Documents GRE/2014/20, GRE/2014/24 and GRE/2014/29 propose to add light categories to UN Regulation Nos. 37, 99, and 128; however, since the amendment or extension of an IEC60061 cap sheet results in a change to the sequence number of the sheet, all light source category sheets that refer to that IEC sheet need an update. Therefore, the IEC proposes the necessary changes to the text of the above proposals.

Request from the SLR informal group for confirmation whether the proposed establishment of a resolution on common specifications of light source categories is acceptable. The resolution would provide a list of light sources allowed in lamps. The UN Office of Legal Affairs has stated that a resolution may not be used to amend a regulation, raising a possible question of interpretation. The SLR informal group also asks whether the proposed resolution can be provided only in English.

Proposal from the Informal Working for a new Resolution on light sources to simplify the content and amendment process for the light-source regulations UN R37, 99 and 128. In addition, the draft phases out some filament light source categories (per the earlier document GRE/2015/29), add new LED categories LW3, LY3, LR5, LW5, and LY5 (per document GRE/2015/30), and aligns drawings of category LR4 with drawings of these new categories. These latter items were all approved during the 74th GRE session.

In addition, the proposal renumbers the part of 3.6.2.2. that applies to gas-discharge light sources containing black stripes as 3.6.2.3. to make the distinction with gas-discharge light sources not containing black stripes.

The regulation of lighting includes individual regulations for specific lighting devices (headlamps, direction indicators, etc.), for light source (filament, gas, LED), and for installation (UN R48). The proposed UN R0 on the type approval of whole vehicles requires submission of approval certificates for components and systems to be included within the whole vehicle approval. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). In order to avoid excessive administrative burdens, GTB proposes that the regulations covering light units include provisions to confirm their approval under the applicable light source regulations such that UN R48 approvals would represent approval of the vehicle lighting systems under both device regulations and light-source regulations.
