refer the GTR for adoption by WP.29/AC.3. The Chair of GRRF indicated that he would provide a status update to WP.29 at the upcoming March session and ask for additional time to consider the USA research results. A second issue concerning the bead unseat test for which the expert from China had planned to offer a proposal was resolved when it was announced that China would accept the existing procedure in the GTR.

Note by the secretariat: WP.29 agreed (in March 2014) to hold an extraordinary GRRF session during the Thursday afternoon session of WP.29 on 26 June 2014 dedicated to this agenda item.

24. Recalling the purpose of ECE/TRANS/WP.29/2013/66, the Chair of GRRF stressed that WP.29 was expecting GRRF to conclude its deliberation about the wet grip limit values. The GRRF experts introduced their positions (GRRF-76-05, GRRF-76-07, GRRF-76-08, GRRF-76-11, GRRF-76-12, GRRF-76-26, GRRF-76-27, GRRF-76-28). The expert from the EC reported on the concerns expressed by the Directorate-General for Mobility and Transport of the European Commission (DG Move). GRRF confirmed the limit values proposed in para. 6.2.2. for Tyres of C2 category and agreed to amend the proposed limit values in para. 6.2.3. for Tyres of C3 category in ECE/TRANS/WP.29/2013/66. GRRF requested the secretariat to submit this amendment as reproduced in WP.29-162-05 to WP.29 and AC.1 for consideration at their March 2014 session.

24bis. The expert from the Russian Federation presented GRB-59-02 proposing a tyre rolling resistance test results evaluation using a mathematical algorithm, to be added as an alternative to the existing one in the text of the Regulation. He also presented the results of a validation study of the proposed algorithm for tyres of the C1 category performed in France, in cooperation with the Russian Federation (GRB-59-07 and GRB-59-08). GRRF noted that this proposal may be submitted by GRB to WP.29 as a supplement to UN Regulation No. 117. GRRF recommended further steps for a better understanding of the proposed method’s sensitivity, suggesting: (i) extending the validation study for tyres of categories C2 and C3 and (ii) verifying the application of the proposed alternative in the conditions of the conformity of production. The GRRF Chair invited the experts to provide their comments on the proposal to the GRB secretariat with a copy to the expert from the Russian Federation.

25. The expert from ETRTO presented GRRF-76-25, supporting ECE/TRANS/WP.29/GRRF/2013/20 amended by GRRF-76-06 as well as ECE/TRANS/WP.29/GRRF/2013/22 [concerning UN R106] and proposing the insertion of All Terrain Vehicle (ATV) tyres in UN Regulation No. 75.

26. In response to the proposal above, the expert from IMMA presented GRRF-76-41 supporting the insertion of provisions for ATV tyres in UN Regulation No. 106. GRRF agreed to revisit this subject at it September 2014 session on the basis of a revised proposal that the experts from IMMA and ETRTO agreed to prepare.

27. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2014/2 as amended by GRRF-76-41, inserting a new marking and, under “categories of use”, a definition for construction application (Industrial tractor) tyres. GRRF adopted this proposal as amended by Annex V of the session report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 11 to Regulation No. 106.

28. The expert from ETRTO also introduced ECE/TRANS/WP.29/GRRF/2014/15 clarifying the marking requirements in Regulation No. 106. GRRF adopted this proposal, not amended, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 11 to Regulation No. 106.

29. The Chair of GRRF announced the next ITS informal group session scheduled to be held in March 2014 in Geneva.

30. He invited a presentation from two experts from the EU research project on vehicle platooning “Companion”, (GRRF-76-43). GRRF welcomed the idea of the Chair to share information about innovations related to vehicles automations and self-driving vehicles. GRRF agreed to dedicate one permanent agenda item to this subject and requested the secretariat to explore possibilities to dedicate an (additional) session (half a day) to this subject.

31. At the request of the author of ECE/TRANS/WP.29/GRRF/2014/8, GRRF agreed to defer this agenda item to its next session.

32. The expert from Sweden introduced GRRF-76-10 reporting on a meeting of interested experts on LKAS. He concluded that he, together with the expert from Japan and other interested experts, would meet again with a view to producing an informal document proposing amendments to Regulation No. 79, defining provisions addressing the safety of LKAS.

33. The Ambassador and the Chair of GRRF gave a short oral report on the activities of the IWVTA informal group and its subgroups.

34. The expert from OICA resumed the discussion that started during the seventy-fifth GRRF session on the proposal to separate the Tyre Pressure Monitoring System (TPMS) provisions from UN Regulation No. 64. GRRF agreed to resume consideration of this proposal at its next session on the basis of a written proposal, which the expert from OICA volunteered to prepare.

35. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2014/13, as amended by GRRF-76-39, proposing the wording of a draft regulation on the Tyre installation for M1 vehicles. The proposal received some comments and GRRF agreed to revisit this item on the basis of a revised proposal that the expert from OICA volunteered to prepare.

36. The expert from OICA introduced a proposal for a draft Regulation on Brake Assist Systems (ECE/TRANS/WP.29/GRRF/2014/11 amended by GRRF-76-14 and GRRF-76-33) and a proposal for a draft Regulation on Electronic Stability Control (ECE/TRANS/WP.29/GRRF/2014/12 amended by GRRF-76-13). Addressing the open question on how to deal with the original Annex 8 of Regulation No. 13-H, he presented GRRF-76-40 and the corresponding proposal amending the draft mentioned above (GRRF-76-22 and GRRF-76-23). GRRF agreed to resume consideration of this item and keep the documentation on the agenda of the September 2014 session of GRRF.

37. The Chair recalled that amendments to UN Rules Nos. 1 and 2 were under consideration by AC.4 at its March 2014 session.

40. The expert from the UK introduced GRRF-76-03 containing the list of acronyms contained in the UN Regulations under the responsibility of GRRF. The expert from the UK noted that “VSF” was used in GRRF as “Vehicle Stability Function” while in GRSP as “V. Seat Fixture”

41. The expert from Denmark reported on complaints received from road user’s and truck drivers associations stating that there can be too much air pressure transmitted to the semi-trailer resulting in unnecessary tell-tale activation and asked whether other experts received similar comments. GRRF agreed that more information was needed on this issue and invited experts to consider whether similar concerns existed in their national territories.

38. The Secretary reported on the highlights of the 161st session of WP.29 (ECE/TRANS/WP.29/1106).

39. The Chair recalled the purpose of ECE/TRANS/WP.29/GRRF/2013/31 and recalled the work done by the informal group on IWVTA on this issue. GRRF agreed to delete this agenda item.

1. The Working Party on Brakes and Running Gear (GRRF) held its seventy-eighth session from 16 to 19 September 2014 in Geneva. The meeting was chaired by Mr. B. Frost (United Kingdom). Experts from the following countries participated in the work, following Rule 1(a) of the Rules of Procedure of the World Forum for Harmonization of Vehicle Regulations (WP.29) (TRANS/WP.29/690, ECE/TRANS/WP.29/690/Amend.1 and Amend. 2): Australia, Belgium, Canada, China, Czech Republic, Finland, France, Germany, Hungary, India, Italy, Japan, the Netherlands, Norway, Poland, Republic of Korea, Russian Federation, Slovakia, Spain, Sweden, Switzerland, the United Kingdom of Great Britain and Northern Ireland (UK) and the United States of America (USA). An expert from the European Commission (EC) also participated. Experts from the following non-governmental organizations (NGOs) participated: the European Association of Automotive Suppliers (CLEPA), the European Tyre and Rim Technical Organisation (ETRTO), the International Motorcycle Manufacturers Association (IMMA), the International Organization for Standardization (ISO), the International Organization of Motor Vehicle Manufacturers (OICA) and Rubber Manufacturers Association (RMA). Upon the special invitation of the Chair the following NGOs participated: Bureau International Permanent des Associations de Vendeurs et Réchappeurs de Pneu (BIPAVER), Imported Tyre Manufacturers Association (ITMA) and SAF-HOLLAND GmbH.

2. GRRF considered and adopted the agenda prepared for the seventy-eighth session (ECE/TRANS/WP.29/GRRF/2014/18 and Add.1).
3. GRRF also adopted the running order for the session as proposed in GRRF-78-01 and the updated consolidated agenda GRRF-78-02-Rev.2, including all informal documents considered at the session’s starting date.
4. The informal documents distributed during the session are listed in Annex I of the session report.

5. The expert from OICA introduced GRRF-78-30, GRRF-78-32, GRRF-78-33, GRRF-78-34, GRRF-78-35, GRRF-78-36 and GRRF-78-37. The documents presented two sets of proposals amending the introduction and scope of UN Regulations Nos. 130 and 131 exploring possibilities of exemption for specific vehicle applications (e.g. off-road vehicles).

6. Several Contracting Parties (CPs) expressed extensive concerns on these proposals. The expert from OICA expressed his intention to develop other options for consideration at the seventy-ninth GRRF session.

7. GRRF discussed this item in conjunction with item 10(c) (see para. 49).

8. The Chair of the informal working group (IWG) on ACV introduced GRRF‑78‑17 reporting on the outcome of the group’s recent meetings, recalling the completion of the work on ACV and proposing to focus on Modular Vehicle Combinations (MVC).

9. GRRF noted the proposed updated Terms of Reference of the IWG (GRRF‑78‑16), converting its denomination to MVC and expanding its mandate. Following the concerns expressed by the expert from Germany on potential work conflict and/or overlap between the IWG on Regulation No. 55 and the IWG on MVC, GRRF agreed to monitor both informal groups’ progress to avoid such redundancy. Finally, GRRF adopted GRRF‑78‑16 as reproduced in Annex II of the GRRF-78 report.

10. The Chair of GRRF recalled the purpose of ECE/TRANS/WP.29/GRRF/2013/13, adopted during the seventy-fifth GRRF session. The document remained on the agenda of GRRF, pending submission to WP.29 and AC.1 of the adopted text for UN Regulations Nos. 13 (Heavy vehicle braking), 13-H (Brakes of M1 and N1 vehicles), 79 (Steering equipment) and 89 (Speed limitation devices) and the new UN Regulations on Lane Keeping Assist System (LKAS) and Parking Assist System (PAS).

11. The expert from IMMA presented GRRF-78-52 addressing GRRF concerns about the absence of Electromagnetic Compatibility (EMC) requirements in to UN Regulation No. 78. GRRF agreed to resume consideration of this matter at its February 2015 session awaiting a presentation by IMMA on the difficulties at referring to the EMC requirements of UN Regulation No. 10 for vehicles of L-category.

12. The expert from Germany introduced GRRF-78-40 based on ECE/TRANS/WP.29/GRRF/2013/29 which detailed proposed amendments to UN Regulation No. 13 on provisions for electro-mechanical braking systems. GRRF acknowledged the status report. The experts from Germany and the Netherlands volunteered to prepare a revised proposal for consideration at the February 2015 session, addressing the remaining open issues.

13. The expert from Germany questioned the decision of GRRF taken in 2004 to exclude the use of the overrun brake for a full trailer (TRANS/WP.29/GRRF/2004/11) and not extended to electrical brakes according to Annex 14. The expert from the Netherlands noted that the conscious decision in 2004 to exclude overrun brakes for full trailers was design restrictive. He suggested that the corresponding provisions should be replaced by performance requirements.

14. The expert from OICA announced that ECE/TRANS/WP.29/GRSG/2014/12 and GRSG‑106‑35 had been withdrawn from the agenda of the 107th GRSG session. GRRF agreed on the removal of the item from the agenda.

15. The expert from CLEPA introduced ECE/TRANS/WP.29/GRRF/2014/27, proposing amendments to Annexes 10 and 13 of UN Regulation No. 13. GRRF adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 13 to the 11 series of amendments to UN Regulation No. 13.

16. The Chair of the IWG on UN Regulation No. 55 introduced ECE/TRANS/WP.29/GRRF/2014/28 (based on ECE/TRANS/WP.29/GRRF/2014/14) and deleting references to the standard ISO 7641/1‑2012 as contained in the original proposal.

17. The chair of the IWG on UN Regulation No. 55 introduced GRRF-78-23 explaining the differences between standards ISO 7641:1983 and ISO 7641:2012. He reported on the meeting minutes (GRRF‑78‑25) and on the meetings status on Task Force Agricultural Couplings (TFAC) (GRRF‑78‑26). Finally he presented GRRF‑78-24 as a complete revision of UN Regulation No. 55. GRRF agreed to resume consideration of this proposal at its February 2015 session.

18. GRRF adopted ECE/TRANS/WP.29/GRRF/2014/28 and requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 4 to the 01 series of amendments to UN Regulation No. 55.

19. The expert from IMMA introduced ECE/TRANS/WP.29/GRRF/2014/21 based on GRRF‑76‑45, proposing general clarifications to UN Regulation No. 78 and specific requirements for the use of Combined Braking Systems (CBS) and the parking brake. He added that the amendments contained in the proposal have been aligned with those proposed for the Global Technical Regulation No. 3 below. GRRF adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 2 to the 03 series of amendments to UN Regulation No. 78.

20. The expert from EC introduced GRRF-78-06, supplementing document ECE/TRANS/WP.29/GRRF/2014/21, aimed at establishing technical requirements for ABS systems that are temporarily disabled e.g. in off-road conditions. The expert from Australia offered to provide further data from their current study on this issue. Following the discussion, GRRF agreed to revisit this item at its February 2015 session on the basis of a revised proposal jointly prepared by EC and IMMA.

21. The expert from Italy introduced ECE/TRANS/WP.29/GRRF/2014/22 based on GRRF‑76‑44, proposing to align the provisions with those proposed for UN Regulation No. 78 (see para. 19). GRRF adopted the proposal, as amended below. The secretariat was requested to submit the proposal to WP.29 and AC.3 for consideration at their March 2015 sessions as draft Amendment 2 to the GTR No. 3. The expert from Italy agreed to submit the corresponding technical report for consideration at the AC.3 session in March 2015. GRRF would have the opportunity to review it at its February 2015 session.

22. The expert from EC introduced GRRF-78-07, amending document ECE/TRANS/WP.29/GRRF/2014/22, proposing to align the provisions with those proposed for Regulation No. 78 (see para. 20). GRRF agreed to revisit the document at its February 2015 session on the basis of a revised proposal by EC in collaboration with IMMA.

23. The expert from Italy presented ECE/TRANS/WP.29/GRRF/2014/23 proposing new requirements for the approval of replacement brake discs for L-category vehicles, taking into consideration the latest technologies available in the market.

24. The proposal received some comments. The expert from Spain recalled the work done on this matter by the informal group on UN Regulation No. 90. GRRF requested that an overview of the differences between this proposal and the outcome of the IWG in 2009. GRRF agreed to revisit this item on the basis of this document or a revised proposal submitted by the expert from Italy taking into account all the comments received.

25. The Chair of GRRF recalled the purpose of ECE/TRANS/WP.29/2013/63 (Draft UN GTR on tyres), amended by ECE/TRANS/WP.29/GRRF/2014/20 (adopted at the seventy-seventh session of GRRF), and ECE/TRANS/WP.29/2013/122 (the corresponding technical report).

26. The expert from France presented GRRF-78-18 introducing minor updates to ECE/TRANS/WP.29/2013/63 and ECE/TRANS/WP.29/2013/122. He added that the timeline for further development of the gtr had to be updated, taking into account the delay to adopt phase I. GRRF adopted GRRF-78-18 as amended by GRRF-78-47 and as reproduced in Annex III to this report. GRRF requested the secretariat to submit the proposal to WP.29 and AC.3 for consideration at their November 2014 sessions.

27. GRRF reviewed the ECE/TRANS/WP.29/GRRF/2014/20 containing the amendments defined at the seventy-seventh GRRF session. The Chair recalled that GRRF previously agreed that updates to the UN GTR on tyres would be proposed after its establishment in the global registry by AC.3 to keep it in line with the latest regulatory developments.

28. Finally, the expert from France advised GRRF that his country would not be able to sponsor phase 2 of the UN GTR on tyres once phase 1 was concluded.

29. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2014/25 concerning snow tyres for use in severe snow conditions, specifically the items to be listed in the communication form of Annex 1 to UN Regulation No. 117.

30. The expert from ETRTO presented GRRF-78-13 proposing a corrigendum to Supplement 2 to 02 series of UN Regulation No. 117. The proposal noted that the Supplement to UN Regulation No. 117 introducing limits for C2 tyres in paragraph 6.4.1.1. had been adopted after the parallel proposal introducing those for C3 tyres. It highlighted an unintended consequence whereby the limits for C3 tyre had been deleted. Following the discussion, GRRF agreed that, while the consequence was an error, it was not appropriate to correct the regulation using corrigenda and agreed to consider the proposal as a Supplement.

31. GRRF adopted ECE/TRANS/WP.29/GRRF/2014/25 as reproduced in Annex IV to this report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 7 to 02 series of UN Regulation No. 117.

32. The expert from the Russian Federation, Vice-Chair of the Working Party on Noise (GRB), informed GRRF that a revised version of ECE/TRANS/WP.29/GRB/2014/7, including some minor editorial amendments, had been submitted by GRB to WP.29 and AC.1 for consideration at their March 2015 sessions.

33. GRRF agreed to defer consideration of ECE/TRANS/WP.29/GRRF/2014/26 and GRRF‑78‑12 to its February 2015 session.

34. The expert from ETRTO presented GRRF-78-42 supporting ECE/TRANS/WP.29/GRRF/2013/20 as amended by GRRF-76-06 as well as ECE/TRANS/WP.29/GRRF/2013/22 aimed at inserting All Terrain (AT) tyres in UN Regulation No. 75.

35. The expert from IMMA recalled GRRF‑76‑38 analysing the possible alternatives to type approve AT tyres, taking into account the technical requirements in UN Regulations Nos. 54, 75 and 106. He introduced ECE/TRANS/WP.29/GRRF/2014/24 proposing the insertion of AT tyres in UN Regulation No. 106 as an alternative to the ETRTO proposal above.

36. Following the discussion GRRF adopted ECE/TRANS/WP.29/GRRF/2013/22 and ECE/TRANS/WP.29/GRRF/2013/20 as amended by GRRF-76-06, GRRF-78-45 and GRRF‑78-46 and as reproduced in Annex V. The secretariat was requested to submit them to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 12 to UN Regulation No. 106 and Supplement 15 to UN Regulation No. 75, respectively.

37. The expert from France presented GRRF-78-10 proposing to introduce a new annex on snow tyre for use in severe snow conditions in to UN Regulation No. 109. GRRF agreed to revisit the document at its February 2015 session and requested the secretariat to distribute GRRF-78-10 with an official symbol at that GRRF session.

38. The secretariat introduced GRRF-78-08 on ITS related activities conducted in 2014. He informed GRRF about the coming meetings of the IWG on ITS in Geneva on 11 November 2014 and the ITS round table in Brussels on 17 and 18 November 2014.

39. The expert from Japan presented GRRF-78-22 amending Annex 5 to the Consolidated Resolution on the Construction of Vehicles (R.E.3), to insert provisions for Remote Controlled Parking (RCP) systems. GRRF noted some comments and requested the secretariat to distribute GRRF-78-22 with an official symbol for consideration at the next GRRF session.

40. At the request of the authors of ECE/TRANS/WP.29/GRRF/2014/19, GRRF agreed to withdraw the document. Instead, the expert from CLEPA introduced GRRF-78-44 supporting GRRF-78-27 on requirements to be met in cases where braking and steering systems have the same energy source. The proposed amendment attempted to clarify and align the wording of this UN Regulation No. 79 with that of UN Regulation No. 13-H. Following the discussion, GRRF agreed to revisit this subject at its February 2015 session on the basis of a revised proposal by CLEPA taking into account the comments received.

41. The expert from CLEPA, on behalf of CLCCR, introduced ECE/TRANS/WP.29/GRRF/2014/8 aimed at removing a design restriction from UN Regulation No. 79 that prevents the approval of new technologies. He explained that the proposal was not intended for immediate adoption and he invited all interested experts to send him their comments (colin.ross@meritor.com). GRRF agreed to resume consideration of this matter on the basis of a revised proposal by CLEPA.

42. The expert from Sweden presented GRRF-78-43, supporting GRRF-78-05 submitted by the LKAS small drafting group, introducing definitions and related LKAS requirements in to UN Regulation No. 79. The expert from OICA introduced GRRF-78-11 amending GRRF‑78‑05 and revising the warning requirements for the driver in the case that their attention to the task of steering could not be assured. GRRF agreed to resume discussion at its February 2015 session based on revised proposals.

43. The experts from Japan and Sweden presented GRRF-78-14 amending UN Regulation No. 79 aimed at (i) starting a discussion on the removal of the speed limitation for the Automatically Commanded Steering Function, (ii) introducing safety functions such as warnings and (iii) introducing On-Board Diagnostics (OBD) requirements permitting to verify the correct operational status of Electronic Systems assisting the steering. A number of GRRF experts considered some of those requirements to be design-restrictive. The Chair noted that the proposal was beyond the usual mandate of GRRF and he announced his intention to seek the guidance of WP.29 at its November 2014 session.

44. GRRF requested the secretariat to keep GRRF-78-14 as a reference document on the agenda, inform the IWG on ITS about this proposal and distribute GRRF-78-05 with an official symbol for consideration at the next GRRF session.

45. The secretariat reported on the activities of the IWG on IWVTA and its subgroups. GRRF noted that IWVTA was one of the main objectives associated with Revision 3 of the 1958 Agreement which is expected to entry into force in March 2016. It was also noted that the GRRF actions related to IWVTA should ideally be completed in February 2015.

46. The GRRF Ambassador to IWTVA introduced GRRF-78-49 containing the highlights of the work progress of the IWVTA, the list of key documents and the calendar of meetings and actions.

47. The expert from OICA presented GRRF-78-28 amending ECE/TRANS/WP.29/GRRF/2014/13 on the tyre installation for M1 vehicles. The proposal received some comments. GRRF agreed to revisit this item at its next session on the basis of a revised proposal by OICA.

48. The expert from OICA announced that GRRF-76-13, GRRF-76-14, GRRF-76-18, GRRF-76-22 and GRRF-76-23 had been replaced by GRRF‑78‑19, GRRF‑78‑20 and GRRF‑78‑21.

49. The expert from OICA introduced the new documents as well as the proposals for separate UN Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from UN Regulation No. 13‑H (ECE/TRANS/WP.29/GRRF/2014/10). The Chair recalled the purpose of GRRF-76-33 and GRRF-76-34. OICA stated that GRRF-76-34 had been taken into account when drafting the proposals above. He introduced GRRF-78-29 proposing to delete the k-test method prescribed in Annex 7 and only keep the method prescribed in Appendix 2 to Annex 6 to align the UN Regulation with GTR No. 8. GRRF agreed to reconsider this proposal at its seventy-ninth session.

50. The expert from CLEPA introduced GRRF‑78‑41 proposing text addressing the specific question of how to deal with the original Annex 8 of UN Regulation No. 13‑H following splitting of the UN Regulation. The expert from OICA proposed some alternative wording (GRRF‑78‑50). GRRF agreed to reconsider at its February 2015 session the way to address the subject related to Annex 8.

51. GRRF agreed to resume consideration of this agenda item at its February 2015 session, based on three revised proposals by OICA and CLEPA.

52. The expert from OICA introduced GRRF-78-39 proposing a separate UN Regulation dedicated to Tyre Pressure Monitoring System (TPMS). He presented GRRF-78-48 proposing the corresponding amendments to Regulation No. 64, removing the provisions related to TPMS. He also presented GRRF-78-38, the corresponding consolidated version (based on UN Regulation No. 64 without the TPMS provisions). GRRF agreed to split UN Regulation No. 64 in two parts and to keep both proposals (GRRF-78-38 and GRRF‑78‑39) on the agenda of the seventy-ninth GRRF session.

53. The secretariat introduced GRRF-78-09, reporting on the highlights of the February 2014 session of ITC.

54. The expert from CLEPA introduced GRRF-78-31 on Advanced Driving Assist Systems (ADAS) and their levels of vehicle automation. He presented new technologies, such as Highway Autopilots and Valet Parking, which were under development and would require amendments to UN Regulations for vehicles to be type approved. GRRF welcomed this presentation. The Chair of GRRF encouraged all experts to continue sharing information on these types of innovations at the following GRRF session.

55. The secretariat introduced GRRF-78-15 reporting on the highlights of the 162nd (ECE/TRANS/WP.29/1108) and 163rd (ECE/TRANS/WP.29/1110) sessions of WP.29.

56. The secretariat introduced ECE/TRANS/WP.29/GRSG/2014/25 (initially proposed by the Working Party on Lighting and Light-Signalling (GRE)), as amended by GRRF‑78‑03 and introducing in to R.E.3, new categories of agricultural vehicles. The expert from the Russian Federation commented that the definitions proposed may create overlap especially when an agricultural vehicle could be classified as a Non Road Mobile Machinery (NRMM) and vice versa. The Chair of GRRF requested the experts to send their comments on this proposal to the secretariat.

57. Following the suggestion of the WP.29, the secretariat introduced GRRF-78-04 containing a list of definitions in the Regulations under the responsibility of GRRF. The Chair of GRRF recalled GRRF‑76‑03 and noted that no follow-up action was defined. The secretariat announced that it was looking for a central and suitable location on the website to collect this useful information.

58. Learning that Mr. Masashi Ishihara (Japan) and Mr. Jürgen Bräuninger (CLEPA) would retire and, therefore, no longer attend the sessions, GRRF acknowledged their considerable contributions to the activities of the group. GRRF wished them long and happy retirements.

59. The expert from CLEPA introduced GRRF-78-51 on difficulties linked to the definition of “variant” of brake disc/drum in UN Regulation No. 90. The expert informed that a proposal to UN Regulation No. 90 would be submitted to GRRF for consideration at its next session.

60. In compliance with Rule 37 of the Rules of Procedure (TRANS/WP.29/690 and Amends. 1 and 2), GRRF called for the election of officers on Tuesday afternoon. Mr. B. Frost (United Kingdom) was unanimously elected Chair of GRRF for the sessions scheduled for the year 2015. Mr. H. Kubota (Japan) was elected Vice-Chair of GRRF for the same period.

Working Party on Brakes and Running Gear | Session 80 | 15-18 Sep 2015

1. The Working Party on Brakes and Running Gear (GRRF) held its seventy-ninth session from 16 to 20 February 2015 in Geneva. The meeting was chaired by Mr. B. Frost (United Kingdom of Great Britain and Northern Ireland). Experts from the following countries participated in the work, following Rule 1(a) of the Rules of Procedure of the World Forum for Harmonization of Vehicle Regulations (WP.29) (TRANS/WP.29/690, ECE/TRANS/WP.29/690/Amend.1 and Amend. 2): Australia, Belgium, Canada, China, Czech Republic, Denmark, Finland, France, Germany, Hungary, India, Italy, Japan, the Netherlands, Norway, Poland, Russian Federation, Slovakia, Republic of Korea, Spain, Sweden, Switzerland and the United Kingdom of Great Britain and Northern Ireland (UK). An expert from the European Commission (EC) also participated. Experts from the following non-governmental organizations (NGOs) participated: the European Association of Automotive Suppliers (CLEPA), the European Tyre and Rim Technical Organisation (ETRTO), the International Motorcycle Manufacturers Association (IMMA), the International Organization for Standardization (ISO), the International Organization of Motor Vehicle Manufacturers (OICA) and Rubber Manufacturers Association (RMA). Upon the special invitation of the Chair, the following NGOs participated: Bureau International Permanent des Associations de Vendeurs et Réchappeurs de Pneu (BIPAVER) and Imported Tyre Manufacturers Association (ITMA).

3. GRRF also adopted the running order for the session as proposed in GRRF-80-01. The informal documents distributed during the session are listed in Annex I of the session report.

2. GRRF considered the agenda prepared for the eightieth session and adopted it (ECE/TRANS/WP.29/GRRF/2015/16 and Add.1) as updated and reproduced in GRRF‑80‑02, including all informal documents received until the session’s starting date as well as the following addition of a document reference for item 13©:

4. The secretariat introduced GRRF-80-14, announcing that the next GRRF session would take place on 1-5 February 2016 and recalling that the deadline for the submission of official documents would be 6 November 2015.

5. The expert from OICA, recalling his presentation at the seventy-ninth session of GRRF introduced ECE/TRANS/WP.29/GRRF/2015/17 and ECE/TRANS/WP.29/GRRF /2015/18 proposing useful information to Contracting Parties applying Regulations Nos. 130 and 131 regarding the application of these regulations for specific categories of vehicles. GRRF received the presentation by the expert of CLEPA (GRRF-80-23).

6. GRRF adopted ECE/TRANS/WP.29/GRRF/2015/17 with the amendments below, and requested the secretariat to submit the proposal (together with ECE/TRANS/WP.29/GRRF/2013/13) to WP.29 and AC.1 for consideration at their March 2016 sessions, as Supplement 1 to Regulation No. 130.

7. GRRF adopted ECE/TRANS/WP.29/GRRF/2015/18 as amended by Annex II (based on GRRF-80-30) and requested the secretariat to submit the proposal (together with ECE/TRANS/WP.29/GRRF/2013/13) to WP.29 and AC.1 for consideration at their March 2016 sessions, as Supplement 2 to the 01 series of amendments to Regulation No. 131.

8. As no documents were presented for technical change but only to discuss the splitting of the regulation, GRRF discussed this item in conjunction with item 10© (see para. 60).

9. The Chair of the informal working group (IWG) on MVC reported (GRRF-80-28) on the activities of the group’s recent meetings. He confirmed that the group was reviewing coupling, braking, the stability and steering aspects of MCV as well as on a definition of a Dolly. He announced the following meeting is scheduled on 26-27 October 2015 in Paris. GRRF endorsed the status report.

10. The Chair of GRRF recalled the purpose of ECE/TRANS/WP.29/GRRF/2013/13, adopted during the seventy-fifth GRRF session. The document remained on the agenda of GRRF, pending submission to WP.29 and AC.1 of the adopted text for Regulations Nos. 13 (Heavy vehicle braking), 13-H (Brakes of M1 and N1 vehicles), 79 (Steering equipment), 89 (Speed limitation devices), 130 (Lane Departure Warning Systems (AEBS)) and 131 (Advanced Emergency Braking System (AEBS)). At this stage, the proposal was incorporated in Regulation No. 13 (see ECE/TRANS/WP.29/2014/3).

11. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2015/19, as summarized in GRRF-80-27 and containing the proposal drafted by the experts from Germany and the Netherlands about provisions for electromechanical braking systems for towing vehicles and their trailers. The proposal received some comments on aspects related to the energy measurement from the battery and to the warning light concept.

12. The experts from Germany and the Netherlands invited the GRRF experts to a special interest group meeting on Annex 14 of Regulation No. 13 to take place in Bonn (Germany) on 03 November 2015.

13. The expert from Germany presented GRRF-80-39 introducing the proposal for an Annex 23 to Regulation No. 13 in ECE/TRANS/WP.29/GRRF/2015/20 with provisions for trailers of category O2 without pneumatic connection and equipped with service braking systems with pneumatic energy storage devices. The proposal received some comments related to possible design restrictions and warning signals. The expert from Germany invited the GRRF experts to a special interested group meeting on the draft Annex 23 of Regulation No. 13 to take place in Bonn (Germany) on 02 November 2015.

14. The expert from Hungary introduced GRRF-80-11 drafted together with the expert from the Netherlands and containing several corrections. GRRF requested the secretariat to distribute this document with an official symbol at the February 2016 session of GRRF.

15. GRRF did not receive any new proposal to amend Regulation No. 121 or relevant information from the Working Party on General Safety (GRSG).

16. The expert from China introduced GRRF-80-06 proposing amendments to the provisions related to the test of Brake Assist Systems (BAS) based on the assumption that in some cases the operation trigger point of BAS would not reflect human capacities. The proposal received some comments on possible design restrictions. The experts from CLEPA and OICA agreed to further study the proposal. GRRF agreed to keep GRRF-80-06 on the agenda of the eighty-first session of GRRF.

17. The Chair of the IWG on Regulation No. 55 introduced ECE/TRANS/WP.29/GRRF/2015/34, ECE/TRANS/WP.29/GRRF/2015/35, and ECE/TRANS/WP.29/GRRF/2015/36 presenting the outcome of the work done by the group and taking into account the comments received at the previous sessions of GRRF.

18. GRRF adopted the proposals, as reproduced Annex III (based on GRRF-80-41) to the session report and requested the secretariat to submit them to WP.29 and AC.1 for consideration at their March 2016 sessions, as Supplement 5 to the 01 series of amendments to Regulation No. 55.

19. The Secretary of the IWG on Regulation No. 55 pointed out that the Task Force of Agricultural Couplings were evaluating the possibility of spliting the requirements for agricultural couplings from Regulation No. 55. GRRF requested the group to conclude this evaluation and to provide a proposal for amendments to the Terms of Reference of the IWG on Regulation No. 55 to be examined by GRRF at its February 2016 session.

20. The expert from EC introduced GRRF-80-29 aimed at addressing the situation where coupling balls are installed right in front of registration plates or rear fog lamps. The proposal received some comments and the expert from EC agreed to submit a revised proposal to the February 2016 session of GRRF.

21. The expert from IMMA introduced ECE/TRANS/WP.29/GRRF/2015/21 proposing a wording to include Electromagnetic Compatibility requirements in Regulation No. 78. GRRF agreed with the principles of the proposal stating that an approval according to Regulation No. 10 is not a prerequisite for obtaining an approval according to Regulation No. 78. GRRF preferred to harmonise the wording of the proposal with the one in ECE/TRANS/WP.29/GRRF/2013/13 and adopted the proposal as reproduced in Annex IV to the session report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 3 to the 03 series of amendments to Regulation No. 78.

22. The expert from EC introduced ECE/TRANS/WP.29/GRRF/2015/42, proposing to apply to tricycles the existing Anti-lock Braking Systems (ABS) requirements for Powered Two Wheelers (PTWs). The proposal was accepted in principle as it proposed a harmonization with the corresponding EU directive. As the proposed wording would also affect L6 and L7 category vehicles, some experts were of the opinion that transitional provisions would be necessary. The expert from EC volunteered to prepare a revised proposal for the February 2016 session of GRRF.

23. GRRF reviewed ECE/TRANS/WP.29/GRRF/2015/41 and GRRF-80-24 under agenda item 5(b) below.

24. The expert from EC introduced ECE/TRANS/WP.29/GRRF/2015/40 and ECE/TRANS/WP.29/GRRF/2015/41, proposing to clarify the possibility to install means to temporarily reduce or disable the ABS function of motorcycles in certain conditions. The expert from Canada submitted an alternative wording (GRRF-80-19) and recalled that an authorization from the Executive Committee AC.3 for developing an amendment to GTR No. 3 would be required. The proposal received some general comments related to road safety. The expert from IMMA briefly introduced GRRF-80-13 commenting the proposals to which the expert from EC responded (GRRF-80-24 and GRRF-80-25). A majority of experts expressed a specific concern related to condition (f). The expert from EC volunteered to prepare two revised proposals for the [February 2016] session of GRRF.

25. The expert from EC introduced GRRF-79-17, proposing to apply to tricycles the existing ABS requirements for PTWs. The proposal was accepted in principle as it proposed a harmonization with the corresponding EU directive. As the proposed wording would also affect other Category 3 vehicles, the expert from EC volunteered to prepare a revised proposal for the February 2016 session of GRRF.

26. The expert from Italy presented GRRF-80-31, introducing ECE/TRANS/WP.29/GRRF/2014/23/Rev.2 and GRRF-80-37 and proposing requirements for the approval of replacement brake discs for L‑category vehicles, taking into consideration the latest technologies available in the market as well as comments received during the previous session of GRRF. GRRF adopted the proposal with the following amendments:

(a) the proposed transitional provisions (paras 12.1 to 12.6) shall be deleted;
(b) The note under Table A15/2.9 shall read: “There are no groups…”

27. The expert from CLEPA introduced ECE/TRANS/WP.29/GRRF/2015/22 proposing to enable the approval according to Regulation No. 90 of test groups instead of single variants. GRRF adopted the proposal with an amendment below:

28. GRRF adopted the proposal as amended and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 3 to the 02 series of amendments to Regulation No. 90.

29. The expert from CLEPA introduced GRRF-80-12 proposing amendments to provisions defined for equivalent brake discs and drums and a relaxation of the requirement on the thickness variation for interchangeable replacement discs or drums. The expert from OICA expressed some concerns. The experts from OICA and CLEPA agreed review the proposal together. GRRF requested the secretariat to distribute the proposal with an official symbol for its February 2016 session.

30. The Chair of GRRF recalled the establishment of GTR No. 16 (Tyres) in the Global Registry, the authorization to develop an amendment to GTR No. 16 (see ECE/TRANS/WP29/AC.3/42) and the sponsorship of the Russian Federation for this activity. The expert from ETRTO reported (GRRF-80-04, GRRF-80-05) and presented the status of the work done by the group of interested experts dealing with this amendment (GRRF-80-20, GRRF-80-21 and GRRF-80-22). GRRF explored the possible wording to be used to allow Contracting Parties to transpose at their wish some of the optional tests in the GTRs and therefore reviewed the precedent case of GTR No. 7. GRRF experts agreed to send written comments to the group of interested experts and to have a webex meeting in October, so that a formal proposal can be submitted for consideration at the February 2016 session of GRRF.

31. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2015/23 proposing to amend tyre dimensional requirements in Regulation No. 30. GRRF adopted the proposal with the following correction:
Annex 6, paragraph 1.2.4, amend to read:

“1.2.4. in reinforced tyres: to 2.2 bar 2.3 bar;”

32. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2015/24 proposing to amend requirements for the load/speed performance test. GRRF adopted this proposal.

33. GRRF requested the secretariat to submit both adopted proposals above to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 18 to the 02 series of amendments to Regulation No. 30.

34. The expert from France presented GRRF-80-09, introducing the proposal ECE/TRANS/WP.29/GRRF/2015/25 as well as ECE/TRANS/WP.29/GRRF/2015/29 and ECE/TRANS/WP.29/GRRF/2015/31 (see paras 39 and 45 below). GRRF supported the concept but was of the opinion that some clarifications would be necessary e.g. concerning para. 2.1. with the definition of a type. The expert from France volunteered to prepare revised proposals.

35. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2015/26 proposing to amend the tyre marking requirements. GRRF adopted this proposal.

36. The expert from ETRTO also introduced ECE/TRANS/WP.29/GRRF/2015/28 proposing to amend tyre dimensional requirements in Regulation No. 54. GRRF adopted this proposal.

37. GRRF requested the secretariat to submit both adopted proposals above to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 21 to Regulation No. 54.

38. The expert from ETRTO also introduced ECE/TRANS/WP.29/GRRF/2015/27 as amended by GRRF-80-10 proposing to replace the “PSI index” by the pressure in “kPa”. The proposal received several comments e.g. on paragraph 3.1.10. and the use of “may” or “shall”. GRRF agreed to resume consideration of this proposal at its next session on the basis of a revised proposal that the expert from ETRTO volunteered to prepare.

39. The expert from France introduced ECE/TRANS/WP.29/GRRF/2015/29 together with the corresponding document relevant for Regulation No. 30 (see para. 34 above).

40. The expert from the Slovak Republic introduced ECE/TRANS/WP.29/GRRF/2015/38 as amended by GRRF-80-15. GRRF agreed that only proposed minor correction to footnote 2 in Annex 7, Appendix 1 would be relevant. At the request of the Chair of GRRF, the expert from ETRTO agreed to introduce it in its revised proposal for amendments to Regulation No. 54 to be reviewed by GRRF at its February 2016 session.

41. The expert from France introduced GRRF-80-17 proposing provisions for tyres designed for a “special” application that also fulfil the definition of a “snow” tyre. GRRF requested the secretariat to distribute this document with an official symbol at the next session of GRRF.

42. The expert from ETRTO presented ECE/TRANS/WP.29/GRRF/2015/30 proposing to amend the tyre dimensional requirements in Regulation No. 75. GRRF adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 16 to Regulation No. 75.

43. The expert from ETRTO presented ECE/TRANS/WP.29/GRRF/2015/31 proposing amendments related to Improved Flexion (IF) tyres and Very high Flexion (VF) tyres avoiding possible misunderstanding for the application of the EC Regulation No. 167/2013 that refers to Regulation No. 106. GRRF adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 13 to Regulation No. 106.

44. The expert from the Slovak Republic introduced ECE/TRANS/WP.29/GRRF/2015/39 as amended by GRRF-80-16 proposing clarifications for Regulation No. 109. The expert from ETRTO recalled that the proposed clarifications would also be relevant for Regulations Nos. 30 and 54. GRRF agreed to resume consideration of these clarifications on the basis of a revised proposal that the experts from ETRTO and the Slovak Republic volunteered to prepare for the September 2016 session of GRRF.

45. The expert from France introduced ECE/TRANS/WP.29/GRRF/2015/32 together with the corresponding document relevant for Regulation No. 30 (see para. 34 above).

46. GRRF did not receive any other document to be discussed under this agenda item.

47. The Chair of GRRF presented the guidance document on automated driving proposed by the IWG on ITS/AD and endorsed by WP.29 at its June 2015 session. GRRF agreed to refer this document to the IWG on ACSF.

48. The expert from OICA invited the experts of GRRF to witness a demonstration of a vehicle equipped with an RCP system, with the driver being out of his car during the parking manoeuvre and controlling the car’s motion via a smartphone or a smart key. The experts were presented a well-functioning vehicle equipped with various sensors ensuring safety redundancies. A day before on 16 September 2015, the Ministers of Transport of the G7 Countries witnessed a similar demonstration at their meeting at the Frankfurt Motor Show. In their declaration, the transport ministers of the G7 States and the European Commissioner for Transport stressed that “A key prerequisite for the widespread deployment of innovative and reliable technologies in road transport is that modern vehicle systems are legally permissible and suitable for mass production. Revising, as appropriate, regulations applicable in the G7 states, and those established under the agreements administered by the UN World Forum for the Harmonization of Vehicle Regulations (WP.29) – is of crucial importance.”

49. The expert from OICA introduced GRRF-80-18 (i) presenting the system and those Regulations relevant for this system, (ii) concluding that RCP could be type-approved according to Regulations Nos. 79 and 13-H and (iii) in line with the requirements of the 1968 Vienna Convention on road traffic. The expert of GRRF expressed positive comments about the systems and agreed that clarifications should be added in the relevant Regulations to capture the benefits of such systems without compromising safety. The chair recalled that even though correctly type-approved, such system would still be subject to regulations related to the use of road vehicles. He added that the concern related to cyber security should be addressed.

50. The Chair of GRRF recalled various cases of cyber-attacks (“hacking”) disclosed in specialized media which were not only affecting automated driving vehicles but also conventional vehicles. The expert from the Russian Federation agreed that this subject should be reported to WP.29. He recalled that the Working Party on General Safety (GRSG) already manage regulations on the protection of vehicle against unauthorized use (UN Regulations Nos. 18 and 116). The expert from Japan also agreed that WP.29 should tackle this issue. He added that both the IWGs on ACSF and ITS/AD would have to tackle this issue within their current mandates. He mentioned that special attention would be needed for connected vehicles and especially those allowing “over the air” (OTA) updates. The expert from Germany stated that “eSecurity” is a serious issue and agreed that WP.29 should tackle this matter.

51. Referring to GRRF-78-27, the expert from CLEPA, on behalf of CLEPA and OICA, introduced ECE/TRANS/WP.29/GRRF/2015/37 proposing to align the requirements to be met in case of the steering system and the braking system of a vehicle share the same energy source with those of Regulations Nos. 13 and 13-H. GRRF adopted the proposal as reproduced below:

Insert a new paragraph 5.3.1.6., to read:

“5.3.1.6.The requirements for the braking performance in paragraphs 5.3.1.4. and 5.3.1.5. above shall not apply if the braking system is such that in the absence of any energy reserve it is possible with the service brake control to achieve the safety requirement for the secondary braking system mentioned in:
(a) Paragraph 2.2. of Regulation No. 13-H, Annex 3 (for M1-, N1-vehicles);
(b) Paragraph 2.2. of Regulation No. 13, Annex 4 (for M2-, M3-, N-vehicles).

Paragraph 5.3.1.6. (former), renumber as 5.3.1.7.

52. The Secretary of GRSG introduced ECE/TRANS/WP.29/GRSG/2015/12, proposing amendments to Regulation No. 79 related to the recent adoption of a Supplement to Regulation No. 43 introducing Camera-Monitoring-Systems. GRRF adopted the proposal.

53. GRRF requested the secretariat to submit both adopted proposals to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 5 to the 01 series of amendments to Regulation No. 79.

54. The expert from CLEPA introduced on behalf of CLCCR the proposal ECE/TRANS/WP.29/GRRF/2015/43 superseding ECE/TRANS/WP.29/GRRF/2015/8. The proposal received some comments and was amended during the session as reproduced in GRRF-80-40. GRRF agreed with the proposal but preferred to review it again in February 2016 in view of a possible adoption in June 2016 by WP.29 and AC.1.54

55. The Chair of GRRF recalled the activities done by the IWG on ACSF and proposed to postpone the discussion on LKAS (ECE/TRANS/WP.29/GRRF/2015/2 and GRRF-79-04) to make sure that the findings of the informal group could be reflected when working the technical provisions for LKAS. The expert from France agreed to present GRRF-80-08 at the February 2016 session of GRRF. GRRF agreed to resume consideration of this item at its nest session.

56. The Chair of GRRF recalled that the draft Terms of Reference (ToR) for the IWG on ACSF were endorsed by GRRF and WP.29 but subject to minor amendments. The expert from Germany on behalf of Germany and Japan presented GRRF-80-03 proposing a revised version of the ToR. GRRF adopted the revised terms of reference as reproduced in Annex V to the session report.

57. The expert from Germany, on behalf of the Co-Chairs of the IWG on ACSF introduced GRRF-80-38 presenting the status of the work done of the IWG on ACSF. The IWG is proposing five categories of ACSF independently of any automation levels definitions as well as testing procedures for the proper assessment of the safety performance of these functions. GRRF endorsed the status report and agreed to resume consideration of this agenda item at its next session.

58. The GRRF Ambassador presented GRRF-80-42 reporting on the activities of the IWG on IWVTA and its subgroups. GRRF noted the progress done by the IWG. GRRF also noted that the pre-testing task force would test procedures related to Regulation No. 0 and that GRRF actions related to IWVTA should ideally be completed by February 2016.

59. In absence of new proposals tabled by the expert from OICA, the Chair recalled the purpose of ECE/TRANS/WP.29/GRRF/2014/13 amended by GRRF-79-08 proposing a draft Regulation on tyre installation and that the expert from OICA agreed to table a revised proposal addressing the comments received. The expert from Japan tabled GRRF-80-26 addressing concerns expressed at the seventy-ninth session of GRRF. The expert from EC kindly informed GRRF that the lack of harmonization between the draft UN Regulation and the existing EC Regulation 458/2011 might prevent the EU from applying this regulation. The expert from OICA submitted GRRF-80-36 at the end of the session for review and comments by the experts of GRRF in view of the submission of an official document for the February 2016 session of GRRF.

60. The expert from the UK recalled, on behalf of the group of interested experts dealing with this matter, the purpose of GRRF-79-05, GRRF-79-06 and GRRF‑79‑07 superseding official proposals for separate Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from Regulation No. 13‑H (ECE/TRANS/WP.29/GRRF/2014/10). She then introduced ECE/TRANS/WP.29/ GRRF/2015/33 as amended by GRRF-80-32 proposing transitional provisions to make sure that Countries mandating the fitment of ESC or BAS on the basis of the existing text of Regulation No. 13-H would be able to continue to mandate this fitment, unaffected by this extraction. GRRF agreed to reconsider this proposal at its February 2016 session.

61. The recalled the purpose of ECE/TRANS/WP.29/GRRF/2015/12 as amended by GRRF-79-09 and ECE/TRANS/WP.29/GRRF/2015/13 as amended by GRRF-79-10 proposing a separate Regulation dedicated to Tyre Pressure Monitoring System (TPMS) and removing from Regulation No. 64 the provisions related to TPMS. No document was submitted before the start of the session. The expert from OICA submitted at the end of the session GRRF-80-34 and GRRF-80-35 for review and comments by the experts of GRRF in view of the submission of an official document for the February 2016 session of GRRF.

62. GRRF did not receive any new document to be discussed under this agenda item.

64. In compliance with Rule 37 of the Rules of Procedure (TRANS/WP.29/690 and Amends. 1 and 2), GRRF called for the election of officers on Tuesday afternoon. Mr. Frost (United Kingdom) was unanimously elected Chair of GRRF for the sessions scheduled for the year 2016. Mr. Murai (Japan) was elected Vice-Chair of GRRF for the same period.

65. The secretariat introduced GRRF-80-14 reporting on the highlights of the 165th and 166th sessions of WP.29 relevant for GRRF. For more information, please refer to the session reports.

66. The secretariat reported that GRSP was using the abbreviation “VSF” as “Vehicle Seat Fixture” and proposed to stop using “VSF” as “vehicle stability function”. GRRF didn’t support this idea as “VSF” was not only used as an abbreviation but also VSF is part of an approval mark for certain vehicles type-approved according to Regulation No. 13.

67. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2015/44 proposing to extend the possibility of actuating the service braking system as described in Regulation No. 89 to vehicles of categories M2 and N2 below 5t. Some experts expressed concerns related to the risk of “hot brakes” phenomena when the (adjustable) speed limitation device would function down hills. The expert from OICA agreed to provide more information about the proposal to be presented at the February 2016 session of GRRF. GRRF agreed to resume consideration on this item at its February 2016 session and requested the secretariat to dedicate an agenda item to Regulation No. 89.

68. The expert from IMMA introduced GRRF-80-33 proposing to allow the optional fitment of Emergency Stopping Signals for motorcycles. GRRF welcomed the idea and agreed to resume consideration of this proposal at its February 2016 session.

69. Learning that Mr. Masahito Yamashita (JASIC) would no longer attend the sessions, GRRF acknowledged his great cooperation with GRRF and wished him all the best for his new responsibilities.

70. Learning that Mr. Georges Dimitri (ETRTO) would retire and, therefore, no longer attend the sessions, GRRF acknowledged their considerable contributions to the activities of the group. GRRF wished them long and happy retirements.
